Liberty Ambulance, which serves the northeastern part of Kern County including Randsburg, Ridgecrest and Inyokern, will buy CARE Ambulance and take over its operations which includes Alta Sierra, Bodfish, Kernville, Lake Isabella, Mt. Mesa, Onyx, Riverkern, Southlake, Squirrel valley, Weldon, Walker Basin and Wofford heights on November 1. The sale of CARE , and the merging of its service area to Liberty, requires approval from the Kern County Board of Supervisors under the county's exclusive operating agreement system, that governs each of the ambulance company’s operating teritory with the supervision of the County’s Emergency Medical Services Department. The Emergency Medical Services Department monitors how each ambulance company performs and whether it meets standards that include emergency responce times to calls and compliance with staffing standards. Failure to meet standards can cause the county to revoke a company's right to its exclusive operating territory. The two companies sit right next to each other and share a common service area border with one another. According to Emergency Medical Services both compa- nies need to run 3 1/2 ambulances to serve their areas well and, together, they now could share the cost of that extra vehicle. Liberty and CARE are two of Kern County's five ambulance companies. CARE Ambulance, has been owned by the Bohn family since the 1950s. No structures were damaged by the fire. Local resi- dents were warned of a potential evac- uation and an evacuation center was opened and subsequently closed at 3 p.m. The fire was determined to be human caused by a local home owner using a metal grinder. One adult male received minor burns and one adult female received smoke inhalation injuries when attempting to fight the fire. If you are traveling at a speed slower than the rest of traffic on the roadway, and if you notice a line of cars behind you who look anxious to pass, then you are a slow moving vehicle and you must get out of the way as soon as it is safe to do so. Use turnouts On a two-lane highway where passing is unsafe because of traffic in the opposite direction or other conditions, a slow-moving vehicle- shall turn off the roadway at the nearest place designated as a turnout.

Not too manyyears ago I wasdriving past a boatshop in Bakersfieldand there, on thebacklot, was aWestwight Potter.

It was an 18-foot pocket cruis-ing sailboat. Andthere it sat -- alldusty and grungy.Because it looked forlorn (andbecause I wanted a sailboat) I made aridiculously low offer and wasfloored when I was told, “It’s a deal.”

When I got it home and reallylooked it over, I realized why I gotsuch a deal.

Everything that could rust, wasrusted. Everything that should beoiled, wasn’t. And there was a foot ofwater on the cabin floor. They hadevidently left the hatch cover open,allowing winter rainwater down thehatch and into the bilge. At least Iknew the boat didn’t leak, because allthat water inside wasn't leaking out.

My spare time (along with lots ofmoney) for the next few months wasdumped into that sailboat.

It’s often said that “a boat is a holein the water that you pour moneyinto.” And it’s true.

Not being a deepwater sailor, Ibought every book I could find thatpromised me that by reading it Icould become a helmsman first class.But he more I read, the less I knew.

Lake Ming. It’s hard to get in troublethere, but I did manage to runaground. I learned later that when thewind dies, so does your speed.

If you are at the far end of the lakewithout a paddle, getting home couldnecessitate a tow. There is nothing asailboat sailor hates more than beingtowed to shore by any kind of motor-craft. We call them “stinkpots,” andthey call us “nuts.”

A small crowd awaited andclapped and whistled when I arrivedunder tow, and in darkness.

The next day I bought a paddleand a flashlight and stowed them inthe cabin. I also swore to myself thatfrom now on, my learning would bedone without family and friends pres-ent.

During the next year I sailed out ofOxnard Harbor onto the briny blueocean. It was then I noticed that windwas not dependable; that sailing toSanta Cruz Island took all day whilepower boats (stinkpots) could make itin an hour; and that if the water isroily and windswept, I would get sea-sick.

In another story some day I willrecount my sailing trip from Oxnardto San Diego, and almost getting runover by an aircraft carrier steamingout of San Diego harbor. It was short-ly after that, that I decided to sell thedamn sailboat before I killed someoneor drowned.

Saturday, October 15, Kern Valley Growers Association (KVGA) President,Sharon Bonorden announced that the USDA has awarded KVGA a grant of $53,903. The Association sponsors the Lakeshore Farmers Market. Nationwide, 149 ofthese grants were distributed across 42 states and this local award is one of only 19granted in California. The USDA website says the grant is awarded to increase theuse of fresh, locally grown food in meals prepared by local residents and to increasethe size of the farmers market in Wofford Heights to include more farmers and offermore choices to customers.

This award celebrates the monumental efforts of the founding members of theLakeshore Farmers Market who have grown the market in its first year. In additionto setting up their booths every Saturday morning, rain or shine, the market acceptsEBT or SNAP benefits cards and the Senior Farmers Market Nutrition ProgramChecks distributed by the California Department of Food and Agriculture.This summer, KVGA members also provided fresh produce for the valley's Meals-On-Wheels program. Forest Service to Begin fuels reduction projectsFuels Reduction projects will begin mid October in the Greenhorn Mountains of

Kern County surrounding the community of Alta Sierra, at elevations between 5,000and 7,700 feet.

The forest surrounding the community of Alta Sierra is overly dense, has highamounts of hazardous fuels and represents a high risk of hazard to the community.Fuel reduction activities on the project will have beneficial impacts on health andsafety in the project area by reducing the risk of a stand-replacing fire and restor-ing ecosystems while improving public safety.

This project is one of several fuel reduction projects in and around the commu-nity of Alta Sierra coordinated between the Forest Service, Kern County FireDepartment and the Kern River Valley Fire Safe Council.

This is the first phase of a 5 year project that will encompass up to 4,000 acres atcompletion. The Forest Service expects to burn 1,500 acres this year in small unitsdesigned to minimize effects of smoke on the community while reducing the poten-tial for large, stand replacing wildfires.

Smoke will be visible from most communities surrounding Isabella Lake. Roadand/or trail closures are not anticipated. Fire Managers will work closely with theEastern Kern County Air Pollution Control District to manage smoke productionand reduce any local impacts.

Several other hazardous fuel reduction projects are scheduled for this winter onthe Kern River Ranger District. These projects include the Piute Mountains, KernPlateau, Upper Kern River campgrounds, and Camp 9 on the eastside of IsabellaLake. Prescribed burn efforts will continue throughout the winter as weather andavailable resources permit. 2012 Arts in the Community Grant Program Every year the Arts Council of Kern provides Kern County's arts organizations

the opportunity to have their arts programs funded. This year the focus will be onhow applicants arts organizations will contribute to arts access, advocacy and edu-cation for Kern County's residents and visitors. Bodfish Bob's Baked Turkey Wings

3-4 turkey wings (with tips attached)

olive oil* (small amount to rub on wings)

poultry seasoningsaltpepper1 medium onion1/2 T chicken base1 cup water

* Baking spray may be substituted.

Wash and dry turkey wingsand place in baking pan. Rubwith olive oil (to keep seasoningon the wing). Season (on bothsides) to taste with salt, pepperand poultry seasoning. Cut upone medium onion over wings.Dissolve chicken base in waterand pour into bottom of pan.Cover with aluminum foil andbake at 350 degrees until insert-ed fork indicated the wing istender. You may add 1 table-spoon flour, chicken base andwater to thicken gravy.

PICKS OF THE WEEK"Crazy, Stupid Love" (R) -- This

movie goes to show that with theright cast and a decent script,romantic comedies actually canhave substance.Cal (Steve Carell)loses his cool whenhis wife (JulienneMoore) confessesthat she has cheat-ed on him. Duringtheir separation,Cal's ineptitude inthe dating sceneleads him to enlistthe help of playerand ace wingman,Jacob (Ryan Gosling).

Carell's comedy chops keep himloveable as always. Gosling andEmma Stone have crazy chemistryas two fast-rising stars in theHollywood hierarchy. Even forthose with low tolerance, "Crazy,Stupid Love" keeps the cinemacliches and staggering sweetnessto a minimum -- for the most part.Overall, the movie fights the for-mula and comes out as a fresh,charming romantic flick.

"Water for Elephants" (PG-13)-- Circus life never looked so pretty.Or so melodramatic. Jacob (RobertPattinson) is a veterinary studentwho takes up with a traveling cir-cus and immediately falls for theboss's wife (Reese Witherspoon).

Of course, you'd want to rescuesuch a pretty girl if she were mar-ried to a villain worthy of portrayalby Christoph Waltz (the menacingHans Landa from "IngloriousBasterds").

With the exception of Waltz'sbad guy, many of the performanc-

es feel a little stiff.The visuals paint alandscape of fan-tastical and bucol-ic life in a bygoneera. This prettyscenery gives thefilm a unique feel,and help to keepthings engagingwhen the storyruns a tad thin.

"Cars 2" (PG) -- While thissequel fails to keep pace with itspredecessor and its peers, it'sunlikely that true fans (read: the lit-tle ones) will notice. LightningMcQueen (Owen Wilson) andMater (Larry the Cable Guy) areback, and this time they're headedoverseas to take part in the WorldGrand Prix. There's also the matterof Mater's extracurricular activitiesas a spy.

The film stays within the Disneystandard of quality, but falls wellbelow the mark set by Pixar filmsto date. The story just doesn't havethe heart that audiences have cometo expect.

This program should pro-duce fish that are bigger and thatshould make the fisherman a littlehappier. Adding a middle of the dayfeeding, will require another shift ofvolunteers. I have had only limited time thisweek for fishing but I managed to getsome crappie fishing in and it wasbetter than I was expecting. I didn'thave time to catch a lot but the onesthat I did catch were impressive.Most of the crappie I caught were 13inches long and a very thick bodywith a lot of energy. I still think that

with the loss of standing timber in thelake, which happens every year thecrappie are losing some habitatwhich in effect will grow them largerbut a few less of them.

Some people I know have time ontheir hands and are able to takeadvantage of what the lake is offeringthese days.

I'm speaking of the "FishingFather" my good friend PastorJames. He did it again this week. Heand his son Jim went out Tuesdayand caught 13 bass with the largesttipping the scale at 5 pounds. Crankbaits were the bait of choice, "waterdepth was not an issue" says thePastor "shallow or deep both heldfish that were hungry". The catfishbite is still good with shore anglersdoing ok. I haven't seen many troutfisherman so I'm not sure of theaction.

On the antler sideSierra Gateway Market reports

that deer season has been very goodwith a full locker of deer taken bylocal hunters. Cody told me they hadsome big ones. That should do wellfor John Stranges' Big Buck contest.Don't forget to register for that bigbuck, there is still time.

Golden Trout not at Serious RiskU.S. Fish and Wildlife ServiceSpecial to the Courier

The U.S. Fish and Wildlife Service announced Friday that the California goldentrout does not warrant listing under the Endangered Species Act (ESA). Since thepetition to list was filed, conservation efforts throughout the trout's High Sierrarange have done a lot to protect the species from listing. In a large part because ofthose measures, the Service determined that the intensity of threats do not indicatethe species is endangered, or likely to become so, in the foreseeable future.

The Service reached this conclusion because a cooperation conservation agree-ment signed in 2004 between private groups and government agencies is in placeand providing significant benefits to the species.

Golden trout are found in many streams and lakes of Sequoia National Forestand the Golden Trout Wilderness itself.

Designated the official state fish in 1947, California golden trout have experiencedpopulation pressures for more than a century. They have been subjected to habitatdegradation from grazing on numerous occasions since the 1800s; hybridizationthreats from introduced rainbow trout for at least 75 years, and predation and com-petition from brown trout since the 1940s. In 2000, Trout Unlimited petitioned theService to list the subspecies based on those threats.

In 2004, the Service, the U.S. Forest Service and the California Department of Fishand Game signed a landmark agreement to protect the species. Government agen-cies and key local stakeholders, including Trout Unlimited, the Orvis Company,CalTrout, and the Federation of Fly Fishers, have undertaken numerous habitatrestoration projects, curtailed cattle grazing in the area, and stepped up studies ofthe fish.

Other actions undertaken as part of the Conservation Strategy have also made adifference to the health of the population. They include removal of introgressed trout(trout whose genetic makeup has changed due to hybridization with non-nativetrout) from the headwaters of Golden Trout Creek as well as repair, maintenance andmonitoring of three important fish barriers on the South Fork Kern River. Thosebarriers help to prevent competition and predation from brown trout and also pre-vent further hybridization of the species with rainbow trout downstream.

Well, what can I say we are wit-nessing history. Interest rates formortgages have recently hit theirlowest levels ever. Not in the last20 years, or 30years, or even 50years, but ever!Right now, 30year mortgagerates are under4%. Of coursethere are a lot offactors that influ-ence both therates that thelenders give and the rate you willultimately receive on a mortgagebut suffice it to say, this mortgagemarket isamazing rightnow.

However, itis also amazingfor anotherreason besidesthe currentinterest rates,it is amazingly hard to get a mort-gage in the first place! Seems likelenders these days want you rightarm, your first-born and a DNAsample just to get you into a home.Unfortunately, the forcast is forlending guidelines tighten up evenfurther. As a Realtor, trying mybest to get my buyers who trust inme to represent them into a mort-gage these days can be a toughproposition. Don't get me wrong,it is happening plenty of mort-gages are going through but get

ready to be put to the test as abuyer. Lenders leave no stoneunturned, gone are the days ofeasy money in the mortgage mar-ket.

A recent Wall Street JournalReport has also stated that thisnext year, next spring specifically,is going to be one of the bestBuyer's Markets for Real Estate inthis country's history, even betterthan the one we are in now. This isbecause interest rates are expectedto stay low for quite a while, andlenders are getting ready torelease another wave of forclo-sures nationwide, currently thereare over 2.7 million properties inforclosure. Ouch! Most of thoseare not up here in the Kern RiverValley fortunately although our

market isdefinetlybeing affect-ed by forclo-sure andShort Saleproperties.

So, inclosing, if

Last week mytravels took me toNorthernCalifornia, where Iwas the guestspeaker in SantaClara and inSonoma counties,for their respectivechapters of theCaliforniaAssociation ofHealthUnderwriters. I spoke of Medicare,training insurance agents aboutMedicare so they could more effec-tively help their clients through thismaze of confusion and regulation.

It was a good trip, and gave mesome off time where I found myselfviewing innumerable television com-mercials touting the virtues of a vari-ety of Medicare prescription plans.

One of these commercials featuredthe low premium of $15.10 a month,while another spoke of how manygeneric medications have a $0 co-paywhen you pick up at your local phar-macy, while still another spoke of get-ting a month’s drugs free when youused the plans mail order pharmacy.

All of these advertised plans aregreat. I recommend them. There area total of 33 plans available inCalifornia for those people who are

either on Medi-Cal and only needprescription coverage, just have theoriginal Medicare and self insure thedeductibles and co-payments, andthose folks on Medicare with aMedicare supplement.

The pity of the situation is thatmost people who hear the commer-cials and then call the toll free 800number will not ask the right ques-tions. There is only one real ques-tion, and that is “What is the truecost of this program out-of-my pock-et?”

The bottom line is: you mustcompare the benefits of all plansbeing considered, and select the planwith the lowest annual cost. While a$15.10 plan may be ideal for a personusing no or just a few generic drugs,it may be a very poor investment fora person using costly brand namedrugs or non-covered medications.

Making the proper plan selection isimportant. Last year’s plan may havebeen wonderful, but will it cover yourmedications in 2012, and with whatnew restrictions?

Dear Dr. Donohue: I have aproblem with my feet swelling.They get so big that they hurtwhen I walk. My doctor is puzzled.He thinks maybe it's due to myheart pills, but he can't changethem -- my heart doctor has to. Ihave had two heart attacks, bypasssurgery and a defibrillator put inmy chest. When I'm in bed, theswelling goes down to almost nor-mal. When I am up, it returns, evenif I am sitting. I'd appreciate anysuggestions. -- E.L.

ANSWER: I believe I'm safe insaying your problem is chronic con-gestive heart failure. Your heart ispumping so weakly that blood circu-lates sluggishly. When you're up orwhen you're sitting, gravity pulls fluidout of your leg's vessels, and it is thecause of your swelling. In the hori-zontal position in bed, gravity doesn'thave this effect, and the fluid stays inblood vessels. The swelling is callededema (e-DEE-muh).

During the day, take frequentbreaks to lie down with your legspropped up higher than your heart.When you sit, rest your legs on theseat of a chair put in front of you.Walk as much as you can during theday. The contracting leg musclespush fluid back into circulation.

Limit the salt you eat; salt makesthe body retain fluid. Read foodlabels. Most of our salt intake comesfrom the foods we eat, not fromadding salt at the table or in cooking.But don't do either. Your total dailysalt intake should be less than 5,700mg, preferably 3,800 mg. If salt is onthe label as "sodium," your total dailyintake should be 2,300 mg or less. Abetter goal is 1,500 mg.

Tell your heart doctor about yourswelling. He might make changes inyour medicines either by increasingthe dose or switching to other medi-cines that make the heart pump withmore force.

There are other causes of edema,but this is the one that seems to fityou best.
