2. DOST-Philippine Atmospheric, Geophysical and Astronomical
Services Administration (PAGASA) a. Continuously monitors the situation and ensures the provision of Weather
Advisories, Severe Weather Bulletins, and 24-hour Public Weather Forecasts, and other weather information to all stakeholders.
3. Department of Social Welfare and Development (DSWD) a. The Disaster Response Operations Monitoring and Information Center of
DSWD-DRMB is continuously monitoring and coordinating with the concerned DSWD-Field Offices for significant disaster preparedness for response updates.
b. Provided 9,700 family food packs and 6,000 sleeping kit in Marikina City. c. Deployed personnel on a 24/7 basis at the NDRRMC Operation
Center and at DROMIC, DSWD-Central Office and affected DSWD Field Offices.
d. Social Welfare and Development Team (SWADT) staff are on standby for relief distribution as requested by affected LGUs.

e. Established women and child-friendly spaces initiated by LGUs (based on no. of ECs) and technical assistance on initial disaggregated data in ECs, persons with disabilities, mentally challenged, senior citizens, children, solo parents, pregnant and lactating mothers has been provided.
f. Continuously monitoring the status of IDPs inside and outside evacuation centers thru the LGUs.
4. Department of Health (DOH) a. Raised Code Alert. b. Issued Weather Alert Memorandum to all Regional Offices. c. Continuous monitoring of the weather disturbance through PAGASA. d. HEMB Staff on standby to go on 24-hour duty at the NDRRMC Operations
Center. e. Continuously coordinating with regional offices and attached agencies for
any untoward incident and update on response actions. f. Attended NDRRMC Response Cluster Meeting. g. Deployed personnel at the NDRRMOC. h. Prepositioned a total of PhP15,073,085.98 amount of logistics in Region I,
III, CALABARZON, CAR, VI, NCR. i. Augmented a total of PhP1,791,526.36 amount of Logistics to NCRO and
RO IV-A.
5. Department of Interior and Local Government (DILG) a. Continuous monitoring of reports from affected DILG Regional Offices and
LGUs of preparedness actions based on Operation L!STO protocols. b. Recommended to NDRRMC the activation of the Response Cluster,
especially the Food and Non-Food Cluster considering the volume of evacuees, the LGUs relief supplies are expected to become insufficient, as well as the Search, Rescue and Retrieval (SRR), and Law and Order Clusters, for augmentation support.
c. Continuous provision of updates on weather alerts and advisories to all concerned DILG Regional Offices regarding TS KARDING and SOUTHWEST MONSOON, thru emails and text blasts.
d. Continuous dissemination of the MGB list of barangays in the affected regions (Region III, CALABARZON, and NCR) with high to very high susceptibility to landslides and floods.
e. Deployed DILG Personnel at the NDRRMOC. f. Continuous coordination with DILG Regional Offices on the current
situation on the ground specifically on areas that are flooded.
6. Mines and Geosciences Bureau (MGB) a. Issued MGB's list of Barangays Susceptible to flooding and landslides on
12 August 2018.
7. Department of Education (DepEd) a. Disseminated weather updates to exposed and affected regions. b. Continuous monitoring of schools used as ECs, affected by flooding, and
further class suspensions in their respective divisions and regions. c. Continuous coordination with DSWD and OCD for the schools used as
evacuation center. d. Deployed Staff for 24/7 duty in NDRRM Operations Center.

8. Department of Public Works and Highways (DPWH) a. Affected DPWH District Engineering Offices (DEOs) prepositioned
available and operational equipment such as dump trucks, pay loader, backhoe, etc.
b. Deployed manpower and equipment for clearing operations on areas affected by landslides.
c. Identification and provision of possible alternate routes for roads and bridges which are close to traffic (see submitted Executive Summary)
d. Installed warning signs and continuous monitoring on flooded areas. e. Roving maintenance crew and assisted motorists. f. Declogging activities of lateral and cross drainage.
B. Regional / Local Disaster Risk Reduction and Management Councils
(R/LDRRMCs) a. RDRRMCs I, III, CALABARZON, NCR, and CAR continuously
disseminate weather advisories to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through SMS, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualtyalerted and closely coordinates with all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the weather disturbance; and continuously monitors the situation in their respective AORs.
1. RDRRMC I OCD I a. Maintains Blue Alert Status. b. Continuous monitoring of Area of Responsibility (AOR). c. Disseminated RDRRMC Memo regarding Extended Blue Alert Status. d. Close coordination with Response Cluster and LDRRMCs.
DOH I a. Regional Operation Center and the four (4) Provincial DOH Operation
Center are in direct coordination with their respective DRRMCs. b. The three (3) DOH Retained Hospitals (Mariano Marcos Memorial
Hospital and Medical Center, Batac City, Ilocos Norte; Ilocos Training and Regional Medical Center, San Fernando City, La Union and Region 1 Medical Center, Dagupan City, Pangasinan) are on duty.
c. As of 11 August 2018, Region 1 is on CODE WHITE ALERT status because of the possible effects of the Southwest Monsoon enhanced by TS KARDING.
DILG I a. Informed all LGUs affected upon issuance of Notice of Dam Discharge
from NPC. b. Conducts regular inspection of Banaga River (Bugallon) and Marusay
River (Calasiao).
DSWD I a. Provided augmentation support amounting to ₱2,949,447.00
DEPED I b. Disseminated advisories from DepEd DRRMS Central Office to
DepEd Division Coordinators.

c. Reported class suspensions and evacuation center status to DRRMS Feedback numbers.
d. Coordinated with LGUs regarding class suspension and resumption.
PDRRMC Ilocos Norte a. Advised all DRRMOs to inform all BDRRMCs to regularly monitor the
health condition of vulnerable groups; senior citizens, PWDs and pregnant women.
b. Advised all LDRRMOs to inform all BDRRMCs to prohibit children from swimming in swollen rivers and creeks.
c. Advised all residents to limit outside exposure and stay indoors during heavy downpour, thunderstorm accompanied by lightning.
d. Advised Barangay Officials farmers/livestock raisers to secure their livestock in safe areas or in livestock shelters and fishermen not venture out to sea when there is thunderstorm, lightning, gale warning, typhoons or adverse sea weather condition.
e. Advised DRRMOs to conduct inspection of Evacuation Centers and ensure their functionality.
f. Advised DRRMOs to Ready equipment - dump trucks, rubber boats, evacuation centers, ambulances, food packs, relief goods, medicines, SAR Teams, personnel and other resources and monitor flood risk areas.
g. Continuous monitoring of emergency incidents through 911.
MDRRMC Dingras a. Continuously monitors and disseminates severe weather bulletins and
24-hour public weather forecasts to all MDRRMC, BDRRMC, SDRRMC and NGO’s through SMS.
b. MDRRMC, DiVERT Group are on stand-by mode. c. Rescue Equipment are readily available, Evacaution Centers are ready. d. Conducted PDRA.
PDRRMC Ilocos Sur
a. USAR, WASAR, Medical teams are ready for deployment. b. WASAR, USAR equipment and tools, Ambulance, Rescue Truck, 2 OBM
Fiber Boats, Rescue 1, 6x6 Truck, Hummer 1 and 2 are checked ready for dispatch and prepositioned at the Provincial Capitol for Provincial evacuation centers are ready for easy mobilization

b. Continuous monitoring and dissemination of weather advisories, 24-hour public weather forecasts, gale warning, and other advisories to all C/MDRRMOs through La Union 911.
c. A total of 1,000 Family Food Packs (FFPs) amounting to 1,000,000.00 are available for disaster relief operations.
d. The Disaster Response Operations Monitoring and Information Center (DROMIC) of the PSWD continue to closely coordinate with concerned C/MSWD Offices for significant updates on their preparedness levels and actions.
e. Provincial Engineering personnel were alerted for possible deployment. f. Placed all heavy equipment and assets on standby alert. g. Alerted all C/Municipal Engineering Offices to assist in Search, Rescue
and Retrieval Operations, and Road Clearing Activities. h. Placed all health personnel and medical teams on code WHITE Alert
Status and ready for deployment. i. Ensures the availability of medicines and medical supplies to all District
Hospitals in La Union. j. Provincial General Services Office ensured vehicles, drivers and utility
personnel on standby for possible deployment. k. Alerted all personnel to closely monitor weather conditions and any
untoward incidents in the province.
CDRRMC San Fernando City a. Activated City Operations Center. b. Continuous monitoring on the status of the different barangays. c. All equipment and assets ready for deployment. d. Conducted roving to barangays to send reminders and assist in the
inventory of resources. e. Provided information to public re: weather update and class suspension
through the use of social media.
MDDRMC Bauang a. MDRRM Council on Alert. b. Activated City Operation Center. c. Continuous monitoring on the status of the different barangays. d. All equipment and assets ready for deployment. e. a. Continuously monitoring the situation especially, the water level rise in AOR.
b. PDRRMC with its Member Agencies and Offices are on standby in case of emergency situation
c. Strict Monitoring of PAGASA’s Weather Bulletin, San Roque Dam and Agno Flood Forecasting and Warning Advisories is being done by the office.
d. Informed lower DRRMO/Cs in the Province of Pangasinan to implement their Preparedness Plan and to undertake all precautionary measures, be ready with their Rescue and Emergency Response Units and warn their residents to evacuate to safer grounds and to undertake pre-emptive evacuation whenever necessary especially in landslide/flood prone areas.
e. Information dissemination on preparedness and advisories through Tri-Media and social media was implemented to ensure public safety.
f. Conducted River assessment along Sta. Barbara, Calasiao, and Bugallon.
g. Augmented a team of PNP for possible deployment. h. Prepositioned water assets in 6 flood-prone municipalities. i. Conducted relief operations with coordination with PSWDO in the
municipalities of Calasiao, Bayambang, Sta. Barbara, Mangatarem, Bugallon, Aguilar, San Carlos City.
j. Deployed one dump truck from PEO to conduct pre-emptive evacuation in Lingayen.
k. PNP personnel assisted MDRRMO Alcala in preemptive evacuation. l. Deployed a dump trucks to assist MDRRMOs Bautista, Alcala,
Lingayen, and Bugallon in rescue operations. m. Coast guard personnel and assets checked in for augmentation.
CDRRMC Dagupan City
a. Continuous coordination with CDRRM Council, Partner Agencies (PNP, PNP MARITIME, BFP, PCG DAG DET AND PN NRCNL), NGO’s, DEPED, and BDRRMC.
b. Monitored national agencies website for additional info and alerts. c. Advised Coastal/ Island Barangay Council to advise fisherman within
