Introduction
Overview
KETs Tools is an online platform for monitoring the so-called Key Enabling Technologies (KETs) identified in Horizon 2020, the EU Framework Programme for Research and Innovation. Key Enabling Technologies are those technologies which are increasingly driving innovation today and are expected to continue to be major drivers of economic growth tomorrow. These include: nanotechnology, industrial biotechnology, advanced materials, micro- and nano electronics, photonics and advanced manufacturing technologies.
The website offers 2 modules i.e.
KETs Observatory Used is to identify the trends, opportunities and economic significance of each Key Enabling Technology for EU and national policy makers, and answer questions such as: how important are Key Enabling Technologies for the European economy, and what is the value of the flow of goods and trade created with these technologies?
KETs Technology Centres List of technological service centres active in Europe in the field of Key Enabling Technologies.
KETs Tools consists of:
- a public consultation platform, which is available to the general public on the Europa website,
- a secured platform for partners to submit details of KETs Technology Centres to be published to the KETs Technology Centres module,
- a restricted administrative platform, only accessible by a limited number of authenticated users, and which is used for managing the public consultation website.
This Quick Guide explains how to use the public consultation platform.

Getting Started
To access KETs Tools
1. Type the following secured URL in the address bar of your browser:
https://ec.europa.eu/growth/tools-databases/kets-tools/.
2. Press Enter.
Result: The KETs Tools home page is displayed. The big buttons on the page body as well as the menus and menu options in the left hand side menu bar give access to the 2 modules and the related consultation features:

KETs Observatory is available from the KETs Tools left-hand side menu bar and from the KETs Tools homepage. The objective is to provide EU, national policymakers and business stakeholders with information (quantitative and qualitative) on the performance of EU Member States and competing economies regarding the deployment of KETs.
In concrete, the KETs Observatory offers a number of online visualization and comparison tools to identify the trends, opportunities and economic significance of each Key Enabling Technology for EU and national policy makers, and answer questions such as: how important are Key Enabling Technologies for the European economy, and what is the value of the flow of goods and trade created with these technologies?

Consulting Indicators
The Visualization Tools, which is available from KETs, offer up-to-date visual representations of indicator values and statistics concerning Key Enabling Technologies worldwide.
The visualization tools are provided through 2 different approaches:
Worldwide technology generation and exploitation Informs about the ability of countries to generate and commercialize new knowledge. It outlines the relative position of EU-28 countries for their technology, trade, production and turnover performance.
This approach offers the following categories:
– Multi-annual trends across countries (technology, production, trade & turnover indicators for each KET)
– Multi-annual trends across KETs (for each country)
– Country upward or downward trends containing information on medium-term dynamics
– Regional technological performance (patents assigned to regions based on inventor's location.)
– Composite Indicator
Technology diffusion in Europe Aims to show to what extent the EU can use the potential of KETs to improve its competitiveness by manufacturing KETs-based products and applying KETs in production processes. This approach uses production, demand and employment indicators, including:
– Multi-annual trends across countries (production, demand and employment indicators for each KET)
– Multi-annual trends across KETs (for each country)
– Country upward or downward trends containing information on medium-term dynamics
The visualization tools futher fall into 3 main categories:
Trend visualization Custom visual representations of how a given Key Enabling Technology is scoring against a specific category of indicators in one or more countries plotted on a worldwide map. These inculde: – 'Multi-annual trends across countries' – 'Multi-annual trends across KETs' – 'Country upward or downward trends'
Regional technological performance Number of patents assigned to regions based on inventor's location.
Indicator comparisons Custom chart comparing the way different Key Enabling Technologies have evolved in a given country over time, in terms of scoring against a specific indicator.

Using the Trend Visualization Tools
The trend visualization tools are powerful instruments for building and consulting custom visual representations of how some Key Enabling Technology is/was scoring against a specific category of indicators in one or more countries. Advanced filter options can be used and combined as you like in order to create very specific dvanced filt views and meet specific requirements. The result is immediately plotted on a worldwide map, with options to export custom data, graphs or maps.
The trend visualization tool makes use of 'Leaflet', a powerful, open-source interactive data visualization and mapping JavaScript library. For details about Leaflet, please refer to http://leafletjs.com/index.html.
To create a custom visual trend report
1. Open the KETs Observatory module (from the KETs Tools homepage or from the left-hand side menu bar) and select KETs Deployment Visualization Tool.
Result: The page displays an overview of all visualization tools available:

2. Select the desired trend visualization tool under the related category i.e. 'Worldwide Technology generalation and exploitation' or 'Technology diffusion in Europe'.
3. In the KET selection box, select the technology on which you wish to focus:

4. In the Indicator selection box, select a specific indicator:

5. To view the information available about a specific country or administrative entity, hover over it with the mouse. The information will then show in a popup on the upper left-handside of the page:

The information available for the selected country or entity can further be plotted on a chart below the interactive map. To do so, click on the desired country/entity on the map, and the graph will then show below:

format using the Export chart button at the top right of the chart:

6. To view the information available about a specific region (i.e. EU28, East Asia, North America), click the World Regions icon in the sidebar. The information will then show:

Either: move the cursor on the time slider at the bottom left of the map to select another year and display the related information:

Using the Regional Technological Performance Visualization Tool
The Regional technological performance option in the Worldwide technology generation and exploitation section of the KETs Deployment Visualization Tool provides information on the number of patent applications filed at the European Patent Office (EP patents) or at the World Intellectual Property Organisation following the Patent Treaty Organisation procedure (PTO patents), and of the share of each geographical entity in the total number of patents for a given technology or for all KETs .
To view Regional Technological Performance
1. Open the KETs Observatory module (from the KETs Tools homepage or from the left-hand side menu bar) and select KETs Deployment Visualization Tool.
Result: The page displays an overview of all visualization tools available:
2. Select Regional technological performance.
3. Complete the filter boxes at the top of the page:
– Select the desired NUTS (Nomenclature of Territorial Units for Statistics) level depending on what you wish to select on the interactive world map i.e. either a whole country (NUTS-0) or a deeper level of administrative division. The nature of each level is country-specific. For example,

– Select the Year for which you wish to display information.
– Select the desired technologiy in the KET selection box
– Select the desired Indicator.
– Click Apply.
4. The color coding on the interactive map already gives an indication of the number or share of patents in the various geographical entities:

To view the details for a given geographical entity, just click on it on the interactive map.
5. The information available for the selected geographical entity will be plotted on a graph below the interactive map:

Using the Indicator Comparison Visualization Tool
The indicator comparison visualization tool provides useful custom charts for comparing the way different Key Enabling Technologies have evolved in a given country over time, in terms of scoring against a specific indicator.
To compare indicator values
1. Open the KETs Observatory module (from the KETs Tools homepage or from the left-hand side menu bar) and select KETs Deployment Visualization Tool > Multi-annual trends across KETs.
2. Complete the next page as follows:
– pull down the Country selection box and select the country for which you want to obtain the comparative chart;
– pull down the Indicator selection box and select the specific indicator for which the chart should be built;
– click Search.
Result: The corresponding chart is built on-the-fly:

3. You can further customize the chart by de-selecting or re-selecting certain technologies in order to focus on the ones that you need. To do so, simply click on the technology name under the chart:

Consulting Country Policy Profiles and Dissemination Material
In addition to up-to-date indicator values, KETs Observatory also offers the possibility to consult useful information regarding Key Enabling Technologies.
Two menus are available in the left hand side menu bar to consult this information:
Policy Profiles i.e. details about national policies with regard to the deployment of KETs.
Dissemination Material i.e. available flyers, reports, newsletters and other types of publications with regard to KETs.
Consulting Country Profiles
Available policy profiles contain information on national policies with regard to the deployment of KETs. The profiles attempt to be comprehensive, although it might be possible that there exist additional measures with regard to the deployment of KETs that have not been added in the profile. The information is based on desk research of available databases and literature. As there was a focus on national policy measures, no regional policy measures have been included in the policy profiles.
To consult a policy profile
1. Open the KETs Observatory module (from the KETs Tools homepage or from the left-hand side menu bar) and select Country Profiles.
2. Select the country for which a policy profile is available.
3. The desired policy profile document is available as a PDF. Click on its link in the General background section to open it:

Consulting KETs-related Dissemination Material
The Dissemination Material menu groups different KETs-related content available for public consultation. These include flyers, reports, newsletters and publications with regard to KETs (e.g. studies and policy documents).
To consult a policy profile
1. Open the KETs Observatory (from the KETs Tools homepage or from the left-hand side menu bar) and select Dissemination Material.
2. Click on the desired hyperlink to select the desired content type from the list of available content:

3. If several documents or categories are available under the selected content type, select the one that you want to view in the list.
4. Click on the desired hyperlink to open the document in a new window:

The KETs Technology Centre Mapping (i.e. 'KETs TCs Mapping') provides an overview of all technological service centres active in Europe in the field of Key Enabling Technologies.
Any visitor can consult the list of KETs TCs or use the interactive map to find specific TCs. The information about a TC includes its name, type, main competences, technology readiness levels, market sectors and the key enabling technologies that it is specialized in.
Additionally, the list of KETs TCs can be updated by KETs partners and supplemented with details of own Technology Centres.

To consult KETs Technology Centers
1. Open the KETs Technology Centres module (from the KETs Tools homepage or from the left-hand side menu bar) and select KETs TCs Mapping.
Result: The main page of the KETs Technology Centres module is displayed:

2. You can use the interactive map to look for a specific Technology Centre. The numbers inside coloured circles show how many specific Technology Centres are located in the neighbouring geographic zone. Click on the desired coloured circle to point out the related Technology Centres within the geographic zone until you find the one that you need:

If necessary, you can also use the filter options in the right-hand side bar to narrow your search to one or more organisation(s), country(-ies), technology readiness level(s) and/o market sector(s):

Updating/Adding KETs Technology Centers
While the KETs TCs Mapping already contains information on a large number of Technology Centres, KETs Partners have the possibility to register new Technology Centres linked to their organisation. They can further update this information if and when necessary. The new or updated Technology Centres will be published/re-published after being validated by the European Commission.
Logging in to KETs
Updating/adding KETs TCs requires logging in with an EU Login* email address
and password.
This occurs in 2 steps:
1. Create an EU Login account.
2. Perform an initial login to KETs.
These two mandatory steps will be described in the following pages.
Creating an EU Login account
To create an EU Login account
1. Open the KETs Tools home page and click Login in the left-hand side menu bar.
2. Click Login or Register:

* 'EU Login' (formerly known as 'ECAS') is the new authentication service used by the
European Commission to provide access to a wide range of Commssion information systems.

3. Click Create an account hyperlink:

4. Complete the EU Login – Create an account page as follows:
– enter your first name and last name,
– enter your professional email address, and then repeat it for
confirmation in the next input box,
– select your language,
– enter the text displayed in the security image,
– read the privacy statement and accept it by selecting the check box,
– click Create an account.
Result: You are informed you that an email will be sent to you.
The email will be sent to the email address that you specified in the previous step in a few minutes. It will contain a link to set a personal password for your EU Login account.
5. Open the Inbox associated to the email account with which you registered to the EU Login service, and open the email message that was sent to you by European Commission Authentication Service. Click the this link
hyperlink in the email:

24h restriction Please note that you have only 24h to click the link in the email. Beyond that delay, the original email link will no longer work; you will have to request a new first password by clicking the Lost your password? hyperlink on the second part of the EU Login – Sign in page (see Figure 22).
6. On the New password page that opens after clicking the link in the email message, enter a password of your choice (please observe the format prescriptions at the bottom of the page), repeat the password in the next
box and click Submit:

Result: You are informed that your EU Login password has been successfully initialised. You now have a valid EU Login account, with a login name and a password of your choice. With this information, you should now perform an initial login to KETs, as described below.

To perform an initial login
1. Open the KETs Tools home page and click Login in the left-hand side menu bar.
2. Click Login or Register.
Result: The first part of the EU Login – Sign in page prompts you to enter your
email address:

3. Enter your EU Login email address and click Next:
Result: The second part of the EU Login – Sign in page prompts you to enter your EU Login password:

4. Enter your EU Login password and click Sign in. (Should you have forgotten your EU Login password, you can click the 'Lost your password?' hyperlink under the 'Password' box to set a new one).

To submit KETs Technology Centre details
1. Log in to KETs.
Result: If you have not yet entered details of a Technology Centre, the Create Technology Centre page will allow you to create a new one:

Result: The information on the page is organised in 2 successive sections i.e.
1. QUALITATIVE DATA and 2. QUANTITATIVE DATA:

2. Complete the QUALITATIVE DATA and QUANTITATIVE DATA sections of the page with all known information about the Technology Centre.
3. To send the new Technology Centre for validation right away, click Submit.
Or,
To save the Technology Centre without submitting it for validation yet, click Save at the bottom of the page.
Result: If you selected Submit, the Technology Centre is immediately sent for review to the European Commission. You will be further notified when the European Commission decides to publish the new Technology Centre (or to return it to you as 'Draft').
If you selected Save, the Technology Centre is saved as 'Draft'. You can still edit its details (see next pages) after logging out and then logging in again. Don't forget to submit the Technology Centre for validation when you want to have it published!

Editing Technology Centre Details
Please note that you can only edit details of Technology Centres which were created in KETs with the same EU Login account as the one which you are using! The Technology Centres in question can have a status of 'Draft' or 'Published'. If the Technology Centre in question is already published, the updated version will be created as a new Draft, to be submitted again. The updated version will replace the original one in the public web portal once an EC Manager decides to publish it.
To edit Technology Centre details
1. Log in to KETs.
Result: The Technology Centre(s) currently associated to your EU Login account are displayed.
2. Click on the Technology Centre that you wish to edit:

3. Select the Edit draft (i.e. if the Technology Centre is currently in 'Draft') or New draft tab (i.e. if the Technology Centre is already published).
4. Edit the Qualitative Data and Quantitative Data sections of the Technology Centre detail page with all information at hand.
5. To send the updated Technology Centre for validation right away, click Submit.
Or,
To save the Technology Centre without submitting it for validation yet, click Save at the bottom of the page.
