Regarding the pipeline abandonment in place: • The Abandonment is proposed due to reservoir depletion and the decommissioning
of associated wells and production facilities. • The pipeline will be abandoned in conjunction with the decommissioning and
removal of South Marsh Island 79 B Platform. The work is scheduled for October 1999.
• The length and diameter of Segment 8397 is 16,813' and 8" respectively.

Pigging and Abandonment Procedures
This Project consists of 16,813 feet of 8 inch Pipeline, Riser to Sub Sea Tie-in to be abandoned in place. One Four-Point Diving Support Vessel (DSV) will be used in the pigging and abandonment procedure. The DSV will be used to support the Diving Personnel and will have all the necessary equipment for excavation, pipeline cutting, plugging, burial, flange and riser work. The Platform is owned and operated by Forcnergy. There is a crane however it will not reach the work site.
1.1) Diving Support Vessel
1.1.1) Set up on sub sea tie in site (approx. 152 few) utilizing survey/ positioning services and Company provided coordinates.
1.1.2) Locate and excavate subsea tie-in.
1.1.3) Ensure that 12" tie-in valve adjacent to 30" by 12" side tap is in the full open position.
1.1.4) Close 8" ANSI 600 # valve and reopen 25%.
1.1.5) Lock open 8" ANSI 600 Check Valve.
1.1.6) Stand by for notification from platform that pig has spiked pressure and is at the valve.
1.2) Pump Crew
1.2.2) Set up at South Marsh Isl. 79 "B".
1.2.3) Close 8" valve at top of riser where riser penetrates deck at meter skid.
1.2.4) Close next 8" valve up stream.
1.2.5) Remove 4" blind flange located out board of 4" valve up stream from valve closed in step 1.2.3.
1.2.6) Open 4" valve to ensure 8" by 12" "T is free of pressure. Remove T .
1.2.7) Install 8" pig launcher and connect to high pressure pumps.
1.2.8) Open 8" ball valve at top of riser.
1.2.9) Run pigs with inhibited seawater using high pressure pumps with flowmeter to monitor volume.

1.2.10)Stop pumping when pressure spikes or when 4,187 gallons have been pumped.
1.3) Diving Support Vessel
1.3.1) Close 8" sub sea tie in valve and release check valve.
1.4) Pump Crew
1.4.1) Bleed pressure down on pipeline through pig launcher fittings.
1.4.2) De-rig high-pressure hose and remove pig launcher.
1.4.3) Demobilize Pumping Crew.
1.5) Diving Support Vessel
1.5.1) Close 12!jnain valve opened in step 1.1.3.
1.5.2) Install Pollution Containment Dome over.81,ANSL„6CW flanges located upstream from 8" valve closed in step 1.3.1. , .

(Approx. 2'3") and remove spool piece and recover to DSV.
1.5.4) Insert 8" plumbers plug in the pipeline side of the disconnect. ^
1.5.5) Install 8" ANSI 600 # blind flange on assembly side of disconnect with 1" bleeder valve.
1.5.6) Remove Pollution Dome, de-rig, and clear sub sea work site.
1.5.7) Cover both ends of disconnert with .3:1 cement bags, " " " ^
1.5.8) Cover 12" main valve with sand only; assure 3* of cover over SSTI.

1.5.9) Pick up anchors and relocate DSV to SMI79"B"
1.6) Diving Support Vessel at SMI 79 "B"
1.6.1) Set up at riser.
1.6.2) Break apart set of 8 ' ANSI 600# flanges located at bottom of riser adjacent to clamp on bottom horizontal member.
1.6.3) Excavate down to next set of flanges (approx 5').
1.6.4) Break apart set of 8" ANSI 600# flanges.
1.6.5) Remove spool piece and recovertp DSV.
, • 1.6.6) Install 8" plumbers plug in pipeline end.
1.6.7) Insure 3' of cover on endof pipeline and cover with 3:1 cement bags.
1.6.8) Remove 4' section of riser at El (+) 10' and recover to DSV.
1.6.9) De-rig and De-mobilize Contractor to dispose of all recovered material.

WHEREAS, ASSIGNOR desires to transfer i t s interest i n the Right-
of-Way to Great Western Offshore Inc., a Delaware corporation
(ASSIGNEE).

In accordance with regulations contained in Title 30 CFR 250.158(b), please be advised that installation of the subject pipeline was completed on October 27, 1988 with date of first operations on November 11, 1988. Gentlemen:
Cliffs Exploration Company (Cliffs) hereby submits proposed revisions to the above referenced application for a right-of-way pipeline. These revisions are a result of a letter of objection from The Louisiana Land & Exploration Company regarding the proposed route of Cliff's originally proposed right-of-way pipeline.
The proposed route of the pipeline will depart Cliff's "B" Platform in South Marsh Island Block 79 in a northeasterly direction and curve to a northwesterly direction, going approximately 16,700' (3.16 miles) to an existing SSTI on Tennessee Gas Pipeline's 30" pipeline in South Marsh Island Block 77, all being in the Gulf of Mexico, Federal Waters, Offshore, Loui siana.
The proposed construction commencement date is September 1, 1988, with the time required to lay the pipe being estimated at 14 days with an overall completion of project time being estimated at 21 days. The base of operations will be Intracoastal City, Louisiana.
In accordance with applicable regulations, we have delivered a copy of the revisions to the application and attachments thereto by certified mail, return receipt requested, to each lessee or right-of-way or easement holder whose lease, right-of-way or easement is so affected. A l i s t of such leases or right-of-way easement holders is attached (see Attachment "A") and copies of the return receipts showing date and signature as evidence of service upon such lessees or right-of-way or easement holders will be forwarded to your office when received. In order to expedite the permit process, we have requested a letter from the lessee, right-of-way or easement holder expressing no objection to the proposed project. When obtained these letters will be

Gentlemen:
Pursuant to the authority granted in Section 5(e) of the Outer Continental Shelf Lands Act (67 Stat. 462) (43 U.S.C. 1331), as amended (92 Sta. 629), and in compliance with the regulations contained in Title 30 CFR, Part 250.150(b), Cliffs Exploration Company (Cliffs), hereby submits this application in quadruplicate (original and three copies) for a right-of-way two hundred feet (200') in width for the construction, maintenance and operation of a 8.625-inch O.D. natural gas pipeline in the South Marsh Island Area, Gulf of Mexico. Cliffs agrees that said right-of-way, i f approved, will be subject to the terms and conditions of said regulations.
This 8.625-inch O.D. pipeline will be used to transport gas from Cliff's proposed Platform "B", OCS-G 7704, in South Marsh Island Area Block 79 to a subsea tie-in with Tennessee Gas Pipeline's existing 30" pipeline (Bluewater System) in South Marsh Island Block 77. The pipeline will depart Cliff's "B" Platform in South Marsh Island Block 79 in a southwesterly direction

This application (and any amendments made hereto) is made with our full knowledge and concurrence with the OCS Lands Act (43 U.S.C. 1331, et. seq.), as amended (P.L. 95-372), including the following: Sec. 5(e) addressing pipeline rights-of-way, requirements of the Federal Energy Regulatory Commission relating to notice of hearing, transportation and purchase of oil and gas without discrimination; Sec. 5(f)(1) addressing operation of pipelines in accordance with competitive principles, including open and nondiscriminatory access to both owner and non-owner shippers; Sec. 5(f)(2) which may allow exemption of the requirements in Sec. 5(f)(1); Sec. 5(e) addressing the assuring of maximum environmental protection, including the safest practices for pipeline installation; and Sec. 5(f)(1)(B) which may require expansion of throughput capacity of any pipeline except -* — *-<--Barbara Channel.

In accordance with applicable regulations, we have delivered a copy of the application and attachments thereto by certified mail, return receipt requested, to each lessee or right-of-way or easement holder whose lease, right-of-way or easement is so affected. A list of such lessees or right-of-way or easement holders is attached (see Attachment "A") and copies of the return receipts showing date and signature as evidence of service upon such lessees or right-of-way or easement holders will be forwarded to your office when received. In order to expedite the permit process, we have requested a letter from the lessee, right-of-way or easement holder expressing no objection to the proposed project. When obtained, these letters will be forwarded to your office. The proposed right-of-way does not adjoin or subsequently cross state submerged lands.
Applicant agrees to be bound by the foregoing regulations, and further agrees to comply with the applicable stipulations as set forth in the OCS Pipeline Procedures Guidebook dated March, 1984, revised September, 1984.
