9. SR 19 - An environmental study into possible widening along the 4.7 miles from CR 48 to CR 561 is planned for FY 10/11 (FM No. 238319). Design of improvements is funded in FY 13/14.

10. SR 33 - Construct left turn lane at CR 474 (FM No. 423096). Bids are to be received in FY 13/14. The estimated cost is $660,000.

11. CR 450 - $2.3 million in grants to Lake County through FY 12/13 is to pay for design and construction of paved shoulders from the Marion County line to Lake Yale Road (FM No. 427480).

12. Rolling Acres Road Sidewalk - $830,000 in grants to the city of Lady Lake through FY 12/13 is to pay for design and construction of a sidewalk from Vista San Polo to Griffin Road (FM No. 427855).

13. South Lake Trail - $2.7 million in grants to Lake County through FY 12/13 are to pay for design and construction of Section I of this trail from the existing Clermont Trail to Groveland Park in downtown Groveland (FM No. 422570).

14. Leesburg/Wildwood Trail - A $2.1 million grant to the City of Leesburg in FY 11/12 is to pay for construction of this trail from the Sumter County line to US 441 (FM No. 424444).

15. Lincoln Avenue Sidewalk - A $490,000 grant to City of Mt. Dora in FY 13/14 is to pay for construction of a ten foot sidewalk from Tremain Street to Unser Street (FM No. 429594).

16. CR 561 - $1.1 million in grants to Lake County through FY 13/14 is to pay for construction of a roundabout at the CR 455 intersection (FM No. 429606).

17. CR 470 - A $4 million grant to Lake County in FY 13/14 is to pay half the cost of replacing the bridge over Florida’s Turnpike (FM No. 430238). This is a County Incentive Grant Program project.

18. CR 466A - A $6.9 million grant to Lake County if FY 12/13 is to pay half the estimated right of way costs for widening along the three miles from the Sumter County line to US 27 (FM No. 430253). This is a Transportation Regional Incentive Program (T.R.I.P.) project.

2. I-75 - Resurface 14.4 miles from the Hernando County line to the Panasofkee Creek Bridge (FM No. 427375). Bids are to be received in FY 12/13. The estimated cost is $16 million.

3. SR 48 - Widening to four lanes along the 1.6 miles from I-75 to Main Street (CR 475) (FM No. 2404182). Right of way is to be purchased in FY 11/12. Bids are to be received in FY 15/16. The estimated cost is $20 million.

4. SR 48 - Construct westbound right turn lane at CR 475 intersection (FM No. 2404183). Bids are to be received in FY 12/13. The estimated cost is $200,000.

5. US 301/SR 44 Intersection - Construct north and southbound turn lanes (FM No. 430188). This is a privately funded project. Bids are to be received in FY 13/14. The estimated cost is $130,000.

6. US 301 - An environmental study into the possible widening from two to four lanes along the 15.5 miles from CR 48 to SR 44 is planned for FY 13/14 (FM No. 430132/430133).

7. CR 469 - A $2.8 million grant to Sumter County in FY 11/12 is to pay for resurfacing along the 5.7 miles from CR 48 to SR 50 (FM No. 429759). Under construction. Estimate completion date 8/2013

8. CR 466 - A $1.6 million grant to Sumter County in FY 14/15 is to pay for resurfacing along the 4.5 miles from US 301 to just east of CR 475 (FM No. 428443).

9. CR 466/US 301 Intersection - Construct north and southbound turn lanes (FM No. 430187). This is a privately funded project. Bids are to be received in FY 13/14. The estimated cost is $180,000.

10. CR 475 - A $2.5 million grant to Sumter County in FY 14/15 will pay for construction of paved shoulders and resurfacing along the 3.7 miles from CR 470 to CR 542, including replacement of the timber column bridge at Juniper Creek with concrete box culverts (FM No. 429944).

11. CR 542W – $363,500 grant for Widening and Resurfacing of SR 542W from US 301 to C-475. (FM No. 4318961) 12. SR 471 – at CR 48 Widen/Resurface existing lanes. (FM No. 4247351) under construction.

A. Florida Department of Transportation Ms. Vickie Wyche, MPO Liaison, gave an update on the construction projects in the Lake and Sumter area.

B. Florida’s Turnpike Enterprise Ms. Pam Richmond reported on the PD&E Turnpike Widening Public Hearing that was held in October, and stated that it was well attended.

D. MPO Staff Ms. Richmond gave a brief update on the feasibility study, and Mr. Fish updated the committee on the Lake County Sector Plan Public Meeting that was held last week. Mr. Francis Franco reported on three road safety issues that were brought to his attention in the south Lake area.

COMMENTS FROM THE GENERAL PUBLIC None AGENDA UPDATE None PRESENTATIONS

A. SR 19/Howey Bridge Project Development & Environment Study Update Mr. David Cooke, Project Manager, FDOT and Mr. Steve Ferrell, Consultant Project Manager, HDR Engineering, Inc. presented an update of the PD&E Study and the preferred alternative that will be presented at the Nov 27 public hearing. Brief discussion ensued regarding the timing of the bridge replacement and the road widening.

B. Organizational Assessment Ms. Dawn Scott, MPO Graduate Intern from UCF, reported on her analysis of the MPO organization structure. She discussed the internal and external dynamics, community involvement, leadership and team effectiveness. She stated her conclusions and recommendations. Mr. Fish elaborated on the results of the assessment.

MOTION was made by David Clutts to approve the Consent Agenda; seconded by Andy Dubois -- motion passed 10-0.

ACTION ITEMS A. Recommend Approval to Amend Transportation 2035

Mr. Fish explained the request from FDOT to reflect cost-feasibility for the construction phase of the now-funded I-75 corridor capacity project from the Hernando County line to the Turnpike. Brief discussion ensued. MOTION was made by Steve Ferrell to recommend approval to amend Transportation 2035; seconded by Andy Dubois -- motion passed 10-0.

B. Recommend Approval to Amend the FY 2012/13 – 2016/17 Transportation Improvement Program Mr. Fish explained the need to include the project from Item A as the project is eligible to be programmed into the TIP. He further explained additional projects included in the amendment. MOTION was made by Steve Ferrell to recommend approval to amend the FY 2012/13 – 2016/17 TIP; seconded by Brian Herman -- motion passed 10-0.

C. Election of Officers effective January 2013 MOTION was made by Steve Ferrell to nominate David Clutts as Chairman; seconded by Dick Lastowka; David Clutts accepted the nomination. Steve Ferrell moved to close nominations, seconded by Stephen Stone -- motion passed 10-0. MOTION was made by Dick Lastowka to nominate Susy Gibson as Vice-Chairman; seconded by Andy Dubois. Dick Lastowka moved to close nominations, seconded by Steve Ferrell -- motion passed 10-0. Dick Lastowka left the meeting at this time.

D. Recommend Approval of 2013 Legislative Positions and Priorities Mr. Fish reviewed the list that was approved by the governing board in September as well as the top six funding options supported by the Florida MPO Advisory Council. MOTION was made by Steve Ferrell to recommend approval of the 2013 Legislative Positions and Priorities; seconded by David Clutts; discussion ensued regarding focusing on ways to reduce spending rather than more revenues; at which time Mr. Fish covered discussion item A due to the relevance of the discussion at hand. He explained that the MPO will serve as a forum for the county commission and the Lake County municipalities to have a dialogue regarding the renewal of the fuel taxes -- motion passed 8-1 with Andy Dubois opposed.

DISCUSSION ITEMS A. Renewal of Lake County First Local Option Fuel Tax

Previously discussed.

B. MPO Task Force Subcommittees Mr. Fish gave an update on each of the MPO’s task force subcommittees and the areas that they cover.

C. MPOAC – MPO Structure Discussions Mr. Fish reported on the statewide workshop he attended last month. The Lake~Sumter MPO was the 26th MPO to be formed after the 2000 census. Two new MPO’s are eligible with the 2010 census. Mr. Fish discussed the possible inclusion of Citrus County to form a 3-County MPO.

D. Public Transportation Funding & 2025 Transit Development Plan Mr. Fish provided a brief report on the 2025 Transit Development Plan and that it is now being developed, with a final plan to be presented for approval summer 2013. The updated plan will address transit services in the three Urbanized Areas of the MPO.

E. 2012 Horizon Award Nominations Mr. Fish asked committee members to consider nominating deserving local governments, people, partners and/or projects that were accomplished during 2012. The awards will be presented at the Sixth Annual Horizon Awards Dinner January 23rd. He encouraged everyone to attend the event.

PROJECT UPDATES A. Wekiva Parkway and Trail

Mr. Fish gave a brief update on the Wekiva Parkway project and the Lake-Wekiva Trail PD&E study, and stated that a major coordination effort is underway to accomplish as much of the trail as feasible as the parkway project progresses. We are currently working with FDOT on an issue with the width of the trail.

B. Rail Initiatives Mr. Fish updated the committee on the status of contract approvals by the various partners on the rail upgrade effort.

CONFIRMATION OF REPRESENTATIVE ATTENDING GOVERNING BOARD MEETING It was confirmed that Steve Ferrell would be the CAC representative attending the Governing Board meeting on December 5, 2012 at 2 pm at the Lake~Sumter MPO. D. MPO Staff Ms. Richmond and Mr. Woods gave an update on the transportation projects in their areas. Mr. Woods further reported that FDOT accepted a new school zone request on SR 44 in Leesburg that has been a safety concern for the children.

COMMENTS FROM THE GENERAL PUBLIC None AGENDA UPDATE Staff requested that Discussion Item A be removed from the agenda due to the redundancy to Presentation C. PRESENTATIONS

A. Transportation Management System Annual Report Mr. Franco gave a quick summary of the road capacity map. Ms. Richmond explained level of service; and both Mr. Franco and Mr. Woods provided a review of the MPO’s crash data system and how it works. Mr. Woods reiterated that the MPO is the keeper of the data, and he explained that crash information can be given for any intersection or roadway.

B. Congestion Management Process Pamela Richmond provided a brief presentation on the CMP. She included work to date and next steps in the process.

C. Florida Department of Transportation and Florida’s Turnpike Enterprise Tentative 5-Year Work Programs for FY 2013/14 – 2017/18 Ms. Wyche reported on projects funded in the FDOT Tentative 5-Year Work Program in both Lake and Sumter Counties. Ms. Gilmartin reported on the one project in Sumter County.

ACTION ITEM

A. Recommend Approval of 2013 Legislative Positions and Priorities Ms. Richmond reviewed the list that was approved by the governing board in December. MOTION was made by Bonnie Nebel to recommend approval of the 2013 Legislative Positions and Priorities as provided; seconded by Steve Ferrell; brief discussion confirming the items added by the Governing Board in December. Andy Dubois reiterated that he is not supportive of legislation that finds additional revenue streams -- motion passed 10-1 with Andy Dubois opposed.

DISCUSSION ITEMS A. Impacts of the FDOT Tentative Work Program

Not discussed.

B. Future of SR 19 Little Lake Harris Bridge As the consultant for the current Project Development & Environment Study (PD&E), Steve Ferrell provided an update on the concept of preserving the bridge. Discussion ensued regarding the maintenance and insurance of the bridge as well as the cost of making the bridge ADA compliant.

C. 2012 Horizon Award Nominations Ms. Richmond stated it was the last chance to submit nominations for the Horizon Awards, and she encouraged committee members to attend the event on January 23rd.

Eligible to All Counties with an MPO The current legislation allows a surtax to be taken before voters as a referendum to fund transportation projects through an up to one percent consumption tax. The law has evolved through the last 25 years to now be eligible to all charter counties, as well as to any non-charter county that is part of a Regional Transportation Authority. The transportation surtax is an appropriate referendum option for urban counties and therefore should be extended to all counties served by a metropolitan planning organization in order to provide funding for cost-feasible transportation plans. The proposed legislation, drafted in partnership with the Florida Association of Counties, is as follows.

Each charter county that has adopted a charter, each county the government of which is consolidated with that of one or more municipalities, each county that is a member of a metropolitan planning organization designated pursuant to s. 339.175(2), and each county that is within or under an interlocal agreement with a regional transportation or transit authority created under chapter 343 or chapter 349 may levy a discretionary sales surtax, subject to approval by a majority vote of the electorate of the county or by a charter amendment approved by a majority vote of the electorate of the county.

2. Index Local Option Fuel Taxes The State of Florida has already passed legislation to index state fuel taxes according to the Consumer Price Index. Legislation is needed to provide the same for local option fuel taxes. Fuel tax revenues for local projects have been affected by decrease in fuel consumption and a flattening of the revenue stream. Indexing would allow a more dependable revenue source for local transportation projects.

3. Protect the Transportation Trust Fund In past fiscal years, the Florida Legislature has diverted millions of dollars from the State Transportation Trust Fund. More than $6 billion in projects have been deleted throughout the last several years from the state’s work program totaling more than an entire fiscal year worth of projects. Such diversions will in the long term degrade the state’s transportation system and shall be avoided.

4. MPOAC Revenue Study Option

Return Motor Vehicle License, Registration and Title increases to the State Transportation Trust Fund from the General Revenue. Position is one of six supported by the Florida MPO Advisory Council as part of the Revenue Study Advisory Council’s work on transportation funding options in Florida.

REGIONAL PROJECTS 1. Monitor Proposed Legislation on a Central Florida Regional Expressway

Authority Draft bills propose the creation of a Central Florida Regional Expressway that would replace the Orlando-Orange County Expressway Authority with a multi-county authority. One draft bill proposes the regional authority to include Orange, Seminole and Osceola counties. Another draft bill, prepared by FDOT, proposes inclusion of Lake County. The MPO supports inclusion of Lake County in the regional authority. The MPO also supports the appointment of at least one county commissioner to the authority.

2. Protect Funding for Florida Central Railroad Freight Rail Improvements

Florida Central Railroad has moved forward with a Joint Participation Agreement with FDOT to draw down up to $13.8 million in freight rail funding to upgrade tracks along the corridor connecting Lake County to Orlando, SunRail and the CSX A-Line. The required 25 percent local match, $4.6 million, has been substantially committed by numerous partners including the Federal Rail Administration, Florida Central Railroad, Lake County, Orange County, Orlando, Apopka, Winter Garden, Ocoee, Tavares, Eustis and Mount Dora. While agreements are finalized in 2012 and construction commences in early 2013, the state funding must be protected in order to see the project to fruition.

3. Wekiva Parkway and Wekiva Trail With the Wekiva Parkway project moving forward, an extension of SR 429 will complete the Orlando Beltway and a new SR 46 connection to Mount Dora will be constructed by 2021. Lake County and the Lake~Sumter MPO have consistently requested since the 2005 commencement of the study supporting the Wekiva Parkway that the project also include construction of a regional showcase trail along the parkway corridor. The project is to connect the regional trail systems in Lake, Orange and Seminole counties. Completion of the trail would allow Lake County to move forward on an eco-tourism economic development initiative to attract tourists and users to the regional trail network.

4. Wellness Way (connector between US 27, Clermont, and SR 429, Orange County) Funding is sought through the State Economic Enhancement and Development (SEED) program to plan for and construct infrastructure to support a proposed employment corridor that would be developed along a future arterial roadway connecting US 27 south of Clermont in Lake County to SR 429 in Orange County. The corridor would include multi-modal transportation facilities and land uses that target the health and fitness industries. The initiative would be a private-sector-driven partnership supported by the public sector including Lake County and Orange County.

5. Hills of Minneola – Employment Center and Interchange State grant funding is needed through the State Economic Enhancement and Development (SEED) program or the Transportation Regional Incentive Program (TRIP) for transportation network infrastructure to connect the county roadway network to the proposed Minneola interchange at Mile Post 279 on Florida’s Turnpike. The City of Minneola is in the process of creating a Community Redevelopment Agency (CRA) to assist in financing infrastructure.

STATEWIDE POLICY 1. Support a Statewide Comprehensive Rail System

Florida is in need of a comprehensive rail plan that maximizes economic development potential of freight rail while planning for the provision of expanded passenger rail services in urban metropolitan areas and between metro areas.

2. Transportation Related Legislation

With the removal of state-mandated transportation concurrency, the MPO supports legislation that strengthens home-rule rights of local governments regarding regional transportation partnerships and empowers local governments with funding and financing options.

3. Weight Limits Maintained for Commercial Trucks on State Facilities In 2010, the Florida Legislature raised truck weight limits on state roads from 80,000 to 88,000 pounds. Nationwide, “pilot projects” continue to push the envelope in terms of allowable weights on state and federal roads, with some states allowing 97,000- to potentially as much as 110,000-pound trucks weights – this is without the provision of additional funding to mitigate the impacts of heavier vehicles on roads and especially bridges. The MPO supports maintaining the current weight limits and encourages as assessment of fiscal impact of the recent increase in allowable truck weights on the FDOT.

4. Close the Gaps – Connection of Regional Trails for Eco-tourism

Seek approval of proviso language from the legislature for the Florida Department of Transportation and the Florida Department of Environmental Protection, Office of Greenways and Trails to work with the Florida Greenways and Trails Foundation and appropriate metropolitan planning organizations to “Close the Gaps” in the statewide trail system with a plan submitted to the legislature by December 30, 2013 and progress reports submitted each year for the next three years.

WHEREAS, the Lake~Sumter Metropolitan Planning Organization (MPO) is the duly designated 10

and constituted body responsible for carrying out the urban transportation planning and programming 11

process for the Lake-Sumter Planning Area; and 12

WHEREAS, Florida Statutes 339.175, 23 U.S.C. 134, and Title 49 U.S.C. require that the MPO, as a 13

condition to receiving federal capital or operating assistance, has a continuing, cooperative, and 14

comprehensive transportation planning process that results in plans and programs consistent with the 15

approved comprehensive plans of the units of local government within the MPO’s jurisdiction, and with state 16

and local planned growth and economic development patterns; and 17

WHEREAS, the Florida Department of Transportation (FDOT) awarded $4,000,000 of County 19

Incentive Grant Program funds to the CR 470 project in Lake County for FY 2013/14 for the construction of 20

a second bridge structure over Florida’s Turnpike increasing bridge capacity from two to four lanes; and 21

WHEREAS, the grant program requires a 50-50 match, which, for the CR 470 Project, is intended to 23

a private developer investment in widening C-470 in Sumter County from two to four lanes into Lake 24

County to Florida’s Turnpike; and 25

WHEREAS, the CR 470 Project is unable to move forward in FY 2013/14, as the private investment 27

required per an executed proportionate share agreement with Landstone Communities Development of 28

Regional Impact is not yet financially feasible; and 29

WHEREAS, Sumter County has programmed local funds to widen from two to four lanes C-468 31

project from SR 44 to Florida’s Turnpike, where The Villages are committed to constructing a partial 32

interchange; and 33

WHEREAS, the pending investments by Sumter County and The Villages substantiate a local match 35

that will exceed the $4 million required match that would leverage the programmed $4 million County 36

Incentive Grant; and 37

WHEREAS, the Landstone Communities DRI is anticipated to commence development within the 39

next five year, therefore justifying re-application for grant funding for the CR 470 Project. 40

NOW, THEREFORE, BE IT RESOLVED by the Lake~Sumter MPO that: 42
