Creation of an adapted unit for

recycling of used fishing gear

Genesis of the project :

• Started in 1996, the initial project of recoverymarine waste of the Bay of Biscay (Hendaye toRoyan) by professional fishermen’s, wasplanned for two years, then prolonged until2008.

• This Operation “clean sea” on the initiative ofthe Aquitaine Regional council was carried outby the Institute of the Aquatic environments(IMA) of Bayonne.

With goal :

• Sensitizing the professionals fishermen’s with the collecting of

waste (old nets, wire, plastic, …).

And Results :

• 30 ships concerned and 6 buckets of waste

recovered in 2002.

• 164 ships 89 Tons for approximately 1 000 m3

in 2004.

• 100 Tons, either 1 130 m3 (or the equivalent of

13 semitrailers) in 2006.

Starting from 2005, a new impetus had been given to the projectwith the collection of the old fishing gears in good state from theprofessionals for their revalorization near communities of fishermenof country in the process of development.

2005, 90 m3 of equipment and old fishing gears was sent to IvoryCoast fishermen’s communities.

2008, 45 m3 was sent in Guinea Conakry and 20 m3 in Haiti.

2009, 20 m3 sent to Gabon.

2015, for the last shipment, 40 m3 was sent to Senegal.

2008 / 2014, a new sector of recycling had been set up, for therevalorization of old fishing gear.

A new partnership was set up with the Company “Filet Recyclage”in Brocas (Landes - France) for the revalorization of nets and trawlsin bad condition : nearly 80 big-bags of approximately 1 m3 wassent each year.

The project

Three Goals :

➢ Start again the collection of worn fishing gear from theprofessionals fishermen’s for recycling.

➢Offer to the professionals of these ports (Saint Jean deLuz – Ciboure, Capbreton, Bayonne, Hendaye ) somenew services for the disassembling of the nets initially.Repairing, or reassembly fishing nets (tangle nets,gillnets, etc … ) in the second time.

➢ Improve the social inclusion of long-term unemployedpeople and disabled fishermen by setting up a newadapted unit for recycling worn fishing gear.

The revalorization work (collection, sorting,disassembling,…) will be entrusted to staff of ADELIAssociation (Saint Jean de Luz - France).

ADELI Association allows people, as defined by thelaw of the social cohesion of 2005, to acquire theknowledge-being (respect of the schedules, safetystandards, team work…) and a know-how, in order tobe in capacity to start a course of professional insertionat the conclusion of the contract.

ADELI Association a workshop building site ofinsertion, officially agreed by the Departmentalcommittee of Insertion by the Economic activity. ThisAssociation , began its activities on July 1st, 1994. Theselected support of insertion is that of the environment.

The manpower of association has quintuplet sincehis creation, to as well answer at the requests ofthe clients as to those of the public or the socialworkers. Thus, the structure employs about fiftypeople including 40 in insertion after a long termunemployed period.

The required objectives are done in closecollaboration, relay and with the support of theservices instructors, the training companies andthe whole of the actors of insertion.

In partnership with ADELI Association, we wouldlike to set up a new workshop unit where to startour activity around the revalorization of the oldfishing gear.

ADELI Association as a task force, will recruit apermanent worker, ideally resulting from the fishingactivity (young pensioner or somebody who becomeinapt for the fishing industry), to ensure the framingand the staff training at the workshop.

This person should be the link with the fishermen’s, forthe collection and the reception of the worn fishinggear, the invoicing of the services and generally thefollow-up of the good performance of the workshop.

ADELI Association will assign to the operation on theworkshop a team from 2 to 3 people (number remainingto confirm) on a basis of operation of the workshopfrom 2 to 3 days/week.

It will be initially and primarily about disassembling ofthe nets, the ropes, the floats to be sorted by matter(polyamides, polyester, nylon…) and stored to beresold at specialized companies to be transformed bycrushing, compaction, etc, in a new “resource matter”,for manufacturing some new products bases, such as(goblets, bumper, shoes, clothing, skateboard-board,…).

This project will be carried by CCI Bayonne PaysBasque near the FLAG Côtes Basques - Sud Landes forobtaining one financial aid in the framework of theDLAL program of the FEAMP carried locally by the“Comité Interdépartemental des Pêches Maritimes etdes Elevages Marins des Pyrénées – Atlantiques et desLandes (CIDPMEM 64 - 40).

Approaches remaining to realize :

➢ Estimate of the estimated and eligible expenditure for the deposit by CCI Bayonne Pays Basque a demand for financial aid (FEAMP) within the framework of the program of DLAL.

➢ Installation and equipment of the workshop (shed).

➢ Personnel costs

➢ Expenses of staff training (disassembling, sorting of the nets by matter, forklift driving licenses,…).

➢ Definition of the terms of convention between CCI Bayonne Pays Basque and ADELI Association.

➢ Fixing the costs of disassembling nets.

➢ Research of companies interested by the tablecloths of nets recovered for a local revalorization (circular economy) in link or partnership with other committed territories or structures in France and Europe in a similar approach (Association La Navicule Bleue, 17530 ARVERT).
