YB Tuan Baru Bian Minister of Public Works Baru Bians story is one of life in the rural highlands of Sarawak 6 living out the expectations of being the first son of a local pastor, growing up in boarding schools, struggles against abject poverty and experiencing injustice at a very young age – from which he emerged as the leading human rights lawyer in Sarawak. Baru, a Lun Bawang, was born in the Long Semadoh highlands into an impoverished but close-knit family. He received his early education at boarding schools in the highlands and in Limbang, a 3-day walk and 3-hour boat-ride from his home. After completing his Higher School Certificate in Miri, Baru taught in SMK Medamit, Limbang before enrolling for a Diploma in Law at UiTM, where he was among 4 students selected to complete his final year LLB at Melbourne University under a twinning program. Baru started his legal career in Kuala Lumpur in 1986 but the increasing illegal encroachment by logging companies into his familys land and the fallout from Operation Lalang gave him reason to return to Sarawak in 1987, where he joined the legal practice of the late Anthony Ting. In 1992, Baru set up his own firm to take up the mantle of defending the Native Customary Rights of the indigenous people of Sarawak against the encroachment of their lands as a result of the issuance of timber licences, quarry licences and provisional leases by the government. Barus legal victories established case law recognizing the rights of Sarawak natives to their land, in particular the landmark case of Nor ak Nyawai v Borneo Pulp Plantation Sdn Bhd & 2 Ors (2001) which was approved by the Federal Court in the case of Superintendent of Lands and Surveys Miri Division & Anor v Madelli bin Salleh [2007] 6 CLJ 509. The firm currently has around 200 NCR cases on file. Barus involvement in politics began in 1987. After 3 attempts in elections in Lawas and Ba Kelalan from 1991-2006, Baru was elected as his peoples representative for BaKelalan in the Sarawak State Assembly in 2011, and retained his seat in 2016 with an increased majority. Tan Sri Rafidah Aziz Senior Independent Non-Executive Chairman

Tan Sri Rafidah Aziz was born in Selama, Perak on 4 November and had her primary, secondary, and tertiary education in various schools in Kuala Lumpur, Kota Bharu and Johor Bharu. She qualified with a BA degree in Economics in 1970, from the University of Malaya. She worked as Tutor and as Lecturer in the Faculty of Economics, University of Malaya between 1966 and 1976. She was appointed as Senator in 1974 and resigned to contest in the General Elections in 1978. She served as Member of Parliament from 1978 to 2013 in the Selayang Constituency (1978 to 1982) and Kuala Kangsar Constituency (1982 – 2013) In 1976, she was appointed as Parliamentary Secretary in the Ministry of Public Enterprises and in 1977 promoted to Deputy Minister of Finance. In 1980, she was made Minister of Public Enterprises a post she held for 7 years. In 1987, she was appointed Minister for Trade and Industry (subsequently redesignated Minister of International Trade and Industry), and served for 21 years up to 2008. She served in the UMNO Supreme Council for 38 years since winning a seat in the council in 1975. She has received various award from the States of Selangor, Perak, Malacca, Terengganu and Sarawak, as well as awards from Thailand, Argentina and Chile. She has also been conferred Honorary Doctorates from University Malaya, University Putra Malaysia, University Utara Malaysia, University Tun Abdul Razak Malaysia and Dominican University of California, United States. She is now serving as Adjunct Professor at College of Business, University Utara Malaysia and Chancellor of Emeritus University. Currently, she is Chairman of the following companies: - AirAsia X Berhad - Megasteel She is also Patron of several NGO’s and Advisor to Sarawak Renewable Energy Corridor (RECODA).

YBhg. Professor Dato’ Sr Dr. Omar Bin Osman Vice Chancellor, DRB-HICOM University of Automotive Malaysia (DRB-HICOM U) YBhg. Professor Dato’ Sr. Dr. Omar Bin Osman is the second Vice Chancellor of DRB-HICOM University since April 2017, the country’s newest university focusing on providing graduates for career in the automotive, manufactuing and management eco-system. He holds a PhD in Project Management from the Herriot-Watt University (1989) and the was one of the earliest Quantity Surveyor in Malaysia who obtained the qualification in late

1980’s. He was a Professor in Project Management in University Sains Malaysia and later in the DRB-HICOM University with works in the areas of Sustainable Development and Knowledge Transfer. He was previously the 6th Vice Chansellor of Universiti Sains Malaysia for 5 years (2011-2016) , the 7th Deputy Vice Chancellor (Student Affairs) of USM for 4.5 years (2007-2011) . He also has previously been appointed as USM’s top level management for 3 years (2004-2007). His other experience includes appointment as special officer to YB Musa Mohamad Tan Sri (Minister of Education) in year 2000 until 2004. He is also a registered Member of Royal Institution of Surveyors Malaysia and Board of Quantity Surveyor Malaysia. His interests include Knowledge Transfer Management, Project Management and sustainability studies. He currently is the CEO of HUCSB, a subsidiary of DRB-HICOM Berhad and also was one of the Founding Director of CREST Sdn. Bhd (2012-2016) and is one of the Founding Director of the Steinbeiss Malaysia Berhad (2015 – now) and the Chairman of Knowledge Transfer Programme, MoE (from 2010). He has published and translanted a few books in construction economics, construction management and sustainable development.

Prof Datuk Dr Khairuddin Ab. Hamid Vice Chancellor of University College of Technology Sarawak (UCTS) Sibu, Sarawak Prof Datuk Dr Khairuddin holds a PhD degree in Electronic Systems Engineering from University of Essex, UK, Master of Science (Electrical Engineering) from the University of Hawaii at Manoa, USA and Bachelor of Electrical Engineering from Universiti Teknologi Malaysia. He has an extensive more than 36 years of working experience in managing private institutions of higher learning and involved in corporate and professional organisations. His excellence contribution to the industry is highly recognized when in July 2010, he was conferred with the Honorary Doctorate in

Talent Development by Limkokwing University of Creative Technology for academic recognition in building talents in information, communications and technology development. In July 2018, he was again conferred with the Honorary Doctorate Degree by the University of Essex, UK for his accomplishment in pioneering the use of ICT to bridge the digital divide for rural communities.

Construction law consultant with Mulcahy McDonagh & Partners in Dublin Ireland since 2000 with 45 years experience as a quantity surveyor in the Irish construction industry. Gerry is a practising construction arbitrator, adjudicator, mediator ,conciliator and expert witness and lectures in contract law at Dublin City University. He is a former President and current Irish delegate to the CEEC (Council of European Construction Cost Consultants) and is a member of the ICMS2 standards committee. During his presidency of CEEC he signed the KL pact in 2009 on behalf of CEEC at the PAQS congress in Kuala Lumper. Gerry is a member of the joint committee for the Irish Agreed Rules of Measurement and was formerly a member of both the NRM and SSM7 committees. He is current chair of the Society of Chartered Surveyors (SCSI) Dispute Resolution Standing Committee and a member of the SCSI Council. Gerry has contributed to a number of publications including on Health and safety law in Construction and a chapter on “costs in use” for a publication on Sustainable Steel Buildings.

Prof Rose Alinda Alias Professor of Information Systems Management at the Universiti Teknologi Malaysia Rose Alinda Alias is currently Head of the Information and Service Systems Innovation Research Group at the Azman Hashim International Business School, as well as Senior IT Associate Fellow at UTM Center for Information and Communications Technology. In 2017 she was appointed as Chair of the Malaysia Ministry of Higher Education (MOHE) Task

Force for Academic Programme Transformation for 4th Industrial Revolution, which developed the Future Ready Curriculum 4.0 Framework. She also headed the Data Analytics Project that developed the data warehouse and business intelligence analytics dashboards for MOHE of Malaysia. She is also the Founding President of the Persatuan Sistem Maklumat Malaysia and President of Malaysia Chapter for the Association for Information Systems. She was the Conference Co-Chair for the 21st Pacific-Asia Conference for Information Systems 2017 held in Langkawi Island. In 2018 she was selected as one of the eight members of the global AIS Standing Committee on Diversity & Inclusion. She was UTM DVCAI Deputy Vice-Chancellor Academic & International from 2012-2016. She was conferred a Doctor of Philosophy in January 1998 from the University of Salford, UK for her thesis entitled “Multiple Perspectives Exploration of Information Systems Quality in a Malaysian Context”. She graduated from the University of Miami, Florida USA in 1986 with a double award of a Master of Science (Computer Information Systems) and a Master of Business Administration, as well as a Bachelor of Science (Computer Science) in 1985. she has graduated 26 PhD students in Information Systems since 2002, authored many publications and led numerous research and consultancy projects within her areas of expertise.

Prof Roger Flanagan Professor of University of Reading, UK. Roger Flanagan is Professor at the School of Construction Man-agement and Engineering, University of Reading, UK. He is an Honorary Professor at Tsinghua University, Beijing, and Guest Professor at Chongqing University, Guiyang Institute of Technology. Previously Visiting Professor in Malaysia, Hong Kong, USA, Sweden, Norway, Kenya, South Africa, Turkey, and Croatia. He is a member of

the Association for Consulting and Engineering Advisory Board. He was President of the Chartered Institute of Building in 2007. Roger’s industrial experience includes previously being a member of the Board of Directors of Skanska AB and a non-executive member of the Board of Directors of Halcrow Group (now Jacobs). He has been a member of Board of Directors & Advisory Board member of companies in USA, Hong Kong, South Africa, Switzerland, Canada & UK. He has experience of working in UK, Middle East, USA, Canada, Sweden, Finland, Norway, Australia, New Zealand, South Africa, Croatia, Bosnia and Herzegovina.

Dato’ Dr. Sheikh Muszaphar Shukor Malaysian 1st Astronaut

Dato’ Dr. Sheikh Muszaphar attended his A-Levels and Bachelor’s degree (MBBS) in Medicine and Surgery were obtained from Kasturba Medical College, Manipal, India. He graduated in 1997 and being an Orthopaedic Surgeon, he is also a Fellow Researcher at Institute of Space Science UKM. His motto has always been, and continues to be: “What the mind believes, the body can achieve “ In living up to this motto, he has consistently pushed himself to excel in whatever area of interest he sets his mind on. Among his love for adventurous sports are scuba diving, horse riding and bungee jumping. Not satisfied at exploring the deep sea and scaling the heights of Mount Kinabalu, he focused on making his ultimate dream a reality. This dream (now a reality) was to venture out into space. His humanitarian side saw him undertaking a hazardous trip for voluntary services in a war-ravaged Afghanistan of 2002, and to flood-stricken Cambodia in 2003, under the auspices of the Malaysian Medical Relief Society (MERCY). Recently in Jan 2009 humanitarian aid to Gaza Palestine working at the Shifa Hospital treating war victims of the Palestinians. How he was selected from 11,435 participants to be chosen as Malaysia’s first Angkasawan in 2007 was thoroughly and intensively recorded. Similarly, his exploits in space from October 10 to October 21 of that same year need no further description or explanation as they were very extensively covered by the Malaysian press. Dr Sheikh Muszaphar has always had his priority on schoolchildren and the youth. Since he came back from space, the feedback shows that all 5 year olds want to go to space. A majority of students are more interested in Maths and Science. He always stressed on schoolchildren that you don’t necessarily end up becoming astronauts but be doctors, scientists and engineers hoping that Malaysia will have its own rocket by the year 2020. His vision in 2009 is to change the mindset of at least 5 children a day if not more. The youth certainly looks upon him as a role model who could achieve anything if he puts his mind into it. Dr Sheikh Muszaphar juggles his life not only as an Orthopaedic Doctor, but he is also a restaurateur, a model for the past 3 years before becoming an astronaut. “I am just like you … nothing extraordinary but mental strength plays a key role in achieving success. If I can do this you can too. There’s nothing impossible in life. Dreams are possible” “It’s a small step for me but a giant leap to all Malaysians “ Honors received and/or awarded:

Sr Dr. Wan Maimun Wan Abdullah, CQS, PPRISM Wan Maimun graduated in B.Sc(Hons)QS from UTM in 1981, MBA (Aston University) and PhD (UM). Currently she is director of Khalid Ahmad Architects and sits in the Board of Director of AZSB. Her career in construction industry spans 38 years. Sr Dr. Ong See Lian, KMN Dr. Ong has an illustrious career spanning over 45 years in both the public and private sectors. He was the Partner of Davis Langdon & Seah, an international practice of quantity surveyors and project managers and its Malaysian associates JUBM Sdn Bhd until his retirement at the end of 2010. He was the President of the Royal Institution of Surveyors Malaysia, RISM (2003 – 2004), Chairman of Pacific Association of Quantity Surveyors (PAQS) (2003 to 2005, President of the Royal Institution of Chartered Surveyors, RICS (2011-2012) and Chairman of FIG Commission 10 from 2015 to 2018 and was instrumental in the establishment of the BIM for Surveyors workshop series.

Dr Ong is also a multiple awards winner for his contributions to the construction indus-try and the surveying profession including the “Surveyor of the Year” by RISM, “PAQS Gold Medal” by PAQS, “Most Prominent Player in the Construction Industry” by CIDB Malaysia, Gold Award by Board of QS Malaysia, the “David Bucknall Award” by RICS and RICS President’s Medal. Sr Sunny Choi Sr Sunny Choi was trained as a builder but has developed his career as a professional quantity surveyor. He has over 30 years' experience in construction technical audit, cost management and contract administration of both construction and maintenance works. He is currently working in the Hong Kong Housing Authority of the HKSAR Government as a Senior Quantity Surveyor. His duties cover cost estimating, preparation of general preambles and reviewing method of measurement, construction insurance, administration of Dispute Avoidance and Resolution Advisor (DARA) system and developing BIM

applications for QS. Sunny is one of the key drivers of BIM applications for quantity surveying in Hong Kong since 2012, and has presented talks to share his experience in BIM and Housing Authority's BIM development in various local and overseas' conferences. He has been the Chairman of BIM Sub-committee of Quantity Surveying Division of HKIS since 2017/18, and was elected as the Chairman of the PAQS BIM Committee in 2018.

Professor Anthony Mills Professor Anthony Mills is President of the Australian Institute of Quantity Surveyors. He has had an extensive career in industry and academia over 25 years. He is an international expert in research in the built environment, and has strong track record in developing and leading research project. Sr Wan Ainon Zuraiha Khalid Sr Wan Ainon is an active member of in Royal Institution of Surveyors Malaysia (RISM) and currently sits as a councilor. She is also the Chair of the 23rd PAQS Organising Committee. She was the chairman of QS Division for 2 sessions and also a Secretary General. She is involved with CIDB with regards to National Construction Cost Centre, chairing the task force in RISM for setting up the Building Cost Information Services Malaysia. Apart from the degree in quantity surveying from the University of Salford,

UK, she also obtained a Post Graduate Diploma in Arbitration from College of Estate Management, UK and recently passed the Certificate of Adjudication run by KLRCA/AIAC. She is a practitioner and has over 28 years of working experience as a consultant QS. She founded a consultancy practice in 2000 in the name of A I Konsult with offices in Kuala Lumpur and Penang. Her practice in Kuala Lumpur combines quantity surveying, architecture and interior design under one roof.
