Introduction
Kenya Industrial Estates Ltd (KIE) is a fully government- owned
development finance institution (DFI) within the Ministry of
Industry, Trade and Cooperatives. The company was established by the
government in 1967 as a small and medium industrial promotion
organization with focus on rural industrialization.

Our Objectives: • To facilitate the industrial sector development by promoting
local entrepreneurship;
• To provide small, medium and long term development finance
to local MSMEs;
• To incubate MSMEs countrywide and facilitate their survival
and growth;
• To provide Business and Technical Advisory Services (BAS) to
build the entrepreneurial culture and capacity of MSMEs for
growth and sustainability;
• To facilitate the graduation of micro to small to medium and to
large enterprises.

KIE Business Model to MSMEs
KIE applies an integrated business model towards nurturing MSMEs by
Supporting them to survive and grow/scale up during the period when
they are most vulnerable and in other growth stages. The business
model is carried out through a network of 37 branches spread across the
country

Business Incubation
A business incubator is a facility designed to assist businesses become
established and profitable during their incubation period. A business incubator’s main goal is to produce successful firms that
will leave the incubate financially viable and sustainable.
• Incubators vary in the way they deliver their services,
• Highly adaptable, incubators have differing goals, including
diversifying rural economies, providing employment and increasing
wealth and transferring technology;
• Incubator clients are at the forefront of developing new and
innovative technologies
KIE Incubation/Industrial Park Model
One of the critical challenges faced by MSME’s is lack of
affordable and decent workspace.
• KIE provides incubators for entrepreneurs to nurture and mentor
them for success;
• Business incubator models vary depending on their precise
objective and their business environment;
• The ultimate goal of KIE is to develop entrepreneurial culture
among budding innovators;

• KIE has set up incubators, referred to as Industrial Sheds in Estates
spread across major urban centres which are offered to entrepreneurs
on lease basis.
• These incubators are competitively priced.
Advantages of our Incubation and Industrial parks model
KIE offer Industrial cluster model to MSMEs in order to mobilize
competitive advantage and stimulate co-operation for competition and
growth. Advantages of this model are:
• Affordable workspace, suitable location and well-design incubators;
• Access and acquisition of machinery/equipment and financial support
services;
• Room for innovation and growth.

• Access to shared support services to reduce overhead/production
costs (e.g. water, electricity, waste disposal, security services,
training centers/halls and exhibition halls);
• Management and technical assistance (skills upgrading, marketing
and advisory services) from KIE offices;
• Networking services (synergy and inter-firm linkages)
Who can we incubate
• Individuals/Groups/Companies interested in promoting an
innovative value-addition idea that they have so that it
becomes a business, yet they may not have the pre-requisite
workspace required for the business;
• People who have clear documented business concepts
based on an innovative value-addition idea they already
have but which again may not be converted business due to
resource constraints;
• Businesses involved in value-addition that are already set
up but need to be boosted to grow.

• 35 SME Industrial Parks/Estates;
• 22 CIDCs (Constituency Industrial Development Centers) within the
KIE Industrial Estates.

Recommendations
• Set aside suitable land for incubations at County level;
• Provide necessary support infrastructure facilities e.g. power,
water, roads, etc;
• Provide an enabling environment for doing business
( incentives such as tax exemption on imported
machinery , licensing, cheap power etc);
• Minimize inter-county restrictions on products marketing;
• Control imports of goods that can be produced locally
