1. Introduction

It is undeniable that education is the most dominant factor in increasing the literacy level

of citizens. High literacy level measures the education system of a country. The young

generation need to be well educated to prepare them for future challenges. To achieve this, a

comprehensive education system must be prepared and offered (Kusuma, Vasudevan, Cheng,

Salehudin, Victor, Norsaedatul Rajeah et al., 2001). English has been the second language in

Malaysia and is taught as a formal subject in primary and secondary schools. Students have

been exposed to the language since the early ages of five or six years until the secondary level

of age seventeen. As stated in Article 152, English has been recognised as a second language

and given due attention (Constitution of Malaysia,1957). To make the subject more interesting

to the students, the education ministry has designed a new module under the Primary School

Curriculum Standard (KSSR), which emphasizes on meaningful contexts and integration of

language skills (Bahagian Pembangunan Kurikulum, 2012).The new curriculum allows pupils

to learn by doing fun-filled activities. The contextualized and purposeful activities suggested

will promote the fun element in language learning and later equip pupils with skills as to enable

them to further their studies and to enter the working field.

2. RATIONAL

The question on how important is English language has long been debated yet seems to

satisfy none. The change of education system from teaching and learning Mathematics and

Science in English to Bahasa Melayu simply shows that the language is less important. But

eversince teachers have been supported by the Bahagian Pendidikan Guru to further their

studies and most papers they sat are in English the needs for the language has been again seen

as important as Bahasa Melayu. Teachers also realized that to cope up with the new advanced

technology one has to know the language. Teachers need to change according to the need of the

new era.

3. Objective

The main objectivesof the course is :

3.1 Increase the service quality of teachers in teaching field.

3.2 Equip teachers with knowledge and increase the number of English speaking educators.

3.3 Meningkatkan kefahaman para guru tentang aplikasi markah 10% kokurikulum ke

IPTA

3.4 memberikan pendedahan tentang konsep “Pendidikan Luar Dalam Konteks Pendidikan

Negara” kepada semua guru.

3.5 Memberikan pendedahan kepada guru tentang menguruskan program pendidikan luar

dengan cara yang selamat.
