Home Language Survey

• Since Lau vs Nichols (1974) Schools have been required by federal law to determine the primary language spoken and understood by each student.

• That process begins with a questionnaire for parents.

From the CDE Website

• When a child is registered for school, a home language survey must be completed by the parents.

• If this survey indicates that a language other than English is spoken at home, the district must test the student on the CELA Placement Test for Language Proficiency.

Who needs an HLS?• All students who enroll in an APS school for the

first time must fill out a HLS.

• “All” means all. Every student, both Native English speakers and those who speak another language need to fill out a HLS.

• We have HLS forms available in English, Spanish, Vietnamese and it is currently being translated into other languages.

Which HLS do I use?

-There is a new form for 2009-10. It has an additional question (#9) which ask for parents’ preferred language.

-You will be able to use a query to identify languages in each classroom.

-Please do NOT use old HLS. The new HLS for this year has a date at the bottom; ‘07/09

-Each school is responsible for making their own copies of the HLS. Triplicate forms are no longer available.

-Only two copies are needed.

Clarifying with Parents

– When you receive the HLS make sure you read it over completely.

– If you have questions, interview the student and/or the family to avoid mis-identification.

• Student’s name: Ask parents to enter the name as it appears on the Birth Certificate

• Country of birth: Many ELLs are in fact born in the USA (60%).

• What language(s) does your child read? write? Students who studied Spanish, French, or German in school might read and write it, but that is not the intention of this form. This question is to determine if ELLs have literacy in L1 (1st Language).

• The HLS for Native English speakers goes in a student’s CUM file

• Two copies of HLS for ELLs:– One in CUM files– Original to Jhzaneqi (Bess) Dickens,

• We will no longer have ELA files. We take information from the ELA file and put it into the CUM file.

• What goes in the CUM file for ELA? – HLS– Copy of NCLB letter– CELA placement (only until we receive CELA pro)– Placement profile sheet – CELA Pro Report

HLSTransfer Students

• If students leave the district and then return they do NOT need to fill out another HLS.

• Students who transfer from one APS school to another DO NOT need to fill out a new HLS, including from elementary to middle, or middle to high school.

Who gives CELA Placement?

• ELA TLs• Trained (by ELA TL/Consultant):

• Once we have used all of our CELA placement books, schools will have to make their own copies.

When do we give CELA placement?

• It is important to give the CELA placement as soon as possible.

• We have up to 20 days to complete testing and send a copy of the HLS to Bess.

CELA Placement, 1st Grade

• The NEW 1st grade CELA Place has the same number of questions as the Kinder Place, so we will rename the kinder profile sheet to say K-1st grade profile sheet.

• If teachers were using the OLD 1st grade CELA Place, they would count all of the speaking and all of the listening.

• They would NOT score questions 1-4 of the reading (analyze words & read words). But they WOULD score questions 5 & 6 on the reading (which are the same questions on the new version).

• Then, teachers would NOT score any portion of the writing.

• They would use the new K-1st profile sheet to identify a proficiency level.

-Give the CELA placement ASAP

-Determine which blocks are available and schedule accordingly

-The Express Placement is not the official assessment to identify language learners.

-It does NOT take the place of the CELA Placement.

Who enters ELA information into IC?

• Bess Dickens in the only person that enters ELA information from the HLS onto the ELA tab.

• Bess is also the only person that can change information on the ELA tab.

• ELA TAB in IC will identify the student’s current language proficiency level. (Not ICAM or district defined)

How can ELA TLs find ELA information for all

students on IC?

ELA TL will have rights to IC that allow them to look up all students at their school and through out the district.

-ELA TLs need to communicate with clerks on an ongoing basis.

How do we let parents know their student has

been identified as an ELL?

The NCLB letter notifies parents that their student has been tested and will receive services.

ELA TLs need two copies of this letter:• One to send to home to the parent• One to put in student’s CUM file

The Who and What of Redesignation

• Redesignation means students move from being NEP or LEP to FEP and no longer require ELA services.

• In order to be redesignated, students need to have received a 4 or 5 in all sub categories of CELA, and an Overall score of 5 (Advanced). In addition, a body of evidence is used to determine if a student is eligible for redesignation.

• However, if students are at least proficient in all categories on CELA AND are proficient on CSAP Reading and Writing, then these students can be redesignated. Teachers fill out a redesignation form and give to their consultants.

• Every spring the Assessment office runs reports that determine if students are eligible for redesignation.

• Parents receive a letter of notifying them that their child has been redesignated, sent by the Accountability and Research Department.

• At the end of the first year students are redesignated, ELA consultants will review assessments/grades to determine status.

• K-2: Students are rarely exited at these grade levels. However, if they are the same process applies.

Refusals

Refusal of Services:• Parent can request to fill out a “refusal of services” form• This only needs to be filled out once.• Keep one copy in the CUM file and send one copy to Bess.• ELA TAB will show that a parent has submitted this request.• Parent refusal of services does not exempt students from CELA

placement or proficiency testing.

Refusal of Testing:• Parents can write a letter requesting refusal of testing.• This letter has to be written yearly.• Keep one copy in the CUM file and send one copy to Bess.• ELA TAB will show that a parent has submitted this request.

TWO WAYS:-For students that we mis-identified

-Parent initiated are individually reviewed by ELA consultant and ELA Director.

In very rare circumstances will students be removed as English Language Learner.

Files for Redesignated and Withdrawn Students

Redesignated:All redesignated students, still within the district, keep ELA

information in their CUM file.

Withdrawal:Cum files go to Student Records when the student leaves the

district. They then have to warehouse them for a significant amount of time before destroying them.

ELA and Special Education

Students identified as ELA and Sped will require services in both areas. ELA does not trump Special Education.

ELA/Sped will need access to appropriate services from both programs.

In special situations (DHH, Autism, Life Skills, etc.), it is critical we work collaboratively with the Special Education Department to determine the best way to meet student needs.

ELA or certificated/endorsed staff must be present through out the staffing process beginning to end. This person should be culturally competent with an understanding of the language acquisition process.

Bilingual staff is available to assess students in their native language.

We are currently working on a task force to revise ELL/Sped Ed Referral process.

What To Do With Completed Forms

-When the parents hand the enrollment forms to you, find the HLS and check names, country of birth to see if what you have observed about the family matches the info.

– Ask parents questions.

• If there is a language other than English on the form:– Enter the communication language into IC (Question

#9)– See that the person responsible for CELA Placement

testing gets the form.

• If the only language is English and that matches what you have observed, file the form in the cum folder.

be translated into a language understood by parents

• Translation and Interpretation Services is now part of the ELA Department– Maritza Jimenez will be the new clerk

• All schools have funds for translation and interpretation

• A memo will outline this for principals
