Nelson Mandela Day is celebrated annually across the world on 18 July, the birthday of South Africa’s founding father. Kouga Executive Mayor Daphne Kettledas said the municipality would be marking the day by hosting and partnering in four pro- grammes aimed at changing people’s lives for the better. The first programme will take place at the Kruisfontein Civic Centre in Humansdorp at 10:00 on July 14, with Social Development MEC, Nancy Sihlwayi, leading a roadshow to introduce the Department’s nutrition pro- gramme, called the “Community Nutrition Development Centre” (CNDC), and the Win- ter Feeding Programme to communities. “The CNDC programme aims to fight pover- ty and boost food security by teaching and en- couraging communities to produce vegeta- bles that will be used to feed themselves and their families,” the Mayor said. Committed to provide quality and sustain-able housing for the less fortunate, some 94councillors, municipal officials and tradi-tional healers from Kouga and surroundingareas recently found themselves back at uni-versity to sharpen their human settlementskills.They were officially capped with a human

settlements qualification after they complet-ed short learning programmes.In a first for the Eastern Cape, the Depart-

ment of Human Settlements, in partnershipwithNelsonMandelaMetropolitan Universi-ty, implemented four short learning pro-grammes to improve the skills and competi-tiveness of those at the forefront of housingin the area.The Short Learning Programme covered a

wide range of subjects, including sustainablehuman settlement planning, constructionmanagement, housing project management

important to advance the human settlementsdevelopment for the benefit of communitiesat a local level. The professionalisation of thesector through various academic pro-grammes is a much-needed interventionwhich will further enhance human settle-ments programmes and delivery in the pro-vince,” says theMEC forHuman Settlements,Helen Sauls-August.Deputy Minister of Human Settlements,

Zou-Kota Fredericks, says, “It was criticalthat we change the mindset from housing po-licy into new human settlements policy. Thispartnership with the university reaches theobjectives of professionalising the sector. Weare moving into establishing a professionalbody to regulate the sector.”According to the Chair of Human Settle-

ments Degree at the NelsonMandelaMetro-politanUniversity, ProfessorSjekulaMban-ga, the programme will not be campus-based and will soon be rolled out to thecommunity to make it more accessible foreveryone.

THE long-awaited RDP housing project atPellsrus, Jeffreys Bay, took another stepforward on Friday when Human Settle-ments MEC Helen Sauls-August intro-duced the contractors set to complete theproject.Contractors Malcolm and Theo Langson,

of the Ikhaya Development Trust, were in-troduced at a public meeting to loud cheers.They have been awarded a two-year con-

tract of R35-million to install internal servi-ces and build 220 houses at Pellsrus. At least30% of the work is to be allocated to localcontractors in order to boost local economicdevelopment.“The Pellsrus community has been wait-

ing for these houses to be built for a longtime,” the MEC said. “This is one of the pro-jects I will be keeping a close eye on. Mywish is for the project to be completed before

my time as MEC comes to an end.”The MEC encouraged the community to

help government eliminate corruption fromhousing projects.“Please help us to make sure that the

right people are elected to represent youon the Project Steering Committee. Weurge residents to refrain from trying tomanipulate the list. While there can onlybe 220 beneficiaries for these 220 houses,

there are other housing projects in pro-gress as well. If you are not one of the 220,youwill be catered for in another project,”she said.She said the beneficiary list should

ideally include 20% destitute families,10% military veterans (if relevant), 10%youth and 2% disabled while preferencewill be given to the elderly for the remain-ing 58%.

THEopen field opposite theNGChurchCom-plex in Wavecrest, Jeffreys Bay, may makeway for a sprawling new housing develop-ment - placing a heavy strain on the area’salready over-burdened infrastructure.

A public participation meeting is sche-duled for today at the Newton Hall at 12:30to discuss the proposed urban housing deve-lopment spearheaded by ANC ward candi-date for Ward 8, Tom Majola.According to Majola, if approved, the de-

velopment will consist of four government-assisted housing subsidy programmes: theFree Basic Housing (FBH) - previously calledRDP houses, the Community ResidentialUnit (CRU), the Social Housing Programme(SHP) and the Finance-Linked IndividualSubsidy Programme (FLISP).Only residents with a jointmonthly house-

hold income of between R0 and R15 000, willqualify for the housing programme.The FBH is aimed at residents earning less

than R3 500 a month and will consist of free

standing and row houses, either single ordouble storey. The houses will be fully subsi-dised by the Government.TheCRUhas at heart to facilitate the provi-

sion of secure, rental housing accommoda-tion for households earning between R800and R3 500. The development will boast new-ly-built row houses and flats.Catering for households earning between

R1 500 andR7 500 amonth, the SHprojectwillbe a combination of single and double storeyrow houses, as well as flats up to four storeyshigh.The new homeowners will be responsible

for a certain percentage of the cost.Residents earning between R3 501 and

R15 000 a month, can opt for the FLISP op-tion that will consist of single and doublestorey houses and row-houses. The subsi-dy provided by the Government will onlycover a certain set percentage of the totalcost.According to Kouga Municipal spokesper-

son, Laura-Leigh Randall, the municipalityis not aware of this proposed housing deve-lopment in Wavecrest.

“The purpose of the day is to clear and clean up a dan-gerous and polluted vlei area, located next to Mzingisi Pri-mary School,” she said. “The vlei has become a hide-out

for criminals and is a threat to the health of safety of thechildren and other residents.”

The fourth programme will focus on Hankey.The Mayor said the municipality had committed itself

to repairing the house of the late Claudia Antoni, the Han-key woman who was brutually raped and murdered alongwith her 6-year-old niece Lukishia Plaatjies, in August 2014.

The perpetrators, who set fire to the house after the mur-ders, were recently found guilty and given life sentences.

“We do not expect to start the actual repair of the housethis month; however, the costing and logistics for thework will be completed. It has been almost two years sincethe murders took place, but the family is still healing. Wewant them to know that they and their deceased lovedones are still in our hearts,” she said.

All residents are invited to participate in the pro-grammes in celebration of Tata Madiba’s legacy.

The event, which catered for boys andgirls surfing under the age of eighteen,formed part of the 2016 JBay WinterFestwhich runs until July 17 offering a numberof sporting and cultural events - includingthe JBay Open of Surfing.Hulett pulled out all the stops late on in

the heat to narrowly edge out an on-formZoe McDougall from Hawaii.Taking out the main boys’ division, the

under 18 division, at the inaugural eventthis year was Cape Town’s Jordy Maree(Kalk Bay). Maree was on top form in thewhole event posting numerous scores in theexcellent range and was unstoppable in thefinal. His lethal backhand attackwas appre-ciated by the spectators and judges alike.Quiksilver’s Sales and Marketing Mana-

SOME 20 mountain bike riders fromthe local community will put theirpedal power to the test at the JBayWind Farm MTB Classic on July 15and 16.

The Jeffreys Bay Wind Farm, the mainsponsor of the JBayWind FarmMTBClassic,sponsored 10 avid mountain bike riders fromPellsrus in Jeffreys Bay, as well as 10 youngmountain bike riders from Pellsrus and SeaVista in St Francis Bay to compete at thisyear’s MTB Classic which forms part of theannual JBayWinterFest that takesplace fromJuly 6 to 17.The younger riderswill take to the dirt road

on July 15, while the older riders will saddleup on July 16.

This sponsorship forms part of the windfarm’s rider-development programme.“The MTB Classic gives us the opportunity

to make the wind farmmore accessible to thesurrounding communities,” says Mark Pick-ering, General Manager of the Jeffreys BayWind Farm.As last year, a team from the Jeffreys Bay

ENTRIES for the 2016 Nelson Mandela Bay Train Race opened thisweek ahead of the city’s iconic and unique man versus machine bi-athlon relay race on Sunday, October 2.

Re-introduced in 2014 in a new and exciting format between PortElizabeth and Uitenhage, this year’s Train Race is expecting to at-tract over 250 teams comprising 5 runners and 1 Mountain Bike cy-clist as the teams take on a Metrorail train over a distance of 38km.This year sees the addition of an individual category to the event

which already caters for Company, School, Social and Club Teams.The route is divided into 6 stages with the race starting from thehistoric Port Elizabeth railway station.Last year’s race saw the top 3 teams all beating the trainwithGam-
