2.1 Identify the scope of the proposed development, as well as whether proposed development includes any other arrangements which include adjacent or nearby properties.

The Keystone Jeffersonville Gateway Project will be mixed-use development and include sites for restaurants and retail north of the railroad tracks, a hotel immediately south of the railroad tracks, and a storm water retention area in the south one-third of the site. The development will include a parcel of land owned by R. Wayne Estopinal located east of Indiana Avenue and north of West 9th Street. The Project will offer the City of Jeffersonville and visitors to the northern portion of the Jeffersonville central business district a development which demonstrates the quality of the community and commitment to creating public spaces that add to the vibrancy of the city. See attached preliminary concept design drawings for the proposed development; the final layout and design is subject to change based on further conversations with the Redevelopment Commission and the City.

2.2 Describe the size, number, architecture, and scope of any proposed new buildings. Include a description of green construction techniques and additional green features. The Jeffersonville Gateway Project offers multiple opportunities for restaurants, coffee shops, retail outlets and hotel. The possible square footage of each building type and the acreage involved is noted on the site plan. Consistent with City of Jeffersonville Zoning Codes and agreements with the Jeffersonville City Council, the restaurant facilities are located on parcels currently zoned C2, thus removing fast food from the Spring Street corridor.

The architecture of the development will be contextual in scale and materials, will invoke a vibrancy to the development, and will be of an aesthetic quality to interest millennials and seniors alike. The popularity of innovative elements in recent projects around the City offer encouragement that this development will attract visitors and customers with interesting architecture, lighting and site elements.

Using TEG as our design firm offers the City a design team that is very aware of the context, recent Jeffersonville projects and exceptional green architecture experience. Green strategies related to water retention, rainwater collection, landscaping, lighting, day lighting and permeable pavements will all be considered. Our goal for this project is to have a very positive impact on the ecosystems of the development while enhancing the quality of the visitor and customer experience.

2.3 Describe the type of proposed construction.

The type of proposed construction will include restaurants, retail and hotel building with high quality materials including facades that include masonry, stone, exterior finish systems, metal panels, cement fiber boards, rubber membrane roofs, storefront glazing systems and other materials that will enhance the context of the surrounding neighborhood. The construction of the one-story buildings will include steel structures and the construction of the hotel will include a concrete structure.

2.4 Describe the ways in which the site will be used including public open space, building forms and scale, building character and materials, and parking.

The intersection of Tenth Street and Spring Street is known throughout the area as being an excellent point of access to the City and many businesses and retail in the area. The Keystone Jeffersonville Gateway will enhance the fact that this intersection is already an important destination. With the quality of tenants Keystone offers, the Gateway project will only become a more important and recognized destination. The ability for this project to connect with the revitalization of Downtown Jeffersonville for vehicular and pedes-trian access will significantly extend the walkability of the central business district to the north.

The Keystone Jeffersonville Gateway Project will be designed with urban planning strategies and a scale appropriate to the context. Siting of buildings and signage will be completed with visibility and exposure in mind. Traffic on Tenth Street will be able to visualize the development and encourage access to the site from either Improved Ninth Street or Tenth Street Eastbound. Parking will be designed to accommodate the needs of the restaurants, retail and hotel tenants and owners.

The south end of the development will include an open area that can serve as a regional storm water reten-tion area and can be landscaped as a public open space to enhance the surrounding neighborhood as a greenway.

2.5 Provide a development schedule and cost analysis with regard to each stage and/or part of the proposed project. Our proposed development schedule will be as follows:

2015: Project Award, Closing, Design, and Planning Approval

2015/2016: Site Construction (including grading, roads, utilities and storm water retention)

2016/2017: Construction of Retail, Restaurants and Hotel buildings

Based on our preliminary conceptual design, the proposed development, including site development and buildings, could cost in the range of $28 to $30 million. After site due diligence and a conceptual design is completed, a more detailed cost analysis can be completed and shared.

2.6 Provide bidder’s preliminary plan to finance project. A detailed financial plan including funding types and sources and any proposed public participation in the financing will be required prior to project award.

We anticipate funding the project with a combination of private and public sources. Prior to award of the project, we will collaborate with the Redevelopment Commission in regards to public participation and our financial plan.

3.11 Evidence of the financial capacity of the team to obtain necessary financing, performance bonds, and insurance to develop the project. A full financial statement may be required prior to project award. Bidder may request that the financial statement be held as confidential information to the extent possible under applicable public access laws. Bidder has financial relationships with lenders adequate to complete the anticipated development. Those relationships include traditional bank financing, as well as access to private equity. Keystone Group LLC has successfully developed $400 million in projects in the past. If a financial statement is required prior to award, it will be shared in a confidential manner.

RYAN PENNINGTON Principal & CEO Ryan's career in retail commercial real estate got started as a marketing intern in the year 2000 at Sandor Development Company, one of the country's largest privately held shopping center developers. Upon graduation, Ryan became a Leasing Representative for Sandor responsible for approximately one third of the six million square foot portfolio in the states of IN, OH, and VA. In addition to his leasing duties, Ryan was responsible for construction and property management related to his portion of the portfolio, which provided a vast amount of experience early in his career and the basis for Ryan's expertise in all aspects of leasing, property management, construction, and development. Following his time at Sandor, Ryan served as the Director of Sales and Leasing and ultimately became the Vice President of Sales & Leasing for Premier Properties USA, Inc. June 2004 - May 2008) where he was responsible for overseeing all of the leasing activities for approximately six million square feet of centers either existing or in different stages of development and construction throughout the country.

Since 2007, Ryan has been working to build 7D into a leader in the retail commercial real estate industry. In his relatively short career, Ryan has completed hundreds of lease/sales transactions with national, local and regional retailers and restaurants throughout the country, he counts as clients leading restaurants, retailers, service providers, developers, and REIT's, and he's only just getting started. In conjunction with his partners, Ryan looks to build 7D into a leading "boutique" full service commercial real estate firm that wows its clients with its experience, far reaching relationships, and concierge level customer service. Ryan holds a Bachelor of Science degree in Marketing from Butler University in Indianapolis, IN and is a licensed Principal Real Estate Broker in Indiana and Kentucky.

ANDREW CLIFFORD Partner (Indianapolis Office) After graduating on the Dean’s List with a Bachelor of Science from Indiana University, Bloomington, Indiana, Andrew began his commercial real estate career with Hokanson Companies, Inc., one of the most tenured commercial real estate firms in the state of Indiana. Hokanson provided Andrew the opportunity to work in an environment that offered exposure in all areas of the business and presented a great introduction to the industry.

After working on the leasing team at Hokanson Companies, Andrew was recruited by Douglas Realty Group, a boutique commercial real estate and investment firm. Andrew served as the Development & Leasing Manager at DRG, providing expertise on development, leasing, construction, acquisitions, entitlement, and property management. While at DRG, Andrew in conjunction with the CEO of the DRG developed, leased, and managed a portfolio of commercial real estate properties primarily anchored by Kroger and Walgreens in addition to many other national regional and local businesses. In less than 5 years, they developed over 300,000 square feet of commercial real estate, giving Andrew unique and very extensive experience in all segments of commercial real estate. Andrew joined Premier Properties USA, Inc., a fast growing power center and life- style center developer based in Indianapolis, in 2008 as a leasing representative. While at PPUSA, Andrew was responsible for sales and leasing within the company's Midwest portfolio, consisting of more than 2 million square feet.

Prior to joining 7D, Andrew spent four years working for himself at Clifford Realty Group building a client list of local, regional, and national retailers and restaurants . As a real estate broker, Andrew provides his clients expertise in site selection, acquisition, lease negotiation, site planning, development, and consulting. Architect Schmidt Architects Assignment Keystone Realty Group - Developer Keystone Construction - Construction Manager 3 Mass Condominiums is a 12-story, 208,000 square-foot structure in the heart of Indy’s art & cultural district. The mixed-use development includes retail space on the first floor, condo-miniums on the top nine floors and two floors of underground parking. Keystone was able to implement several sustainable features most notably, a large-scale green roof. During the design phase, Keystone provided value engineering suggestions that allowed the project to be delivered under budget without sacrificing any design elements or amenities.

Architect CSO Architects Assignment Keystone Realty Group - Developer Keystone Construction - Construction Manager Sophia Square, a 202-unit luxury apartment community, is a public/private partnership between Keystone and the City of Carmel. It encompasses an entire city block in downtown Carmel, Indiana. Keystone broke ground on the project fall 2008 and completed construction in 2011. This five-story mixed-use structure contains retail space on the first floor, luxury apartments on the upper four floors and a two-story underground parking garage. The challenge on this project was integrating a design that would meld the historic flavor of downtown Carmel while utilizing modern ameni-ties. The project is registered to receive LEED Silver Certification and uses a number of energy saving details including above standard insulation, green roof areas, water saving fixtures, and regionally produced materials. Keystone served in dual roles incorporating construction management and development. Keystone Reality Group is the permanent property manager.

As a public / private partnership, this high pro-file development transformed a once blighted property into a much needed community en-hancement. Since opening, the garage has helped alleviate safety and parking issues that have long been a problem in the area.

Architect Mark Zeff Architects/ Ratio Architects Assignment Keystone Realty Group - Developer Keystone Construction - Construction Manager The Illinois Building is located at the corner of Illinois and Market Streets in the downtown core of Indianapolis. Built in 1926, this historic building with one level below grade is an Indiana landmark. The 11-story structure is just one block from the Monument Circle, Indiana State Capitol, Indiana Government Center, and Circle Center Mall. This mixed-use redevelopment will accommodate a 168-room upscale hotel under the life style brand, Canopy. The hotel will include premier meeting rooms, an outdoor courtyard garden, an urban retreat, a fitness facility, a retreat room for travelers and two fill-service restaurants. Project completion is expected in 2016. Atop the 11-story building will be a unique rooftop cocktail lounge with views of monument circle and the state capital. This redevelopment project is anticipated to be complete by spring of 2016.

Keystone Construction was selected by Butler University to build this new six-story mixed-use parking garage located between Clowes Memorial Hall and Hinkle Fieldhouse along Sun-set Avenue. Keystone Construction is serving as the design-build contractor and providing construction management services including preconstruction, project management, and an on-site superintendent.

The $22 million garage will serve Butler faculty, staff, and commuter students. It includes 1,034 parking spaces and 16,000 square feet of ground level commercial and office space. The structure will also serve the campus and surrounding neighborhoods.

In addition, the parking garage will provide event parking for Hinkle Fieldhouse, Clowes Memorial Hall, and the Schrott Center.

The project is expected to be complete the summer of 2015.

BIG 4 STATION PARK Jeffersonville, Indiana

The Big Four Station is a proposed park to be located in downtown Jeffersonville, Indiana. The park will include new concrete sidewalks at its perimeter with additional walks provided at desig-nated entry points to the park’s interior. A large concrete plaza will house a custom concrete water feature equipped with limestone veneer, cascading water, and exterior grade lighting. Other plaza features include four internally lit custom light towers ranging from 25 feet to 50 feet in height and constructed of powder coated structural steel, glass, and ornamental metals. Other public spaces include a 3,2oo square foot open air pavilion framed of powder coated structural steel and aluminum metal panels systems, as well as a 900 square foot restroom facility constructed of CMU, aluminum metal panel systems, and structural steel. Site utilities will be housed in an enclosed CMU/aluminum metal panel system maintenance room that will be constructed under the existing pedestrian ramp currently under construction. The park will be equipped with fully irrigated landscape beds and lawns, perforated steel screen walls, and lighted aluminum bollards lining the interior walkways. Park benches, bike racks, trash receptacles, and drinking fountains will also be located throughout the site for public use.

The shell and core have been designed for this speculative office building that is planned to accommodate local retail businesses and restaurants. The creative use of brick, metal panel and glass enhances the context of the existing retail and healthcare campus. Two large balconies on the second floor beckon building occupants to enjoy the outdoors during the day. The terrace spaces overlook Brownsboro Road, which creates visual interest and increases prominence from the Brownsboro Road vantage point, improving wayfinding for patrons.

JEFFERSONVILLE CITY HALL | RENOVATION Jeffersonville, Indiana

TEG Architects worked closely with the City of Jeffersonville to develop plans for a new City Hall. The facility is located in the historic Jeffersonville Quadrangle, a structure that dates back to the Civil War. The 32,000 square foot center building was thoroughly renovated to house the Mayor’s Office, Police Depart-ment, Council Chambers, Clerk Treasurer, Building Commissioner, City Engineer, City Attorney and other regulatory agencies. The project was completed in 2006.

CLARK COUNTY JAIL | ADDITION AND RENOVATION Jeffersonville, Indiana

Alleviating Overcrowding The focus of this project was to solve a long history of overcrowding at the Clark County Jail. After a full analysis of the current and projected inmate populations, TEG and an Indianapolis based firm developed schematic options for the expansion of the maximum security prison. The 208-bed expansion features expanded support services, including a new kitchen, commissary, laundry, program space and recreation areas. The project also included the renovation of the intake and booking operations. Overall, these solutions were meant to alleviate overcrowding, while anticipating the needs of the future.

TEG’s successful long-term relationship with Opelousas General Hospital provided the foun- dation for our new relationship with Our Lady of Lourdes (OLOL), a member of the Franciscan Missionaries of Our Lady Health System. In the spring of 2007, TEG was engaged to perform a Master Facility Plan which was completed in October 2007. Major challenges of the current facility included numerous additions over a 40-year period that inhibited growth in key clinical areas. The outcome of the master plan called for a new healthcare campus to be constructed on 45 acres that is located in the growing suburban region of Lafayette. It will include a 192 acute care replace- ment hospital with expansion capability to 300 beds. Future facilities to be located on the new campus include medical office space and specialty healthcare centers such as a community clinic, outpatient surgery, cancer, orthopedic, sleep disorder, and fitness. A medical retail component for products such as durable medical equipment and a pharmacy are also slated for the site.

UNION HOSPITAL HEALTH SYSTEM SITE AND FACILITY MASTER PLAN Terre Haute, Indiana

Union Hospital initially contracted TEG to perform a site and facility master plan of its 271-bed hospital. TEG proposed the addition of a private patient tower, maternal services, ambulatory surgery center, surgery expansion, and clarification of internal circulation. The urban campus plan included several properties and hospital-owned buildings. This campus plan also included a new professional office building, cancer center, physical plant, and wellness center.

The initial phase of the Master Plan was to design and construct the 5-floor, 144,000 sf Professional Office Building, located on campus and across the street from the main hospital. The first and second floors house physician's offices, while the wellness and fitness center is located on the fifth floor. Hospital administration and support services presently occupy the remaining space. Phase 4, a four-story, 492,000 square foot Major Addition, was completed in January 2010. The Major addition focused around a natural-light atrium and includes the following services: public dining, physician's dining, chapel, gift shop, satellite materials resource, and central sterile, emergency services, diagnostic imaging, surgery, pre- and post-operation recovery, endoscopy, registration, satellite pharmacy, pre-admissions testing, café, an Intensive Care Unit and Telemetry Nursing Unit, medical/ surgical units and oncology. Overhead pedestrian walkways connect the addition to the existing hospital, the Professional Office Building to the south, and the Hux Cancer Center to the north. Renovations of the existing hospital include specialty patients, maternal services, and a new Cath Lab Suite where ER, surgery and registration were previously located.

OUR LADY OF LOURDES REGIONAL MEDICAL CENTER | MASTER PLAN Lafayette, Louisiana

Campuses with multiple tenants, numerous clinical missions and varied stakeholders requires an organized and collaborative building approach to site and facility master planning. TEG has provided site and facility planning services to LSUHSC through our “Comprehensive and Collaborative Planning Process”. The results of the planning engagement is that LSUHSC now has valuable information that serves the micro and macro campus decisions that will take place for years to come. Understanding management issues such as property hold-ings/acquisition strategies to locating major campus additions now can be made with the entire campus’s and stakeholder’s future in mind. This is an excellent example of a complex campus being analyzed and planned via a collaborative process which helped to solidify a campus-wide strategy for future development. TEG’s talented staff and our process were valuable partners in the future of the LSU Health Science Center.

MID-AMERICA MEDICAL DISTRICT | MASTERPLAN East St. Louis, Illinois

The State of Illinois engaged TEG, partnered with Woolpert, Inc. Urban Planners, to develop a comprehensive Medical District plan to attract and retain academic centers of excellence, viable health care facilities, medical research facilities, emerging high technology enterprises, and other innovative businesses to revitalize the dense, 240-acre East St. Louis downtown community.

The plan outlines in detail the maximization of current key properties combined with renovated and new construction to provide the “highest and best use” of District property. Key Objectives to promote growth of the medical profession, deliver health care and related services, protect exiting neighborhoods, create long-term residential sta-bility, and support activities and projects to attract academic, medical and economic growth were at the forefront of the suggested design and time-line. Infrastructure, community involvement, market assessments, land-use plans, continuum of resident care, and public circulation and traffic patterns were all key factors within the Master Plan. The Final Master Plan provides East St. Louis not only a stand-alone District Improve-ment Road-map, but also connects the city functionally to St. Louis, Missouri; offering a collaborative, symbiotic relationship which will enhance the public infrastructure, knowledge-base, and interconnectedness between healthcare, education, employment, housing, recreation, and transportation.
