Why You Should Support Proposition 1 in the November Election
This November, Texans will have a chance to vote on an important constitutional amendment dealing with transportation funding in our state. If passed, Proposition 1 will divert money from the oil and gas tax that currently goes to the Economic Stabilization Fund (also known as the Rainy Day Fund) and send it to the State Highway Fund (SHF) to be used solely for constructing, maintaining, and acquiring rights-of-way for non-tolled roads. This is a measure Texas desperately needs to see enacted.It is no secret that Texas is a great place to raise a family or start a new business. We are the land of opportunity within the land of opportunity. Over the past four decades, our state has seen a 125% increase in population, a 172% increase in vehicles, and an alarming 238% increase in highway use. Despite this growth, the most recent gas tax (the primary source of funding for highways) increase was in 1991. As more and more people are calling the lone Star State “home,” we must find a way to accommodate our roads for this growth and economic climate. Texas has the largest state-maintained highway system in the nation, spanning more than 80,000 miles; yet we rank 38th out of 50 in per-capita spending on highways. Without adjustments, our current infrastructure funding will run dry by the end of 2015. Texans deserve better than that.Currently, oil and gas tax revenues are divided as follows: for every dollar received, 25 cents goes to the state’s general revenue for public education, and 75 cents goes to the Rainy Day Fund. Prop 1, if passed, would ensure that 75 cents on every dollar of oil and gas tax revenue would be split equally between the State Highway Fund and the Rainy Day Fund. As you may have already heard, this would authorize a projected additional $1.4 billion a year to the SHF, without raising any taxes or fees.it is worth mentioning that Prop 1 will also require the Texas Department of Transportation to find $100 million in savings and efficiencies to reduce long-term debt, resulting in $47 million in additional savings in interest alone. Proposition 1 will appear on the November 4th general election ballot and will have immediate effect if approved by you, the voters. This is not a comprehensive solution to the transportation problems in our state, but we in the Legislature stayed within our means while ensuring that, going forward, there will be a sufficient balance in the Rainy Day Fund. While the transportation-funding discussion will no doubt continue as Texas continues to face new growth challenges, Proposition 1 is a responsible measure that will move us away from debt and toward progress.

Leadership Pearland is a venue for individuals desiring a higher degree of involvement in community affairs and leadership positions. The schedule of events offers more to emerging leaders by including innovative educational opportunities designed to stimulate the desire to be more knowledgeable about local, county, state and federal government and organizations. Apply to Leadership Pearland today. The eleven sessions are a gateway to decision makers. One of the objectives is to promote active involvement by the participants in a wide range of civic and community affairs. The 2014 – 2015 class is set to begin September 2014 and runs through June 2015. The program includes an evening reception, six day-long sessions, a two-day retreat, and an overnight trip to the state capital, all of which are required components of the program.
