Thanks to assistance from the Union, 751-member Tina Nickell was ensured the correct pay when she transferred from second to third shift at the Auburn Boeing plant. With help from Stewards Tracy Johnson and Terry Walter, along with Business Rep Heather Barstow, Tina re- ceived eight- hours pay for a day her manager instructed her to take as leave with- out pay (LWOP), as well as over- time for the day her manager re- quired her to work two shifts. The issue arose after Tina received an upgrade and transferred to a new shop. Less than a week later a third shift employee retired, which opened up the chance for her to move from second shift to her preferred third shift. More than anything, we’ve talked aboutyou, the world’s best aerospace workers,and all the skills and experience you bringto the table. Washington state is rich inaerospace skills, knowledge and tradition,and that means a lot to companies whowant to succeed in this business.

That’s the story we’ve been telling,and it’s a good one. Unfortunately, it’sbeen hard to get corporate titans to listen.

That’s where this study, which willbe conducted by a firm called Accenture,

Washington Aerospace partner-ship to hire Accenture is to finallyfind an interpreter who can deliverthat message in a language thatWall Street money managers – andexecutives at Boeing and otheraerospace companies – understand.

It’s one thing for you and I to say that itmakes no sense to hire workers at $15 anhour – or even $15 a day – if you’ve alsogot to hire a core group of high-skilledworkers like you at $30 an hour to tearapart the low-cost work that was donewrong and make it right.

What the consultants will bring to thetable is a way of hanging a dollar valueon that equation, so that corporate moneymanagers can plug that into their calcu-lations. They’ll make our argument in away the bean counters can understand.

I’m looking for three specific thingsfrom this report:

• A detailed list of the unique advan-tages Washington state offers to aero-space companies, which we can use whenwe talk to Boeing or with other manufac-turers that might be interested in cominghere;

• A list of areas where we can im-prove; and

• A roadmap that government, busi-ness and labor can follow together as webuild for the future, with suggestions foractions that we as a state can take on boththe state and local level.

We’re not alone in funding this study.The Washington Aerospace Partnership ismade up of representatives from business,labor and government, and each group isfunding a share of the cost. Our fellowtrade unionists at SPEEA have committedto matching our contribution to the project,and the Washington State Labor Council isinterested in helping as well.

Business and local governments arealso stepping up with funding, accordingto the reports I’m getting back from thegroup.

By teaming with business and gov-ernment on this project, the labor com-munity – our union and SPEEA in par-ticular – sends a strong message to any-one who is listening, that we are united inour determination to work together toensure that Washington remains home tonot just the world’s biggest aerospacecluster, but also the best.

For more than 75 years, District 751 hasbeen committed to Washington state andits aerospace industry. This Accenture studyis a key step toward ensuring that Boeingand the rest of the industry will be success-

ful here for the next 75 years.We want to ensure that future Boeing

airplanes are built here in Washington, andwe’re open to working with anyone elsewho understands the value that only theworld’s best aerospace workers can bring.

Speaking of Boeing, the companywill reach two important milestones inSeptember, when it delivers the first 747-8 and – at long last – the first 787.

To me, there is no greater example ofthe value Machinists bring than the workthat our members have done to get theseairplane programs to this point.

The 747-8 is an amazing aircraft –big, powerful, graceful and quiet – thatwill bring high performance and greateconomic advantage to the customerswho will operate it. It is a worthy succes-

A federal administrativelaw judge has rejected theBoeing Co.’s plan to turnthe ongoing National LaborRelations Board hearing intoa secret trial.

Pre-trial arguments overevidence continued throughmuch of August, which re-sulted in the judge issuing anorder clarifying the process.However, as the AeroMechanic went topress this month, Boeing’s lawyers werecontinuing to drag their feet to delay thepresentation of evidence in the trial.

On Aug. 12, Federal AdministrativeLaw Judge Clifford Anderson placedsharp limits on Boeing’s ability to keepthe public – particularly MachinistsUnion members – from seeing many ofthe relevant documents that will be en-tered as evidence in the case.

Both were wins for the union – andfor all Americans who believe in open

public trials – said District 751spokeswoman Connie Kelliher.

“The judge gave us, and theNLRB attorneys, most of whatwe were looking for,” she said.“He set a very high standard forBoeing to meet before it canwithhold evidence from thepublic, and made it clear thatthe default setting for the court-room doors will be ‘unlocked.’”

Boeing is accused of having retali-ated against District 751 workers – andfellow IAM members in Portland — byannouncing it was moving their work onthe 787 to South Carolina because work-ers in the Northwest had gone on striketoo often. The federal hearing on thecharge has been going on in a Seattlecourtroom since June 14.

On July 28, Boeing lawyers had ar-gued before the judge that they should beable to block the public at large – andMachinists Union representatives in par-

ticular – from being able to see many ofthe key documents that have been sub-poenaed as evidence in the NLRB’s com-plaint against Boeing.

Among the documents Boeing wantedto keep secret were details of the incentivestaxpayers in South Carolina and Washing-ton state are providing to Boeing, as well asBoeing studies that measured the costs andrisks of moving the work to South Carolinafrom the Northwest.

In addition, Boeing lawyers argued thatthey should have the ability to clear thecourtroom whenever a witness discussedany of the things Boeing wanted to keepsecret.

Attorneys for the NLRB and Machin-ists District 751 opposed the request, say-ing it went far beyond what was necessaryto ensure a fair trial on the complaint.

After two weeks of talks between thethree parties failed to produce a compro-mise on the question of who would get to

POLITICAL ACTION

In August, Senator Patty Murraytoured factories around the state promot-ing jobs and workforce training. Murrayhas introduced legislation to reauthorizethe Workforce Investment Act, whichoriginally passed in 1998. The legisla-tion is designed to help communitiesensure local workers receive proper train-ing for open jobs that require specificskills.

As part of the tour, the Senator visitedSpokane’s Triumph Composite plant tomeet with aerospace managers, highereducation leaders and elected officials toget their ideas on how to improve com-munication of job needs so training pro-grams are better geared toward thoseskills. A state report showed there arecurrently more than 2,500 open jobs inthe Spokane area, but not enough quali-fied candidates to fill them.

In touring the Triumph plant, the Sena-tor engaged our members to help findways to promote these jobs and recruitmore skilled workers.

Linda Louie was one of the Machin-ists Union members interviewed by theSenator and local media. She hired intothe plant when it was still owned byBoeing 21 years ago and has turned herjob into a good career – one she hopes to

retire from someday. Her story ex-emplifies the typeof role modelsSenator Murraybelieves can attractmore young people– especially youngwomen into ca-reers in aerospace.

Linda has takenadditional trainingover the years asthe industrychanged and mate-rials evolved.

“I take a lot ofpride in my workbuilding airplaneparts. When a planeflies over, I lookup and have a feeling of accomplishmentknowing I played a part,” said Linda. “Itis rewarding to know I helped with thenew 787 airplane and also the 777 whenit was introduced.”

Linda’s experience with compositesand hand skills make her sought after intoday’s aerospace industry. However,there need to be more paths to these typesof jobs for others in our communities.

“This Act would promote skills so wehave more qualified people to fill thejobs locally. That is what we need,”Linda added. “Spokane needs that envi-ronment to keep manufacturing here.For this community, it is huge. I thinkaerospace offers endless possibilities forwomen in this field.”

Murray agreed and told reporters, “Weneed more role models like Linda whocan go out into the community and talk tohigh schools and show young womenwhat the pathways are to this type ofcareer. If we want America positioned tocompete in the coming century, we haveto have workers with the required skillsto fill these jobs in their own communi-ties.”

At the formal meeting in the Triumphplant, Machinist member Andy Piersonwas filled with emotion as he spoke atthe podium and recounted his struggle toobtain his current job at Triumph – whichincluded multiple layoffs and tremen-dous personal difficulty.

“I tell everyone you can achieve yourgoal if you stick with it and take advan-

tage of services like WorkSource. Eventhough I lost everything and was basi-cally out on the street, I remained fo-cused on getting a job and went toWorkSource nearly every day,” saidAndy, who has been at Triumph a littleover a year building air ducts. “It tooklots of hard work and effort to achievewhat some employers might think of asgravel, but I consider it a jewel. I lovethis job, look forward to coming to workeach day and am proud to be an aero-space machinist.”

Andy hopes others will get a similaropportunity and believes it is critical tokeep these kinds of jobs in the area andprovide training so employers can fillthem. He also praises WorkSource andregularly refers family and friends therefor the many resources they offer.

In addition to the Workforce Invest-ment Act, Senator Murray is also work-ing on a bill called the Promoting Inno-vations to 21st Century Careers Act.This bill calls for $912 million in federalgrants to support state and regional part-

The survey by the Bureau of Labor Statistics looked atbenefits provided by all employers across the United States asof March 2011. It excluded the federal government andpeople employed in private homes.

The data also showed that people working under unioncontracts are more likely to get paid sick leave and personal leave:

• 84 percent of union members receive paid sick leavefrom their employers, compared to 64 percent of non-unionworkers; and

• 59 percent of union members receive paid personal leavedays, compared to 38 percent of non-union workers.

The data on retirement, health and paid leave benefitsfollows a report released earlier this year by the Bureau ofLabor Statistics that showed union workers are paid onaverage 28 percent better than non-union workers.

The BLS data showed that nationwide, union workers arepaid $917 a week (or $47,684 a year) while non-unionworkers make only $717 a week – which is $37,284 a year.

“Ten thousand dollars a year is enough to make a realdifference for a working family,” said Wroblewski. “Buying anew car, or saving for a new house or a child’s education – thosebasic parts of the American Dream are more realistic when youhave a union contract. That’s the union advantage.”

Beyond just wages and benefits, union workers have a say intheir working conditions, hours of work, defined promotionsystem, safety programs and outlined grievance procedures todispute management actions. These issues, coupled with givingan employee a true voice in their workplace, are priceless.

which was a 58-percent increase over the same quarterthe year before. In June, Esterline executives bragged toinvestors about their prospects for future growth, andraised their profit projections.

“Given all that, we feel management can afford to sharesome of those gains with the workers at Hytek whose hardwork created those profits,” said Wroblewski.

The next step for the new Machinists at Hytek will beto negotiate a new contract.

Cote said District 751 has filed information requestswith the company, asking for dates that talks could begin.

It’s likely to be a struggle, he warned. “With the waythe company ran the campaign on the inside, I won’t besurprised if they drag their feet and continue their anti-union efforts, even though their employees have clearlysaid they want to join our union and negotiate for abetter life.”

But Lang said he’s optimistic. “I hope managementdoesn’t see this as a threat, and that we can move on withour normal day-to-day business and we can get a goodcontract, a fair contract.”

The Hytek employees – like all other Americanworkers – have a legally protected right to join a unionand engage in collective bargaining, Wroblewski said.“We’re proud to have the Hytek workers as part of ourunion, and we will support them in every way we can.”

That feeling goes both ways, Lang said. “The Ma-chinists Union has the resources that we need. You dealin aerospace, and we deal in aerospace. You understandour business.”

The Boeing Company’s HourlyWorkforce Employee Requested Transfer(ERT) Process is undergoing some im-provements to better prepare employeesfor success in new job opportunities. Ev-eryone wants to be successful in their jobsat Boeing, and the best way to achieve thatis to be sure that employees have all thenecessary skills before entering a new job.Minimum training requirements are estab-lished by the Skill Teams using HourlySubject Matter Experts (SMEs) to validatethe essential training requirements that theirjob calls for.

To better align the training with theprocess, Hourly Workforce will be elimi-nating Equivalence for Experience (E4E)as of October 14, 2011. Many employeeshave received E4E (green lights for expe-rience) if he or she held a job that wasinstalled in the ERT process. Employeesworking in these installed jobs for 365consecutive days were automatically givena green light for the courses listed on thejob’s Career Guide. Once these green lightsfor experience are removed from the sys-tem, the employee may need to completetraining or challenge the final test(s) inorder to turn these lights green again.

Local A Car Show Drives in $$ for Guide DogsMore than just the sun was shining at the

Everett Union Hall on Saturday, August 13, ashot rods and custom motorcycles lined the park-ing lot for the seventh annual Bill Baker Memo-rial Steel & Wheels SuperShow.

This year’s event attracted more than just nicecars, those attending were also treated to greatmusic at the “Battle of the Bands” featuring IAMand SPEEA members bands. The “battle” wasdesigned to help promote solidarity between themembers of the two organizations and provide afun event to share the musical talents of ourmembers. While the SPEEA band won the com-petition, the real winner was clear – Guide Dogsof America, who received thousands in proceedsfrom the event (donations were still coming in asthe paper went to print).

The President’s award went to RandyKnight for his 1932 Ford Coupe, as wellas winning Favorite Interior. Curt Glevewas voted People’s Choice Bike, aswell as Favorite Chrome and Favorite

Chopper. Jody Toso’s 1974 Chevy Pickup wonPeople’s Choice, Favorite Wheels, Favorite Cus-tom Car and Favorite Paint. Others took homeawards in a variety of categories that those attend-ing voted on.

The festive drew in attracted more than just ourmembers and Boeing workers, as others from thesurrounding community stopped by to look at thecars and motorcycles, vote for their favorites,grab some of the delicious barbecue and enjoy themusic.

Our members who have worked onthe Dash Eight can be – and should be –very proud of the work they’ve doneunder very difficult circumstances.

By the same token, I cannot praise ourmembers who have worked on the 787program, both in Everett and in Auburnenough.

You will never get enough credit forthe work you have done. But I firmlybelieve that without you, there wouldn’tbe any 787 deliveries this September –and maybe not before our contract ex-pires next year in September 2012.

You were the ones who found the prob-lems with the 787, and you were the ones

who solved those problems. Working withour brothers and sisters from SPEEA, youovercame the mistakes made by suppliersaround the globe. And in the process, youpioneered new techniques for building 21st

century carbon fiber aircraft.The first 787 delivery doesn’t mean

that program’s out of the woods. Youknow better than anyone how much workremains to be done. But I don’t think I’mexaggerating when I say that MachinistsUnion members have saved the 787 pro-gram – and quite possibly saved theBoeing Co. in the process.

Volunteers Continually Help Build a Better CommunityNearly every weekend and often on week-

days, Machinists volunteers are out in thecommunity helping with various projects withone goal – building a better community forall.

While many think of summer as a time forvacation, Machinists Union volunteers actu-ally step up the pace and take on additionalprojects during this season.

A handful of volunteers braved rainyweather one afternoon to construct gardenbeds at a low-income apartment complex.After building the garden beds, volunteersthen hauled in tons of soil. Thanks to ourvolunteer work those residents will now beable to grow their own vegetables.

Volunteers have become so proficient atbuilding wheelchair ramps, they no longerwait to schedule the projects on the weekend,but regularly tackle them after work on week-nights.

In August, Northwest Harvest continuedto tap into our volunteers to help at theirwarehouse on Wednesday evenings from 4 to7 p.m. Retiree George Braun has become afixture - often volunteering nine hours in a

day to help at the warehouse. The Wednes-day evening volunteer event will continueinto September. If you would like to help,simply stop by the warehouse in Kent (2222068th Ave S) and lend a hand.

Northwest Harvest also called on Machin-ists to assist with several food drives at a recentAquaSox game in Everett, at a Seafair hydro-plane event, and at area store collections.

Volunteers also partnered with the PugetSound Labor Agency in August to assemblebooks and backpacks so Snohomish Countystudents start the year with the essentials theyneed to succeed.

In addition, members continue to prepareand serve meals at both the Tacoma andEverett missions several weekends a month.

Throughout Puget Sound, MachinistsUnion volunteers are making a differenceand helping to build a better community forall – one of the two main goals of the union.

Weather and water conditions were perfect for thesecond annual Jimmy Darrah Memorial Fishing Derby.Under sunny skies, three boats took to the ocean aspoles were reeling salmon in all day long.

Participants dubbed the event a virtual “king fest”because of the incredible amount of kings caught thatday. The overall winner was the Machinists Non-Partisan Political League, which hooked $4,200. Topderby winners were 751-C Retiree Lee Gotti, MarkBlondin and Stosh Tomala. Competition was fiercewith nearly everyone ‘limiting out.’

To increase competition, each boat held its ownderby with five categories of winners (see chartbelow).

Derby organizers Don Fike and Mark Johnsonwould like to extend a special thanks to Dave Henryfor taking on the responsibilities of managing theactivities on the third boat at the last minute. Asalways, Dave managed the situation without ahitch. Judge RejectsBoeing’s Attemptfor Secret Trial

This summer during the Seafair Torch-light parade, viewers got a chance to seea part of the Machinists Union history –courtesy of the South Park BusinessAssociation (SPBA) float.

This innovative float was a stunningreplica of District 751’s float that wasentered into the Seattle Labor Day Pa-rade in 1937. SPBA re-created our his-torical float in celebration of how theSouth Park businesses, including Dis-trict 751, pulled together to secure fund-ing to build a new South Park Bridge.

The prize winning float featured amodel of the 314 Pan American Clipperflying boat, which our members built in1936 at Boeing, perched on a revolvingglobe. It was one of Boeing’s first large-wing aircraft built for Pan Am.

Ron Cook, president of SPBA, saidcommunity leaders decided to build thefloat after people in the diverse commu-nity came together to make sure a newbridge will be built across the DuwamishRiver to replace the one that was closedlast year for safety reasons. Funds werefound for the new bridge, he said, “andwe just kept going.”

The float had special meaning for Cook

because his father, a Boeing machine-shopforeman in 1937, was on the first float.

Machinists were a part of this float,too – as 11 members walked proudlyalongside the float in white Boeing cov-eralls and black ties to replicate the 1937parade walkers. What made the float even more spe-

cial was the fact that it was built com-pletely by companies and workers in theSouth Park community. No one had ex-perience building floats; however, SouthPark has a tremendously diverse skillbase. The float was designed and built injust a few short months – demonstratingSouth Park’s innovation and determina-tion to get things done. It is truly atestament to what can be accomplishedwhen an entire community pulls together.

It was a proud display of the innova-tion and craftsmanship and 751 was proudto play a role in the float, the bridge andthe South Park Community.

The SouthPark float intheTorchlightparade was areplica of the751 floatfrom 1937.The floatbuilt entirelyby workers inSouth Parkshowcasedthe diverseskills andwhat can beaccomplishedby workingtogether.

On Wednesday, August 17, the Washington State Alliance forRetired Americans met for its annual convention at the Teamster’s Hallin Tukwila. About 120 delegates attended including six from the 751Retiree Club (T.J. Seibert, Carl Schwartz, John Guevarra, Helen Lowe,Jim Hutchins and Mike Keller).

Ed Coyle, national Executive Director of the Alliance, addressed thedelegates and gave an update on senior issues. Congressman Jay Insleealso spoke to the group on issues of Social Security and Medicare.

After participating in workshops onMedicare and Communication, delegatesadopted resolutions (two submitted from751 retirees), supporting Social Securityand seeking a “make-up,” cost-of-livingpayment for 2011.

The following were elected as state Alliance Officers: President -Mike Warren, Marie Cook - Treasurer; Steve Kelly - Secretary. Afterlunch delegates celebrated with a 76th anniversary Social Securitybirthday cake. The convention ended with an informational questionand answer session with Ed Coyle.

Our 751 delegates will take the information from the state conventionto the national Alliance convention in Washington DC, Sept. 6-9.

Members working at the SafewayDistribution Center in Spokane ratified anew five-year agreement in August.

These seven talented mechanics keepthe facility and all its equipment in toprunning condition. This is not an easytask when you think about the volume ofitems passing through the warehouseweekly to stock all the Safeway stores inEastern Washington, Northern Idaho andMontana.

The top issue for this contract waspreserving the Automotive Pension Plan,which the new agreement did includingall pension surcharges are covered bythe employer.

The contract also maintained otherbenefits for the life of the agreement,including maintaining health and wel-fare costs at a cap of six percent.

New Agreement for Members at Safeway Spokane

Union Stewards in Eastern Washing-ton are better prepared to represent themembers thanks to recent training pro-vided by the Machinists Union. BusinessRep Steve Warren and Staff Assistant KenHoward coordinated the training with IAMWestern Territory Education Rep MarieBox. Sessions were held in Yakima, Tri-Cities and Spokane to reach more of theStewards. While the training was volun-tary, 85 percent of the Stewards were ableto arrange their schedules to attend.

“The high participation rate demon-strates the commitment of our Stew-ards,” said Business Rep Warren. “Allthe feedback was very positive. To keepeveryone engaged and involved, the train-ing included lots of back and forth con-versation and group activities. Stewardsappreciated this interaction and found itmore useful than if the information hadsimply been presented in viewfoils.”

The in-depth workshop covered suchtopics as the roles and responsibilities ofa Steward, which is often times the hard-est and yet most thankless job in theunion. Other subjects included trainingon conducting investigations, grievancehandling, just cause for discipline, pastpractice and Weingarten rights. One seg-ment that is critical for stewards to un-derstand is their legal status under theNLRB, which makes them equal withmanagement when representing employ-ees on the shop floor, in the supervisor’soffice or in grievance meetings.

“I have been to several Union Stew-ard training sessions in the past, but thiswas by far one of the best. All the Stew-ards agreed, the instructor did an excel-lent job,” said Steward Jerry Mikelson,who works at Rabanco in Goldendale.“We learned a lot in a short period oftime. Everyone was involved and it wasa very positive session. I’ve been to othertraining that lasted three to four days, butthis was better in one day. I would go toit again, it was that good.”

“I’ve been a Steward for four years, andthis training helped me fine tune my Stew-ard skills. I think it is really helpful for newStewards and will point them in the rightdirection,” said Sam Jensen, a Steward atPexco in Yakima. “I especially liked thesegment on investigating grievances andthe emphasis on listening to all differentviewpoints and taking everyone’s inputinto consideration. As a Steward, we haveall experienced moving ahead with only

hearing one side ofthe story.”
