June 2014 2013 – 2016 ECHO Editorial Board New Dawn This is the first issue of “ECHO” after the editorial board is reconstituted subsequent to completion of 16th Triennial Conference of our beloved UBOA. Editorial Board wishes to place on record its deep appreciation to the entire membership for its whole hearted participation in the nationwide election process. Two clear victors immerged out of the election process. First and foremost victor is UBOA and the second is its internal democratic system. This the uniqueness of this great organization so assiduously built by the legendry leadership with total involvement of rank and file of the membership from the very formative days of November 1977. At the outset, we welcome all the new entrant in the UBOA family since the publication of the last issue of ECHO. A new dawn has begun for all this young officers who have joined the bank with great expectation and aspirations. 2014 is a landmark year for the country. New Dawn

This is the first issue of “ECHO” after the editorial board is reconstituted subsequent to completion of 16th Triennial Conference of our beloved UBOA. Editorial Board wishes to place on record its deep appreciation to the entire membership for its whole hearted participation in the nationwide election process. Two clear victors immerged out of the election process. First and foremost victor is UBOA and the second is its internal democratic system. This the uniqueness of this great organization so assiduously built by the legendry leadership with total involvement of rank and file of the membership from the very formative days of November 1977.

At the outset, we welcome all the new entrant in the UBOA family since the publication of the last issue of ECHO. A new dawn has begun for all this young officers who have joined the bank with great expectation and aspirations.

done. There is huge accumulation of NPA. There is restriction on business expansion. But due to untiring efforts put in by officers in particular, the story is slowly changing. But we are apprehensive that our financials may be used as an excuse by the authorities to implement their grand design of merger of Public Sector Banks.

2014 is also a year of wage revision. We know that we have to travel a long way for achieving our dream of having a decent wage structure for bank officers. There are other pending issues like i) Introduction of compassionate appointment, ii) Introduction of five day working, iii) Need based recruitment, iv) Revision and upgradation of pension, v) End of excess vigilance Raj, vi) Protection of all bonafide commercial decision, vi) Rationalization of disciplinary procedures etc. All these cannot be achieved without struggle. We call upon the membership to be in combat mode for defeating all the evil design of the ruler in so far as the future of public sector banking is concerned and for realizing all our demands under the leadership of AIBOC and UBOA.

Elsewhere in this issue, we are informing the members about the Triennial Conference of AIBOC and UBOA. The basic message is clear. The membership

is ready to accept any challenge for the betterment of the banking industry in general and that of the bank in particular. Though this will remain the major agenda but still we have to pay greater attention for removal of all obstructors that are hindering the growth of PSU Banks. Lack of decent wage structure and inhuman service condition are also contributing to the dismal performance. All these need to be changed.

Nearly 133 years back workers in USA assembled in the city of Chicago demanding 8 hour working and a civilized working environment. They were suppressed by the brute force of state power. Trade Union movement has moved from one peak to the other during the intervening years. But exploitation is still there. Poverty is still there. Our country is getting affected by all evil design of crony capitalism which has also contributed to the growth of huge NPA in the system.

We wish our reader, well wisher, patrons and the entire membership a very happy future. We trust that we shall overcome all the challenges and move towards a New Dawn in our life and the life of our countrymen.

on recently concluded organizational election for electing office Bearers of Central Council

Prelude :

Importance of holding election to elect people’s representative in a democratic set up is known to all of us; as we, Indians are enjoying this right since independence of the country. In spite of various deficiencies in executing the process of election, no one can deny its ability in conferring supreme power to a common man, who can be easily forgotten in ordinary course of business but can’t ever be ignored even by a most powerful/ resourceful person at the time of election. This greatness of democracy has once again been highlighted by our beloved organization, United Bank Officers’ Association (UBOA), through holding a decisive, peaceful and mammoth election to elect its Office Bearers of the Central Council for the term 2013-16.

Myself, an ordinary and veteran member of the association, felt elated when I was entrusted the duty of Election Commissioner on 07.10.2013. Since taking over charge of the EC from my predecessor, I have tried sincerely to complete the entire business in a very respectful manner and now I feel highly satisfied and proud by seeing it that with the active involvement of all the members, our beloved organization has got its democratically elected Central Council before expiry of the existing body. Election of UBOA CC, this time, in all aspects was bit different from the earlier

ones and I can’t resist myself from sharing some important and interesting information related to the process with all the members to make them aware as well as feel proud about the contribution they had made in proving vibrancy in our beloved association.

the event :

F A team was formed comprising the EC (Myself), Deputy EC (Sri Tapan Panda) and members (Sarbasri Partha Sarathi Kar, Prabir Kumar Roy, Aloke Roy and Utpal Bandyopadhaya) posted at RCPPO Department, Head Office to carryout the entire process in a systematic and efficient manner. Later, in response to the recommendation of the respective Regional Councils, 37 Returning Officers have been appointed to conduct the election at 37 regional units of the association.

F 1st notification for holding the election was made on 19th October 2013 followed by subsequent notifications on 10th December 2013 and 24th December 2013. With an aim to provide ample opportunity to 5994 members of our association, 72 Polling Booths were set up in 37 Regions for direct casting by 5063 members and 931 Ballots were sent by post for postal casting by 931 members.

F 64 members had filed nomination for 23 different posts, of which 63 were found in order after scrutiny and final position of valid nominations emerged as under:

From above, you can guess the enormity of the exercise for which Commission made itself prepared to manage the total affairs involving 1,37,862 number of estimated casting (5994 X 23).

F Direct casting was conducted on 5 dates, viz. 11.01.2014, 12.01.2014, 18.01.2014, 19.01.2014 & 25.01.2014 with overwhelming response and much enthusiasm of all the members. For the first time in the history of organizational election of UBOA, Election Observers were sent to different polling stations to monitor the election process with an aim to make it free and fair.

Entire process of sending postal ballots and receiving the cast postal ballots have been handled exclusively by the core team of the Commission avoiding interference of any other member / outsider. Some security features were also put in place to make the process of postal balloting as far as full proof.

F Like past occasions, counting of votes this time was also held at Tibberwal Bhawan, Kolkata on 2nd February, 2014. This was the most hilarious part

of the exercise, where 68 members worked as Counting Officers apart from enthusiastic involvement of a large number of common members in the process which continued non-stop till 7 Am of 03.02.2014 from 10 Am on 02.02.2014. Existence of peaceful and friendly ambience throughout the process has again decorated UBOA as remarkably different from other organizations.

F Considering magnitude of the above election process involving lot of manpower, money (rs. 1,67,608/-) etc. I think it would be proper to furnish details of the poll obtained by each contestant to make it a food for thought for all concerned in general and the elected council in particular to explore the possibility of finding any other suitable method of exercising franchise by the members to save time, manpower, money etc.

F Election Commissioner and his entire team will remain grateful to all the members for extending their whole hearted cooperation in making the process transparent, impartial, free and fair.

A FEW TIT BITS FOR DATA CLEANING AND MONITORING OF LOAN ACCOUNT IN CBS SYSTEM

Our Staff Training College has organized a series of class regarding the data cleaning and credit monitoring in CBS System for all the Regions in West Bengal and also in Assam and Orissa. Based on the experiences from those classes a few TIT-BITS (Pertinent points) are presented hereunder :Major Deficiencies For Data Cleaning 1. CCUKC -- The Drawing power will be

regulated by the ceiling limit in SRM giving proper value of primary security i.e. value of standing crop. After due date the interest to be changed to 9% from 7% and Security value to be value of Standing crops (For Kharif season (01.04.20--- to 30.9.20-) due date is March and Rabi Season (01.10.20 --- to 31.03.20--) Due date is September. Interest is to be 9% after due date in case of single crop sanctioned/disbursed. But in case of two crop disbursed in a year then the charge of interest @9% (loan amount upto 3.00 lac) is to be charged after the due date of the second crop disbursed (Ref Circular dated 27.03.2014)

2. In ODGEN (Like LADLC) Indicator to be “E”. Pl remember that the security Value must be always either greater and the revised security value to be inserted in system for Basel and also to save the account from grip of NPA. That means it also helps us to augment the revenue income in other sense.

3. In LAMTF, LACAR, LAFIT, LASCP, LARTL, LATLN, LASSI, LAUSL, and LSHBL & LASHG -There will be Security Value for Basel, if security is available in real sense. The Indicator to be “E” not “M”. This is very much needed because non availability of security (in spite of existence of security, both primary and collateral at Bank’s side) will straight

away be classified as doubtful (Security value is 50% or less) or loss assets. (security value 10% or less) If so, there will be more provision unnecessarily.

4. In LADLC -- Indicator to be “E” not “M” or “D”, Security Value not to be Zero and security value to be upgraded in all eligible cases. Rate of interest is to be checked in all cases as per circular Please ensure that security value must be greater than Outg Balance.

5. In CCSHG -- Indicator to be “E” and security value not to be, in general, Zero

6. In ODTRD / ODUPM / LATRD / LAUPM- Security value will be checked for Basel and the value is to be inserted other than in exceptional cases

7. In LAEDS -- So many a/cs are showing overdrawn, moratorium period to be checked and rescheduling may be done if the E-details are not correct. In educational Loan please remember that loan period is course period plus moratorium period plus actual repayment period allowed in sanction order. The flow start date will be after course period plus moratorium period. At the time of starting EMI, please ensure the compound interest (Ref Circular dated 02.06.2014). At the time of opening the Educational Loan please ensure that the correct figures are given in boxes like i)Principal Overdue period (month/days) and ii)Interest overdue period (month/days)in ‘I’ option

8. In LAPMG & LAPPL -- In general, security value will be Zero as the loan is unsecured in nature

9. The interest rate will be always in the tune of existing rate of interest, which will be modified linked to Interest Table

Credit Monitoring and Tools of MonitoringFor credit monitoring in CBS system, check the followings items accountwise 1. D.P. is equal or less than S.L. (relation

between column 5 & 8 of EXTBR)2. Generally, Outstanding balance <

Security. (relation between column 4 & 7 of EXTBR.excluding LAEDS/Personal loan etc)

3. Stock Statement not older than 3 months (SRM and Individually to be shown)

4. Limit Expiry older than BOD (from Extbr report)

5. Age of TOD < 60 days (TODRP, out of Four categories Expiry category to be concentrated)

6. Due for Upload of Inspection/Insurance/Charges details/Audit. (SRM and Individually to be shown)

7. Amt. of Cash Debit in a month is not more than 5% of limit. (FTI Tran Type “C” Period to be given and the Code 48001for GL code of Cash Credit to be given)

8. Review not pending for 180 days from Limit Expiry date (menu - ACLHM)

9. Amount of Credit Turnover not less than 20% of sanctioned limit in a month. (HACLI)

10. No Unadjusted liquid security in NPA a/cs. (CLL)

11. List of Overdue and Critical amount as on --For CC/OD -- SMARPT (Report Server) For Term Loan -- LAODR (Report Server)

12. All demand Loan (LADLC/LSDLA) nature of security will be 53 -- for Bank’s deposit (Do not put 99)

11 - for LICP, 39 for NSC & 40 for KVP

Since we are working in technological platform and using CBS system, we can enquire the transactions at our branch anytime of the day and even it may be enquired from any branches.Transactions are of two types : i) Financial transactions and ii) Non financial transactions Please remember the following Reports and Returns to be generated for surveillance for monitoring of Advance1. EXTBR -- For security Value, DP expired

and also ROI2. CATOR – To know the difference

between due amount and paid amount in one account

3. DOCTR – To see the Expired Document (Laws of Limitation)

4. UNIRPT – To see Securities Details and also to take utmost care for overdue List sent in Intra-Net on daily Basis. We are to see that the review is to be done within 180 days from Limit Expiry date to save the account from hands of NPA. But in case of monitoring of accounts review of loan account of Rs 1.00 crore and above is to be completed within 3 month of the expiry date with permission of higher authority. The reasons like non-availability of CMA data/Balance Sheet etc would not be acceptable as a reason of non review.

5. Please remember that in a few cases there are the non availability of EMI from operative/Salary account of borrower in case of Term Loan against standing Instruction as the borrower withdraw money before execution of S.I. The salary disbursement account may be marked with “LALIEN” so that he/she cannot withdraw money in the subsequent months without clearing the arrears. LADSP may be run by branch for realization of arrear EMIs.

6. Always apply your lavel of prudence and intellect for effective credit monitoring.

ManageMent of non perforMing assets (npa) through systeM

Recently, Bank is facing financial distress due to augmentation of mounting non performing Asset portfolio. This great challenges have not only distorted the Asset position but also affected the bottom line (Declining profit level and reducing revenue income) of the Bank. It is a matter of pleasure that, keeping aside degree of dignity, rank and file from top level executive to ground level family member of UBI came forward with spell bound oath to get rid of the worst situation and resulted robust recovery with achievement of huge reduction in NPA port folio and also arrested fresh slippage of the bank during the year ended on 31-03-2014. But, it appears that the process of identification of NPA as per IRAC norm is not still vivid/clear to us. Keeping the above in view, system driven NPA logic is discussed here in below in nutshell which may be helpful to all.

Background :

finacle offers automated facility to classify the accounts as npa appropriately based on the operation of the account. System will also take care of subsequent down gradation considering age of the account from the date of NPA as captured by the system itself. The system will also upgrade the account considering repayment of entire overdue amount as per repayment schedule if all other conditions for up gradation are satisfactorily met.

The present system acquired from Infosys does not touch the manually marked NPA accounts

for up gradation but system automatically downgrades an asset on the basis of the date of npa incorporated in “Mnpa” Menu. Up gradation of old accounts will be done by designated users at the Regional Office level after being satisfied that the entire overdue amount is realised. Regional office will also maintain a detailed up gradation register duly authenticated by the competent authority.

But, it is observed that the users without knowing the implication and or intentionally suppressing the fact are doing rephasement resulting non identification of NPA by the system which attracts MOC from the Central Auditors. It also affects the actual asset position of the Bank.

reasons for identification of non performing assets (npa) in the revised procedure

term Loan :

1. Account will become NPA if Principal and /or Interest remain Overdue for a period of more than 90 days. Overdue date will be considered as next day from the date of Demand.

2. System will classify an Account as NPA only if the interest charged during any quarter is not serviced fully within 90 days from the end of the accounting quarter. Counting of the 90 days will start from the beginning of the next quarter.

2. educational Loan / gold Loan / reverse Mortgage Loan :

System will consider the accounts for Asset classification where the Repayment Start Date is less than the Quarter End Date otherwise it will not consider any demand for the Purpose of Marking as NPA i.e. System will not consider any account for marking as non performing asset If flows start date is future date.

Cash credit / overdraft :

1. System will classify an account as NPA only if the interest charged during any quarter is not serviced fully within 90 days from the end of the quarter. Counting of the 90 days will start from the beginning of the next quarter.

For example, interest charged in the December’ 13 Quarter (i.e. October’ 13 to December ’13), if not serviced within the March’14 quarter i.e. within 31-03-2014, system will classify the Account as NPA on 01-04-2014 after counting 90 days overdue from 01-01-2014. The account will be marked NPA in system at next quarter end i.e. 30-06-2014.

2. System will consider the Account for marking as NPA if Review is pending for more than 180 days. System counts review pending date based on Limit expiry date. Branch will put “Limit expiry” date invoking menu option “ACLHM” in the system. Branch will also update the actual review date in Mnpa menu.

3. Stock statement inserted in SRM, if due for more than 180 days in an account, the same will be considered for marking as NPA. System counts 180 days from the Due Date as given in the “SRM”.

Whenever stock statement falls due in an account, Branches on receipt of the Stock Statement will substitute the record invoking SRM menu by putting the date of receipt of the said stock statement. Thereafter, the Branches will modify Stock value on the system created record having status “P”. Users need not change the due date which has been populated automatically upon substitution as per existing frequency given in SRM.

Branches need not to make Drawing Power “Zero” in case of System Marked NPA accounts where Past Due Flag is default as “Y” and also transaction is restricted to Dy.Manager and Manager Only.

4. Continuous overdrawn i.e. if the outstanding Balance in an account exceeds the Limit or DP (which is lower) for a period more than 90 days the same will be considered for marking as NPA by the system.

Example : An account is continuous overdrawn from 01-01-2014 to 01-04-2014, will be considered for marking NPA on due date i.e.01-04-2014. In this Case, if the overdrawn continues up to 30-06-2014, Account will be marked NPA on that date. In the mean time if the account comes within the limit at least for one day the account will remain as Standard Asset.

5. Accounts having outstanding balance within the Limit / DP but no credit (servicing of interest) is forthcoming for more than 90 days will be marked as NPA by the system.

Mid term farm loan :

For Mid Term Farm Loan a period of One Crop season i.e., 365 days from the date of Demand has been taken as the basis for identification of NPA. Demand refers here are all type of demand like principal, Interest, Other Demand etc. and account will turn NPA if any of the Demand falls due for more than 365 days. As per terms of sanction, taking into consideration of the due date the user is required to put the Flow start date for Principal Demand in the account. But interest charged in the Account falls due for payment if it is not serviced in due time.

short term farm loan :

As per NABARD guide line repayment period of different short duration Crops has been divided into two broad categories i.e. Kharif Crops and Rabi Crops. The Loan should usually be repaid in one instalment. The due date of repayment is usually fixed at 6 (six) months after the date of loaning period of the crops.

Due Date is defined based on the pattern of different crops as follows.

Crops Loaning Period Due Date

Kharif Crops April to September 31st march of the Next year

Rabi Crops October to March 30th September of the same year.

Loan sanctioned to Mr. X with an overall Limit of Rs. 2.00 Lacs on 02-10-2010. First disburse-ment of Rs. 50000/- (fifty thousand only ) made in the account on 02-11-2010 and amount of interest charged in the account Rs. 2000/- on 31-03-2011. Second disbursement made in the account of Rs. 80000/- on 30-09-2011 and system also charged interest of Rs.3000/- on 30-09-2011. In the mean time, the borrower made repayment of Rs. 50000/- in the account on 05-12-2012 and also Rs.10000/- on 01-04-2013.

solution :

As per statement of the account the borrower has fully cleared the demand up to 31-03-2011 including interest thereon and a portion of repayment has been made against the disbursement of Rs. 80000/- (eighty thousand). Loan disbursed on 30-09-2011 is due for demand on 31-03-2012. The system will not mark the account as NPA on 31-03-2014 as the demand was not due for more than 730 days.

Demand loan :

If existing primary liquid security is greater than loan outstanding balance then account will not be considered for marking as NPA. NPA date is always quarter end date. System will consider Collateral code (11, 39, 40 and 53) for LICI, NSC, KVP and Term deposit respectively as security. Any other collateral codes are not to be accepted as security. System provides facility for automatic updating of accrued value of Term deposit. Other securities are to be manually updated after ascertaining proper security value from the appropriate authority. Branch will also keep necessary record of the same.

packing Credit :

Interest not serviced for more than 90 days will be considered for identification as NPA. Operative account having continuous Dr Balance for more than 90 days will be taken into consideration for marking as NPA. The cash credit Logic will be followed for identification of Asset Classification if the operative account is cash credit in nature. The due date/extension of due date criteria will also be considered as the basis for identification of NPA.

Bill Discounting :

If the Bill remains Overdue for more than 90 days, account will be considered as NPA. If one bill is Overdue then the Bill account will be NPA.

erosion of security :

Any secured loan account (standard / Sub-standard) where there are potential threats in recovery for erosion of security or non availability of security will be straightaway classified as Doubtful or Loss asset as follows.

1. Account will be marked as doubtful asset (Doubtful less than 1 yr) if erosion in value of tangible securities (Primary + Collateral) is between 50% to 90% of the Limit.

2. Account will be marked as Loss asset if erosion of security is more than 90%. While opening any Advance account, Branch will mandatorily enter security particulars in Security register invoking menu option “SRM”.

goVt. guaranteeD aDVanCes :

The credit facility backed by Central Government guarantee until and unless is repudiated though overdue will not be considered as NPA. With a view to above, to identify The Central Government guaranteed Account value will be given in the field “Guarantee Cover Code” (Menu option ACM “V” details) in account level.

resCheDuLeD (restruCtureD) stanDarD asset :

Principal and or Interest Overdue for a period of more than 90 days will be considered for marking as -NPA. Overdue date will be considered as next day from the date of Demand. If one account is identified as NPA then all the accounts of the same customer will be treated as NPA.

The restructured NPA account will not migrate downwards depending on age within the specified period of 12 months. After expiry of the specified period the system will either upgrade the account or the same will fall

Any additional finance may be treated as ‘standard asset’, up to a period of one year after the first interest / principal payment, whichever is later, falls due under the approved restructuring package. If the restructured asset does not qualify for up gradation at the end of the above specified one year period, the additional finance shall be placed in the same asset classification category as the restructured debt.

Normal CC/OD Logic will be followed excluding submission of stock statement in such cases for marking of NPA.

percolation :

The term percolation refers that the facilities granted by a bank to a borrower and investment in all the securities issued by the borrower will have to be treated as NPA / NPI and not the particular facility / investment or part thereof which has become irregular. All facilities of the same customer will be percolated with worst value i.e. if the Asset Classification code of original irregular account is 002-220 (doubtful Less than one year) then all standard accounts are also to be percolated with NPA code 002-220. Only User asset (main/sub) classification will change in the percolated account and system (main/sub) asset classification will remain as standard.

System is marking NPA with specific date as per logic described herein above. That NPA

date will remain same unless and until the account is upgraded to standard category. System will remove NPA date automatically upon upgradation. In case of percolated accounts, NPA date will appear as Blank and the date of NPA will be considered based on the Original NPA Account.

Subject : Verification of documents executed in favour of the Bank including deposit of Title Deeds with the Bank in various advance accounts and safe keeping thereof.

It is observed that many Branches are not filling up the documents executed by the borrowers / guarantors in favour of the Bank including the Letter evidencing the deposit of Title Deeds (Memorandum of deposit of Title Deed). Moreover, proper track of the movement of security documents is not kept meticulously, resulting in misplacement / loss of such documents which exposes the bank to financial and reputational loss, besides, putting the bank in poor light of customers’ service.

Subject : Precautionary measures to be taken while taking possession of charged assets under SARFAESI Act, 2002.

Our Bank have come across few incidences of police action against Bank officials engaged in recovery process under SARFAESI Act.

In view of the above, to ensure peaceful possession, detailed procedures have been mentioned in this circular. All branches / Regional offices are advised to observe the procedure mentioned in this circular.

Subject : ATM cum Debit Card usage in case of transferred accounts.

As per the present system, Debit Card is required to be issued again to the customer once account is transferred from one Branch to other Branch of the Bank. This not only causes customer inconvenience but also wastage of avoidable expenses.

To do away with this, capability in Card inventory module in CBS is now setup for transferring of existing ATM cum Debit cards to new SOL in case of transferred accounts.

Subject : Rules and guidelines for Leave Travel concession/Leave Travel Allowance.

This is for the information of all concerned that on receiving a communication from the Department of Financial Services, Ministry of Finance, Govt. of India, the competent authority of the bank has decided to incorporate the following modifications in the LFC/LTA scheme in respect of existing LTC scheme :

a) Travel to foreign destinations, including travel via foreign destinations while availing of LTC facility shall not be allowed.

b) Reimbursement of fare will be based on actual expenditure, which in turn should not be beyond the entitled class of travel.

c) In case the officer travels in a class lower than his entitled class then his entitlement would be limited to the class of travel. If part of the journey is through a lower class, then the entitlement would be proportionately reduced. The aforesaid provisions come into force with immediate effect. o

Sri Chatterjee elaborately discussed about the history of our Bank and its contribution to the economic growth of our country. Panigrahi, Chief Regional Manager of Behala Region and Mr. Suman Gupta, the eminent journalist were also present as distinguished guests. Sri Chandan Ambaly, General Secretary, Sri Sunil Bansal, Dy. General Secretary addressed the august House and enriched the members. Following Central Council leaders Sri Sanjib Dutta, Kausik Ghosh, Biswadip Mukherjee, Ranajit K Chakraborty, Ms. Sharmila Datta, Ujjwal Adak, Subrata Sen, Biswajit Ghosh, Raktim Roy and Regional Secretaries of Kolkata (North), Burdwan and HO Council were also present in the Confernce. Mr. C. Balachndra, DGM and Ex CRM of Behala Region and Mr. S Mahapatra,

the AGM of the Region were among the distinguished executives were present. The Regional Council maintained their tradition by helping six brilliant students with financial support for their education. The Council also offered Rs. 30000.00 to Sri Debraj Dutta, the young mountenieer for his expedition to Mount Everest.

11th triennial Conference of paschim Midnapur Region Council

The 11th Triennial Conference of United Bank Officers’ Association, Paschim Midnapur Regional Council was held on 16.02.2014 at the Parikalpana Bhawan, Pascim Midnapur Zilla Parishad.

Sri Pijush Kanti Ghosh, President, Sri Chandan Ambaly, General Secretary, Sri Sanjib Datta, AGS, Sri Subrata Sen, AGS of the Central Council have been kind enough to attend the Conference. Sri Sevak Kumar Jana, Head Of the Economics Department, Vidyasagar University, was present as Guest og Honour.

Sri Partha Pratim Deb, Sri Asim Pandit, Sri Mahadev Bhattacharjee and Sri Shyamal Roy, Regional Secretary of Burdwan, Purba Midnapur, Behala and Purulia Regional Concil, respectively, graced the conference by their presence.

Altogether 110 members attended the Conference spontaneously. Sri Asok Dasgupta, Sri Tripurari Panja, Sri Jagabandhu Roy and Sri Jayanta Paik erstwhile leaders of yesteryears were also present in spite of inclement weather.

Sri Abanti Ghorai, Chairman of Reception Committee, in his speech, conveyed warm greetings to all present. Sri Sankar Kumar Bhuiyan, President of the Council in his introductory speech welcomed the delegates and all the leaders present in the conference. Sri Niranjan Mondal, Regional Secretary, in his usual fairness, highlighted the performance of the Council and the task ahead of the Council. All the dignitaries also made the conference lively by their eloquence while delivering their speeches. Members also actively participated in the interactive session.

AIBOC NEWS

The 10th Triennial Conference of AIBOC was held at Thiruvanthapuram from 8th to 10th March 2014. 25 numbers of delegates and observers including President of the Central Council and General Secretary attended the conference. The conference started with a colourful procession and an equally colourful open session. Comrade Harbindar Singh presented an exhaustive report covering the three year period since Bhubaneswar Conference. There was lively discussion. The most significant development was the constitution of a new Executive Committee with Comrade Sudarshan as President and Comrade Harbindar Singh as General Secretary. We hope that with the formation of the new Executive Committee, the Confederation will be able to meet all the challenges in an effective manner.

The conference adopted a number of resolutions with major emphasis on regulated working hours, 5 day banking, immediate settlement of wage revision demand etc. Comrade Pijush Kanti Ghosh has been nominated as Joint General Secretary of the Confederation. Comrade Chandan Ambaly our General Secretary has been nominated as Deputy General Secretary and Comrade Kaushik Ghosh as EC Member. Comrade Sunil Kumar Bansal is also in the EC in his capacity as State Secretary of AIBOC, New Delhi.

You might be aware that no forward movement took place regarding bipartite negotiation due to holding of Parliamentary Election. We hope that necessary initiatives will now be taken by AIBOC for speedy conclusion of wage revision talk to the satisfaction of both serving and retire employees/officers. o
