Virginia Gold Cup Races Please be reminded that only essential racing officials, trainers, jockeys and grooms will be allowed on the grounds at the Virginia Gold Cup on Saturday, June 27, 2020. Strict “social distancing” protocols will be in affect all day, and owners are prohibited from attending the races. Children under the age of 16 are also prohibited The races will be available via “live streaming”, with the live show featuring host Megan Connolly, starting at 12:15 p.m. Please the link, http://nsa.network.video/, or paste it into you web browser’s address bar, to access the entire 10-race program airing from 12:15 to 5:30 p.m.

NSA Voided Claim Policy
By order of the NSA Stewards Advisory Committee, a claim for a horse entered in a claiming race may be voided by the claimant if the horse suffers a fatal injury during or immediately following the running of the race, or the horse is deemed to be “unsound” by the examining veterinarian, up to one (1) hour after the race.

2020 Major Track Steeplechase Schedule Please see attached schedule. Note: Trainers must update their Horses in Training list, with Bill Gallo, with specific horses pointing to major track races at Saratoga and Colonial Downs this summer. Horses not on the updated list will be least preferred.

Revised NSA Waiver Claimer Policy At the time of entry into any NSA steeplechase claiming race, the trainer may declare a horse ineligible to be claimed provided: 1.The horse has not started for a minimum of 90 calendar days since its last race; and 2.The horse is entered for a claiming price equal to or greater than the price at which it last started over jumps or on the flat.
NSA Shoe Rule NO toe grabs, caulks, stickers, turndowns, inserts, trailers or heel extensions will be allowed on the front or hind shoes. Note: The insert on the toe of the Queen’s Plate is considered a “wear plate,” not a toe grab. Block heels on the hind shoes (not to exceed ¼ inch) are permissible. Outer rim shoes are prohibited. ONLY QUEEN'S PLATE FLAT, QUEEN'S PLATE WEDGE AND STEEL TRAINING PLATES OR THEIR EQUIVALENT MAY BE USED. Equivalent shoes by manufacturer are as follows: Thoro'Bred Legacy Queen's Plate Flat, Silver Queen Flat, Queen's Plate Flat, Queen's Wedge, Light Training Steel Flat, Heavy Training Steel Flat, Halverson Egg Bar. Victory Sport Queens, EC Queens Wedge, RX, EC Steel Training Plate, Elite Egg Bar. St. Croix Forge by Delton Mustad Turf Plates, Concorde Turf, Blurton Steel Bar Shoes; Heart, Straight, Egg.
NSA Vet’s List Policy A horse may be placed on the NSA Vet’s List by the Stewards, based on a recommendation by the race meet veterinarian, due to pre-race veterinary examination findings or lameness or injury during a race or lameness or heath conditions observed post race. During the pre-race examination, if the examining vet discovers a condition that warrants a second review, that horse may be walked “in hand”, not lunged or ridden before a second examination. Any horse that is placed on the NSA Vet’s List “for lameness” shall not be eligible for race entry for at least seven (7) days and said horse must be examined by an equine veterinarian at the resident stable. That exam must consist of a complete assessment of that horse with particular attention to the findings that placed the horse on the vet’s list. The horse will be observed in hand and under tack at a walk, trot and canter. If examination findings indicate that the horse is racing sound, a drug screen shall be drawn and submitted to a testing laboratory. If that screen is negative, the horse will be removed from the Vet’s List. The cost of the examination and the drug screen shall be the responsibility of the trainer or owner of the horse.
This examination of a horse on the NSA Vet’s List differs from most flat racing jurisdictions in that there is no designated work required other than observation under tack. This difference is due to the widespread geographic distribution of horses involved in jump racing and the lack of supervising regulatory veterinarians in most areas.
NSA Race Day Barn Policies • Only NSA third party veterinarians administer race day Salix (furosemide), which will be performed 4 hours prior to the horse’s scheduled post time. Please have an attendant with the horse during this period. Veterinarians will not administer Salix to an unattended horse. • Salix is the only permitted injection a horse may receive on race day. • No oral administration of any medication or substance (such as oral electrolytes or lubricants) is permitted on race day prior to a horse running. (The use of a dose syringe, other than by the attending veterinarian, is prohibited). Horses may be treated post-race by the attending veterinarian. Also, horsemen may self-treat horses after the final race of the day. • The following are prohibited on race day: electro-shock or shockwave therapy; Nebulizer or puffer treatment; Transdermal patches. • On race day, blood samples for TCO2 analysis will be collected randomly from horses selected between 45 minutes to 1 hour before post time. • Trainers are reminded to use covered lip chains when presenting horses in the paddock.
Amateur Riders Program of American (ARCA) Attention Horsemen: In order to help promote the Amateur Rider Program (ARCA) at several of the race tracks, if you have interest in participating with any of your horses, please contact Don Yovanovich at, [email protected] with what type of races you would prefer. Racing Secretaries are just asking if there are certain pools of horses that may fill a race better than others. Also, if you have a rider with a hidden talent, have them contact me as well. As with all racing, ARCA has had its share of cancellations this year, and everyone is hoping to try to help schedule some events for future riders. To ensure that regulatory veterinarians have a comprehensive medical record of any horse that has
not raced for 150 days or more, and have the opportunity to examine the horse when necessary prior to entry in a
race.
Research done by Dr. Tim Parkin, an epidemiologist from the University of Glasgow who was retained by The
Jockey Club to identify risk factors in Thoroughbred racehorses in North America by examining data found in the
Equine Injury Database, has identified repeated and extended layoffs as a significant risk factor for fatal injury. The
risk increases by 9% for each career lay-up (other than elective rest periods) of more than 60 days.
The trainer of any horse that has not raced for 150 or more days must complete the standardized Layoff Report,
supplying all relevant medical history, and submit it to the chief regulatory veterinarian or equine medical
director no less than 30 days prior to entry.
The Layoff Report must be submitted to the track where the horse will race.
Layoff Report forms will be made available at the Stable Gate, in the Racing Office, in the HBPA or THA Office
and on line at www.thatracing/layoffreportform.
The Layoff Report can be submitted to the email address for the appropriate racing jurisdiction, which is
included on the form, or, in a sealed envelope addressed to the chief regulatory veterinarian or equine medical
director, to the Racing Office.
Layoff Reports are valid for 60 days from the date of submission.
Entries for horses that have not raced for 150 days or more will not be accepted unless the trainer has completed
and submitted a Layoff Report Form to the Equine Medical Director or Chief Veterinarian.

To ensure continuity of health care and comprehensive medical assessments for Thoroughbred
racehorses upon transfer to a new owner and/or trainer.
Horses that compete in claiming races may change hands many times during their racing careers. Access to
accurate medical information is vital to maintaining proper treatment protocols and safeguarding the health and
welfare of the horse.
Within 48 hours of a claim, the previous trainer must submit all joint injection records to the party responsible
for transferring the information to the horse’s new owner or trainer.
Within seven days of a claim, the previous trainer must complete the standardized Horse Health Record and
submit it to the party responsible for transferring the information to the horse’s new owner or trainer.
The equine medical director or chief regulatory veterinarian will be responsible for overseeing the transfer of
joint injection and horse health records, or will designate the person or persons responsible for the transfer.
If the horse has been in the trainer’s care for less than 60 days, any available Horse Health Records from
previous trainers must also be transferred.
Horse Health Record Forms will be available in the Racing Office and in the HBPA or THA office at the racetrack.
Racehorse owners will consent to the transfer of the Horse Health Record as a condition of licensure.
The equine medical director or chief regulatory veterinarian will have access to the Horse Health Records upon
request.
