MOVING FORWARD

I would like to say “Happy Snow” but Erie has not had much good riding so far this winter. The local TV stations are comparing pictures of December 2017 with 2018. The difference in the amount of snow is amazing.

Senator Laughlin (R- Chair of the Fish and Game Commission) from Erie is proposing hunting on certain Sundays. Specific dates are being discussed. Check with his office for updates.

This is what I found on the Senate website:

Senator Laughlin MEMORANDUM

“In the near future, we plan to introduce legislation that would authorize the Game Commission to allow for hunting on Sundays. Currently, this prohibition is the only game management decision that the legislature has put into stature. This language would change that and would leave all hunting management decisions to the Game Commission.”

Safety is a concern especially for clubs who have trails on private property. Trail maintenance is a year-round activity and much work is done on the weekends. (See my e-mail to the Senator)

PSSA encourages all clubs to keep in contact with local elected officials.

As a reminder: There is need for more positive contact with our elected officials. Invite them to take a ride with your club members. Much can be gained by reaching out to them. Remember they are the ones who vote on laws or give their blessing to open trails on township property. (Call/e - mail your representatives. Express your support/concerns.

It is that time of the year for clubs to recognize club members who promote their club/Pennsylvania State Snowmobile Association (PSSA) and snowmobile recreation.

The following are the PSSA Annual Awards. Snowmobiler of the Year Snowmobile Family of the

Year Snowmobile Teen of the Year Snowmobile Dealer of the

Year Forest/Government Official

of the YearAll nominees must have been a

PSSA member or a business member since January 2017. Government /Forest Officials do not have to be a member. Send/email your nominations with a short resume to the Erie Office by March 25, 2019. ([email protected])

There are two positions open for the Executive Board (Don Mosier and myself). These candidates are elected at the Annual Membership Meeting. Send your resume to Charles Walter, Board Secretary by February 15, 2019. You will be given a short questionnaire to answer. Your resume and answers will be posted in the April issue of KS.

Any Regional Director whose term of office ends April 2019 should ask their clubs to send an e-mail to Charles Walter, Board Secretary, designating their approval for you to represent them for another 3 years or they should elect someone else to represent them. Several Regions are vacant. Anyone who is a member of a club in a region can be elected as the Regional Director. Again send an e-mail to Charles Walter by March 25, 2019.

Concerns have been raised about Youth Safety Classes. One can now take the Safety Class on line with no requirement for “on the ground” training. Who actually takes the test? Should the test be taken at a club Safety Class or with a Department of Conservation and Natural Resources (DCNR) representative? Is money the motivating factor? This issue will be presented at the next Snowmobile/ATV meeting this spring.

Voucher Raffle tickets are in the mail. This is one way you can help PSSA. Be generous. The Drawing will be held at the Annual Membership Meeting in April.

(Calendars are available throughout the year.)

We are in need of a few more donations to purchase more cameras.

Does proposed legislation have specific dates to hunt on Sunday? My research only found the Memorandum which states that it would be left up to the Game Commission.

Currently I am a “Landowner Cooperator” with the Game Commission. I do not intend to open my land to hunting on Sundays. There is a main snowmobile trail within inches of my boundary. Safety first.Here in Erie/Crawford County there are approximately 200 miles of snowmobile trails. All but one mile are on private property. Clubs maintain these trails year-round. Actually more trail maintenance takes place before the snow flies rather than during the snow season. Many families snowmobile on the weekends.

Has the Game Commission looked at other alternatives such as reducing their budget/projects? Although I am from a hunting/fishing/trapping family I would tell you that the third generation has little interest in the above. Times have changed.

The economic significance of snowmobile recreation in Pennsylvania is approximately $132,000, 000 dollars. That is much more dollars than a few extra hunters would add to the state by permitting hunting on Sundays.

Several snowmobilers would appreciate a face-to-face meeting with you at your convenience. If the weather cooperates maybe a snowmobile ride would be on the agenda.

CHICKAREE RIDGE RUNNERS SMC

Hello from The Chickaree Ridge Runners Recreation and Rescue Snowmobile Club. Our 2018 was a success, even though the track was muddy, the racers still showed up to race. Thank you to all of the racers and spectators who came to our races, we cannot survive without your support. Hopefully all of you had a good time and will come to next year’s races as well!

Our benefit Poker Run is scheduled for Feb. 10th, 2019. This years benefit is for Scott Stoltz, a local policeman who has a brain tumor. Please come and support him.

Hello from the Laurel Highlands.

Where is winter? Many of us in the Highlands area have been asking that question. We are eagerly waiting for the temperatures to stay below freezing and for all the precipitation that set records last year to return as snowfall. I’m sure you feel the same. As I start to write this article it is Tuesday, January 8, 2019, and it is 56 degrees outside. Is it really winter or do I have the wrong calendar posted? In a previous article, I wrote I searched GOOGLE and asked how much snow will we get this winter???? Guess What????? The computer froze. I tried to get an answer the second time around by watching KDKA-TV (channel 2) in Pittsburgh when Jeff Verszyla (chief meteorologist) gave the winter forecast. He stated that Pittsburgh would receive a total of 39.5 inches of snow for the entire winter. Now he is gone from their station without explanation. We are left to wonder just where the snow is!

In December, we celebrated at the annual club Christmas party organized by our president, Brad Hoover, and his lovely family. Even Santa Claus made an appearance at the event and brought gifts for all the kids. There was more than enough to eat, crafts to work on, and fun conversations. We were happy to meet

up and share a relaxing time together as we planned out our next snow adventures.

The December meeting also meant a visit from the local DCNR parks and forestry departments. We were grateful for the return of Forbes State Forest representatives, Don Stiffler and Rick Stupanic, Laurel Hill State Park representative, Assistant Park Manager Nate Hardic, and Rangers Shane Steindorf and Ryan Respet. They each took turns speaking about the trail updates, plans for the future, and what is happening around the mountain. It was highly informative and the public in attendance was thankful to hear all about it.

The only January event, Poker Run/Radar run, had to be cancelled due to the lack of snowfall.

In February, the general membership meeting is on Thursday, Feb. 14, at 8:00 PM. We also have a poker run/radar scheduled on Saturday, February 23, 2019, if we have snow. Don’t forget this month is Take a Friend Snowmobiling month as well. Help keep the sport going by bringing someone out to ride who may not have had the opportunity otherwise. There are a surprisingly large number of people who long to try our sport, but do not know where or how to. We receive many requests about how and where to rent sleds in the Laurel Highlands. There are not many opportunities around here, but Seven Springs resorts does offer a rental on guided sleds.

As always go to our website at lhsc.net to get the latest info. We have 4 cameras at the club for you to look at to see conditions for yourself as well as links to the nearby park cameras. You can also check out our Facebook page Laurel Highlands Snowmobile Club or find a recent trail report on an additional Facebook page at Laurel Highlands Trail Conditions.

With little or no snow many of us are traveling elsewhere. If you are planning to go to Michigan like me, here are some links to check out. For the UP of Michigan go to johndee.com, or go to www.munisingsnow.com for Munising, Michigan. For the northern part of lower Michigan, GOOGLE sledheads.

I wonder‚ if you are a snowmobile dealer how do you support a family????? This is the 4th year in a row with very little snow. However, it does not matter how much snow we get, it will always be the same people who plow the parking lot, who come to the meetings and workdays, etc. You can help make a change by getting involved with your local and state clubs.

GET TO KNOW YOUR NATIONAL FOREST

HASLETT, MI, December 19, 2018: For many years the snowmobile manufacturer members of ISMA have financially supported the Friends of Snowmobiling groups, Friends of the

US Forests, and the various Avalanche Centers within the US Forest Service. In addition to supporting the forest activities, we have encouraged snowmobilers to interact with staff members of the US Forests whenever possible. Most of us snowmobile on US Forest Service land and you are encouraged to stop by the USFS office while you are traversing the forests on your snowmobile. Members of the Forest Service welcome visitors and it is a great opportunity to develop friendships and offer your help to the FS team.

If you join a Friends of the Forests group, the cost is minimal, and it puts you on the mailing list, so you may be contacted when the Forest Service has a review of the travel plans or management issues. You could also find yourself invited to events and outings at the Forest. The Friends of the Forest groups are active and often hold educational events on the Forest.

I visit the US Forest Service offices in the winter but also in the spring and summer. This has kept me in contact with the key Forest Service personnel and we often can talk about land use issues and safety issues if necessary.

In addition to supporting the Forest and Avalanche Training Centers, we also support the American Avalanche Association, the leader in avalanche safety training in the United States.

If you are camping on National Forest Land or simply hiking through the area or fishing in one of their quiet secluded lakes, it’s always a good idea to say ‘hi’ to the land managers and let them know that you are willing to help and expand on any public or private partnerships that are offered through their management teams.

SNOWMOBILE CLUB OF ADAMS COUNTY

The Snowmobile Club of Adams County held their annual Christmas Party at Hickory Falls Entertainment Center in Hanover Pa. Over 63 members attended the event and it was a huge success. The evening started with a meal, gifts for the kids, adult member raffle drawing, short meeting, and then fun out in Hickory Falls entertainment area. Everyone enjoyed playing the new Virtual Reality Games, laser tag, Volex-3D game, and of course the go-kart track. We love to see our club membership grow and look forward to a great trip to Maine this year.Think Snow!

HASLETT, MI, December 19, 2018: The Outdoor Recreation Roundtable supports the need for a healthy land management agenda in Washington DC and across the United States. Congress has

a unique opportunity to enact legislation that could help make great strides in protecting our public lands while delivering needed reforms to enhance the outdoor recreation experience.

The Outdoor Recreation economy accounts for 2.2% of the US Gross Domestic Product (GDP), producing $734 Billion Dollars in economic output and supporting 4.5 million direct jobs in the United States. The Roundtable joins ISMA in supporting the following pieces of legislation:

Restore our Parks Act There is substantial deferred maintenance affecting recreation and local communities that rely on recreation visitors. Visitation across the United States has increased and there is over $1 billion dollars worth of backlog in our National Parks on recreational assets such as trails, campgrounds, and marinas. We support a bi-partisan legislative effort (which is also supported by the Administration) which offers a thoughtful solution to this growing issue. We hope to support millions of visitors to our National Lands this year and we need to have those recreation assets maintained and in great shape.

The 21st Century Conservation Service Corp is a bold national initiative to engage 100,000 young adults and veterans in service on Public Lands throughout the country. The Conservation Corp organizations are all community organized and leverage private funds to help support the local economy, and development and support of the Outdoor Recreation economy in their area. Snowmobilers have been doing this for many years in the building and improvement of snowmobile trails throughout our national forests and we know that the clubs and associations throughout the snowbelt will continue to do this while helping young adults and veterans obtain some skills for the growing recreation economy.

Every Kid Outdoors Act Public Lands are some of the best venues for children to experience the outdoors and participate in outdoor recreation. The legislation being discussed will provide grade school and Jr High students free access to many of the public lands. These students can request an annual pass (for themselves

and three adults) to allow them visitation to the public lands of their choice. This is a great opportunity to expand visitation to our National Parks and National Forests and BLM lands.

Guides and Outfitters Act This is bi-partisan legislation that has been passed by the House Natural Resources Committee. It improves the outfitter and guide permitting system of Federal Land Agencies to help Americans enjoy access and the great outdoors. There are many guides and outfitters that introduce our National Forest and BLM trails to snowmobilers nationwide and this Act helps facilitate outdoor recreation and their activity.

RTP Full Funding Act This bi-partisan legislation has been introduced and would require a study to determine the best available estimate value of off-highway recreational fuel tax paid to the Highway Trust Fund. The Recreational Trails Program is currently funded through the Highway Trust Fund at $85 million dollars annually. This is only a portion of the $270 million dollars annually that the Federal Highway Administration estimates that motorized trail users pay in to the Highway Trust Fund through fuel taxes. RTP is a user pay, user benefit program that benefits all recreationists and is supported and benefits snowmobilers across the United States. It serves as a primary funding mechanism for thousands of motorized trail opportunities.

Outdoor Recreation and Rural Development This allows the economic and community development groups in rural America to consider applications for funding that supports outdoor recreation economy. This will include investments in outdoor recreation businesses, facilities, infrastructures, strategic planning, marketing access, and marketing. Programs may support financial assistance or technical assistance and training. Projects must be carried out in rural America “where we snowmobile” and must meet the applicable eligibility requirements.

To help policy makers make informed decisions, the Outdoor Recreation Roundtable meets with members of Congress and we have asked them to include $1.5 million dollars in funding to take the Outdoor Recreation satellite account (ORSA) to the next level. We hope this next step will include the development and refinement of state data which will capture the scope and impact of the recreation economy in each state in the country.

The Lehigh Valley Snowmobile Association (LVSA) began the snow season in September with its annual club picnic, followed by club meetings held at Blackman’s Cycle in Emmaus, PA and our regular meeting venue the Emmaus Fire Company #1. The Club held its annual Holiday party on December 20 (see photo above).

The Club has grown over recent years, with members coming from the Lehigh Valley area as well as areas such as Philadelphia & NJ all sharing a passion for snowmobiling. Club members have planned snowmobile trips to areas throughout the northeast and Canada, some for just a weekend and many for as long as a week or more. The Club has also supported several local children’s

charities with annual donations.We invite snowmobilers within and

around the Lehigh Valley area to join us and share our passion for snowmobiling. Club meetings are held the third Thursday of each month from October through April at 7:30 PM at the Emmaus Fire Company #1, 6th & Broad Street, Emmaus, PA.
