    The Bicycle Alliance of Washington, BikeMe! Vancouver and the Vancouver

    Bicycle Club are hosting a Hub & Spoke gathering for Vancouver/Clark County

    cyclists on Thursday, June 24th at Niche Wine & Art.

    This outreach event coincides with a Transportation Improvement Board (TIB)

    meeting and Ralph Wessels, Bicycle Alliance board member and the TIB non-mo-torized board member, will be on hand to answer uestions about TIB funding for

    bicycle and pedestrian projects. There will also be brief presentations from local

    ocials and advocates about current cycling projects and issues.

    Ive always had a soft spot in my heart for Vancouver since 2001 when then

    Mayor Royce Pollard won the Bicycle Alliances Golden Gear Award for cycling

    advocacy, said ED Barbara Culp. He instilled a love of riding in the city for

    families and children and since that time the city and county have made signi-

    cant improvements to the roadway system. I am particularly eager to hear from

    local advocates, to learn about the Clark County bicycle/pedestrian plan update,

    and hear what new great strides the City of Vancouver is planning.

    The 2010 legislative session was a

    whirlwind of activity and the Bicycle

    Alliance of Washington walked away

    with a victory! The Alliance and its

    members (you!) were instrumental in

    passing the cell phone and texting bill,

    which goes into eect June 10. (See

    sidebar for more info on this law.)The Bicycle Alliance mobilized

    citizen support, provided connections

    to other powerful advocates,

    and contributed insights that

    kept the campaign on a win-

    ning course, stated Lowell

    Weiss, the activist who

    spearheaded the Driven to

    Distraction campaign. The

    cycling community really

    put this bill over the top and

    no group was more eective

    in mobilizing cyclists as the

    Bicycle Alliance, he added.

    We also weighed in on a bill that will

    allow golf carts to travel on designated

    streets with speed limits of up to 25

    miles per hour. The Bicycle Alliance got

    the language amended to prohibit golf

    carts from using signed bike lanes.

    Tri-Cities Launches BikeCoalitionBy Jeff Petersen, President of 3RBC & Bike Alliance Board member

    The Tri-Cities region enjoys a conuence o waterwaysthat include the Columbia, Yakima, and Snake Riversandaverage 300 days o sunshine per year. These conditionsinspired local bicyclists to orm the 3 Rivers Bicycle Coalition(3RBC) in early 2010.

    The mission o the 3RBC is to provide a bicycle advocacyand resource organization that promotes improved qualityo lie in and around the Tri-Cities area o Washington

    State. The 3RBC has already received unding rom theColumbia Center Rotary Club or the frst 3-4 Share theRoad bicycle routes in Richland. The Richland City Councilapproved receipt o this donation to the City on May4, 2010 and expressed appreciation or the activities othe Coalition and was enthusiastic about extending theroutes to additional shared roads. The frst routes werecompleted at the end o May.

    The coalitions objective is to help local communitiesbecome bicycle riendly consistent with the League oAmerican Bicyclists (LAB) criteria. Their 2010 priorities

    The Bicycle Alliance has worked with Spokane citizens ora number o years to help bring biking to the oreront.We helped local cyclists hone their advocacy skills, assistedwith the development o a regional trails plan, organizedcommunity support or the completion o the Fish LakeTrail, and advocated or the adoption o a bicycle masterplan.

    The advocacy seeds we have sown in Spokane have takeroot and are ourishing. The cycling climate has improveand the City recently received national recognition rom thLeague o American Bicyclists with a bronze level BicycFriendly Community designation!

    In July 2009, Secretaryo Transportation PaulaHammond cut the ribbonto celebrate the newlyr e b u i l t H o o d C a n a lBridge. Cyclists rom all

    over Kitsap, Jeerson andClallam counties joined thecelebration but their joysoon turned to dismay asthey rode across the bridgeand encountered manysaety hazards.

    A list o critical fxes wasdeveloped by the OlympicRegion Cyclists Association( O R C A ) a n d i t w a spresented in person and

    via letters to the OlympicRegion WSDOT. This springGordon Black o ORCA andI traveled to Olympia topresent the needed repairsat the state headquarterso the WSDOT.

    At that meet ing theollowing corrections wereagreed upon as soon aspossible to close out theoriginal bridge construction

    project:

    1 Fix the longitudinal gapin the grated decking.(2 cyclists have crashedin those. ) Foam hasbeen installed but is alsocoming up in places.

    2 Apply a non-skid coatingon exposed steel joints.Reported to have beencorrected.

    3 Fix the edges o all hingeplates; fx the rivet headsthat extend above; reducethe vertical ridges at all

    joints; ix deck drains;improve signage and

    striping; and align hingeplates with directiono travel. Reported ascorrected.

    Unortunately the bridgeS e c r e t a r y H a m m o n dopened has the same 3wide steel plates installedacross the bridge deckas the old Hood CanalBridge. Those must bereplaced to make the

    bridge sae or cyclists.That larger fx requiresadditional transportationenhancement money toinitiate a new project toreplace the existing steelplates across the bridgegrat ing with 8 widedecking. Since that meeting,I have been assured byWSDOT that the money willbe available in July.

    However, that means thedesign phase starts in latesummer and will probablymiss this years constructionseason. That means wewont be celebrating thissaety ix until MemorialDay 2011. Stay tuned tothe Bicycle Alliance websiteand blog or updates.

    LegisLatiVe efforts

    Each year, hundreds o bills are submitted to the WashingtonState legislature or review and approval but only a ewreach the Governors desk or signature to become law.The Bicycle Alliance is proud to report that two bills that

    we drated on behal o cyclists reached the Governor orsignature.

    Our trafc signal bill requires that all new trafc signalsand substantially upgraded ones mustbe capable o detecting bicycles andmotorcycles. Jurisdictions must also setup a procedure or recording signalcomplaints and prioritize those most inneed o detection improvements.

    Our Sae Routes to School bill strengthensthe existing program by codiying it.This underscores the importance onon-motorized transportation and thevalue o daily physical activity or youngpeople, and sets the stage or seekinglong term unding in the uture.

    The Bicycle Alliance relies on ourmembers to be activists and we hosta Transportation Advocacy Day inOlympia during the legislative session.We partnered with many other groupsto make this event a success and over 100citizen advocates participated in the 2009 event. Scores oothers made their voices heard by writing or calling theirlegislators in response to our action alerts.

    poLicy Making

    The Bicycle Alliance worked to build bridges between thecycling community and state agencies. Our sta met withSecretary o Transportation Paula Hammond and her stato discuss issues raised by cyclists concerning the Hood CanalBridge modifcations, which has created saety issues orbicyclists. We are seeking ways to improve saety withinthe DOTs budget constraints. We also began work withWSDOT on developing a better line o communication to

    the cycling community regarding planned installation orumble strips.

    The Bike Alliance represents cyclists on the statewideTransportation Improvement Board, Washington Coalitionto Promote Physical Activity, National Alliance or Bikingand Walking, Sae Routes to School National PartnershipSteering Committee and the Puget Sound RegionalCouncils Transportation Policy Board.

    Nearly 800 students in the Moses Lake, Bainbridge Islanand Oak Harbor school districts have learned to bike, waand use transit saely thanks to the Road Saety EducatioPilot Program managed by the Bicycle Alliance. The proje

    was unded by the State legislature through the Ofce Superintendent o Public Instruction. We will work with thState and other possible unders to expand this curriculuto other school districts.

    Conerence in Portland, OR. We also joined with Feet Firto provide Sae Routes training or the City o Bonney Lakand Sumner School District.

    The Bicycle Alliance used proceedsrom the Share the Road license plateto print and distribute educationalmaterials, teach bike saety curriculumto driver education instructors at theWashington Traic Saety EducationAssociation conerence, and work withthe Department o Licensing to surveydriver education schools about theimplementation o bicycle and pedestrianawareness curriculum. We produced andprinted a combined Share the Road Tipssheet or motorists and bicyclists, and weproduced and printed a Share the Trailrack card.

    The Bicycle Alliance sta and board members travelearound the state to meet with bike clubs, communigroups, bike boards, our members and the public to discucycling issues and strategies or successul advocacy.

    2009 we talked to over 750 people in Edmonds, SpokanOlympia, Wenatchee, Seattle, Bellingham, TacomLynnwood, Redmond, Seatac and Vancouver.

    The Bike Alliance conducted 15 commute workshops in2009: 11 in King County and 4 in Spokane County. Staalso felded numerous e-mail inquiries, phone calls andwalk-in requests or commute inormation, route planningand bike maps.

    We also manage the Bike Port (ormerly Bikestation), the24/7 bike parking acility in Seattles Pioneer Square. In2009, we tallied 1751 uses by Bike Port plan holders and 109

    short term bike parking uses. Bike Port manager Every Daygave a presentation on bike parking acilities at the PacifcIntermountain Parking & Transportation Associationsconerence.

    VoLUnteers

    Over 232 individuals gavetheir time to the BicycleAlliance in 2009. Thesevolunteers donated over4900 hours doing things

    ranging rom data entryand month end mailings,to tabling at communityevents, doing commuteworkshops, organizingour annual auction,test i y ing at publ icmeetings, attendingTransportation AdvocacyDay and serving on theBoard.
