EXECUTIVE SUMMARY

A. Fourth Quarter 2006 Highlights This report presents fourth quarter 2006 utilization information for the 126 park-and-ride lots currently operating within the King County Metro Transit (Metro) service area. These park-and-ride lots represent a total capacity of 23,377 parking spaces. Utilization numbers recorded for fourth quarter 2006 show that the total number of vehicles using park-and-ride lots each weekday increased by 844, up 6 percent over fourth quarter 2005. Factors contributing to the increase in usage include:

• More available parking. One thousand nine hundred and ninety six parking spaces have been added to the inventory since fourth quarter 2005, enabling more commuters to use park-and-ride lots.

• Higher gasoline prices. The price for regular gasoline on the West Coast

rose by 17 percent between December 2005 and December 2006.* While the number of vehicles using park-and-ride lots increased, the percentage of utilization decreased by three percent during the same time period. This is mainly the result of the increase of 1,996 new parking spaces, nine percent of the total inventory. The largest capacity increases occurred with the openings of Metro’s 1,000-space Issaquah Highlands Park-and-Ride garage and Sound Transit’s 1,200-space Federal Way Transit Center parking garage. Both of these lots opened in February 2006. Monthly park-and-ride vehicle counts are taken by Metro Service Quality Supervisors and Sound Transit security staff. These monthly counts are averaged to show quarterly utilization. B. Construction Updates The Mercer Island and Issaquah park-and-ride lots remain closed for construction. Sound Transit is building park-and-ride garages in these lots. The Mercer Island Park-and-Ride Lot is expected to re-open in 2007 with a total of 450 spaces, an increase of 193 spaces or 43 percent. The Issaquah Park-and-Ride Lot will re-open as the Issaquah Transit Center in early 2008 with 800 parking spaces. This is an increase of 402 spaces or 50 percent. New HOV ramps are under construction on I-405 at NE 128th street in the Totem Lake area. When completed, these ramps will provide improved access for buses, carpools and vanpools between the I-405 HOV lanes and the Kingsgate Park-and-Ride Lot. Transit service will exit directly from the I-405 HOV lanes, reducing the need to weave through traffic. A project to increase layover space at the Bear Creek Park-and-Ride Lot has been completed. The number of general parking spaces was reduced by 24 to make room for the additional layover space. There are now 310 regular parking spaces and layover space for eight buses at this lot. C. PERMANENT PARK-AND-RIDE LOTS

During the fourth quarter of 2006, an average of 14,624 of the 20,831 available, permanent park-and-ride spaces were used on a daily basis. This is an increase of 915 vehicles, up seven percent over fourth quarter 2005. Permanent lots in each of the districts showed usage increases, the largest being a gain of 531 vehicles per day in the South District. A. Capacity and Utilization

LEASED PARK-AND-RIDE LOTS Park-and-ride lots leased from or donated by private property owners provide 2,546 parking spaces, 11 percent of the total park-and-ride capacity. Fourth quarter 2006 usage decreased by 71 vehicles or 5 percent compared to fourth quarter 2005. Use was down marginally in each of the districts. The largest drop was in the South District which was down by 35 vehicles. Many of these may have moved to spaces recently opened in permanent lots. A.
