Students of Grade 1 to 10 of the K to 12 Basic Education Curriculum
• To support the implementation of K to 12 Basic Education Curriculum (BEC), the Department of Education (DepEd), through the Bureau of Elementary Education (BEE) and Bureau of Secondary Education (BSE) provides the guidelines on the selection of honor pupils and students contained in Enclosures 1, 2 and 3.

Enclosure No. 1 –Guidelines on the Selection of Honor Pupils/Students of Grade 1-10 of K-12
Basic Education Curriculum
1. * Candidates for honors in Grades 1 to 10 shall be drawn from the top ten (10) pupils/students * must performed at the Advanced Level ( rating of 90% above) *must not have final grade lower than 85% (Proficient Level) * should have no grade at Developing Level in ANY QUARTER.
2. To determine the top ten (10)a. Rank all pupils who
performed at the Advanced Level using the 7-3 point scheme *7 points – Academic Performance *3 points – Co-Curricular Activities(Encl. Nos. 1 & 2 DO No. 92, s. 2009)
3. Transferees shall be considered provided they were enrolled not later than 2nd week of classes of Current SY.4. General Average- computed to 3 decimal points
e.g. 92.123 * To compute for the General Average – use the exact numerical equivalent of the pupils’ final ratings across subjects. * In case of tie – declare both in the same honor ranking, e.g. both as valedictorians, both as salutatotian & so on• 5. Candidates for honors must be:
* Of good moral character* Have not been subjected to any
disciplinary action within the current School Year.
6. Achievements of pupils in specific academic disciplines (such as Mathematics, Science and English ) and in special curricular areas (such as sports, the arts and campus journalism) shall be given recognition.
*Separate set of honor students may be declared for each curriculum program.7. Duly recognized annexes of public elementary & secondary schools, provided the annex is a complete school with all curriculum grades/years shall select their own set of honor pupils.
8. Any member of the School Selection Committee must not be related within the 2nd degree of consanguinity or affinity to any of the candidate for honors.9. Members of the Selection Committee*Chairman of the Selection Committee – School Head* At least 3 members from teaching staff• Shall make the final announcement of
honor pupils after final results have been duly recommended to & approved by the SH and/or SDS respectively, not later than 15 days before recognition/commencement rites.
* Candidates for honors & their advisers must be present during the selection process.
• It must be filed by the candidate with his/her parent/guardian.
• Must be filed within 5 working days from the final announcement
• Must be settled by the School Selection Committee within 5 working days from the filing of the protest
10. In case of PROTEST
11. DepEd Order No. 92,s. 2009
* shall still be applied in the selection of honor pupils in:
a. Grades 3 to 6 of the elementary
level and; b. 3rd Year to 4th Year of the secondary
level

Paragraph 6 of Encl # 2 to DO #92s,2009 is clarified as follows:
Computation of points shall be cumulative.However, pts for concurrent positions held in violation of the DepEd policies shall not be considered in which case only the position with the highest
point shall be included. Notwithstanding(despite of …..)the points for
Pres of SPG holding concurrent elective or appointive positions in the Division, Regional,
& National Federations of SPG shall all be added & credited cumulatively in favor of the
holder of the positions

- copies of all documentary & evidentiary requirements like DO, DM, written authorization from SH, certificates, medals, trophies, plaques, and others shall be presented.Sec. 8 - *To be considered as points, officers in organizations seeking ranking shall present an accomplishment report verified thru certifications by proper authorities (SH….)
ADDENDUM*Pursuant to DECS Order # 61s.1996 & Reg’l Memorandum # 73,s. 1997
* Athletes on training should not be marked absent from their regular classes.
*Certificate of participation for the duration of the training should be exempted from taking the periodical exam or any examination administered in his class during the training or meet.
*Likewise, the athlete shld be exempted from submission of requirements during his athletic leave or to undergo any make-up activities, however, the athlete shld be advised to continue reading his/her lessons to keep him/her abreast w/ the cuurr content.
* The grade /rating of the athlete on the latest grading period shall be maintained until the athlete reports back to school.
*The honors held by the athlete in previous grading period should likewise be carried over the next grading period.
