In Newport Beach, we created a parking plan to help Balboa Village cope with large surges of summer visitors. Our solutions, which were integrated into the master plan, including demand-based pricing, parking benefit districts, and shared parking. The city then asked us to develop a parking management plan for its Corona del Mar district.

We created a transportation demand management plan for Cal State Long Beach to help the campus shift away from a commuter school, reduce its carbon footprint, and invest in a system that supports all modes of travel. Measures included enhanced bicycle infrastructure, improved parking management and technology solutions, and transit incentives.

The Orange Line bus rapid transitway in LA, although a groundbreaking success, is hampered by mixed access. As part of a larger team, Nelson\Nygaard identified and prioritized improvements to station access and station-area circulation for all 14 existing Orange Line stations. We also provided high-level concepts for expansion and extension of the Orange Line.

OUR LA EXPERIENCEIn Glendale, our award-winning Downtown Mobility Plan addressed the challenge of how to both accommodate residential and retail growth and enhance quality of life. We developed citywide street types and performance measures that continue to help the city broaden transportation choices and support walking in a “park once” downtown.

To maximize mobility options in Los Angeles, we led a multidisciplinary team to improve access to transit. Our recommendations were embraced and the city asked us to develop a plan and implementation strategy to provide new first mile/last mile services between Metro Rail stations and key destinations.

We crafted Santa Monica’s Circulation Element, steering it through an intense public process. We used new development to fund a package of community benefits, including new bicycle lanes, more sidewalks, more frequent transit, and stringent transportation demand management programs. We were brought back to develop parking, bike action, and area plans.

Paul Moore, Principal, is one of Nelson\Nygaard’s most charismatic project directors. He has managed many ground-breaking projects including major, citywide transportation plans for Pittsburgh, Atlanta, Louisville, and Omaha. He has 25 years of experience and specializes in working with communities that want to use transportation spending as a tool to make broad community improvements. Throughout his career, Paul has led engaging and meaningful public involvement processes as an integral part of his technical work. He builds strong relationships with local leaders who have become champions for positive change in their communities.

Adina Ringler, Senior Associate, specializes in multimodal and transportation demand management planning as well as outreach and data analysis. Adina, who has been based in Los Angeles since 2010, has served as a lead transportation planner on several projects in Southern California. She is working as a lead planner on an “Integrated Mobility Hubs” study in Los Angeles and Long Beach, and is helping create a comprehensive package of multimodal transportation policies and programs with the goal of increasing transit ridership. Adina has significant experience developing TDM and First Mile/Last Mile strategies that are tailored to community goals.

Steve Boland, Senior Associate, works to improve circulation and access for all modes simultaneously, focusing on pedestrian and bicycle access to transit stops and stations and on complete streets redesigns. He has helped redesign multiple corridors in the San Francisco Bay Area and Los Angeles, including the main streets of San Francisco and Oakland, Market Street and International Boulevard, as well as the Metro Orange Line bus rapid transit corridor in the San Fernando Valley. Steve is a firm believer in strategies to introduce transformative change over time using practical, implementable interim steps.

Hazel Scher, Associate, specializes in multimodal planning with skills in stakeholder and community outreach, data collection, and mapping. She has played key roles in shuttle design studies, campus plans, and parking studies. She used census origin and destination data to inform the design of last-mile shuttle services along the FrontRunner commuter rail corridor outside of Salt Lake City. Her data-driven approach is paired with a focus on communicating technical concepts to a wide range of audiences to foster a planning process with well-informed participants.
