After months of appli- cants, meetings and nego- tiations, the La Feria ISD School Board selected Raymundo (Rey) P. Vil- larreal, Jr. as lone finalist for the position of Super- intendent of Schools for the district in a special meeting held July 3. Villarreal will be com- ing to La Feria from his position as Assistant Superintendent of Plant Facilities and Support Services with Laredo ISD. His responsibili- ties entailed several de- partments and included managing construction for two large bond issues, curriculum, personnel and safety officers. The Laredo ISD district has 25,000 students and 28 campuses. “Laredo is an urban district and I am grateful for the experience, but with my extensive expe- rience with 3-A and 4-A districts, I look forward to working in the La Fe- ria schools,” commented Villarreal. “The board was unani- mous in its decision to hire Mr. Villarreal. We were impressed with his diverse experience in all levels of education and he seems very motivated to make the move to La Feria”, said LFISD Board President Juan Briones. Race proceeds have funded 54 college scholarships for La Feria High School students. district and I am grateful for the experience, but with my extensive expe-rience with 3-a and 4-a districts, I look forward to working in the La Fe-ria schools,” commented Villarreal.

La Feria Commission Awards Contract for Fire Station

Expansion and SubstationThe La Feria City Commission

held its regular meeting on Tuesday, July 9th at 6:30 pm. On the agenda for the evening was a review of bids from contractors for the La Feria Fire Station expansion and Substation, with the contract going to the lowest, most qualified bidder. The Commission voted to award the $979,656 bid to Vision Construction Company of Pharr, TX, though it was noted that the final award was pending for confirmation of bond and insurance information. The project to expand the main La Feria fire station and build a substation in Blue Town will be financed through bonds and a grant.

The Commission also voted to approve a resolution to sell two pick up trucks deemed surplus property of the city to the La Feria Independent School District as well as approving a Memorandum of Understanding between the city and the school district of La Feria regarding the establishment of a “higher education facility” at the old Sam Houston preschool

campus.Then the Commission held

a public hearing on the request by Safeguard Pest Control for a Specific Use Permit to operate a distribution center/warehouse at 1601 S. Parker Rd. action was taken and the Commission authorized the Mayor to execute the order giving Safeguard Pest Control a 5 year agreement to utilize the property.

The Commission went on to approve a resolution directing the City Planning Department to prepare service plans for several areas being considered for possible annexation by the City of La Feria. The annexation would happen over the course of 3 years, with approximately 850 acres annexed by the end of this year. There will be public hearings concerning this annexation plan on aug. 13 and aug. 27. next week’s addition will include more information about this topic.

The next regular meeting of the Commission will be July 23 and is open to the public.

Encouragement for the Week

The three of them stood looking at The Fertilizer King’s new entry into the world of corporate success. Dewey Decker, founder, shoveler, president and chairman of the board if there was a board, stood next to emily Stickles, corporate financial vice president and girlfriend, and Windy Wilson, willing volunteer.

In front of them sat an older model riding lawn mower they borrowed from the Jenkins kid, hooked up to an old 55-gallon steel drum and a series of pipes coming out of it with spray nozzles on them they picked up cheap at the hardware store. In the drum was

about 50 gallons of liquid manure, soaked in water until it was the color of iced tea, with some inexpensive acid added to make it per-fect for growing plants.

HaRLInGen – “Cheer Survival: Providing Helpful Sup-port for Caregivers and Stroke Survivors” will be the topic for a H.O.P.e. (Haven Offering Patient encouragement) Stroke Support Group meeting on Tuesday, July 16, at 6 p.m. at Valley Baptist Medical Center in Harlingen (in the Woodward Confer-ence Center, on the first floor of the hospital’s South Tower). The meeting is free and open to the public, and refreshments will be provided.

Debbie Diehl, founder of the H.O.P.e. Stroke Support Group, said that each person’s perspective on these two teams of “heroes and heroines” is extremely valuable. “although devastating changes can affect the whole family’s lifestyle, it is our sincere hope and prayer that caregivers and stroke survivors alike can live their lives to the fullest -- and that each family will find strength and joy in their journey to-gether,” she added.

The H.O.P.e. Stroke Support Group provides educational and interactive activities, including lectures from experts in various health-related fields, a seasonal scavenger hunt, and an annual Christmas party for those who come to celebrate life, and to learn of resources that can help in preventing strokes or to recover from a stroke.

The group meets the third Tuesday of each month at Valley Baptist-Harlingen, except for november (when the meeting will be held on the special date of nov. 14) and December (when the meeting will be Dec. 10).

Steve Drillete, M e t e o r o l o g i s t - I n -Charge for the national Weather Service and national Oceanic and atmospheric administration in Brownsville, told a capacity crowd of first-responders to be ready for an active 2013 hurricane season. He made his sobering remarks during the RGV Hurricane Partners and Integrated Warning Meeting in the City of Weslaco’s Legislative Chambers. emergency responders, medical support people, and law enforcement agents. It provided an up-dated tropical storm forecast and a review of the enhanced services the nWS will be providing should one of this year’s 12-20 named storms target the lower Texas coast during the 2013 hurricane season.

Drillette set the tone for the meeting with his question: Why are We Here? He promptly answered it. “We are here to build partnerships in preparation for the 2013 hurricane season beginning this month and ending in november,” he said. “We are concerned with making people aware of

The top meteorologist reviewed the history of tropical storms along the Texas coast since the 16th century. “There are some weather patterns that are very useful to the national Weather Service in our predictions,” he said.

Weather records list memorable un-named, historic storms tracing from the devastated colony of Indianola and the monster storms that struck Freeport, Galveston and Corpus Christi over the years. named storms within the memory of many present, brought back bitter memories-- among them: The Category-5 storm Carla in 1961 with a 22-foot storm

surge at Port La Vaca, and Beulah in 1967 that struck the Valley. It was also a Cat-5 storm with 688 deaths, flooding and over 100 tornados. That well-documented 1967 storm was one of the

worst to touch the Texas coast and is still studied by meteorologists. “That storm had an 18-foot surge in Willacy county, Drillette said for emphasis.”

Science and Operations Officer, gave an update on the 2013 hurricane season. He said right now the atlantic, Caribbean and Gulf are in a kind of a “neutral position” between the influences of El Nino and La Nina, weather systems from the Pacific that affect our weather. “neither one is driving the tropical

weather at present.,” he said, adding, “But because of other factors in the atlantic basin,, we are predicting up to 19-20 this year—five could touch land somewhere.”

Barry Goldsmith gave the 2013 Seasonal Forecast, and what it means for us. “everyone is concerned about “the Big One” making landfall again like Beulah--will this be the year?” he said. Then he said, even with the north american and european Models, “We can only predict two-three weeks out—If I could predict out beyond that, I’d be a billionaire,” he told everybody quite frankly.

Then he said, to the best of our knowledge at this moment, “The northwest Gulf is quiet and has been for some

time, therefore, again he qualified his prediction, the probability of a “Big one” on the Texas coast is low for a direct hit. Most of the storms during the past couple of years have formed in the Caribbean and Gulf and turned to the northeast; we expect that to continue.”

“However,” he added, “it only takes one

hurricane to make a season memorable—remember that Beulah was only the second storm of that season, and came in mid-September.”

“But,” he warned, “Don’t believe every long-range seasonal forecast because unforeseen factors can and do happen that can suddenly and drastically alter a prediction,” he said. He listed Jet Stream weather pattern changes and “wind shear” aloft from northern fronts, some 25,000 to 36,000 feet.. another “wild card” affecting seasonal predictions is the water temperature in the Gulf of Mexico and Southern Oscillation in the atlantic.
