A helicopter which has extraordinary commercial potential

The Ansat.Considering the market needs According to some experts, the creation of the Ansat helicopter is nothing but a creative impulse of the Kazan helicopter plant. Thedevelopment of this machine began in 1993 in an initiative manner together with the establishment of the public design bureau. And onlyone year later, the statement of work was formalized for the development of a light twin-engine multi-purpose helicopter with a carryingcapacity of 1,300 kg corresponding to the domestic and international FAR-29 Airworthiness Standards.

Both military uniform and civilian clothesThe birth to the helicopter was given by thestate - through the purchase orders of theRussian Ministry of Defense as a trainingaircraft for future pilots. Moreover, the train-ing aircraft turned out to be very promising –due to its fly-by-wire system (FBWS). How-ever, in order for this model to enter themarket, it was decided to adjust the Ansatprogram subject to the existing requirementsfor the hydromechanical system which isconventional in the helicopter industry. Inlate 2014, the Ansat with the hydromechani-cal control system received a supplement to

the Type Certificate of IAC AR (AviationRegister of Interstate Aviation Committee),making it possible to exercise passengertraffic on the commercial market. The med-ical version of the helicopter also receivedthe Type Certificate.

Not just the control system has beenchanged for the civilian market. In order to

increase the flight range of the aircraft over700 kilometers, the place, which had beenleft vacant after removing the FBWS, wasequipped with an additional fuel tank with acapacity of approximately 200 liters. Andsome other changes were made too.

A balanced machineThe light multi-purpose helicopter Ansat isbuilt based on the classic single-rotor config-uration with a tail rotor. The Ansat is de-signed according to the AP-29 standards(FAR-29), category "A"; it has a high level ofstructural safety. The helicopter exists in ver-

sions with the latest fly-by-wire control sys-tem (KSU-A) and conventionalhydromechanical control system (GMSU).

The Ansat with GMSU has a Type Certificateof the Aviation Register of the Interstate Avi-ation Committee (IAC AR). The traditionaland innovative solutions have been perfectlybalanced in the helicopter.

This model is equipped with two PW 207Kturboshaft engines with a capacity of 630 hpmanufactured by Pratt & Whitney Canadawith a Full Authority Digital Engine Controlsystem (FADEC) ensuring the continuationof the takeoff with one dead engine.

The Ansat flight simulation and navigationsystem and on-board equipment of the heli-copter include an on-board information sys-tem, multi-function indicators and a failurewarning system. The training version withKSU-A has a comprehensive quadruplex-re-dundant digital-wire control system.

Monetary funds allocated for engines.As for the power unit: currently, severalRussian companies are actively working onthe creation of a domestic engine for theAnsat. Among them, the St. PetersburgKlimov and Rostec's Technodynamics. Thelatter, during the Helirussia-2016 exhibition,announced the start of work on the family ofthe main engines for light helicopters, includ-

ing the Ansat. "The project will take fouryears, during which 12 engines (five of themfor flight tests) will be built. The TD-701 willbe certified according to the internationalstandards", according to the statement of theHolding. One of the key advantages of thenew engine will be the use of a unified gasgenerator which will help to reduce the de-velopment and mastering costs. The price ofa series-production engine will be reducedby 15% comparted to the analogues. A uni-fied hardware package of the automatic con-trol system (ACS) will be developed for theengine family .

The VK-800 Klimov power unit announcedas a base unit for Russian light helicopters,including the Ansat, successfully passed thebench tests in 2015. Now the engine is at astage of development work, which may takeup to 3-4 years. According to Andrei Bogin-sky, the Deputy Minister of Industry andTrade of the Russian Federation, the neces-sary monetary funds have been already allo-cated to create this engine.

The prospects have been taken into ac-count from the very beginningBy doing so, the creators of the Ansat havebeen gradually forming an attractive image ofa commercial multi-purpose aircraft capableof arousing the interest of potential buyers. Inthis regard, it is interesting to know thatAnsat with a hydromechanical control systemhas received two approvals for major modifi-cations from the Federal Air TransportAgency (Rosaviatsia) and the Ministry ofTransport of Russia for the design variant ofthe passenger cabin "Salon" (VIP) and theuse of the air conditioning system.

One of the advantages of the Ansat, as com-pared with its foreign counterparts, is themost spacious cabin among the helicoptersof this class, which can accommodate up to7 passenger seats. This makes it possible tobuild the cabin of the passenger VIP-versionas comfortable as possible.

With the configuration of the cabin for 5 seats,the cargo compartment can accommodate a

wardrobe and a full-fledged luggage compart-ment with a built-in mini-bar. The passengercabin is equipped with ventilation and air-con-ditioning systems with individual light and air-flow features. The cabin is equipped withenergy-absorbing seats with armrests damp-ing vibration. In addition, for passengers' con-venience, there are special earphones withactive noise reduction installed.

"The quality is not worse"All these factors yield results. In December2015, Kazan Helicoters, PJSC signed the

first contract for the supply of the passengerAnsat in the "Salon" version. The customerof the helicopter was one of the Russianlargest manufacturers of household chemicalgoods and oil and fat products – theTatarstan group of companies Nefis.

"The quality of the Ansat is every bit as goodas the quality of foreign counterparts", saidAigul Mirzayanova, the head of PR-service

delivering a message of Nafis management.“But a helicopter of same class, the Bell,would be at least twice as expensive. Surely,the company could have acquired a western-made helicopter, but we purchase it basedon a conscious decision since we are con-vinced that its quality is not worse."

According to BUSINESS Online, the price ofthe passenger Ansat in its basic configura-tion is 243 million rubles. A similar Westernhelicopter costs approximately $ 8 million,i.e. approximately 640 million rubles.

Savings and once again savings plusconsideration of the market needs It is worth noting that during the creation ofthe helicopter the new methods of designwere used, which resulted in reduction of de-sign and tooling production time and laborcosts in other areas of production. In order toensure the competitiveness of the helicopteras to its performance characteristics andprice, the designers applied conventional

and modern technical solutions, moderntechnologies and construction materials in abalanced way. When creating the Ansat, thedesigners used the concept of the minimumcost of mass production and the maximumadaptability with consideration of marketneeds to the most possible extent.

Healthcare comes firstThe government civilian agencies also paidtheir attention to the "simple" (if “Ansat” istranslated from Tatar) helicopter. The Russ-ian Industry and Trade Ministry has showed

its interest in the helicopter. It has been re-ported that the first customer of the medicalAnsat will be the Ministry of Health of the Re-public of Tatarstan.

"The light multi-purpose helicopter Ansatequipped with a medical module can be usedin large metropolitan areas as a flying ambu-lance. Medical helicopters are extremely im-portant for the emergency evacuation of

victims of road or other accidents. Timelyprovision of medical care increases the vic-tim's chance to survive by more than twice",said Alexander Shcherbinin, the DeputyGeneral Manager for Marketing from Heli-copters of Russia.

Production of helicopters for air ambulanceis one of the main priorities of Helicoptersof Russia holding company. Ansat canreach a maximum speed of 275 kilometersper hour and fly a distance over 500 kilo-meters.

A medical module installed on board allowsto use the helicopter for the evacuation of in-jured persons in critical or serious conditionon a stretcher. During transportation, themedical team may carry out continuous mon-itoring of the state of a victim to support thevital functions of the organism and performintensive therapy to the extent as required byspecialized medical aid. The weight of themodule together with the medical equipment

is 147 kg, it is energized from the aircraftelectrical system.

The passenger cabin of the helicopter is, inturn, the most spacious in its class, making itpossible to take up two victims on board andthe necessary medical equipment, as well asprovide space for medical staff. The Ansatset of on-board medical equipment corre-sponds to modern international standards.

The emergence of medical version was thefinal step in creating a unified helicopter cer-tified for transportation needs, medicalworks, as well as for passenger traffic. Oper-ators of the Ansats will be able to transformthe interior of the helicopter in accordancewith their needs. “Helicopters of Russia”, inits turn, is developing the search and rescueversion of the Ansat, which, in addition to themedical unit, will have a winch, searchlightand loudspeaker device installed.

In whatever configurationDue to the versatility of the light helicoptermanufactured by the Kazan plant, its design-ers are ready to supply it to their customersin any desired configuration. This was con-firmed by the General Manager of the com-pany Vadim Legai who expressed thereadiness to develop cooperation with Iran."Iran has a vast experience in operating themost diverse aircraft. We are willing to diver-sify the helicopter fleet of the republic withthe new Ansat helicopters in any configura-tion," he said.

Previously, the Kazan plant delivered threeMi-17V-5 helicopters in the search and res-cue version to the Red Crescent Society ofIran and two Mi-17V-5 helicopters in trans-port version to the Ministry of Energy of Iran.Inspite of the fact that great attention is paidby developers to the commercial versions ofthe Ansat, the military purpose is still kept inmind. An example of this is the Ansat-2RTS.Originally, this helicopter was created for ex-ploration purposes and target designation.However, in the course of its development,other features and functionality of light attackaircraft were added.

Under the fuselage nose of the helicopter,the gyro-stabilized electro-optical target-sightsystem TOES-521 is installed, and on itssides, there are short wings with four pointsof weapon carriage with a total weight of upto 1,300 kg. They can carry "air-to-air" mis-siles such as "Igla" in launch canisters,blocks of the B8V7 free-flight missiles forseven S-8 missiles of 80 mm caliber each

and an air bomb. In addition, along the rightside of the fuselage, there is a fixed single-barreled machine gun "Kord-12.7", caliber12.7 mm. The UV-26 units of passive jam-ming release of 26 mm caliber are mountedinto the sides of the fuselage.

The helicopter is built based on the con-ventional civil Ansat. According to the de-velopers, the two machines have 90 percent of the units in common. Although theexterior of the two models have seriousdifferences – the cockpit of the militaryversion is designed completely from

scratch. The pilots do not sit next to eachother, but one behind the other. In addi-tion, the helicopter has a spacious cargocompartment that can accommodate land-ing force or be used for the transportationof various goods. Capacity of the machine– 1,300 kg.

"By developing the Ansat, we basically cre-

ated a solid foundation for future creation ofa drone on its base", said the chief designerAlexey Stepanov. The electrical control sys-tem provides such an opportunity. Therefore,the computer can replace the pilot there. Thefoundation has been prepared, the rest is amere formality."

According to him, in the future, the Ansat hel-icopter might be in a demand as a scout at-tack UAV. "In particular, this model would beuseful in the event of so-called local conflictswhere there is no clearly marked front line,and the enemy could be anywhere. For ex-

ample, a shooter with a hand portable air de-fense system.

Fully autonomousIn general, the prospects of Ansat platformare based on the functions pre-set in the de-sign - simple and easy to use. Thus, for thefirst time in the history of the global helicop-ter construction, it became possible to ac-

commodate ten passengers in a helicopter ofthis weight category. One of them is locatednext to the pilot, on the left, and another nineseats are in the cargo-passenger cabin.Loading is carried out through four doors:two in the cockpit and two more – in thecargo-passenger cabin. In the rear part ofthe fuselage, there is a hatch for loading ofluggage or stretchers.

The main rotor hub of the Ansat is hingelessand "maintenance-free". Hingeless suspen-sion system of blades has not only increasedthe controllability and maneuverability of the

helicopter, but it has also reduced the costand weight of the structure, and has signifi-cantly reduced the operating costs. The re-placement of the hub parts can be carriedout outside the maintenance facilities andcan be performed "on condition" and basedon indications of objective information collec-tion system. The hingeless torsion hub de-sign has been developed in our country for

the first time ever, and it has great prospectsfor further development.

Among other things, the latest flight-naviga-tion system has been installed on the Ansatproviding piloting in automatic and manualcontrol modes in simple and challengingweather conditions, as well as full autonomyin preparation for flight and maintenance ofthe helicopter.

The key benefits are still thereAs it has been already mentioned, the gov-ernment is considering the possibility of pro-

viding a comprehensive support for thepromotion of the latest Russian light multi-purpose helicopter Ansat both in the domes-tic and foreign markets.

The President of Russia Vladimir Putin in-structed to finalize the product line of the hel-icopter to avoid any questions about theprospects for its use.

"We need to finalize it [the product line]bringing it to the end to avoid any questionsrelated to the prospects of its [helicopter]use," he said at the events within a singleday of acceptance of military products."It is possible to use the latest developmentson individual components. I very much hopethat from this starting point you will continueto move forward", noted the President.

And this movement forward will be accompa-nied by a fierce competition from the Bell-429, EC-135, EC-145 and AW-109. Here,one of the advantages will be the price and

better adaptability of domestic vehicles toRussian conditions and operation peculiari-ties. The Ansat is unpretentious, easy and in-expensive to maintain. In this regard, thehelicopter has very good prospects, both inthe Russian market and in the airspace allaround the world.

new helicopter, it will be easy for Russia toassert its rights in this region.

Whose ridge?The overt and apparent struggle for the Arc-tic has been going on for several decades.On 2 August 2007, the deep-water habitableapparatuses Mir 1 and Mir 2 made a de-scent to the bottom of the Arctic Ocean to adepth of 4,300 meters. That expedition,

It iseasy to understand that the requirements forhelicopters used in the Arctic should beeven more stringent. The necessity for apolar evolution of the available transport hel-icopters in Russia has been timely recog-nized; the result of that understanding wasthe new Arctic Mi 8AMTSh VA. With this

There wasa time when the arctic boundary of theUSSR extended all the way to the limits ofthe eastern hemisphere, but after Russiaratified the UN Convention on the Law of theSea (UNCLOS) in 1997, the situationchanged. Four years later, the UN did notaccept the Russia’s claim even to 18% ofthe Arctic. Two international agreements -the Convention on the Continental Shelf(1958) and UNCLOS (1982) - define theeconomic boundaries of the area within 200nautical miles, or 370 km from a coastline.

Russia decided to insist on its age-old rightsto active operations, which other Arcticcountries had also asserted. It became clearhere that the aviation (especially helicopters)of all five countries possessing polar sectors- Russia, the US, Canada, Norway, andDenmark - will inevitably join the battle forthe Arctic zone. Indeed, this pertains to Arc-tic territories or zones that are more than200 nautical miles away from the shores of

widely covered in the press, was named“Arctic 2007”. Under the leadership of thepolar explorer Artur Chilingarov, scientistswent to the pole on the ship “Academic Fyo-dorov”, with the way opened for them by thenuclear icebreaker “Rossiya”.

To signify the victory of domestic high tech-nology, the scientists placed a Russian flag,made of titanium alloy, on the bed of theocean. Not only a unique descent was made,

but soil specimens and water samples werealso taken. Then the question arose: Is theunderwater Lomonosov Ridge, which ex-tends from Canada to Russia across theNorth Pole, a structural continuation of theSiberian continental shelf? Today this ques-tion has been resolved in Russia’s favor.

Of course, that expedition could not havebeen carried out without air support. Controland further exploitation of this region will beimpossible without a full-fledged helicopterpresence. And Russia already has operatorsfor such work, operating in Murmansk,Vorkuta, Yakutiya, Tyumen, in Sakhalin andYamal.

A participant in this expedition, the St. Pe-tersburg company Gazavia (formerly knownas Spark+), has been operating since thebeginning in the Polar Region. The geogra-phy of flights has continuously expandedover the last 17 years. Originally flightswere made to the Kola Peninsula; they nowgo also to Komi, Spitsbergen, the NorthPole, and Antarctica. Operations in extremeclimatic regions have become a basic spe-cialization of the company.

The “northlands” are traditionally the regionwhere narrowly specialized, niche, andtherefore the most advanced operators havebeen operating, these are operators that canundertake operations of any complexity in aregion with an unfavorable climate. This for-tifies them and helps to practice methods toenhance their competitiveness.

The honoured Russian pilot Vadim Bazykinonce compared the pilots of his companywith fighting dogs. Any of them must beready to take off under the worst of condi-tions. The weather in the Arctic is oftenchangeable, and good weather is an ex-tremely rare phenomenon. Based in St. Pe-

From hardy machines to special onesExtreme operating limits have become astandard specialization for Russian helicop-ters. The utilitarian Mi 8MTV helicopters bydefault are suitable for the Polar Region: Asuccessful deicing system and a roomycabin make it possible to accommodate 20people and 4 tons of cargo. The modern Mi8/17 transport helicopters are very func-tional for expedition use. The same ma-chines that completed operations in Africaare sent a week later to Antarctica, dealingexcellently with the rapid change of climateand the enormous temperature differential.This is one of the hardiest of machines, astestified not only by the expeditions but also

welded together – rather than being glued,as in conventional helicopters. Welding im-proves the aerodynamics of the craft – andwelds are easier to repair in the 'field' condi-tions of the Far North. The Mi-8AMTSh-VAisn't just a transport 'copter, but a battlefieldone too. It can rapidly transport troops to anincident location, and also open fire itself,with its onboard cannon and rocketry. The

helicopter's flight range at temperatures of -40º C is 1300 kilometres. It also has a sys-tem of guided weaponry, just like the Mi-24.The helicopter is fitted with reinforced ar-mour plating made from light-gauge metallo-ceramic armour, and has radio-electronicweapons systems. “This new Arctic helicopter is specially de-signed for transport and paratroop use by

However, examples of the technology of theprevious generation in many ways have ig-nored the particulars of the Russian northerneconomy. The upgraded Arctic helicopter Mi8AMTSh VA will be better able to compen-sate for that extreme: It is less labor-inten-sive in operation, is efficient, safe, can flylong distances and has service life as com-parable to its modern counterparts.

A lot of aircraft-type technology was put touse when building the new helicopter. All ofthe craft sections of the Mi-8AMTSh-VA are

the Russian armed forces in the Arctic”, saidthe CEO of the Russian Helicopters corpora-tion, Mr Alexander Mikheyev. “It can provideair support for troops, provide monitoring fordefined zones, and offer search-and-rescuefor crews, or passengers of vessels in dis-tress on the Northern Sea Route”, MrMikheyev said of the helicopter.

It's planned to release a civilian version ofthe Arctic helicopter too. “Such a helicopteris a must-buy for the outlying Regions of theRussian Federation, for maintaining trans-port infrastructure, and also for companies inthe petrochemical industry to provide sup-port for their offshore projects”, Mr Mikheyevcontinued.

For flights in featureless terrain and thepolar night, the machine is equipped with thelatest navigational and radio equipment forpilots, including a digital autopilot and inertialnavigation system that operates in the ab-sence of satellite signals.

Long-distance flights between base pointsare provided with external supplemental fueltanks increasing the flight range. The safetyof crew and passengers is increased byusing special marine rescue suits. Pursuantto a placed State Defense Order, the holdingcompany Helicopters of Russia will supplythe RF Ministry of Defense with five more Mi8AMTSh VA helicopters in 2016- 2017 (two

helicopters have already been furnished tothe client).

The Mi 8/17 helicopters as before make useof the work previously done, giving the ma-chine a superiority for decades to come. Thestory is well known how a Mi 8 MTV (250km/h) overtook the Super Puma helicopter(280 km/h) on a route to an Antarctic station(over 1000 km) due to the fact that the Frenchhelicopter had to refuel twice during the flight.Indeed, nowadays the company Airbus Heli-copters plans to actively promote its upgradedversion of the Super Puma—H215 on theRussian and CIS market—and has evenstarted production again in the Romanian cityof Braşov, with a view to replace its aging fleetof Mi 8 helicopters. However, thanks to theenormous experience in Arctic operations,Russian technology, even that one which isfar from being new, is head and schouldersabove the more state-of-the-art and betterequipped machines of foreign manufacturers.

Ansat was designed in the challenging timesof the '90s as a light utility helicopter for ourcivil aviation which had a need for such air-craft. The creators of the Ansat focused onthe most successful Russian helicopter Mi-8/17 which some experts aptly described as"PK machine gun" (Kalashnikov) among thehelicopters for its ease of use and mainte-nance. And designers had to develop a mini-version of Mi-8/17 in order to repeat this

resounding success of the Mi-8/17 family onthe world markets. The younger brother toMi-8 received the name "Ansat" which istranslated from the Tatar as "simple". TheAnsat owes this name not only to its simplic-ity, a quality which Russian- made helicop-ters are famous for, but also to the place ofits "birth". The helicopter is manufactured inthe Republic of Tatarstan at the Kazan heli-copter plant.

One helicopter but many functionsThe Ansat was initially designed with theaim to beat its rivals in terms of flight per-formance: it had to withstand a severestruggle on the market of light helicopters. Ifcompared to its nearest competitor - heli-copter EC-145 by Airbus Helicopters, theAnsat is available at a much lower price,has similar physical and operational charac-teristics and flight performance, and, be-sides, a more spacious cabin.

Depending on configuration, the Ansat canbe used for cargo and passenger transport,and also for medevac and emergency mis-sions. However, these are not all the func-tions the helicopter can boast of having –the Russian military have for a long timebeen using this helicopter for training andpatrol purposes, and they are fully satisfiedwith its features and functionality.

Given the wide range of tasks this helicop-ter is capable to fulfil, the Ansat may becalled a multi-purpose aircraft, as indeedthe majority of Russian-made helicoptersare.

Ahead of timeDespite a "simple" name, the Ansat's fatewas far from simple.

For the first time ever, a fly-by-wire controlsystem (FBWCS) was employed on the heli-copter, a system which previously had onlybeen installed on board the modern militaryplanes and civilian airliners. The FBWCSsignificantly improves the aircraft perform-ance by reducing its weight, saving manu-facturing costs and ease of control for thepilot. However, exactly this innovation hasbecome an obstacle to obtaining a type cer-tificate for the Ansat. It was therefore de-cided to return to the conventional(hydromechanical) control layout to obtainpermits necessary for the commercial serv-ice of the aircraft. And currently, the Kazanhelicopter plant has already mastered theproduction of Ansats featuring both FBWCSand HMCS (hydromechanical control sys-tem) which allows to satisfy various require-ments of customers.

However, despite the issue above men-tioned, the Ansat found its first operators,the military, since a certificate of commer-cial use was not a compulsory condition forthem. In 2013, the first 6 Ansat-U helicop-ters were delivered to the Air Force Acad-emy to train the future pilots. Currently,according to Alexander Shcherbinin, DeputyGeneral Manager for Marketing and Busi-ness Development, Russian AerospaceForces have received up to date 40 Ansatsin the Ansat-U configuration for initial flight

crew training. And these supplies will con-tinue over the coming years, as the Ansat isgradually replacing Mi-2 helicopters previ-ously used for training purposes.

The "Big Brother" will help the AnsatNow the manufacturer is considering optionsfor the sale of helicopters to civil operators,including from abroad. A number of foreigncountries have already shown interest in thehelicopter. Market success and popularity ofRussian Mi-8 helicopters worldwide, reputa-tion of the Kazan helicopter plant which haslong been a "quality mark" in more than 80countries globally, will contribute to the pro-motion of Ansats.

The success of the helicopter will depend onhow exactly it will become a mini version ofthe Mi-8, a cheap and reliable aircraft that iseasy in maintenance. Private companies aregoing to monitor the helicopter performanceunder real operation conditions. There is nodoubt that the Ansat will become in the nearfuture one of the sales hits in the RussianFederation and on the world market.

The HeliRussia 2016 exhibition has receivedsupport at the highest level: at the officialopening ceremony, the Assistant to thePresident of Russia for Military-TechnicalCooperation Vladimir Kozhin read out thegreeting of the President of Russia VladimirPutin addressed to the participants, guestsand organizers of the expo.

Today, when some other industries are ex-periencing a noticeable decline in their busi-ness activity, which is associated with thecomplicated foreign policy and economic sit-uation, HeliRussia 2016 has demonstratedthe success of the helicopter industry devel-opment both in terms of technology and inthe framework of international cooperation.This year, the expo has gathered 224 com-panies, including 44 foreign ones from 15countries: Russia, Belarus, Lithuania, theUSA, the UK, France, Germany, Italy, Spain,Austria, Belgium, Norway, Canada, SouthAfrica and the Czech Republic. This has leftbehind the results of last year, when 219companies were represented at the expo, in-cluding 41 foreign ones from 13 countries.The number of visitors – over 11,000 people– remained at the same level.

Helicopters at HeliRussia 2016Sixteen helicopters were presented at theHeliRussia 2016, which demonstrated therichness and diversity of the Russian heli-copter industry; the demonstrated samplesincluded exclusively Russian helicopters,

models constructed with the use of foreigncomponents and assemblies, as well as for-eign-made helicopters and aircrafts devel-oped overseas, though built in Russia.

Russian Helicopters introduced a new multi-purpose helicopter Ansat in two configura-tions – VIP at the company booth and amedical-evacuation model – at the booth ofRussian Helicopter Systems. The Ansatwhich is developed and produced by theKazan Helicopters has Pratt & WhitneyCanada PW207K engines and was consis-tently certified at first in a transport versionand then in passenger and VIP versions. All-metal fuselage design, composite materialsof nonbearing elements, and fiberglassblades – all these have been used for theAnsat production. Hingeless main rotor hubprovides a high level of controllability andsignificantly reduces operating costs.

Another novelty from Russian Helicopters – amulti-purpose helicopter Mi-171A2, which wasfirst shown at HeliRussia 2016 in an offshoreversion. The Mi-171A2 represents a synthesis

of experience and talented engineering solu-tions of great minds of the Russian helicopterindustry, embodied in the Mi-8/17 family madewith the use of cutting-edge materials, tech-nologies, achievements and developmentsavailable in the XXI century. The engeneersfrom the Design Bureau of Mil Moscow Heli-copter Plant have made more than one hun-dred major changes to the design of theEASA-certified Mi-171A1 helicopter; they alsointegrated the new VK-2500PS-03 enginesmanufactured by Klimov UEC (United EngineCorporation), and the KBO-17 avionics withglass cockpit produced by Ulyanovsk Instru-ment Manufacturing Design Bureau, which ispart of KRET holding. The Ulan-Ude AviationPlant produces the Mi-171A2 prototypes andwill organize well the subsequent commercialproduction of this model. Certification isplanned for 2017.

Pall Aerospace deminstrated at their boothnew dustproof devices for the Mi-171A2 en-gines, providing for unprecedented high-levelof air filtration for helicopters of the Mi-8/17family.

From 19 to 21 May, the 9thInternational Helicopter IndustryExhibition HeliRussia 2016 wassuccessfully held in Moscow. Itis, without exaggeration, themain helicopter event of the yearfor the majority of participants inthe helicopter industry inRussia, the CIS, Baltic statesand for the key manufacturers ofhelicopters from Russia, Europeand the United States.

Another important Russian helicopter beingon display at HeliRussia 2016 is the Mi-38.This medium-heavy aircraft opens up a newweight segment in the range of Russian Heli-copters. Designed by the Mil Moscow Heli-copter Plant and manufactured at the KazanHelicopters, this model is equipped with withTV7-117V engines developed by KlimovCompany, certified in 2015, and equippedwith the IBKO-38 avionics with glass cockpitunit produced by Kronstadt Group (formerTransas). The Mi-38, in its transport configu-ration, has a type certificate, which confirmsthat its design meets the requirements ofRussian and foreign aviation regulations. One of the most notable news of the He-liRussia 2016 was the decision of the Russ-ian Ministry of Defense to purchase theMi-38 for the needs of the Russian Aero-space Forces (VKS). The transport versionof the Mi-38 helicopter makes it possible toincrease the functionality and extend itsscope of application by creating specializedversions, including the Arctic option similar tothe Mi-8AMTSh-VA helicopter. The Mi-38, inits military-transport modification, will un-dergo a series of flight tests to meet the re-quirements of the customer, and upon their

AirLane presented its coaxial “air scooter” –the Micron. This is a new Russian ultralightgyrocopter created for nonprofessional pilotsand aviation enthusiasts. Its dry weight is115 kg, and the maximum take-off weight –250 kg. The cruising speed of the Micron canreach 115 km/h, at the static ceiling – 3 km.It is assumed that the Micron will become abudget model and will be a convenient alter-native to entry-level models and will be ableto attract new people to the helicopter indus-try, by making helicopter flight training moreaccessible.

The exposition of foreign helicopter compa-nies were saturated as well. For example,Airbus Helicopters, for the first time in Rus-sia, showed a new medevac H135 model: itsdemonstration at the HeliRussia 2016 expowas part of a large-scale Russian demon-stration tour. The domestic customers wereshown a helicopter from the Austrian opera-tor ÖAMTC (Österreichischer Automobil-,Motorrad- und Touring Club). The model pre-sented in Russia was manufactured in 2016and is part of the latest generation of ma-chines of this series. The medical unit of thehelicopter is equipped to the very latest state

results, further purchases of this helicopterwill be planned for the needs of the RussianAerospace Forces. It has been reported thatan agreement was reached for the supply ofthree helicopters with an option for anotherfive aircraft.Deputy General Director of the Kazan Heli-copters Igor Bugakov told at HeliRussia 2016that deliveries of the military transport versionare scheduled to begin in 2018; meanwhile,the commercial version is going to be sup-plied at the end of 2018 or early 2019. Thefirst civil operator may be Rosneft, which is al-ready considering the possibility of using theMi-38 for servicing offshore oil platforms. TheMi-38 is distinguished by good capacity as itcan take up to 30 people on board.Avia-Project Company presented its own per-spective development – the AP-55 Helicopter.The single-engine helicopter AP-55 features acoaxial rotor scheme. Leading domestic andforeign engineering companies have been ac-tively involved in the development of thismodel, and polymer composite materials havebeen widely used in its design. Today, theproject is in the final design stage; meanwhile,active work is underway to prepare for theproduction of units and systems.

where the popularity of the Bell 429 helicop-ters is growing, mainly for corporate pur-poses and for medical evacuation. Currently,in Russia and the CIS, more than 20 Bell 429helicopters are being operated.Licensed production of helicopters devel-oped by foreign designers in Russia in theframework of international cooperation sup-ported by the HeliRussia expo is a commonpractice. The well-known in Russia AW139was showcased by the Exclasses Holding atthe HeliRussia 2016. This model is manufac-tured by HeliVert plant near Moscow which isthe joint venture of Russian Helicopters andItalian AgustaWestland (which was renamedLeonardo Helicopters). This helicopter is oneof the leaders in its class, and has high per-formance characteristics. In Russia, theAW139 is used for corporate transportation;in particular, four such helicopters are beingoperated by Special flight group "Russia",which serves the highest government. In ad-dition to passenger traffic, the AW139 isused in other countries to perform searchand rescue operations, in the medical avia-tion and police departments.Exclasses Holding also showed at theirbooth the VIP configuration of its light

of the art and has the ability to accommodateadditional equipment according to customers'requirements. Models of Airbus Helicopters (formerly – Eu-rocopter) have been used in the Russian airambulance for more than 20 years. Amongthe operators - the EMERCOM of Russiaand the Moscow Aviation Center, as well asregional operators. Russia operates medicalhelicopters of the following models: Во 105,AS350B3e / H125, EC135 / H135, EC145 /Н145. The potential market for the new ver-sion of the H135 in Russia has been esti-mated by the manufacturer at 150 units.Airbus Helicopters demonstrated its H130 ina commercial multi-functional version. Thissingle-engine helicopter is well suited for cor-porate transportation and can take on boardup to seven passengers. The H135 is an im-proved version of the Airbus Helicopters' in-ternationally famous Ecureuil EC130 familyof helicopters. Bell Helicopter and its Russian representa-tive Jet Transfer presented the multi-purposeBell 407GX, which is well known to operatorsof helicopters around the world working inthe field of corporate transporation and off-shore transport missions. This model is one

of the most successful in the line of the UScompany: according to the last year results,out of 175 civil helicopters supplied by BellHelicopter 99 aircraft accrue to the Bell407GX / GXP. In recent years, 29 of suchaircraft have been supplied to Russia; 5 ofthem were supplied last year. Due to the high interest of Russian cus-tomers in the Bell 407GX / GXP, the produc-tion of this type of helicopters was localizedin Russia by the Ural Works of Civil Aviation(UWCA), an agreement on which was signedat the previous exhibition, HeliRussia 2015.At the end of December 2015, the first Bell407GX helicopter assembled in Russia wassupplied to the Omsk Flight Technical Col-lege of Civil Aviation named after A. V.Lyapidevsky (branch of the UlyanovskHigher Civil Aviation School), and the secondone - at the end of April this year.

Another model of the US company whichturned out to be very interesting for Russiancustomers was the VIP version of the Bell429 GlobalRanger. As a sequel to the Bell427, model 429 was introduced in 2007 andreceived a certificate in the United States in2009, and later in 2011 – in country Russia,

AW119Ke. This model was originally de-signed as a vehicle for business aviation andVIP-transport, and these tasks are performedby the AW119Ke with flying colors. The luxu-rious interior of the single-engine AW119Kehave been designed by the experts of thelegendary Italian company Versace. Suchhelicopter can take up to 6 passengers onboard. According to Exclasses Holding'sforecast, the AW119Ke should be certified inRussia this summer.At HeliRussia 2016, Exclasses Holdingdemonstrated for the first time the VIP-cabinof the AW169 model, which has recently en-tered the world market: the medium AW169received the EASA certification in 2015, asfor Russia, the certification process is sched-uled to begin after the receipt of firm ordersfrom Russian operators. Thanks to HeliRus-sia 2016, many domestic customers wereable to get acquainted with the interior of thishelicopter and find out about the progress ofits R&D. The AW169 is equipped with twoPratt & Whitney Canada PW210 engines anda glass cockpit with touch screens. Innova-tive technical solutions are applied in the ro-tocraft flight structure and transmissiondesign of the helicopter.

The basis of the helicopter fleet among pri-vate Russian pilots is made up by the R44Raven I / II and R66 Turbine helicoptersmade by the American company RobinsonHelicopter. These helicopters are distin-guished by affordability and easy operation.Several R44s were presented at the standsof the companies involved in the HeliRussia2016 and a new R66 with the autopilot wasshown at the booth of Heliports of Russia. The R66 with the Genesys Aerosystems He-liSAS autopilot and Garmin G500H flightcontrol and navigation system was certifiedin Russia in December 2015 and is nowavailable to customers. Helicopters in thisconfiguration are characterized by increasedconvenience and safety in use.Among foreign novelties, an electric model ofmulticopter named Volocopter VC200 shouldbe particularly noted. It can radically changethe appearance of small aviation. In additionto the electric power plant, the other featuresof the Volocopter VC200 are safety and sim-plicity of design and management, achievedby a high degree of automation.The Volocopter VC200 is distinguished fromother helicopters of a conventional design bythe absence of a swash plate and a tail rotor.

The rotors of the VC200 are fixedly securedto the motor axes, and the change of theheight and direction of movement is providedby changing the thrust. The control of theunit is ensured by special intelligent systemsthat support the position and direction offlight. They control the speed of rotation ofeach engine and provide the automatic com-pensation of changes in air flows. This air-craft made its first manned flight on March30, 2016. According to the developer, in contrast toconventional helicopters, which requirelengthy and costly professional training, it willtake incomparably less time to learn how tofly the Volocopter VC200. Like the Micron,the VC200 can be created in a completelyunmanned configuration.

Aviation Equipment and Accessories Each year, the HeliRussia expo gathers alarge number of companies from variousfields, which are engaged in the develop-ment, production and maintenance of heli-copters and other aircraft systems. Theexhibition of this year was no exception; allmajor industrial companies presented theirinnovations and promising developments, in-

cluding: Technodinamika, KRET, UEC, OPKand Schwabe of the Rostec State Corpora-tion as well as Kronstadt Group. The most welcomed became the news aboutthe start of work on the design of a new gen-eration of engines for Russian-made helicop-ters: at the HeliRussia 2016, therepresentatives of Technodinamika told thatthe company, within the framework of the im-port substitution program, is developing themain engines of the TD-700 series designedfor the light helicopters, Ansat and Ka-226T,which, over the next four years, will be able toreplace the currently applied engines manu-factured by Pratt & Whitney Canada PW207Kand Turbomeca (Safran) Arrius 2G1.It is assumed that new engines in contrast toWestern models will be designed for agreater range of operating temperatures andwill get ample opportunities to boost the ca-pacity. The company expects the TD-700 se-ries engines to be 15% cheaper thanks to theunified gas generator used in the entire line. At the HeliRussia 2016, Technodinamika forthe first time presented an accident-proof fuelsystem for helicopters, which has already un-dergone performance tests. The systemhelps to prevent fuel ignition at hard landings

Concern Radio-Electronic Technologies(KRET) presented more than 150 exhibitsmade by its affiliated companies: samples ofhelicopter avionics, strapdown inertial navi-gation systems (SINS) and airborne defen-sive aids (ADA). The expo was attended by17 major companies which pare part ofKRET.KRET presented a set of avionics for heli-copters and airplanes of general aviationKBO-42T, as well as military products, suchas a laser station of optical-electronic sup-pression of the President-S optical-electronicaircraft and helicopter protection system, theNSTsI-V helmet-mounted target designationand indication system and the N-025E air-borne radar system of the Night Hunter Mi-28N(E) attack helicopter. The actual work of the modern helicopterequipment was shown for the first time bythe example of a multifunctional demonstra-tor, with which every visitor of the expo had achance to get acquainted, and "fly" in a heli-copter. of helicopters. Maxim Kuzyuk, the CEO of thecompany, said that the systems of such highcomplexity have never been previously devel-oped in Russia. Technodynamika alsodemonstrated a starter-generator for a newgeneration of helicopters (e.g. the Ka-62)which is being developed under the statecontract with the Russian Ministry of Industryand Trade. Other promising developments byTechnodynamika, including the latest auxil-iary power units of different dimension andsizes, were presented in the form of interac-tive 3D-layouts on the video wall.Technodynamika had a busy agenda.Alexander Litvinov, the Deputy CEO for inno-vation, development and sales, proposed toestablish an institution of independent qualitycontrol for aviation technology being createdand to introduce a standardized internationalsystem of certification and qualification of theaviation authorities, which should help to de-velop mechanisms for validating certificationresults of the Federal Air Transport Agency(“Rosaviaciya”) by international aviation au-thorities. This system has been designed toreduce the time of harmonization of the regu-latory framework of the Federal Air TransportAgency with the current requirements of the

panel with a trackball on the one side of thepilot and a joystick on the other side. Accord-ing to the General Manager of the Ramen-skoye Instrument Bureau, an affiliate ofKRET, Daniel Brenerman, this technical nov-elty is unique, and the joysticks will be in-stalled on the new Mi-38 helicopters. Thebench tests have been already conducted,and the flight tests are scheduled to takeplace until the end of this year.During the HeliRussia 2016, the advisor tothe First Deputy General Manager of KRETVladimir Mikheev told that the companywould soon complete the tests of the lasersuppression station, enhancing the protec-tion of the Night Hunter Mi-28NM modern-ized attack helicopter, which is currentlybeing tested. It is expected that such a sys-tem would be effective against all existingand future missiles with infra-red homingheads. After completing the tests, it isplanned to launch the commercial productionof the laser-suppression station that will beinstalled on all Mi-28NM helicopters. During the HeliRussia 2016, KRET familiar-ized the visitors and representatives of theprofessional community with the work on de-veloping the Rychag-AVM complex of elec-tronic warfare for helicopters. The launch ofthis new complex is scheduled for 2017, andits acceptance by military forces into opera-tion is expected in 2018-2019. In particular,this complex can be installed on the up-graded Mi-8AMTSh-V(A) helicopters. Deputy General Manager of KRET IgorNasenkov told that the first production sam-ples of the laser suppression station in-tended for the protection of the Mi-28NEhelicopters (export version of the Mi-28N)have already been tested and delivered tothe customer. He reminded that for the firsttime the system was presented at the He-liRussia 2014. By early 2016, the tests of thesystem had been completed and the firstsamples were transferred for production andto be installed on helicopters, which are pro-duced for foreign customers.In addition, KRET presented new and promis-ing equipment and systems for helicopters, inparticular, the President-S complex developedby the Scientific and Research Institute“Ekran” a part of KRET. signed for the protection of helicopters againstanti-aircraft guided missiles and various ar-tillery complexes. The President-S can alsoprovide defense against "air-to-air" missiles.The airborne defensive aids are able to inde-pendently detect a threat, determine the extentof its power and activate electronic interfer-ence that will prevent from hitting the target.

Klimov Company (affiliate of the United En-gine Corporation, UEC) presented, as part ofits exposition, the TV7-117V and VK-2500PShelicopter engines in the full-size mock-ups.The TV7-117V was designed based on theTV7-117SM aircraft engine and is intendedfor the Mi-38 helicopter. The engine has re-ceived a type certification in 2015. The VK-2500PS engine in the power class from 2200- 2500 hp is a deep modification of the VK-2500 with the use of the modern FADEC dig-ital automatic control system. It is intendedfor use on the new Mi-171A2. Thanks to thenew design solutions, the VK-2500PS willprovide a more reliable operation of helicop-ters in areas with high temperatures and athigh altitudes. Currently, Klimov Company iscarrying out a set of certification work on thisengine. Other promising developments of thecompany were presented at the HeliRussia2016 in a multimedia presentation format.United Instrument Manufacturing Corporation(UIMC) presented the samples of advancedavionics for helicopters at the HeliRussia2016. The company held the first show of theAist-62 integrated antenna-feeder system,built on the "smart skin" principle, as well asnew communications equipment for helicop-ters, capable of exchanging data with theland without human intervention by makingself-tuning and restoring the work.

Equipment from UIMC presented at the He-liRussia 2016 provides voice communication,transmission of video, navigation and radardata. It implemented a packet data exchangein digital form, broadband radio channels andnew methods of dealing with interference,which increases the speed, range and per-formance. The number of external antennashas been minimized, and the Aist-62 an-tenna system is embedded in the skin of ahelicopter. This approach increases the effi-

ciency of antennas and their reliability by 10times, while reducing power consumption ofcommunication systems. Schvabe Holding Company at the HeliRussia2016 was represented by Production Associ-ation Ural Optical and Mechanical Plantnamed after E.S. Yalamov (UOMP), whichpresented the optical surveillance systems.These systems make it possible to solve awide range of tasks: around-the-clocksearch, detection and identification of groundand surface, moving and stationary objectsduring rescue operations. In addition, thistechnique is also used for remote detectionof forest fires in a smoke and complete dark-ness as well as for the technical monitoringof oil and gas pipelines and high-voltagepower lines.

Kronstadt Group (former Transas) presenteda number of new projects for the helicopterindustry at the HeliRussia 2016. The glasscockpit for the new Ka-62 helicopter, whichcombines the most modern avionics, arouseda huge interest of the visitors. Kronstadt'savionics has already been installed on threeexperimental Ka-62 samples, one of whichmade its maiden flight in April this year.Kronstadt Group acquainted the participantsof the expo with the program of moderniza-tion and service support for the flight simula-tors produced by the Group. In particular,they can be integrated with the Aurora-3 vi-sualization system – an innovative break-through of this year.In addition, the company presented somenew lighting equipment: a spotlight with anintegrated high resolution camera as well asmicroprocessor-controlled portable lights.The company showcased the new TSL-1600aviation searchlight with the integrated highresolution camera and upgraded operatingconsole at its booth. A camcorder with an30x optical zoom and 12x digital zoom,equipped with an image stabilization systemis installed in a sealed heated box. Heliatica presented a wide range of auxiliaryequipment and accessories for helicopters,for example, the Heli-Utility-Basket easily re-movable baskets for the Robinson R44 andR66 helicopters produced by DART Aero-space, a company which is represented by

ment for civil and military helicopters. Thecompanies included in GIFAS have uniquecompetence in the aerospace industry, andall the participating companies noticed thehigh level of interest from their Russian col-leagues who were interested in internationalcooperation.

The French Safran Helicopter Engines (for-mer Turbomeca) presented at its booth someturbine engines for Russian helicopters – theArrius 2G1 and the Ardiden 3G models, withwhich the Ka-226T and Ka-62 have been re-spectively equipped. The Arrius 2G1 becamethe first engine of foreign origin used for in-tallation on coaxial helicopters, and the inte-gration of the modern Ardiden 3G into theKa-62 design helps to obtain potentially highflight performance and makes it possible tocut operating costs. Zehr Aero Company, which included Cob-ham and TITEFLEX, presented some engi-neering solutions and componentsmanufactured by French and Swiss compa-nies. The French Aero Zehr is a commercialrepresentative of a number of Europeanmanufacturers of components for the aero-space industry. The partners of ZEHR Aero

The company also offers serv-ices for the selection of aircraft componentvendors in Europe.Trace Worldwide Corporation presentedmedical modules and equipment for emer-gency medical services (HEMS, EMI) pro-duced by Air Methods Corporation. Also,there were presented some treatment sys-tem for processing of wastewater from wash-ing of aircraft manufactured byHydro-Engineering; seats for passengers,crew members of helicopters and VIP-cabinsmanufactured by B/E Aerospace Fischer.

Agreements signed at HeliRussia 2016During the HeliRussia 2016, a significantnumber of agreements and contracts wassigned. The expo, year after year, serves asan example of an effective business activityvenue and contributes to the development ofinter-sectoral cooperation.Thus, Russian Helciopters and United Instru-ment Manufacturing Corporation (UIMC)signed an agreement on cooperation in thefield of development, production, supply of

communication and control equipment to beused on Russian-made helicopters. The twocompanies intend to form a unified scientificand technical policy and to organize interac-tion of their subsidiaries. The priorities of the cooperation between thecompanies in the short term are flight trainingon effective modes of group activities of theKa-52 Alligator and the modernized Mi-28NM, as well as the integration of militaryhelicopters in the military automated controlsystems. This step will increase the combatcapabilities of the machines and will make itpossible to continuously monitor the state ofhelicopters and respond quickly to anychanges in the environment during the exe-cution of various tasks for the benefit of theRussian Military Space Forces.

Russian Helicopters and Rosoboronexport(ROE), the only Russian state mediator for theexport of military products, technologies andservices, signed at the HeliRussia 2016 a pro-gram of joint activities to promote of militaryand dual-use products to the external marketfor the period from 2016 to 2019, which aimsto increase the volume of exports of combatand multi-purpose helicopters.

According to Sergei Kornev, the head of theROE delegation to the HeliRussia 2016, theportfolio of foreign orders for Russian militaryhelicopters is currently around $8 billion. Thisfigure exceeds the previously announced data.The Russian commercial helicopters re-ceived particular attention: Russian Helicop-ters and UTair – Helicopter Services signeda memorandum on cooperation for promo-tion of civil helicopters to the Russian mar-ket. According to the memorandum, the mainareas of cooperation will be the joint promo-tion and launching to the Russian market ofthe light multi-purpose helicopter Ansat, in-cluding in its medevac version within theframework of the program of medical aviationdevelopment. The specialists of Russian Hel-icopters and UTair – Helicopter services willalso improve the technical and operationaldocumentation for the Ansat and will organ-ize the system of its after-sales service. Helicopter Service Company, an affiliate ofRussian Helicopters, announced the begin-ning of construction of a warehouse com-plex, which is located 1.5 km from the cargoterminal near Moscow Sheremetyevo Airport.The new warehouse will be the largest com-plex for the distribution of spare parts for hel-

The modern complexlocated near the major transportation hub willallow Russian Helicopters to expand its pres-ence in the market of helicopters by 25-30%by 2020.HeliRussia 2016 demonstrated effective de-velopment of local service support of domes-tic helicopters abroad: Russian Helicoptersconcluded the service contracts to repair hel-icopters in the Republic of Korea, the CzechRepublic and Laos.Russian Helicopters and the Republic ofKorea’s RH Focus Corp. signed a memoran-dum of understanding to establish a servicecenter on the basis of the dealership modelperforming the aftermarket helicopter serviceof the "Ka" and "Mi" series in accordancewith the standards of Russian Helicopters toensure proper and continuous aftermarketservices of Russian-made rotorcraft in theRepublic of Korea by the manufacturer. According to the document signed, RHFocus Corp. might become a dealer offeringa full range of services for the aftermarketservices of Russian-made helicopters in thecountry. State and private operators in theRepublic of Korea are widely using an exten-sive fleet of Russian-made helicopters, in-cluding the Mi-172 and the Ka-32helicopters.

Russian Helicopters signed a contract for therepair of units for the military transport heli-copters Mi-8/17 with the Czech company LomPraha. Under the agreement, the Russianspecialists will perform repair of componentsfor the Mi-8T used by the Ministry of Defenseof the Czech Republic. Repair of these unitswill be carried out unit the end of 2016.In addition, during HeliRussia 2016, the par-ties concluded an additional agreement onthe supply of aviation assets for the Mi-24/35attack helicopters and other aircraft of theMi-8/17 type being operated in the CzechRepublic. Currently, the Czech Republic isoperating several dozens of Russian-madehelicopters and which need timely serviceand spare part delivery. Russian Helicopters, for the first time ever,concluded a contract for the repair of ma-chinery for the Ministry of Defense of Laos.

The agreement signed at HeliRussia 2016provides that the Russian specialists willoverhaul four helicopters – two Mi-17-1V andtwo Mi-17. The Mi-17 helicopters, during theoverhaul, will be upgraded to the Mi-17-1Vversion. The project will be implementedwithin one year at the existing maintenancebase of the Laos Defense Ministry. In addi-tion, during the expo, the parties held talkson cooperation prospects.During the HeliRussia 2016, the representa-tives of KRET held more than 30 talks withpotential partners from foreign countries, in-cluding France, Italy, India, Switzerland,Canada and others.

Jet Transfer and Heliports of Russia signedan agreement on the organization of the cen-ter for the training of pilots to fly the Bell 505Jet Ranger X. Currently, three prototypes ofthe Bell 505 are being tested and it is ex-pected that by the end of summer it will re-ceive a certificate type. According to theCEO of Jet Transfer Alexander Evdokimov,after the US certification of the helicopter thecertification process of the Bell 505 will beginin Russia and our country will be among thefirst ones, where this helicopter is certified.The expected time period for the Bell 505certification in Russia is June 2017.The Minister of State for Foreign Trade, thePromotion of Tourism and French NationalsAbroad at the Ministry of Foreign Affairs andInternational Development of FranceMatthias Fekl took part in the meeting withthe representatives of GIFAS which was rep-resented by the Chairman of the AssociationEmerick D'Arsemol, who is also the Presi-dent of the company BEAM.

One of the most notable events at the GIFASstand was the signing of an agreement onthe subject: ”The prospect of the creation ofthe Center for prototyping and developmentof additive technology in Zhukovsky town”.The corresponding minutes of the meetingwere signed between Scientific and Engi-neering Company and the French BeAM withthe presence of Matthias Fekl, representa-tives of the Moscow Region Government andthe Administration of the Zhukovsky Munici-pal Urban District.

The French company Safran Helicopter En-gines (former Turbomeca) signed a Memo-randum of Understanding with the UralWorks of Civil Aviation (UWCA) on the local-ization of production of turboshaft enginesArrius 2R in Russia. UWCA, that performs li-censed production of foreign helicopters inRussia, may thus significantly improve itsmanufacturability. According to MaximFaribo, the Executive Vice President forSales of Safran Helicopter Engines, the par-ties are currently examining the localizationof production, and the final decision on theproject can be made by the end of this year.In general, the HeliRussia 2016 has demon-strated the active growth of cooperation be-tween Russia and France in the field ofaerospace.Other foreign companies can also be proudof their rich agenda: Airbus DS Optronicssigned four agreements of intent, H+S – 12contracts and agreements, ITP – six cooper-ation agreements to be implemented in thefuture, Lom Praha signed two contracts, andHansen – one agreement.

HeliRussia 2016 business programThe International Helicopter Industry Exhibi-tion HeliRussia every year is accompaniedby a very varied business agenda – one ofthe largest in the industry. In 2016, the Exhi-bition hosted 58 Russian and internationalconferences, seminars and round table talksdevoted to the problems of the helicopter in-dustry and related areas as well as presenta-tions and awarding ceremonies of theaviation competitions awardees and winners.This figure turnes out to be a record for theexpo; last year, the business agenda in-cluded 46 events.The business program of HeliRussia 2016 in-cluded a series of significant events heldwhich have become the landmark of theexpo and attract particular audience: theseare conferences on air ambulance, helicoptermarket, design, service, supply of aircraftcomponents and other important issues ofthe helicopter industry and inter-sectoral co-operation.First of all, it is important to underline the in-creased attention to air ambulance, whichwas evidenced by the presentation of two

medical evacuation helicopters at the expo –the Russian Ansat and the European H135,as well as the demonstration of specializedequipment. In the conditions of moderncities, and in regions with underdevelopedtransport infrastructure, the helicopter makesit possible to urgently evacuate a patient to amedical facility within the "golden hour", tocarry out rapid transportation of patients anddeliver medical staff quickly to where theyare needed. Modern medevac helicoptersare equipped with specialized equipment thatallows conducting medical and resuscitationoperations immediately in the air.

This subject was discussed in the businessagenda of the expo at the 5th Interdepart-mental scientific and practical conference"Air Ambulance and Medical Evacuation -2016", within the framework of which a ple-nary session took place on May 19 named"The experience of air ambulance in theRussian regions", and a round table talk onthe same topic was held on May 20. Theevent was organized by the Helicopter Indus-try Association, the HeliRussia Directorate,“Mobile Medicine” and “VTSMK Protection”.During the conference, the analysis of the

experience of the application of medical heli-copters in different regions of the countrywas given. In particular, it was possible toidentify the most obvious problems of med-ical aviation in Russia, such as: lack of regu-latory framework, lack of sufficient number ofmodern helicopters (123 units in 45 regionsof the country), poor infrastructure, lack ofadequate number of helipads at hospitalsand high costs of a flight hour. During 2015,133,203 road accident happened in Russiawhich killed 16,638 people (including 582children) and injured 168,146 people (includ-ing 15,860 children). The proportion of thosekilled and injured in Russia is 13%, whereasin the United States and Europe, the figuredoes not exceed 3%. A significant contribu-tion to the reduction of this proportion ismade by the use of medevac helicopters.Round table named "Counterfeiting in sup-plies: is it possible to eliminate the demandfor counterfeit products in the helicopter in-dustry?" was organized by the Helicopter In-dustry Association on May 19 anddemonstrated a high interest of the helicop-ter operating companies to the problem ofthe presence of counterfeit products on themarket.

It was noted that since 2001, The State Re-search Institute of Civil Aviation, as part ofauthenticity assessment, has verified morethan 62 thousand components of aircrafts,where 5,025 of them have been found inau-thentic, including aircraft engines, rotorblades and tail rotors, as well as other keycomponents. Only in 2014, and only on theMi-8/17 family helicopters, more than 400 in-authentic and questionable componentswere revealed.

According to the consolidated position of theFederal Air Transport Agency and the StateResearch Institute of Civil Aviation, in orderto improve the situation with the presence ofaircraft inauthentic components, it is requiredto improve the legal and regulatory frame-work, develop the system of monitoring theinformative-analytical airworthiness, developthe methods to identify aircraft components,as well as provide the operational e-docu-ments and interbranch cooperation develop-ment, and introduction of criminalresponsibility for the supply of counterfeit avi-ation components.The experts of the Helicopter Industry Associ-ation noted that the majority of consumers

who acquire unauthentic products are bonafide purchasers; thus, they are often notaware of the fact that they acquire counterfeitproducts. The event showed the importanceof the participation of the helicopter commu-nity participants in the work process for theoptimal implementation of aviation legislation. At the conference, "Helicopter Market: Reali-ties and Prospects" the following participantspresented their reports: Paulo Menegusso, amarket analyst at Honeywell Aerospace andthe Chairman of the Board of the HelicopterIndustry Association Michael Kazachkov; theevent was moderated by Oleg Panteleyev,the head of the analytical service of industrialagency AviaPort. The conference was heldat the HeliRussia expo for the 8th time andwas aimed at tracking down the parametersof the Russian helicopter market, and identi-fication of correlations with the parameters ofthe global market. It is organized by the Heli-copter Industry Association and industrialagency AviaPort.The conference gave an overview of the cur-rent state of the Russian fleet of helicopters,including the number of helicopter by theirtypes and models, the analysis of their useby type of aerial work performed, the state of

airworthiness, and the intensity of their use.In particular, it was said that the total Russ-ian fleet of helicopters manufactured domes-tically as of 2015 amounted to 1,828vehicles, having decreased by 6 units as op-posed to 2014. At the same time, the numberof helicopters being operated is smaller - 948units (the decrease amounted to 36 helicop-ters compared with 2014). According to thethe Federal Air Transport Agency, the Russ-ian fleet was replenished with another 70new helicopters last year, and the total num-ber of flight hours of the helicopter fleetamounted to 360 thousand hours. With thereduction in the number of domestic rotor-crafts, the share of foreign-made helicopterscontinues to grow.Paulo Menegusso spoke about developmenttrends and practices of foreign operators ofhelicopters and gave a report about theprospects of the international helicopter mar-ket. Thus, according to the forecast of Hon-eywell Aerospace in 2016-2020 the worldmarket will be supplied with 4,000-4,500 newcommercial helicopters, including 805 newturboshaft-powered helicopters annually.This forecast takes into account the drop indemand for new helicopters in North Amer-

ica, Europe and Asia. Nevertheless, the de-mand in Latin America is growing, whichmakes this region a champion as to AirTransport fleet renewal in the upcoming five-year term. Paulo Menegusso particularly un-derlined the rising demand for helicopters inBrazil and India.

Among the main reasons for the global heli-copter fleet rejuvenation, Honeywell Aero-space highlighted the obsolescence of theexisting fleet, exhaustion of service life, theincrease in operating costs and reducedsafety of older models, as well as contractualrequirements for fleet renewal. Among theobjective technical advantages of new heli-copters, the experts underline the increasedflight range, increased useful space of thecabin, increased high speed, payload, flyingrange and altitude of new helicopters.On May 20 - 21, a new event took place inthe business agenda of the HeliRussia 2016- International Conference "The industry ofunmanned aircraft systems". The conferencewas organized by the HeliRussia Directorate,the Working Group of AeroNet NationalTechnology Initiative (NTI) and AERBAS As-sociation.

The work of the conference was opened by awelcoming speech from Sergey Emelyanov,the Director of the aviation industry Depart-ment of the Ministry of Industry and Trade ofRussia, who told about the National Techno-logical Initiative as a program designed toprovide the leadership of Russian companieson the new high-tech markets, which will de-termine the structure of the world economy inthe next 15-20 years. According to SergeyYemelyanov, in the last decade, the develop-ment and production of unmanned aircraftsystems have been the most dynamic seg-ment of the global aviation industry and pro-vide a stable compound annual growth rateof not less than 10%. Even in times of gen-eral decline in the industry, the UAS segmentshows a positive trend.Professor Uwe Meinberg, the Head of theGerman CURPAS Competence Center dedi-cated to the development of the civil use of re-motely piloted aircraft systems, gave a reportat the plenary session. He shared his expec-tations that the total UAS market in Europemay reach $127.3 billion in the near future.

The Working Group of AeroNet NationalTechnology Initiative, which was presentedby the co-head Sergei Zhukov presented avision of the future market, where unmannedsystems do not just hold a strong position in

traditional aerial works (i.e. transportation,construction and installation work, monitor-ing, etc.), but also open up new directions;therefore, express delivery, photographingand videorecording will develop. Sales in thefield of UAS, according to AeroNet, are ex-pected to skyrocket.The key projects will be the remote sensingof the earth, the creation of cadastral plansthroughout the territory of Russia, monitoringof different types of infrastructures, the useof UAVs in agriculture, as well as the integra-tion of UAS in the search and rescue works.The business program of the HeliRussiaalong with the "Helicopter Forum" organizedby Helicopter Industry Association each No-vember, are the key activities that form theagenda for the Russian helicopter industry.

Public Events during HeliRussia 2016The International Helicopter Industry Exhibi-tion HeliRussia is important not only for in-dustrial enterprises; it gathers annually allthe representatives of the professional com-munity. It serves the purposeof promoting professional skills, innovation,advanced technology and unique achieve-ments in the helicopter market.As before, HeliRussia 2016 held the cere-mony awarding the winners of the "XXI Cen-tury Helicopters - 2016" contest, which wasorganized by the Russian Helicopters. 106people participated in the event - students oftechnical colleges located in different cities ofRussia as well as young workers of manu-facturing plants and engineering bureau in-cluded in Russian Helicopters.Direcoor of the RH-Technologies (part ofRussian Helicopters) Alexander Ohonko andDirector of Human Resources and Organiza-tional Development of Russian HelicoptersYevgeniy Kuzmenkov noted the high impor-tance of the competition to the domestic heli-copter industry and awarded the contestfinalists. Traditionally, HeliRussia 2016 became theplace for awarding the winners and finalists ofthe annual photocontest "Beauty of Rotary-Wing Machines" ", which has been held by theHelicopter Industry Association for the 9th time.The competition is open to both professionalphotographers and amateurs. The submittedphotographs vivdly demonstrated the dailywork of helicopters in a variety of conditions.

A charity auction was held at the KRETstand. During the trades, three paintings ofthe contemporary Russian artist AngelinaEmelianenko were sold dedicated to the heli-copter theme. All the amounts gathered atthe event, have been directed to the needsof children in support of Orphanage No. 18 ofthe city of Moscow.The following year, the 10th anniversary In-ternational HeliRussia Exhibition will be heldon May 25-27, 2017. Given the great suc-cess of the expo this year, HeliRussia 2017is definitely expected to expand its expositionand the number of participants. We are ex-pecting the growth of the business agendaand the scale of involvement of UAS compa-nies which appreciated the tremendous op-portunities offered by HeliRussia.
