GeographyGeographic priority for most schools is determined by "geographic catchment zones," a way of splitting up the city by neighborhood. The zones we use to determine placements can be seen in the map on the right side of this page. The Geographic Zones were revised in Summer 2016. There are now seven (7) zones. Schools grant priority to applicants living in the zip codes within their zone (see key on the right)

The majority of K-8 schools offer partial geographic priority, which means that applicants residing in the school’s geographic catchment zone will get priority to up to 50% of available seats. Geographic priority does not apply to the other half of available seats, so that other applicants will have the opportunity to attend schools outside of their zone. There are some schools that grant geographic priority for a higher percentage of their seats, or to select zip codes rather than to an entire geographic zone. Look at schools' priority information, published on pages 12-35, for more information.

Students enrolling in most high schools will not receive geographic priority. This approach maximizes student choice and allows schools to specialize in particular programs and areas. Families should consider these factors when selecting schools and planning for next school year.

SiblingsEnrollNOLA seeks to keep siblings in school together whenever possible. Here's how:

Sibling Priority: If your child applies to a school their sibling attends and will continue to attend in the upcoming school year, they will receive sibling priority to that school.

Family Link: If you submit an application for each child listing the same school selections in the same order, the students will be family-linked, and OneApp will attempt to assign the students to the same school or early childhood program if possible.

Please note that Family Link will only apply to public school applicants. If you include nonpublic schools on your application, Family Link will not apply. Family Link does not give you priority to the schools you list on your application.

We seek to assign your children to the same school, but cannot guarantee that we will be able to do so. School assignments are based on seat availability. Special EducationThe Recovery School District does not consider a student’s disability when assigning students to schools. Students with disabilities and English Language Learners may apply and be matched to any participating school that they are eligible to attend.

The Orleans Parish School Board (OPSB) reserves the right to assign a student with disabilities to a school site other than those school choices selected by the parent / legal guardian. The school assignment will take into account parent choice and will be consistent with the parent’s and child’s rights under applicable federal and state law and regulations pertaining to students with disabilities as well as consistent with OPSB’s rights and obligations under those legal mandates.

The Louisiana Department of Education does not consider a student's disability when assigning students to nonpublic schools. Some nonpublic schools may not offer additional educational services for students with disabilities, but all schools must enroll all students awarded scholarships, regardless of disability. Please reference the school information on pages 33-35 for more information about special education services offered at participating nonpublic schools. Not all nonpublic schools offer special education services. Please contact the school(s) of your choice before listing them on your child's application to ensure they are able to meet your child's needs.

Key Information

What is the Main Round Application Window? All students applying attend a New Orleans Public School for the first time, or to transfer schools, should apply during the Main Round.

Do not submit an application if you would like your child to remain at his / her current school. If you submit an application and your child receives a placement, your child will lose their current school placement.

All Main Round applications will be processed at the same time, including applications to schools with academic entrance requirements. There is no advantage given to students who applied to schools without academic entrance requirements during the Early Window.

If you would like to apply to a school with academic entrance requirements, you must submit your application by the Early Window Deadline, which is December 16, 2016. These schools will have a "push pin" icon next to their school profile on the school list (pages 12-35).

How do I submit a OneApp?

How does the process work?

Placements are made based on each parent’s ranked list of school choices, the number of seats offered at each school in each grade level, each school’s priorities, and each student’s random lottery number and priority to their selected schools.

Applicants are first given a random lottery number. Applicants are then grouped by the priorities of the schools they listed on the application. School priority groups can include things like siblings of students continuing at the school, and/or residence within the school’s geographic zone. Applicants

in priority groups will be considered first if there are more applicants than available seats. Applicants in priority groups are placed first, in order of their lottery number. Then, all other applicants are placed by their lottery number, until all seats

are full. There are no waitlists.

There is no situation where an applicant is guaranteed placement at a specific school, even if they are in a priority group. If you already attend a OneApp school, submit an application, and are assigned to one of the schools you list on your application, you will lose your current school placement. It is therefore very important that families only list choices that they prefer more than their current school. In submitting an application, you consent to give up your current school spot if you are placed at one of your choices.

When will I be notified of my child's placement?Results will be available the week of April 10, 2017 at Family Resource Centers and in the online parent application portal. Applicants who apply online will be notified by email once results are available; applicants who submit a paper application will receive a notification letter at the address listed on the application. If your contact information changes between now and April, please contact a Family Resource Center to provide up-to-date information. Please note: to apply online, you will need a working email address. If you need assistance setting up an email account, please visit a Family Resource Center, or see our guidance on EnrollNOLA.org.

What happens after I receive my placement?Once you receive your Main Round placement results, you must claim your child's seat by May 12, 2017. If you are not satisfied with your child's Main Round placement, you may submit a Round 2 OneApp, available in the Spring of 2017. You are strongly encouraged to claim your Main Round placement, even if you intend to submit a Round 2 application. Claiming your Main Round placement will not impact your ability to participate in Round 2.

Louisiana Scholarship ProgramAn important note about this year’s participating Scholarship schoolsThe list of participating Scholarship schools on pgs. 33-35 includes schools that have submitted a notice of intent to the Louisiana Department of Education(LDE) to accept new Scholarship students for the 2017-2018 school year. As school performance results become available, the LDE will review the list ofScholarship schools and may determine that some are no longer eligible to accept new students. If you apply to a Scholarship school that is later deemedineligible, your student will not be placed there. Additionally, because scholarships are funded through state dollars, there is a possibility that the Legislature will choose to reduce funds to these programs, and if that happens, this would mean that one or more of the schools listed in this application may have fewer seats available to serve new and continuing students.

A final list of participating Scholarship schools will be available by the week of January 16. Families are strongly encouraged to confirm that their preferred schools are accepting new students by checking www.EnrollNOLA.org. If at any time you would like to update your school choices before the application deadline of February 24, 2017, please visit EnrollNOLA.org or a Family Resource Center (page 3). The most recent application submitted will be the only application considered during student placement. You will be unable to make changes to your application after the application deadline.

What is the Louisiana Scholarship Program? The Louisiana Scholarship Program seeks to give all families the financial resources to send their child to the school of their choice, whether a public or nonpublic institution. 123 nonpublic schools statewide* currently participate in the program. To be eligible for a Scholarship, students must have a family income that does not exceed 250% of the federal poverty line and must be entering kindergarten or currently enrolled in a school with a C, D, F, or T grade. See page 9 to check your eligibility, and fill out pages 9-10 to apply.

*Please note: you may only use this application packet to apply for Scholarship schools located in Orleans Parish. Families interested in attending a Scholarship school outside of Orleans Parish should visit LDE at http://www.louisianabelieves.com/schools/louisiana-scholarship-program.

Should I apply for a Scholarship?Your child should apply for a scholarship if he or she is interested in attending a participating Scholarship school. See page 9 to check your eligibility, and fill out pages 9-10 to apply. In order to be eligible to receive a Scholarship you must meet the following requirements:

• Your child must be a resident of Louisiana.• Your child must have attended a C, D, F, or T school on both October 1, 2016, and February 1, 2017 or be attending kindergarten for the first time.• Your income must be below the figure listed for your household size in Section B, page 9.• For information on how the Scholarship program considers students with disabilities, see page 2.

My child currently participates in the Scholarship Program. Should I complete an application?

Scholarship students who want to remain at their current school should not submit an application; current students in non-transitional grades will automatically be re-enrolled if they do not apply to transfer. If you submit an application for your child and they are assigned to one of your school choices, including a public school, they will lose their current Scholarship seat.

Scholarship students who are enrolled in a transitional grade (the last grade the school serves) must submit a new application, but do not need to resubmit eligibility documentation. These students will receive priority in the placement process, but are not guaranteed a new Scholarship seat. Students who are interested in transferring to another Scholarship school should also submit a OneApp, and do not need to resubmit eligibility documentation. Please note, if your child is assigned to one of your school choices, including a public school, they will lose their current Scholarship seat.

How do I verify my income and residency?In order to be eligible to receive a Scholarship, families must submit proof of income and residency to a Family Resource Center or participating Scholarship school listed on their application.

The Louisiana Department of Education is committed to providing all Louisiana families access to high quality school choices. School performance and

accountability measures are an important part of ensuring schools are meeting this committment to their students.

How is school performance assessed?

Each year, the Louisiana Department of Education issues School Performance Scores (SPS) and Letter Grades for public schools. These grades are

based on student results on State tests, student performance on the national tests such as ACT and AP, and student graduation rates. Schools that are

newly opened, experiencing a change in operator, or serve a unique student population, may not receive performance scores or letter grades.

What is charter extension and renewal?

In New Orleans, the majority of our schools are charter schools. Charter schools are public schools that are governed by independent non-profit school

boards. These schools have a contract to operate a school for a period of time ranging from 3 to 10 years. Once a charter school’s contract expires, either

the Board of Elementary and Secondary Education (BESE) or the Orleans Parish School Board (OPSB) determines whether to renew the schools’ contract.

The charter renewal process ensures that only the highest public performing schools remain in operation in New Orleans.

BESE and OPSB consider a set of established criteria when making extension and renewal decisions. In order to be eligible for their first extension and

renewal, charter schools must receive a letter grade of at least a ‘D;’ for subsequent renewals, charter schools must receive a letter grade of at least a ‘C.’

If a school fails to meet these criteria, their charter agreement may not be renewed or extended, and the school may be taken over by a new operator, or

may not reopen the following school year.

What does this mean for my family?

School Performance Scores and Letter Grades* are two of several factors to take into account when selecting a school for your child. If you are interested

in seeing which schools are up for renewal this year, look for that information in the schools’ list, pages 12-35. To learn more about what your school is

doing to prepare for their renewal timeline, talk to your school’s leadership, or attend your school’s next board meeting.

How do I read School Performance Scores and Letter Grades?

Use the tables below to determine how School Performance Scores (SPS) translate to Letter Grades. The highest possible letter grade is an “A.” The

lowest possible letter grade is an “F.” Schools that have recently been taken over by a new operator will receive a letter grade of "T" for two years, while

the school transitions under new leadership.

How to Read K-8School Profile Pages

It's a good idea to contact your preferred schools for more information about bus service, including designated stops and pick up times. Most schools are required to provide free transportation to students who live further than 1 mile away from the school.

Most K-8 schools offer priority placement to students living in the geographic zone, for up to 50% of available seats. Find out more on page 2.

It's a good idea to contact your preferred schools for more information about bus service, including designated stops and pick up times. Most schools are required to provide free transportation to students who live further than 1 mile away from the school.

Jump StartJump Start is a state-wide program enabling high school students to earn industry-valued credentials alongside their high school graduation requirements. Students completing Jump Start coursework will graduate with the skills needed to secure high-wage jobs and / or attend a rigorous post-secondary education program. An important note about this year’s participating Scholarship schools:The list of participating Scholarship schools on the following pages includes schools that have submitted a notice of intent to the Louisiana Department of Education (LDE) to accept new Scholarship students for the 2017-2018 school year. As school performance results become available, the LDE will review the list of Scholarship schools and may determine that some are no longer eligible to accept new students. If you apply to a Scholarship school that is deemed ineligible, your student will not be placed there.

The most current list of participating schools will be available online at EnrollNOLA.org. A final list of participating Scholarship schools will be available by the week of January 16. Families are strongly encouraged to confirm that their preferred schools are accepting new students by checking EnrollNOLA.org. If at any time you would like to update your school choices before the application deadline of February 24, 2017, please visit EnrollNOLA.org or a Family Resource Center (page 3). The most recent application submitted will be the only application considered during student placement.
