Introduction Kiernan Structural Steel Ltd fabricates structural steel products at our factory at Carrigglass, Co Longford,

which is located in a rural setting about 4 Km from Longford Town, (National Grid Reference 216940E

278193N). The River Camlin and the adjacent Carrickglass Demesne, a Natural Heritage Area is located

300m south of the site.

The factory comprises of a fabrication shop of 3,500 sq m, a separate paint spray shop of 1,500 sq m, a

transport compound of 2,500 sq m and an outside steel holding area of 5 acres. Manufacturing processes

include shot blasting of steel, cutting, drilling, grinding and flame-cutting operations, welding and paint

spraying. Emissions from the plant include noise emissions from activities on site and air emissions from

paint spraying activities, solvent recovery and emissions from empty paint containers. There are no trade

effluent discharges and domestic effluent is discharged to a package septic tank system where surface run-

off is discharged to ground. Potable water is supplied from our own on-site borehole via a water treatment

system. A new attenuation pond and petrol interceptor has been added at the end of our drainage system.

Normal operating hours is from 8am to 5.30pm, Monday to Friday.

The company operates and maintains an IPPC licence (since 2009), covering paint spraying activities and

the safe storage of paint-related materials, reference the First Schedule of PoE Act 2004, Class 12.2.2,

description “The manufacture …of coating materials in processes with a capacity to make or use at least

10 tonnes per year of organic solvents….” Compliance to our licence conditions is demonstrated by the

operation of our emissions reduction scheme to achieve target emissions levels for VOC compounds and

the monitoring and maintenance of safe storage of paint-related materials.

The RBME risk category is rated at C1 level.

Environmental monitoring has been maintained during this period and we are able to report full

compliance with our solvent reduction scheme.

Company Integrated Management System

The Company maintains an integrated management system that is certified to ISO9001 (Quality),

ISO14001 (Environmental) and OHSAS 18001 (Occupational Health & Safety) requirements. The

Company conforms to our Environmental Policy and our Integrated Management System addresses the

licence requirement for a documented Environment Management System and an Environmental

Management Programme. The Company has also been certified to EN1090 for the fabrication of

structural steel products to Execution Class 4 and maintains a Factory Production Control and Welding

certification.

Management has established a framework for setting and reviewing environmental objectives and targets,

which is implemented under our management program. The Company ensures it has the resources,

support and commitment to training so as to maintain the features of this policy

We are committed to complying with IPPC licence requirements, all relevant environmental legislation

and regulations, and with any other such requirements to which we subscribe.

The Company has a documented procedure for our objectives, targets and management program. The

Company conducts our AER in conformance with our internal procedure, which addresses the

Environmental Management Program (EMP), internal management reviews, and covers corrective actions,

awareness and training, communications, maintenance and efficient process control.

The Company has established five environmental objectives in our EMP, namely

1. The maintenance of our VOC reduction program

2. The optimization of the spraying process

3. Ensuring water monitoring results are kept within limits and measures to reduce the likelihood of

pollution

4. The reclaim of C&D waste and maximization of recycling activities

5. Improvements in materials storage

Each objective has been set out individually with a start date, responsibility, the main program steps,

completed actions and the time frame for completion.

Infrastructure and Operation

In reply to the required conditions of the licence the Company ensures;

• Storm-water monitoring is maintained when fabrication activities take place within the factory.

• All oil, paint drums and suchlike materials are stored in bunded areas

• Spill kits are readily available to contain spillages

• The package sewage system is being regularly maintained and there is no trade effluent.

Emissions

The Company has monitored all emissions specified in the conditions of our licence.

There have been no complaints on behalf of any member of the public in the last year and no smells,

odours or noise emissions have been noted that would impair or interfere with the environment outside the

Company site.

There have been no recorded spillages of materials, which would have any adverse effect on aquatic life.

The Company monitors our annual performance regarding the VOC Reduction Scheme. The spreadsheet

in Appendix 3 indicates the total amount of paint used by type during 2014 and the usage of VOCs has

been calculated. The results show that we were within 9% of our allowed targets and therefore it

indicates our compliance with the requirements of the Reduction Scheme.

The reduction of fugitive emissions is addressed in our management programme.

Compliance Declaration Regarding the Risk Phases in Paint Systems

The Company has not used materials that carry the risk phases R40, R45, R46, R49, R60 and R61.

The Company has not used materials that contain halogenated VOCs; assigned the risk phase R40.

The Company has not used materials that contain lead chromate, which are assigned the risk phases R61

or R62.

Control & Monitoring The Company has reported a higher level of business activity with an increase of 42% in steel output over

the previous year’s production. The following reports for solvent usage, steel usage, fuel and electrical

usage and waste figures reflect this higher level of activity.

C.3.1 and C.3.2 Control and Monitoring of Emissions to Sewer

T he company does not use water in any of our production processes.

Waste monitoring

The Company monitors and controls both hazardous and non-hazardous waste streams. Hazardous wastes

amounted to 11.7 T while non-hazardous wastes amounted to 303.7 T, of which

• 230 T was steel waste sent for recycling. See Table 8 below.

• 40.26 T was municipal waste and

• 33.0 T was mill scale waste.

Noise Monitoring;

The last report of noise was carried out in March 2014 and showed noise levels below 55 dB at the noise-

sensitive location NSL1.

Ambient Monitoring

Groundwater Monitoring at point GW1. In-house monthly monitoring of groundwater for pH and conductivity is carried out and the results are

summarized below.

Pollutant Release and Transfer Register (PRTR)

The Company has completed and electronically submitted our PRTR, reference Appendix 6.

The 11.7 T of hazardous waste was categorized as waste paint, EWC code 08 01 11 and was disposed off at

the Geocycle site in Belgium.

Solvent Emissions

As indicated above the Company maintains a procedure for monitoring and recording our VOC usage,

reference Appendix 3 -Determination of Compliance with the Solvent Reduction Scheme.

The Company complied with the Reduction Scheme solvent: solid ratio for the years 2009-14, as follows:

Solvent Management Plan

The weekly usage of solvents was calculated by weight (kg).

Referring to the mass balance equation in Appendix 1 the significant emission is due to extraction by

the two fans situated at A2-1 and A2-2. The flow rate from these fans has already been calculated and

using the concentration figures found in the extracted air the amount of emissions was calculated. The

weekly amount of VOC generated was 502 kg while the weekly emissions through the extraction fans

were 84.8 kg. Weekly fugitive emissions were 417 kg.

Emission Reduction Plan Potential customers will be requested to select complaint coatings for their projects.

Personnel responsible for selecting and purchasing paints and paint products have been made aware and

have been trained in their responsibilities to ensure compliance with target emissions. Production

personnel have been made aware of the best techniques of paint spraying and the efficient use of

materials.

Resource Use and Energy Efficiency

Raw Material, Intermediates and Products Solvent-based paints, supplied mainly by a selection of the main paint suppliers, and thinners are stored in

two concrete bunded areas. The bunds are vented to prevent the build up of potentially noxious and

dangerous gases. The amounts of paints and thinners are shown in the spreadsheet in Appendix 3. The

total amount of paint used during the year was 70,000 liters. Paint types consist of single and two-pack

primers, single and two pack build/finish coats, mostly of zinc rich epoxy types. Intumescent and the

associated primers were employed where fire protection was required. Particular customers required

some special finishes. Thinners are mainly used for cleaning purposes and are recovered and reclaimed

in our distillation process.

Steel usage per annum

The Table below shows the annual change in the tonnage of steel (hot-rolled) used annually.

Other raw materials include welding gases and consumables, salt for water softeners and fuels.

Energy efficiency The table indicates our annual electricity usage. This shows an increase in 2014, corresponding to the

increase in throughput of steel.

Water The Company uses our own on-site well for supplying toilets and canteen. There are no process water

requirements.

LPG Usage LPG is used both for space heating and forklift fuel. The total amount purchased during the year 2014

i n c r e a s e d b y 3 3 %. The amount used depends on the amount of painting activities and weather

conditions; cold and humid weather requires more heat in the spray shop.

Diesel Oil Usage The Company uses marked diesel for factory transport and on-site transport. Kerosene is used for factory

heating, in addition to LPG. Road diesel is used for company cars and vans.

Materials Handling

Waste Handling The Company confirms our commitment to meeting all waste regulations. There are relatively small

amounts of waste arising from the production processes at the plant. Types of waste typically generated

from the production process include:

• empty paint containers

• waste steel shot dust

• waste steel

• dust from the paint shop process

• waste thinners from cleaning processes (stored on premises) and mostly reclaimed from the

distillation process, and

• municipal waste

Hazardous waste was disposed off during the year. Quantities of such waste, stored on site, are being kept

to the minimum.

Waste monitoring of hazardous materials consists of controlling the following category: -

Paint-related waste; reference UN 1263 Class3 flammable liquid.

Copies of waste licences and permits of all waste contractors are maintained.

Accident Prevention and Emergency Response The Company has a procedure on emergency preparedness, which is subject to annual review. Personnel

have been trained in fire safety awareness, have carried out an annual fire and spill drills and are trained in

emergency response and first-aid.

The Company maintains a comprehensive safety statement, which covers all activities of our workforce.

The Company maintains relevant insurance certificates.

Decommissioning and Residuals Management

Shot blasting, metal fabrication and paint spraying processes are carried on at this site. Following the

cessation for a period greater than 6 months, for use or involvement of all or part of the operation at the

facility, any soil, subsoil, buildings, plant or equipment or any waste, materials or substances that may

result in environmental pollution will be commissioned, rendered safe or removed for disposal/recovery.

The need for any decommissioning or review shall be part of the Company’s AER and any proposed

amendments will be notified to the EPA for agreement. Such reviews shall take account of:

• any site or process changes,

• technology changes and costing changes

• site evaluation

• closure consideration, details of plant, buildings equipment and other materials, which require

consideration as part of the closure process

• a programme covering all items

• A test programme, if relevant, to demonstrate the successful implementation and decommissioning

• Aftercare maintenance and monitoring.

A final validation report on the residuals management plan shall be forwarded to the EPA within 3 months

of execution.

Notification, Records and Reports.

Two reportable accidents occurred during the last year and the HSA was informed, (one factory accident

involving a trip/fall type injury and one on-site injury.).

No complaints of an environmental nature were noted within the time period.

The Company maintains all environmental records required for the continued maintenance of our licence.

The Company maintains our Reduction Scheme spreadsheet and a file of technical and MSDS sheets for

all paints used in production. These documents contain all relevant records as regards solvent

concentrations and usage.

Financial Charges and Provisions The Company has made adequate financial provision in relation to the underwriting costs for any remedial

actions following anticipated events, accidents or incidents as are necessary for the carrying on of our

activities.

Appendix 1 - Solvent Mass Balance Equation

Referring to the designations used within Section 6 of the Solvent Regulations:

F= I1-O1-O5-O6-O7-O8

Where: F=Fugitive Emissions

I1=The quantity of organic solvents or their quantity in preparations purchased which

are used as input into the process in the time frame over which the balance is being

calculated.

O1=Emissions in waste gas

O5= Organic solvents and/or organic compounds lost due to chemical or physical reactions (including for example those which are destroyed, e.g. by incineration or other waste gas or waste water treatments, or captured, e.g. by absorption, as long as they are not counted under O6, O7 or O8).

O6 = Organic solvents contained in collected waste O7 = Organic solvents, or organic solvents in preparation, which are sold or are intended to be sold as a commercially valuable product.

O8 = Organic solvents contained in preparations recovered for reuse but not as input

into their process, as long as not counted under O7.
