Chapter1 Keypad Prepayment Meter
1.1 Executive Summary
With tightened supply of power and resources, energy saving and emission deduction have
become a common trend globally. To follow this global trend, electricity management authority
intends to use and implement prepayment metering system to achieve objectives of energy
saving, meter reading work load reduction and electricity fees collection improvement.
Prepayment metering system consists of Prepayment Electricity Vending Management
System and Prepayment meters.
Prepayment meter is such type of meter with which electricity consumer need to pay in
advance for electricity they consume.
Electricity Consumers can charge the electricity they purchased into meter through some
intermediary, meter will identify and process the data and supply Electricity to consumer
accordingly. When the credit in meter is nearly used up, meter will provide warning to
consumer to remind consumer for charging. when the credit in meter is completely used up,
meter will cut off power supply to realize “prepayment” (pay in advance, consume later) type
of electricity management.
Application of prepayment meter can successfully solve practical problems which Electricity
Management Authority are facing (such as problematic manual meter reading and hardship in
Electricity Fee collection).

1.2 What Is Keypad Prepayment Energy Meter
Key-pad Prepayment Energy Meter is a prepayment meter which is using virtual intermediary,
i.e. token, as data exchange media.
Token means a code consists of 20 digits of numbers, such as 2837 5872 3731 6854 3423.
Based on amount paid by the consumer, a unique token will be generated by Vending
Management system. Consumer need to input this token into meter through keypad on meter
to complete credit transfer process. (meter will decode the token within meter as per
communication protocol)

1.3 Applicable Standards on Keypad Prepayment Meters
IEC62055 is the only international standards available for prepayment metering system. The
standard is prepared by Standard Transfer Specification Association (established in 1997) of
South Africa. In 2005, as a result of STSA recommendation, Standard Transfer Specification is
recognized as a international standard, i.e. IEC62055.
IEC62055 series of standards covers payment collection management system, CIS customer
information system, vending management system, data transfer carrier, data exchange
standard, prepayment meter, interface standard and other related contents and all these
established a complete system frame work for Prepayment metering system.

with STS standard (they also use standardized security module encryption algorithm) ,
therefore all prepayment meters manufactured by different meter manufacturers are
compatible with each other’s vending systems so long as the vending systems are also STS
certified.
As the only open prepayment metering system standard in the world, STS (Standard Transfer
Standard) has been widely accepted and adopted as prepayment metering system standard in
more than 70 countries. The arrangement of authorized access of STS technology (by STSA)
also assures safety and security of their application by Electricity Utilities.
As only prepayment meter products which obtain STS certification can ensure its compatibility
with other meter manufacturers’ STS certified prepayment metering system, Keypad
prepayment meter products of Shenzhen Inhemeter Co., Ltd. are also STS certified and the
manufacturer’s code is “37”.

1.5.1 MCU
MCU (Metering and control unit) for single/three phase integrated/split keypad prepayment
energy meter, installed outdoors, is the main body of meter. Its installation complies with meter
installation requirement and also supports Rs485 communication, infrared communication and
Power Line Carrier Wave Communication (PLC). MCU can have LCD display to display all
measured data such as accumulative kWh reading, history monthly kWh consumption, credit
charged, credit balance, load profile, warning/alarms and other data. Through different
communication means, MCU can also be programmed for it operation parameters or switching
tariffs under stepped multi-tariff arrangement.
1.5.2 CIU
CIU is customer interface unit used for single phase, three-phase split keypad prepaid energy
meter. It is installed indoor, which is convenient for user to learn meter operation parameters
and load pre-purchased energy(credit).
1.6 Technical Features
Main reason for widely acceptance of STS keypad prepayment meters is due to its salient
technical feature of virtual token data transferring system.
1.6.1 Feature of STS
� STS is prepayment technology based on virtual token data exchange technology,
which fits development trend of future communication technology.
� STS data transfer standard is used to define process of transferring available
credit to electricity meter. it can also be used in water meter, gas meter and other
utility meters.

1.8 Security Mechanism of Keypad Prepayment Meter
Keypad prepayment meter use standard classified encryption key encryption technology.
Every token, every meter, every vending station and vending system are protected by different
security key of different security class. The reliable encryption key system can effectively
minimize opportunity of being attacked.
� KMC——Key Management Center, management authority who are managing
encryption keys of various Utilities, Supply Groups and meter manufacturers and it
is a neutral third party.
� Meter manufacturer——meter manufacturer must become member of STSA,
manufacturer’s ID is assigned by STSA, otherwise their product will not be able to
work with system.
� Utility Supply Group——every prepayment system which is using STS technology
must apply for SGC (Supply group code).
� STSA——Standard Transfer Specification Association, responsible for managing
membership application issues.
� Encryption key card manufacturer——manufacturer of vending system encryption
key card,the card is used to encrypt data of power vending and is the main part for
system security.
� CMM——Security module manufacturer
� POS——point of sales
1.8.1 Vending System Encryption Key
� VDDK——Vending Default Key(default vending key to meter manufacturer at the
time of application). This key is unique for each meter manufacturer and is issued
by KMC. With this VDDK, manufacturer can generate factory defult key of their

meter product, i.e. DDTK.
� VUDK——Vending Unique Key, with VUDK unique vending key can be generated.
1.8.2 Prepayment Meter Encryption Key
� DITK——Initialization key,open encryption key of meter manufacturers, used in
meter manufacturing process and repairing process, managed by meter
manufacturer.
� DDTK——Default key,used in the process delivering meter from manufacturer to
SGC. This key is generated from unique manufacturer’s vending key (VDDK)
assigned to each meter manufacturer by KMC and is loaded into meter when meter
is in ex-work/ready for delivery status. This DDTK can only be changed with POS
provided by the manufacturer of the meter (the party who owns the unique VDDK)
and the key is defaultly generated by vending encryption card together with KMF
supplied by KMC.
� DUTK——Unique key,used in meter daily operation, credit purchase and credit
loading. DUK, when used together with vending key AUDK, is used to encrypt or
de-encrypt meter application function, i.e. encrypt or de-encrypt STS code
transferring function. After accept the meter products from meter manufacturer,
Utility need to replace DDTK with DUTK.
1.8.3 Security Principle of Encryption Key
� Generation of all keys are centrally controlled. Security of the keys of all SGCs are
assigned and ensured by KMC. Utility need not to invest resources in managing

generation and security of keys. Generation and transferring process of all kinds of
keys (irrespective Vending system key or meter key) are all performed in encrypted
status, therefore. in any case, the contents of the key itself can not be interpreted
directly.
� All the data are transferred in form of encrypted contents to prevent these contents
from being interpreted. Following principles of security and practical, the key is so
designed to facilitate operation and control of meter after the security requirement
is satisfied.
� All the meters have unique key. With the help of above mentioned key
management flow, we can understand the distributed and related relation among
key, meter serial No., key version No., tariff index No., SGC and key type. these
relations ensured that one unique encryption key to one meter and as there is no
root encryption key present in vending system, security of the system will not be
threatened from root key side.
� Security arrangement facilitate the building of vending system as it can be used in
both PC version of vending system and networked vending system which is
operating in internet environment and with banking system.
� By using public key in meter manufacturing process and private key in meter’s
working status, as well as controlling meter working status key with SM which is
actively generating working status key with file provided by KMF, the system not
only successfully separated the security in meter manufacturing process and the
security in meter working status, but also successfully separated the meter
manufacturer and Utility. System security and safety is completely assured.
1.8.4 Security Certification
� Product certified has already obtained certification from highest international
security certification authority.
� System’s Security is as safe as Banking system, certified by NIST (National
Institute of Standards and Technology) and FIPS (Federal Information Processing
Standards),which is also the certifying authority for banking system security
systems.
� STS system have used several encryption algorithms including DES,3DES and
STA.
� In the process of transferring encryption keys, 3DES encryption algorithms has
been used.
� Generation of charge token adopts STA special encryption algorithm, which is
similar to DES encryption algorithm. the interchange table of each manufacturer is
also allocated and controlled by STSA.

2.1 Introduction
INHEMETER Single Phase Keypad Prepayment Energy Meter is for residential or commercial
use. It has been certified with STS (Standard Transfer Specification) regulation, and can
accept 20 digits STS code inputting. Adopts IEC62053, IEC62055 and IEC62056 standard,
and its design and production comply with ISO9001 standard.
Meter circuit design, structure design, choice of components and materials are made
according to allowable greater environment tolerance for reliable guarantee of lasting and
stable operation of meter. Metering components take shield protection measures in structure
design, which can resist interference of external DC and AC magnetic field, over-voltage and
high frequency electromagnetism field. Energy meter is with good electromagnetism
compatibility. These designs guarantee metering reliability and lasting stability, other
influences can be neglected and metering is highly reliable. Therefore, this meter do not need
to be calibrated during its whole life period.
Meter cover is made of fire retardant, flame resistant
and heat deformation resistant polycarbonate material.
The material is recyclable and friendly to environment.
Meter cover is double insulated and compliance with
IP54(IEC60529). Meter terminal is made of brass
material, and plated with nickel as tropical climate
energy meter. Terminal cover can be either short type
or extendable type, and fastened by a sealing screw.
Meanwhile, it can record events of opening terminal
cover after installation. Meter wiring complies with
DIN43857 and BS5685 standards.
The Meter can measure single phase two wire active AC electricity with frequency of 50Hz or
60Hz.

2.8.1 Impulse Indicator Light (Red LED)
Flash frequency of the red LED impulse light indicates instantaneous power load. The more
quickly it flashes, the higher the load is. Meanwhile, it can also be regarded as standard power
impulse output so as to check the accuracy of measurement.
Meter impulse constant is 1600imp/kWh, which means red LED flashes 1600 times when 1
kWh is used.
2.8.2 Phase Voltage Indicator Light (Green LED)
The green LED light indicates phase voltage (power grid is on). When the meter is connected
to power grid which is under normal power supply condition, the meter is in working status, the
green LED indicator light is on. When power is off or meter is not in working status, the green
LED indicator light is off.
2.8.3 Alarm Status Indicator Light (Yellow LED)
The yellow LED light is the indication of meter abnormal status or alarm status. If the yellow

LED light flashes or lights permanently, proper operation need to be carried out to solve the
problem otherwise it may influence energy consumption.
The yellow LED indicator light flashes: it means meter is in alarm status, for example balance
energy is less than alarm amount, power load exceeds limit, or meter is in abnormal status.
Proper action should be carried out according to information indicated on LCD display,
otherwise meter may cut off the power.
The yellow LED indicator lights permanently: it means power is cut off because balance
energy is zero, power load exceeds limit, or meter is in abnormal consumption status. Proper
action should be carried out according to information indicated on LCD display, for example,
recharge credit, reduce load, stop abnormal consumption.
2.8.4 Photoelectrical (infrared) Communication Port
The photoelectrical (infrared) communication port can be connected to portable device (HHU,
laptop, etc.) through a communication cable to read data from meter or set parameter for
meter. Communication protocol is compliance with model C in IEC62056-21.
2.8.5 12-key Keypad
The meter has a non-inductive, non-touch, silicon 12-key keypad, keypad is equipped with key
tone and Braille symbol. Token input and other actions can be operated on the keypad.
0-9 are 10 digits keys, which are used for inputting TOKEN code and short code. The other
two special keys are red delete key and blue enter key.
A. After inputting TOKEN code or short code, press Enter. If code is correct, purchased
kWh or credit will be entered into the meter and the meter will display corresponding
data item. Otherwise there will be alarm and corresponding wrong code indication on
LCD display.
B. Press Enter key without inputting any code, scroll display data item can be checked
manually.
2.9 Measurement Function
2.9.1 Active Power Measurement
The meter can measure and save single phase two wire active energy. Measurement unit is
kWh. Measurement record is default as zero in factory. When accumulated active power
measurement reaches 999999.99kWh, the power record will return to zero again
automatically.
� Both forward and reverse consumption will be added to active accumulated power.
Reverse consumption can be measured separately (optional).
� Measure/display total active accumulated energy
� Record and check(or download) daily (24 hours, 00:00---24:00) active energy of
recent 7 days.
� Record and check(or download) monthly total active energy of recent 3 months

2.9.2 Maximum Demand Measurement
DDZ1513 single phase keypad prepayment energy meter can measure, analyze and record
maximum demand, date and time of maximum demand within billing period.
� Billing period is 1 month. The starting date of billing period is settable. setting range
is 1st-27th.
� Demand measurement method is slide method. The slide is 1 minute, and cycle is 15
minutes.

2.9.3 Electrical Parameters Measurement

Apparent power measurement/display (optional function): It is programmable to choose
active power or apparent power measurement/display. If programmed to apparent power
measurement, display and load control, the display item (006) will display apparent power (2
integrals, 3 decimals, unit is kVA, accuracy is ±1%). Load control will be changed from active
power (kW) threshold to apparent power (kVA) threshold, and display item (089) will display
active power (2 integrals, 3 decimals, unit is KW, accuracy is ±1%).
Note: Except for power measurement (active power, reactive power, apparent power), error percentage
of other parameter is calculated as follows:

2.10 Special Functions
2.10.1 Load Breaking Function
The built-in latching relay can control the load according to balance credit, tempering status
and load status. When power is off, built-in relay will disconnect to cut off power supply. When
power is on (power grid is restored to supply power), meter will analyze the record. If it is
normal (balance credit is not zero, and meter is not under tempering, overload or any other
abnormal condition), built-in relay will reconnect to supply power, otherwise (balance credit is
zero, or meter is under tempering, overload or any other abnormal condition), built-in relay will
remain disconnected to cut off load power supply.
Note: When phase voltage is lower than operating voltage range(≤70%Un or ≤176V AC),the
relay will not react. When phase voltage is higher than operating voltage range(≥70%Un or
≥176V AC), meter will drive the relay to complete working status transformation.
Relay condition instruction on LCD display:
“ ” built-in relay is connected, user load is on.
“ ” built-in relay is disconnected, user load is off.
Note: If LCD indicated relay status does not match actual situation, it is possibly a malfunction,
please inform management department for servicing.
2.10.2 Zero Balance Cut off Function
When balance credit is zero built-in relay will cut off load power supply immediately to perform
power breaking function in prepaid meter.
Note: Overdraft, life-line load supply and evening (or specified time) and holidays guarantee will be
considered as exceptions. Under these exceptions load will not be cut off even when balance credit is
zero, but meter will record consumption as negative value, and the value can be deducted from next
recharge amount.
2.10.3 Overdraft Function
The meter supports overdraft function. When overdraft threshold setting (short code 022) is
not zero, the meter can perform overdraft function and overdraft amount is the amount set by
overdraft threshold (short code 022). The overdraft threshold is shown as: 6 integers and 2
decimals, unit of kWh. (default inactivated)
2.10.4 Life-line Load Supply Function
The meter supports Life-line load supply function. Under this function, when balance credit is
zero and user load is lower than life-line load, power supply will not be cut off. But if user load
is higher than life-line load, it will be regarded as overload consumption and the power will be
cut off.
When the life-line load threshold (short code 091) is not zero, the function is activated. The
threshold is shown as: 2 integers and 3 decimals, unit of kWh or KVA. (Default inactivated)

2.10.5 Evening(or Special Time) Guarantee Function
The meter supports evening (or special time) guarantee function. Setting can be made as that
power can not be cut off during evening (or special time). (Optional Function).
2.10.6 Holiday Guarantee Function
The meter supports holiday guarantee function. Setting can be made as that power can not be
cut off during holiday. (Optional Function).
2.10.7 Load Control Function
Load control function of DDZ1513 single phase keypad prepaid meter accords with the special
provisions of load control algorithm in SCSSCAAA9 item 7.7.2 in Eskom regulations. The
meter has load control function.
Note: Load control function is not for power load security protection. Generally load control is used for
restricting the average load upper limit in specified region (mainly for power grid security, wire losses
reduction, power lines load limit, etc).
2.10.8 Automatic Restoration Mode after Overload Power Off Delay
This function default activated. If user power load is higher than load threshold (short code
015), the meter will sound the alarm and yellow LED flashes. If user power load is higher than
load threshold and this situation lasts for 45 seconds, built-in relay will cut off power supply at
the 45th second and automatically reconnect to restore power supply after 150 seconds of
power off delay. If user power load is still higher than load threshold, above process will be
repeated. If continuous overload trip lasts 5 times within 30 minutes, the automatic
reconnection will be delayed to 45 minutes later. The user can not manually restore power
supply during the delay.
The restoration time after 5 times overload trip within 30 minutes can be set. The minimum set time is
5 minutes. factory default set time is 45 minutes.
Overload meter sound and light warning and LCD display status indicator:
The meter is locked. The relay will reconnect automatically after locking. If locking time is deducted by
every second then remaining of locking time is displayed as unit of seconds, for example 150 seconds. If
deducted by every minute then remaining locking time is displayed as units of minute. When recovery
time is decreased to zero, the relay will reconnect.
2.10.9 Relay Manual Reconnect

This is a Optional function. If user power load is higher than load threshold (short code 015),
the meter will sound the alarm and yellow LED flashes. If user power load is higher than load
threshold and this situation lasts for 45 seconds, built-in relay will cut off power supply at the
45th second. The user need to manually press blue ”enter” button on keypad to
reconnect relay after 150 seconds of power off delay. If power load is still higher than threshold,
above process will be repeated. If continuous overload trip lasts 5 times within 30 minutes, the
meter will restore power supply after the delay of 45 minutes. The user can not manually
restore power supply during the delay.
2.10.10 Load Threshold for Special Peak Time
This is a Optional function.
In order to guarantee life-line power supply, the meter accepts peak time special threshold for
the selected users.
2.10.11 Built-in Relay Disconnected When Power is off
Optional function, default activated.
This personalized optional function enables built-in relay to disconnect when the meter power
is cut off. When power is on (power grid is restored to supply power), meter will analyze the
record. If it is normal (balance credit is not zero, and meter is not under tempering, overload or
any other abnormal condition), built-in relay will reconnect to supply power, otherwise (balance
credit is zero, or meter is under tempering, overload or any other abnormal condition) built-in
relay will remain disconnected to cut off load power supply.
This function is used for anti-tempering, for example: cutting off power supply circuit when
neutral line is switched off (meter power is cut off).
2.10.12 Built-in Relay Disconnect When Terminal Cover is opened
Optional function, default activated
This personalized optional function enables built-in relay to disconnect when terminal cover is
opened. For restoration of power supply, the user need to apply for specific TOKEN from utility
or power selling station, and correctly input this specific TOKEN code into the meter to have
built-in relay reconnect.
This feature is used for anti-tempering, for example: trying to open terminal cover for
tempering.
2.10.13 Pre-warning and Warning Function When Balance Credit is short
This feature reminds user that balance credit is short and they need to recharge in time.
Besides, this function enables users to set threshold, sound alarm and balance bar by
themselves
2.10.14 Pre-warning Function
When balance credit is less than pre-warning threshold (short code 016), sound alarm and

LED indicator will be activated. Will flash alternately and will have three
bars remain only. User should recharge the meter in time. Power pre-warning threshold
amount and function can be set by inputting code: 4547 8xxx,available set amount is
0kWh~999kWh.
2.10.15 Warning Function
When balance amount is equal or less than pre-warning threshold (short code 017), the meter
will sound the alarm and yellow LED light will keep flashing. Built-in relay will be disconnected
to cut off power supply, and user should recharge in time. will flash alternately
and will have two bars remain only. User need to press blue enter button on keypad
to reconnect power. Power warning threshold can be set by inputting code: 4547 9xxx,
available set amount is 0kWh~999kWh.
Note: Power warning threshold amount must be less than pre-warning threshold amount. The
warning function will be shut off if power warning threshold amount or pre-warning threshold
amount is zero.
2.10.16 Balance Credit Bar Indication Function
The bar on LCD display will visually indicate available balance amount. This is
similar to battery power bar indication on mobile phone. Details can be found in the following
section.
2.10.17 Anti-over Credit Function
The meter can be set with maximum credit limit (short code 021). When credit exceeds limit,
the recharging TOKEN will be rejected even if it is valid. Recharge operation will work only
when the sum of balance credit and recharge credit is less or equal to credit limit.
2.10.18 Number of Balance Days Indication Function
Optional function.
The meter can estimate how many days remaining credit will last. Details is displayed in
available time (short code 012), display unit is: dd:hh (day: hour), maximum indicative time is
99 days 24 hours.
Detailed arithmetic is made according to remaining credit and maximum demand. Calculation
will be made by maximum demand last month if the demand is zero this month and by load
threshold if maximum demand is zero last month.
2.10.19 History Data Transfer and Event Record Function
Optional function.
The meter can save monthly history measurement data for latest 12 months. Date and time of

month summary are configurable and is default as 24:00 of end day of the month.
� Total kWh consumption accumulated

The meter can save daily kWh consumption (00:00----24:00) of latest 7 days.
2.10.20 Event Recording Function
The meter can record 50 events with date & time of happening. The events include:
� Tempering record clearance
� Key modified event
� Balance credit clearance
� Overload power failure
� Battery failure event
� System clock calibration event
2.10.21 Special Events Recording Function
The meter can record start time and end time of following special events.
� Opening of terminal cover
When terminal cover is opened, the integrated relay will disconnect to cut off the power.
The indicator light will be turned on, and one time of terminal cover opening event will
be recorded.
Status A: on LCD flashes, and are shown, which means terminal
cover is opened, and is still under opening status.
Status B: on LCD lights permanently, and are shown, which means
terminal cover was opened, but is closed now.
How to operate: After terminal cover is opened users need to apply to electricity utility for
reconnection of load. Electricity utility can check the event and issue a specific TOKEN. Users
enter the TOKEN to the meter to clear out temper record and reconnect the load.
Note: In order to avoid unnecessary re-records of terminal cover openings, reopen of terminal
cover will be record only when it happens 1 minute after the closing of last opening. And reopens
within 1 minute of last closing will be ignored.
Note: The meter records latest 5 times of terminal opens only.
� Power failure event
Power failure and re-supply will be both record as events with date & time of
happening.

Meter’s measurement and records can be checked by following three methods:
� Auto-scroll display: LCD auto-scroll displays according to configured items, sequence
and time. Display duration of each item can be programmed within 3~99 seconds. At
most 10 items can be programmed in auto-scroll display (programmed by BCS)
� Manual scroll display: press blue ENTER key manually to scroll display according to
configured items, sequence and time. Display duration of each item can be
programmed within 3~99 seconds. At most 20 items can be programmed in manual
scroll display (programmed by BCS). Manual scroll items will be displayed after
auto-scroll items, which means manual scroll items are: auto-scroll items + manual
scroll items (programmed by BCS).
� Short code display: Specific item can be checked by inputting 3 digits of short code.
Display duration of each item is same with manual scroll display. LCD will return to
auto-scroll display after short code display.

2.11.3 Smile Face and Sad Face Symbol
Smile face and sad face indicate that meter operation is correct/incorrect. Alternating of

It means the meter is in good condition, user is allowed to use electricity
Operation is correct, input TOKEN code is right, the meter recharge is
normal.
Sad face
Relay is disconnected, meter is in abnormal condition and user cannot
use electricity.
Operation incorrect, input TOKEN code is wrong and the meter
recharge is abnormal.
2.12 Operation Detail
Via 12-keys keypad users can input TOKEN code, passwords, short codes, and data codes
and TIKEN codes.
When digits are input via keypad, they will be displayed on LCD and move from the right to the

Every digit enter will be accompanied with a key tone “beep”.
Red to delete wrong digit. Every pressing can delete one digit from the right side of
screen.
Inputting interval of every two digits should not be more than 30 seconds, otherwise inputted
digits will be ignored and meter will return to normal display status.

After inputting 20 digits TOKEN code and pressing ENTER button,
LCD display will indicate “Accept” if this TOKEN code is correct.

Note: Meter allows 3 times of “false and retry” when input one TOKEN. After 3 times TOKEN decoding
will be locked for a while, during which LCD indicates “Reject-1” and “PRd-Loc” (period locked, for
example Loc-028 means period lock remains 28 seconds). Period locked will increase while times of
failure increases. But it will return to default when correct TOKEN is input after locking. This function will
prevent temper of random codes.
2.12.2 Operation of Inputting Transfer Key
Meter transfer key need to be modified when install & re-install meter, vending station changes,
management software password changes or just for security purpose. Vending station and
meter must use same vending key and transfer keys, otherwise TOKEN from vending station
will not be accepted by the meter.
To change the transfer key, operator need to enter two groups of TOKEN (1st group of key
modify TOKEN and 2nd group of key modify TOKEN). Either group of TOKEN can be input
first, but inputting of both groups of TOKEN must be finished within 5 minutes otherwise the
procedure has to be restart again.
After inputting one group of TOKEN (accepted by meter correctly), the meter will indicate as
followings:
The 2nd group of key modify TOKEN is input and accepted,
please input the 1st group now.
The 1st group of key modify TOKEN is input and accepted,
please input the 2nd group now.
2.12.3 Special Functions TOKEN
The meter has several special functions such as tempering clearance and reconnect, records
clearance and overload configuration, etc. These special functions can be achieved through

unique TOKEN which is generated by vending system.
� Tempering clearance TOKEN
If the power is cut off because of terminal cover open, user has to go to apply for
tempering clearance TOKEN from Management Center. After inputting the TOKEN,
the meter will reconnect to power supply.
Note: While inputting tempering clearance TOKEN, other events logged in the
recorder will be cleared as well.
� Load threshold TOKEN
Load threshold can be changed by inputting load threshold TOKEN. If existing load
threshold is too low to meet user’s need, the user can apply to Management Center
for modifying load threshold. If applying is accepted, the Management Center will
generate a load threshold TOKEN. Meter load threshold will be revised by inputting
the load threshold TOKEN.
� Balance clearance TOKEN
If meter needs to be replaced or repaired, or user needs to be changed, operator can
record the balance and then input a balance clearance TOKEN to clear the balance
credit. At the moment relay will open and power supply will be cut off.
2.12.4 Special TOKEN
Following special TOKEN codes are to support extended functions of keypad prepayment
energy meter.
� Pre-warning threshold TOKEN
Pre-warning threshold can be configured by user-self: 4547 8xxx, the threshold can
be set between 0kWh~999kWh. There will be no pre-warning if set to zero.
� Warning threshold TOKEN
Warning threshold can be configured by user-self: 4547 9xxx, the threshold can be
set between 0kWh~999kWh. There will be no warning if set to zero.
2.12.5 Test TOKEN (not Specific Meter TOKEN)
Some TOKEN codes are related to function test (not specific meters). Once these test TOKEN
codes are accepted, meter will start corresponding test.

2.13 Communication Port
The meter has communication ports of photoelectric (infrared), RS485/232, ESKOM credit
reader port and twin cable communication port to CIU.
2.13.1 Photoelectric (Infrared) Communication Port
Through Photoelectric(infrared) communication (as picture below) data such as kWh used,
maximum demand, consumption history of past 12 months, monthly maximum demand of past
12 months with date and time, daily consumption of latest 7 days and events record etc can be
retrieved. And meter configuration can be realized if keys are given.
Notice: It’s suggested that configuration should be done according to user’s requirement before meters
leave factory.

inserted into the hole to prevent insects.

2.13.4 Twin Cable Communication Port
Optional port. In case of split type keypad prepayment meter, the meter will work as
measurement control unit (MCU)
MCU twin cable communication port is used for connection to user display unit (CIU).The
communication port does not have polarity, and it adopts twin cable port to connect
measurement control unit (MCU) and user display unit (CIU).
Notice: Maximum communication distance between MCU and CIU is 130 meters. But the distance will
be affected by resistance (max 40 ohm) as well.

2.14 Safety Regulation
The meter can be installed outdoor, indoor or in meter box. And its keypad, LCD, cover and
case are safe and insulated. But wiring security must be considered during installation incase
wires or terminals are left exposed.
2.15 Installation
� Before installation, please make sure the appearance, seals, utility inspection notice
are complete. Meter should be installed on solid & fire resistant wall. Recommend
height is 1.4m~1.7m.

� Wiring method should follow diagram printed in terminal cover. Copper wire/terminal
is recommended.
� Insert wires by loosing the screws on terminal. Screws need to be fasten properly to
make sure security and good contact.
� Close the terminal cover after wiring and seal the cover with sealing screw from
utility.
� Fasten the wires tightly and always tidy them gently. Keep the meter clean from dust
and water etc.
� Turn on the power supply and check meter’s working condition. Record data if it
works properly. Otherwise need re-check the installation and connection.
� Handle with care to prevent dropping and bumping during installation.
� Pay attention to operator and meter security during installation.
Notice: the meter adopts double circuits measurement method (anti-temper) which will measure both
phase and neutral lines and computing with the one of larger current only. Operator should make sure
the wiring and connection are correct during installation, so as to avoid repeated computations. Diagrams

4.1 Introduction
INHEMETER Split Keypad Prepayment Energy Meter is civil or commercial used single-phase
multi-components keypad prepayment energy meter compliance with STS (Standard Transfer
Specification) regulation, which can accept 20 digits STS code inputting and pass STS test
certification. It includes two components:
INHEMETER split keypad prepayment energy meter adopt international IEC62053, IEC62055
and IEC62056 standard, and the design and production comply with ISO9001 standard.
Meter circuit design, structure design, choice of components and materials are made
according to allowable greater environment tolerance for reliable guarantee of lasting and
stable operation of meter. Metering components take shield protection measures in structure
design, which can resist interference of external DC and AC magnetic field, over-voltage and
high frequency electromagnetism field. Energy meter is with good electromagnetism
compatibility. These designs guarantee metering reliability and lasting stability, other

6.1 Introduction
SMARTvend: Inhemeter smart network power vending management system(Smart Vending
Anywhere) is introduced after years’ of experience of developing IC prepayment energy meter,
keypad prepayment energy meter, SMS prepayment energy meter power vending
management system and after-payment power vending management mode. It uses B/S and
C/S mixing network construction and network data is under centralized management. Value
added service, various power vending, 7*24 power vending anywhere can be realized by
co-operation with the bank, the network companies, etc. It is mainly used to manage energy
charge collection of utilities, companies, schools and etc, and plays important role in automatic
collection of energy charges and load control. Smart Vending Anywhere System(SVAS)brings

6.5 Diversified Power Vending Module
SMARTvend SVAS provides various vending modes in order to bring convenience and
efficiency to users and reduce workload of vending personnel.
� ATM: Users purchase electricity from ATM self-help equipment. Recharge will be
made by connecting with bank system after safety certificate. ATM will read the
card and print digit code.
� PC recharge: Users enter online network vending website to purchase electricity(IC
card reader is needed for operation for IC prepayment energy meter). After paying
and confirming the payment on internet, vending management center will make
safety authentication and give vending instruction for printing digit code.
� POS, PDA recharge: Users enter network vending website by internet with
handhold computer for recharge (It can not recharge for IC prepayment energy
meter).
� Agent vending: Banks or other agent vendors authorized by the utility provide

The Public Basic Energy/Resources Information Acquisition& Control Management System
(AMR/AMM) of INHEMETER Instrument Co., Ltd is divided into the following three parts based
on its physical structure: System Master Station, Communication Channel, and
Acquisition/Control Equipments of Utility Meters.
System master station can be built with united or separate network based on different needs
and different places. If its network is connected to public communication channel or other
system, the firewall should be adopted for security isolation and to ensure information security
of the system. The physical structure of System Master Station network mainly consists of
database servers, disk arrays, application servers, front servers, interface servers,
workstations, GPS clock, firewall, and relative network equipments etc. The scale of system
master station depends on the quantity of utility meter users, data acquisition and control
points in the system as well as the number of concurrent workstations.
Communication Channels are remote communication channels between System Master
Stations and terminals, which mainly includes special optic fiber channel, GSM/GPRS/CDMA
public wireless networks, PSTN public cable network channel and the special communication
networks built by utilities etc.
Acquisition/Control Equipments of Utility Meters are the metering data acquisition terminals
and utility meters installed in the measurement/control sites of public basic energy/resources.
