HON. FELIPE M. MEDALLA Monetary Board Member Bangko Sentral ng Pilipinas

Dr. Felipe Medalla is a member of the Monetary Board of the Bangko Sentral ng Pilipinas (the Philippines’ central bank, since July 2011). Before he joined the Monetary Board, he was professor at the University of the Philippines School of Economics, where he has served as dean for four years prior to his appointment as a member of the cabinet under President Joseph Estrada (as Secretary of Socio-Economic Planning and Director-General of the National Economic and Development Authority in 1998–2001). He was a member of the Presidential Task Force on Tax and Tariff Reform under the administration of President Fidel Ramos and was President of the Philippine Economic Society in 1996. He was Chairman of the Foundation for Economic Freedom, a non-govermental organization that is primarily engaged in public advocacy for fiscal reforms and market-friendly government policies. He has written on the effects of economic policies on poverty and problems in the measurement of Philippine economic growth, among others. Dr. Medalla got his Ph.D. in Economics from Northwestern University in Evanston, Illinois and has an M.A. in Economics from the University of the Philippines. He graduated cum laude from De La Salle University with a Bachelor of Arts and Bachelor of Science in Commerce (Economics-Accounting) degree. "

The BAIPHIL Legal and Regulatory Committee is led by its Director, Maria Teresita R. Dean of ChinaBank Savings. The Committee Chairperson is Atty. Mary Joyce M. Sasan of UnionBank with Noel A. Flores of CTBC Bank and Atty. Gregorio M. Yaranon of MayBank as members. The Committee functions as the adviser to BAIPHIL on proposed laws or pending legislation that may impact banking and finance; informs the BAIPHIL on new tax laws or pending rules and regulations and newly issued regulations by the Bangko Sentral ng Pilipinas (BSP), Philippine Deposit Insurance Corporation (PDIC) and Securities and Exchange Commission (SEC). It also coordinates with its BAP counterpart committee on related matters and provides legal support and assistance to BAIPHIL Board on an ad hoc basis. Finally, it likewise participates in special projects of the BAIPHIL. The Committee’s fulfillment of its functions is exemplified in its monthly issuance of the BAIPHIL LegReg Update or the BLU Report. The BLU Report is a compilation of the newly issued regulations from the BSP, PDIC, and SEC and BIR, insofar as they affect banking and finance, with brief summaries. Recently, the Committee has improved on the look and logo of its BLU Report. In keeping up with trends, the release of the BLU Report has also been made web-based. The Committee aims to continue to fulfill its main functions and shall continue to support the various projects of the BAIPHIL and its members.
