The Environment and Economy Integration Division of the Environment Directorate is looking for a Junior Policy Analyst with expertise in international trade policy and environmental economics. Trade and Environment

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Environment and Economy Integration Division of the Environment Directorate is looking for a Junior Policy Analyst with expertise in international trade policy and environmental economics. Contribute to the dissemination of findings, including through maintaining contacts with relevant government officials and other experts.

Candidate’s profile Academic Background

A university degree in environmental or micro economics, or alternatively environmental sciences;

Professional Background At least 2 years of experience working in environmental policy analysis, research or

other policy-related field, preferably within government or an international organisation;

Professional exposure to international trade negotiations or other aspects of international trade policy;

Experience organising large international events, or more generally experience of working at the international level;

Key competencies

Proven ability to draft analytical and/or policy-relevant papers that are clear, concise and reader-friendly;

Excellent organisational skills and a good sense of initiative; Ability to work under pressure on multiple tasks, often to tight deadlines and with a

minimum of supervision; Advanced knowledge of widely-used software, including quantitative analysis.

Languages

An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. Knowledge of other languages would be an asset.

Evaluator (A1) The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Evaluation and Internal Audit unit (EVIA) includes both the Internal Audit (IA) and the In-Depth Evaluation (IDE) function.

IA provides the Secretary-General with an independent and objective assurance and advisory activity designed to add value and improve the Organization’s operations. It helps the Organisation achieve its objectives by bringing a systematic, disciplined approach and improve the effectiveness of risk management, control and governance processes

In-depth Evaluation, as an integral part of the OECD’s Integrated Management Cycle, provides evaluation of OECD Committees under the responsibility of the Evaluation Committee (an advisory body of the Council). In-depth Evaluations are designed to support Council in its oversight of Committees so as to better hold them accountable for their performance. In this context, Committees are assessed with respect to the relevance of their policy direction, their effectiveness in terms of policy impact and how efficiently they function.

EVIA is looking for someone with an interest or experience in policy and programme evaluation to work in the IDE team supporting the conducting of the Organisation’s programme of committee and programme evaluations. (S)he will work under the direct supervision of a senior evaluator and under the management responsibility of the Head of IDE Main Responsibilities Support to the preparation, implementation and reporting of evaluations, notably:

Preparing terms of reference.

Conducting data collection and analysis.

Drafting or contributing to the drafting of sections of evaluation reports, including proposals for assessments and recommendations.

Providing support for the logistical aspects of meeting organisation and evaluation activities more generally.

Ideal Candidate Profile Academic Background:

An advanced university degree in economics, sociology, political science or related subjects, or the equivalent experience in public administration.

University studies providing a good understanding of statistical concepts and analysis.

Professional Background:

Involvement in or exposure to policy and programme evaluation, monitoring or results-based management systems, impact assessment , etc.;

A minimum of three years’ experience in or working for a public administration.

Tools:

An excellent command of standard software applications, including Excel

Knowledge of statistical software would be an asset

Languages:

An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.

Internal Auditor (A1) JPOs – Japan 2014 round

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. The Internal Audit and Evaluation unit (EVIA), in the General Secretariat (SGE), is headed by the Director of Internal Audit and Evaluation and includes both the Internal Audit and the In-Depth Evaluation functions:

[The recruitment will be at the grade of A1 as a fixed-term appointment of two years.] Main Responsibilities Support all phases of the audit cycle, i.e. Planning, Performing, Communicating and Monitoring, as outlined in the Standards of the Institute of Internal Auditors to which Internal Audit adheres:

Global Relations Secretariat The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Global Relations Secretariat (GRS) supports the implementation of the Secretary General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the SG and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee, working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work. GRS is looking for Junior Economists/Policy Analysts to help governments develop and implement policy reforms to enhance investment, competitiveness and private sector development in selected regions. These include: (i) Central Asia, (ii) Eastern Europe and South Caucasus (Eurasia), (iii) Middle East and North Africa, (iv) South-East Europe and (v) South-East Asia. Junior Economists/Policy Analysts in these regional programme areas will focus, in cooperation with relevant Directorates, on a range of issues and projects, such as:

Country competitiveness reviews with an emphasis on investment promotion, SME development, access to finance, gender, human capital development and business innovation;

Sector competitiveness focusing on barriers to investment in specific industries and recommendations to address them;

Monitoring of progress and support to the implementation of recommended reforms with the assistance of OECD experts.

The selected candidate(s) will work under the supervision of the Head of the respective Regional Programme and may be required to regularly travel to the respective regions. Main Responsibilities: Research and Analysis

In collaboration with colleagues and external experts, draft and edit substantive papers including synthesis reports, seminar proceedings, country case studies and analytical papers.

Support data collection and contribute to the development of appropriate statistical and modeling tools.

Liaison and Coordination: Assist in the organisation and co-ordination of workshops and meetings with

government officials, private sector representatives and other international organisations.

Liaise with private sector, government and other international organisations to implement the recommended policy reforms.

Candidate’s profile: Academic Background:

An advanced university degree in economics, economic development, business administration, finance, economic development or equivalent.

Professional Background: A minimum of one year’s professional experience at an international organisation,

ministry, leading consulting firm or other relevant private sector company, in at least one of the following policy areas: investment policy, economic development, access to finance, SME policy, human capital development, gender and innovation policies.

Knowledge of the economic context of at least one of the regions covered in the programmes and/or experience of working in/with these regions would be an advantage.

Languages: An excellent command of one of the two official languages of the OECD (English and

French) and working knowledge of, or willingness to learn the other language. Knowledge of another language used in the regions mentioned above would be an

Policy Analyst

Global Relations Secretariat/ Investment Compact for South East Europe

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Global Relations Secretariat (GRS) supports the implementation of the Secretary-General’s strategic orientations by co-ordinating the OECD’s relations with partner countries and with other international organisations. Under the coordination of the Deputy Secretary-General in charge of the Global Relations, it advises the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations, ensuring a homogeneous implementation of the Global Relations Strategy. GRS supports the work of the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensure that relevant regions and economies are effectively engaged in the Organisation’s work. GRS is seeking a Junior Policy Analyst to join the Regional Division covering South East Europe to support the implementation of projects that promote the knowledge and application of OECD tools and standards in the 11 partner countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, the Former Yugoslav Republic of Macedonia, the Republic of Moldova, Montenegro, Romania, Serbia and Turkey. The Junior Policy Analyst will work mostly on projects at regional level and in collaboration with the governments of the partner countries, as well as with the Head of Division. The work will focus primarily on policy analysis on topic of relevance for the region, including but not limited to competitiveness and innovation, small and medium enterprise policy, access to finance, industrial policy and trade facilitation. Main Responsibilities The selected candidate will contribute to the following work streams:

Produce policy analyses on topics of relevance for South East Europe. Produce PowerPoint Presentations, agendas, minutes and other related material for the

Working Group meetings of the assigned projects. Identify international experts to contribute to the Working Group meetings, the capacity

building seminars and the study visits as appropriate.

Professional Background At least two years’ experience in conducting analysis on development issues, preferably

with a focus on private sector development. Experience in drafting documents and papers, preferably acquired in an international

organisation, or in a government organisation or policy-relevant research organisation. Field experience in transitioning countries would be an asset. Excellent drafting, presentational, organisational and interpersonal skills.

Communications and Public Affairs Coordinator

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Public Affairs and Communications Directorate (PAC), supports the implementation of the Secretary General’s strategic orientations by orchestrating the Organisation's external communications. We look at the whole spectrum of OECD work, how it relates to the global public agenda, and ensure key OECD policies and research are communicated to key stakeholders and the media. We are looking for a Communications and Public Affairs Coordinator with media analysis, public affairs, stakeholder engagement and communications skills. The selected candidate will report to the Director, The Deputy Director and other Senior Staff in the Public Affairs and Communications Directorate (PAC). Main Responsibilities 1. Media, Social media and Internet Monitor relevant Asian region and international media coverage with relevance for the OECD (such as

pertinent international issues, political and economic developments.Coordinate and prepare media analysis / review of significant news coverage. This involves conducting analyses of both traditional and social media, and drafting reports of key messages and passages in English.

Participate in managing OECD Tokyo Centre’s website pages and contribute to targeted disseminations of OECD work to national audiences and in national languages..

Periodically track traffic to the pages, monitor and evaluate their impact. Reach out to and work with Japanese journalists to raise awareness of the Organisation.

2. Outreach to civil society, business, trade unions and parliaments Assist with arrangements for participation of Japan in the OECD Forum. Liaise with dignitaries and

officials. This work could include advising on the selection of speakers, liaising with sponsors, and providing ad hoc interpretation for OECD officials.

Assist with the intelligence gathering, planning and logistics involved in arranging participation of Japanese MPs in parliamentary seminars in Paris. Help organise parliamentary events, and ensure that OECD experts participate in key parliamentary expert meetings or hearings.

Assist with other public affairs and projects, such as the arrangements for visits by Japanese

dignitaries and officials. This work could include selecting and contacting speakers in the Secretariat, liaising and researching responses to enquiries.

Help in the preparation and management of official OECD missions to Japan (identifying key media organisations, compiling briefing notes, helping prepare supporting materials for mission reports and follow up etc.).

Prepare targeted meetings and events with selected journalists and other stakeholders to inform and engage on related OECD work.

3. Other tasks Assist, when required, with general administrative tasks associated with missions to Japan. This could

include the preparation and circulation of documents and correspondence, preparation of mission orders and travel arrangements, and assisting with the preparation of meetings.

development. Proven and excellent analysis and very good drafting skills. Demonstrated ability to analyse and process information from multiple sources in a concise and

logical manner, skills. Knowledge of the Organisation’s aims and activities as well as of the political and economic

environment the OECD operates in. Comprehensive knowledge of the international media landscape, of media in Japan and of global

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Sahel and West Africa Club (SWAC) is a group of West African regional organisations, countries and international organisations that work together towards the development and integration of the West African region. The SWAC’s mission is to pool together Members’ experiences, ideas and perspectives to help build more effective regional policies. Drawing on factual studies and independent analyses, SWAC devises strategic guidelines and policy tools for Members and other stakeholders. SWAC also monitors current events and trends in the region, and is a space for policy dialogue. As a member of the OECD Development Cluster, the SWAC Secretariat contributes to the work of the Organisation and ensures that West African concerns and initiatives are taken into account in global debates. The SWAC is looking for a Junior Professional Officer (JPO) to carry out analytical work and to contribute to the 2015-2016 Programme of Work of SWAC. The selected person’s main responsibilities will focus on contributing analytical inputs to the West Africa Futures -programme as well as SWAC’s analytical work on agriculture and food security, under the supervision of the Director of SWAC. Depending on the academic background and experience of the JPO, an exclusive focus on one of the SWAC programmes might be proposed. Main responsibilities The JPO will contribute to three main strands of work:

The Junior Professional Officer (JPO) Programme of Japan is designed to bring highly qualified and motivated entry-level Japanese professionals with diverse backgrounds into the Organisation to work on projects linked to key priorities. At the end of the two-year period, it is expected that the selected person will be able to compete for appointments to other positions, either within the International Migration Division or in other parts of the Organisation.

Under this programme, we are looking for a Junior Migration Policy Analyst, preferably with expertise in Human Resource Development, Trade and Innovation, and/or Regional Planning, to work on various projects in the International Migration Division within the Directorate of Employment, Labour and Social Affairs (ELS).

The successful applicant will work in a dynamic team of economists, immigration policy experts and statisticians to develop policy advice on how to fostering the economic impact of migration in OECD member countries and how to improve the management of migration flows. During the course of the assignment, (s)he will work on 2 or 3 main projects, in a small team set up and be supervised by a migration policy analyst/economist.

In 2015-16, projects of high priority will include: trade, migration and sectoral development; the regional and local consequences of immigrant concentration; employer recruitment practices of foreign workers; evaluation of public policy in the field of migration; combatting the illegal employment of foreigners. Main Responsibilities 1. Testing and Assessment of Manufactured Nanomaterials / Prevention of Chemical Accidents

We are looking for a Junior Policy Analyst with expertise in chemical safety. S/he will be supporting the OECD Environment, Health and Safety Division of the Environment Directorate on its work on the OECD Programme on the Safety of Manufactured Nanomaterials and the OECD Programme on Chemical Accidents. S/he will support the secretariats of the Working Party on Manufactured Nanomaterials (WPMN) and the Working Group on Chemical Accidents (WGCA). OECD assists countries in the implementation of national policies that guarantee the responsible development of nanotechnologies. As such, part of its work is focused on the safety evaluation and assessment of manufactured nanomaterials that ensure human health and environmental safety. This work is overseen by the OECD’s Working Party on Manufactured Nanomaterials (WPMN). This body concentrates on human health and environmental safety implications of manufactured nanomaterials, and aims to ensure that the approach to hazard, exposure and risk assessment is of a high, science-based, and internationally harmonised standard. Its programme seeks to promote international co-operation on the human health and environmental safety of manufactured nanomaterials, and involves the safety testing and risk assessment of manufactured nanomaterials. The OECD Programme on Chemical Accidents helps public authorities, industry, labour and other interested parties prevent chemical accidents and respond appropriately if one occurs. Risk assessment, risk management and registration of pesticides

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. We are looking for a Junior Policy Analyst with expertise in pesticides. S/he will be supporting the OECD Environment, Health and Safety Division of the Environment Directorate on its work on the OECD Pesticides Programme. S/he will support the division’s work in the areas of risk assessment, risk management and registration of pesticides (both chemical and biological pesticides) which contribute to the reduction of risks arising from the use of pesticides. The Pesticides Programme (http://www.oecd.org/env/ehs/pesticides-biocides) was established in 1992 to improve the efficiency and effectiveness of pesticide regulation. It aims to (i) reduce risks to human health and the environment from pesticides; (ii) help member countries harmonise and improve pesticide risk assessment, risk management as well as compliance and enforcement procedures; (iii) help member countries implement sustainable pest management strategies, in particular integrated pest management; and (iv) contribute to green growth in agriculture. It deals with pesticides which are used for the purpose of plant protection in agriculture and related areas such as amenity use, home gardening use, residential areas, forestry. Main Responsibilities Under the supervision of the OECD Principle Administrator in charge of this work, the candidate will support the development of several guidance documents as following:

1. support the work of the expert groups in charge of developing guidance documents, by

coordinating with the Chair of the expert group; organizing meetings; helping with the drafting of the meeting agendas and summary records; soliciting comments and information from experts, possibly through the development of survey questionnaires; and possibly helping with the revision of the draft guidance documents;

2. carrying-out the approval, declassification and publication process for these guidance documents according to OECD rules.

Candidate’s profile Academic Background An advanced university degree in chemistry, toxicology, ecotoxicology, biological sciences, or engineering Professional Background 1 to 3 years of professional experience in health or environment sciences related to pesticide safety testing, preferably acquired in a regulatory context such as a national pesticides control programme. Tools • Knowledge of common softwares (Word, Excel, Powerpoint). Languages An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. Knowledge of other languages would be an asset.
