Tenders are invited from Karnataka State Warehousing Corporation through online e-

procurement portal for handing over the lorry weigh bridges of state warehouses on monthly

rental basis for the period of 5 years. Tender are invited as per the Karnataka Transparency in

Public Procurement Act.1999 and Rule 2000. Tender process involves two cover bid system,

consisting of Technical bid and Financial Bid will be followed.

1. Last Date & Time for Submission of Tender through online: 10-10-2014 @ 4.00 PM

2. Last Date & Time for Submission of Queries: 30-09-2014 @ 3.30 PM

3. Date & Time for Opening of Technical Bid: 13 -10-2014 @4.30 PM

4. Date & Time for Opening of Financial Bid: 14-10-2014 @ 12.30 PM

The Description of the works/services, terms & conditions etc and the documents required for

technical bid are published in the website: www.kswc.in & www.eproc.karnataka.gov.in. The interested

tenderer may participate in the tender through e-procurement portal. The tenderer should submit all

required documents through online e-procurement portal. The Financial bid of the tenderer will be

opened only of the tenderers who qualifies in the Technical bid. The tenderer should pay the earnest

money deposit amount through online e-procurement portal, The tender without E.M.D will be

summarily rejected. The Managing Director of KSWC has right to accept or reject any tender in the

III. Documents required for Technical Bid

a. The tenderer should furnish the following documents along with the tender though on-line e-

Procurement portal failure to which the tender will be summarily rejected, The Interested

tenderer may participate to any lorry weigh bridge or all the lorry weigh bridges each lorry weigh

bridges separately.

b. The EMD of Rupees 20,000/- per Lorry weighbridges Should be submit through online e-

Procurement portal.

c. Address Proof of the tenderer.

d. Copy of PAN Card.

e. Copy of the Bank Pass book of front page for name of the Account holder, Account Number and Type of Account.

IV. Terms & Conditions:

1. The Interested tenderer may participate to any lorry weigh bridge / all the lorry weigh bridges ,each

lorry weigh bridges separately.

2. The successful tenderer himself will borne all repair charges, upgradation of Lorry Weighbridge

charges, changes/repairs of beem & platform etc. Annual Maintanance charges, painting charges.

Stamping charges of Legal Metrology Department. Electricity charges , repairs/replacement charges

of Electronic components like Junction Box, Display board, Loading cells, Monitor, Keyboard,

CPU, UPS Battery etc. The corporation will not bear any charges.

3. The Corporation will fix the rate for weighment of stocks belongs to FCI, KSWC & other stocks.

4. The Corporation will hand over the Lorry Weighbridges for 5 years, the renewal will be made once

in 2 years, the rate will be enhanced 5% for every year.

5. The Successful Tenderer should pay 6 months rent as Security deposit with in 7days from the date

of work order. Failure to which the work order will be cancelled.

6. The successful tenderer should keep open the Lorry Weighbridges in holidays and to keep the

Lorry Weighbridges, ramps etc. in good working condition at all days.(Including holidays).

7. All Vehicles should be weighed at Lorry Weighbridges including stocks pertaining to Warehouses.

Vehicles other than the stocks belongs to Warehouses should not allow inside the Warehouse

premises after weighment. Vehicles should not go out after weighment without permission of

Warehouse Manager for which the stocks belongs to Warehouses.

8. The tenderer should remit Earnest Money Deposit (E.M.D) of Rs.20,000/- per LWB through online

e- procurement .The tender without EMD will be summarily rejected. The EMD shall be liable for

forfeited if the tenderer withdraws from his offer or does not to fulfill the tender conditions. The

EMD of the unsuccessful tenderer will be refunded after finalization of the work contract.

9. The EMD amount will be refunded to successful tenderer only after completion of 5years from the

date of work order issued. The EMD does not carry any interest.

10. The successful tenderer shall have to furnish 6 month rent as Security deposit by way of Demand

Draft, drawn in favour of the “The Managing Director, Karnataka State Warehousing

Corporation”, payable at Bangalore within Seven days from the date of work order.

11. The highest amount of rent per month quoted by the tenderer in financial bid will be considered.

Accordingly order will be issued after rate negotiation. 12. The Successful Tenderer will be whole & sole responsible for any damages of the weighbridges.

13. The Successful Tenderer will be whole & sole responsible for payment of any repair charges etc.

14. The Successful Tenderer will be whole & sole responsible for payment of penalties, compensation etc.

15. The decision of the Managing Director KSWC, Bangalore will be the final to fix responsibility & to recover the losses incurred to corporation.

16. The successful tenderer shall arrange for any required facilities for their employees. 17. The tenderer will be whole & sole responsible for any medical expenses, treatment for any illness,

injuries of their man power etc.

18. The Successful tenderer should have software and internet connectivity in the Lorry Weighbridge to send online daily, weekly & monthly statements to Warehouse manager, Regional manager & to Head Office pertaining to warehouse stocks weighment.

19. The Successful tenderer should have maintain PC with original licensed copy of operating software and Antivirus software integrated 10/100 LAN card, Hard Drive500 GB, Window 7. The digitizer as RS-232 porter to link computer and printer in good working condition.

a. The computer holds the software required to operate the weigh bridge on 80

column Dot Matrix Printer is connected to computer to give the printout details as

follows pertaining to warehouse stocks weighment.

b. The entire record stored in the memory and the summary of the Weighbridge

operation pertaining to warehouse stocks weighment can be taken at any time in

the following manner.

20. The corporation will not bear any manpower charges to tenderer. The Tenderer will be the responsible to pay if any PF, ESI, Medical expenses, salary & any other statutory payment under the state labour Acts or any other Act applicable.

21. The Tenderer should prohibit smoking around the premises. 22. The Tenderer should have insurance for Lorry Weighbridge during the period in the name of

KSWC. The corporation will not pay insurance premium. 23. The successful tenderer shall bear electricity charges, municipality tax, service tax charges & other

charges. 24. The successful tenderer should keep the Lorry Weighbridges in good working condition within 30

days of the work order issued. Failure to which the corporation will cancel the work order without any further intimation.

25. The Managing Director of KSWC has right to accept or reject any tender in the interest of corporation without assigning any reasons.

26. The work order will be cancelled immediately without any notice if found un-satisfactory in their services.

27. The work order will be cancelled immediately without any notice for any illegal activities noticed. 28. The successful tenderer will be the responsible for any violence of rules regulation etc. of the

government. 29. The corporation will not give any work guarantee. 30. The Corporation will not bear any charges for repair/replacement if weighbridge equipments

electric/electronic equipments and for civil works of ramps/cabin etc. 31. The successful tender should pay the monthly rent (tendered amount) to the concerned Warehouse

Manager within 5th of every succeeding month. If rent not paid for continues 3 month. The work order will be cancelled without any notice.

32. The successful tenderer should ensure that no problem occurred for weighment of stock belongs to FCI, KSWC etc.

33. The Managing Director of KSWC has right to cancel the work order without assigning any reasons. 34. All disputes and difference arising during the period of contract whatsoever shall be refered to the

decision of the Managing Director, KSWC, Bangalore whose decision shall be final. 35. All disputes arising under this contract or connected therewith only the Courts situated at

Bangalore.
