    ENVIRONMENTAL

    Process

The Region Environmental Coordinator (REC) will coordinate with the project team to

identify the study area of potential project impact. The Area of Potential mpact (AP)

should !e !road enough to encompass all potential design alternatives including right of

way" access roads" staging areas" easements" agency supplied material sources" andtemporary structures. RECs will !e responsi!le for coordinating the final E#R document.

($ote% An Environmental Consultant (EC) may prepare the E#R under contract" !ut the

REC shall serve as the Project Team representative.)

The Project &eader will provide a project description including engineering'relatedpurpose and an aerial map" or other scale'appropriate mapping of the project area with

the area of project impact delineated on it to the REC. The REC will provide thisinformation to the EC" if the E#R preparation is contracted out.

The REC will conduct a search of the project file to determine if any !aseline wor has

!een conducted in the study area in the past" and will provide any !acground

information to the appropriate technical staff mem!er (i.e." wetlands" noise" air" etc.)

The REC will coordinate with the appropriate regional tech center staff and consultant

staff to determine what environmental issues need to !e included in the E#R.

The REC will provide the tech center andor consultant staffs with a project description"purpose and need" all appropriate e*isting engineering data and project aerial mapping.

The +,+T or consultant technical staffs then prepare the appropriate technical memos"summaries" or reports. f the technical information is prepared !y consulting forces" the

information will !e reviewed !y an appropriate +,+T staff person. Appendi* A

includes a comprehensive outline for each environmental issue area.

The regional +,+T technical center staff will provide draft reports or technicalmemos to their REC for peer review. f consultants are responsi!le for preparing

technical reports" the appropriate +,+T technical staff mem!er will review their draft

    reports.

The +,+T or consultant technical staff will incorporate any necessary changes and

provide the REC or EC with final technical reports andor memos.

The REC or EC will prepare a draft E#R" which summari-es the information in thetechnical reports. The REC will distri!ute the final document to the project team"

including the Project &eader" Project ,esigner(s)" and technical staff (if reuested).

The project team and project designer will use the information and recommendations

included in the E#R to develop design alternatives which avoid or minimi-e effects toenvironmental resources to meet the project/s purpose and need.

    ENVIRONMENTAL BASELINE REPORT FORMAT AND

    TEMPLATE

The following elements should !e included in the E#R .

    Cover Page

Project name" county" region" ey num!er" township" range" section" 0.1 2343 5ap and date.

    Table of Contents (Ot!onal" base# on co$le%!t& an# s!'e of #oc$ent)

&ist of report contents" list of figures" and list of ta!les.

    Pro*ect Descr!t!on

Project name" city" county" highwayroadway name" highway num!er" +,+T region" funding

source" cost estimate" engineering purpose and need" !eginning and end mile point (5P)" andlength. Also include a description of the area of project impact (AP) !oundaries and how

    they were identified.

Note% The project description and supporting information will !e developed !y the Project

Team and provided to the staff or consulting forces preparing the !aseline document andaccompanying technical memos and reports.

    Pro*ect Area Ma

Aerial map" survey map or 2343 6uad of the project area including the area of project impact (AP)

delineated on it. The AP needs to !e !road enough to encompass all reasona!le potential design

    alternatives and environmental constraints including%

    access roads

    easements

    right of way

    potential staging areas

    temporary structures

location and e*tent of identified environmental resources (may !e provided on separate

    Env!ron$ental Con#!t!ons S$$ar& (Ot!onal)

f the E#R technical reports indicate a large num!er of potential environmental

impacts or concerns" a written summary should !e prepared to outline the e*istingenvironmental conditions and potential permit reuirements !ased on the findings

in the technical !aseline reports prepared for the project. The summary should

include the following ta!le (see !elow) and environmental constraints map(s)(i.e." delineated or determined wetland !oundaries" critical ha!itat areas" potential

ha-ardous materials sites" land use" and so forth.).

f the E#R is small in scope" or only a limited num!er of environmental resources

are potentially affected !y the project" these ta!les can !e used as a su!stitute for

the more comprehensive 7,iscussion of Environmental Conditions8 section" aslong as sufficient information is provided to the design and project teams to allow

for the design of avoidance and minimi-ation alternatives" and adeuatereferences are included to indicate the preparers and dates of applica!le technicalmemos" reports" and other documentation that supports the findings" conclusions

or recommendations included in the ta!le.
