N• According to Papadopoulos. , Gorgolewski the energy efficient renovation

of existing buildings is an important tool for the reduction of energy consumption in the building sector.

• According to Martinaitis building renovation projects, whose feasibility is assessed only with regards to energy efficiency, should be considered the result of an “old attitde”.

• Recently, more attention is paid to sustainable, complex renovation satisfying integration of social, technical, economic, ecological needs of various stakeholder groups. Renovation and its impact to urban development in search for the best possible solutions receives more and more attention in various countries.

• Zavadskas, Kaklauskas, Raslanas integrate various IT supported knowledge management, decision support, expert models for management of building life cycle and assessment and optimisation of renovation projects.

• The definition given by the European Commission states: Sustainable Development stands for meeting the needs of present generations without jeopardizing the needs of futures generations – a better quality of life for everyone now and for generations to come.

• It offers a vision of progress that integrates immediate and longer-term needs, local and global needs and regards social, economic and environmental needs as inseparable and interdependent components of human progress.

• The issues of integral sustainable renovation of housing have been intensively tackled for years in the countries of Central Europe and in other: Austria, Switzerland, Germany and the Netherlands.

Baldwin presents the following main goals of sustainable building:

Sitar presents the following integrated sustainable renovation principles:

1. Minimization of climatic changes and risks to human health and biodegradation in consequence of economic activities

1. Improvement of living conditions and provision of user-friendly apartments, increasing flexibility of the whole building concept and its parts according to the current and future needs of inhabitants.

2. Optimal use of non-renewable (finite) resources, i.e. energy, land, minerals and other natural resources.

2. Decrease of energy use and related building operational expenses.

3. Employing renewable resources such as solar energy for heating of houses, wind and water for energy accumulation. Using wood as the main construction material.

3. Increased use of environment-friendly materials and renewable energy sources

4. Building objects which will grant future generations satisfaction of their needs in the domain of quality, durability, flexibility, adaptability and urban planning.

4. Economically favourable and innovative planning, construction and measures.

• Sustainability is based on satisfaction of three main groups of needs: economic, social and environmental. Thus the base model is developed taking these groups of needs as a framework for sustainable building renovation.

• Housing renovation influenced by different stakeholder needs and project efficiency influenced by micro and macro environment can be characterized as a whole by various sources of explicit and implicit knowledge.

EXPLICIT KNOWLEDGE

• Criteria system• Measure units• Meanings• Primary significances• Information about various

project alternatives.

IMPLICIT KNOWLEDGE

• Skills• Qualification• Experience• Social • Needs• Formal And Non-formal

Procedures• Intellectual Capital• Traditions• Emotions• Comfort

L• The proposed model was created on the following principles & methods :

1. Sustainability principle2. Adequate reaction to rapidly changing environment3. Multi-use principle4. Principle of integration of various systems5. Principle of reaction to real situation6. Integrated analysis method7. Principle of improvement of usefulness and price ratio8. Functional analysis method9. Principle of the degree of project efficiency dependence on stakeholders

and their aims.10. Principle of integration of different sciences11. Multi-variant design and analysis methods for projects.
