TIF AWARD PROGRAM ELIGIBILITY

FLSD Award Plan Guidelines – Year 1

Based on the 2011-2012 school year results, awards will be direct compensation given in the fall of 2012.

Awardees must be full time, certificated, and contracted employees of the Franklin Local School District.

Employees must have 94.5% attendance rate, excluding professional/jury/subpoena days.

BUILDING SCHOOL CAPACITY

Goal 1: Individual Professional Development

a. Each teacher and principal must write a SMART Goal regarding professional development that directly relates to the district’s reading or math Ohio Improvement Process goals and is tied to his/her Individual Professional Development Plan for LPDC.

b. The goal description must include how and what evidence will be provided.

c. Before the end of the 2011-2012 school year, the employee must provide evidence of attaining goal; the evidence cannot be a certificate or log of hours. Evidence must be directly related to improving student achievement.

d. All SMART Goals will be reviewed by the administrative team and the FLSD-TIF Design Team.

e. Professional development activities provided by the ODE, Battelle for Kids, and MVESC is highly recommended.

f. Each teacher will receive two observations per year.

g. Meeting Goal 1 of the FLSD Award Model will determine eligibility for Goals 2, 3, 4, and 5.

h. Goal 1 award is $500 x FTE.

RECOGNIZING STUDENT ACHIEVEMENT

Goal 2: School-wide Performance Index

a. Goal 2 will be met if the school achieves a performance index of 100 points or increases performance index 5% over the 2010-2011 school year.

b. Goal 2 award is $500 x FTE.

RECOGNIZING STUDENT GROWTH

Goal 3: School-wide Battelle for Kids Value-Added

a. Goal 3 will be met if the school achieves 80% of all teachers’ reports indicating one year’s growth or above one year’s growth.

b. All reports, including teachers who opt out of the TIF Award Model, will be counted.

c. Goal 3 award is $1000 x FTE.

RECOGNIZING STUDENT GROWTH

Goal 4: Individual Battelle for Kids Value-Added

a. Goal 4 will be met if the teacher achieves one year’s growth or above one year’s growth.

b. If an employee gets Battelle for Kids Value-Added reports in more than 1 subject area, the award for Goal 4 will be divided proportionately based on those reports. (i.e. 2 BFK reports = 50% each; 4 B4K reports =25% each)

c. Goal 4 award is $1000 for achieving one year’s growth; $1500 for achieving above one year’s growth.

FOSTERING LEADERSHIP

Goal 5: Reading and Math Team Leaders

a. To foster student growth through leadership, Reading and Math Team leaders will be selected through an interview process determining the subject area he/she will be working to impact.

b. All teachers will be selected to serve as a reading or math teacher leader, unless they opt out of Goal 5.

FOSTERING LEADERSHIP

c. Teachers who teach both reading and math can be selected as a reading and math teacher leader.

d. Principals must serve as a both reading and math leader.e. The teacher leaders will work directly with students to

impact scores of tested students.f. Goal 5 will be met if the school meets AYP in either

reading or math. Teacher leaders of the subject meeting AYP will receive the award.

g. Goal 5 award is $500 X FTE.

OPT OUT

Submit statement to treasurer’s office by September 1, 2011.

Statement signed and dated by both the employee and his/her building principal.

Statement must include whether opting out of entire model or only Goal 5.

Opting out means that the employee will not receive any individual or group awards for which he/she would have previously been eligible.

INQUIRY AND APPEALS PROCESS

The following appeals process will be enacted if an employee disagrees with his/her earned award amount.

a. The employee must submit a written appeal to the superintendent’s office by December 1, 2012. The appeal must include reasons for the appeal and evidence to overturn the initial award amount.

b. The superintendent will convene the TIF Award Design Team (consisting of 3 teachers-including the union president and 3 administrators-including the superintendent) to review the written appeal along with the provided evidence.

INQUIRY AND APPEALS PROCESS

c. The TIF Award Design Team may need to contact the treasurer’s office, school, or other offices for additional information.

d. After a review of the appeal reasons and collected evidence, the TIF Award Design Team will make a determination about the employee’s appeal and notify the employee.

e. The decision of the TIF Award Design Team is final.

School year 2010-2011: Baseline data gathered for the TIF program through Terra Nova and ACT End-of-Course Exams Will establish baseline data against which
