The Board has determined that there are insufficient funds to crush gravel and gravel county roads and the reasons are set forth in the Resolution. The levy, if approved, will be effective for fiscal years 2016-2017 through 2025-2026. The financial impact will be approximately $21.60 on a home valued at $100,000 and approximately $43.20 on a home valued at $200,000. This ballot issue will be on the regular Primary ballot. Any bid submitted that reserves the right to pass onto the City future price increases in fuel over the term of the contract must also provide future price decreases for declining fuel prices. Such future price decreases shall be passed on to the City during the term of the contract. Contract award for gasoline and diesel fuel will be made on the basis of the aggregate fuel costs in accordance with the total quantities specified for all of the above products. Separate contracts will not be awarded for the various fuel classifications. The City Council of the City of Glasgow reserves the right to reject any or all bids, to waive any informalities, and to accept any bid that appears to be in the best interests of the City of Glasgow. NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Valley County, that pursuant to Resolution No. 10-2016, duly adopted by the Board on March 3, 2016, an election of the registered voters of Valley County, excluding voters within the incorporated boundaries of Glasgow, Fort Peck, Nashua and Opheim, will be held on June 7, 2016, (the Primary Election) for the purpose of voting on the question of authorizing the Board of County Commissioners to make an additional ten mills levy of approximately $243,000 per year for ten years, upon the taxable value of all property within the County subject to taxation for the purpose of construction, maintenance and improvement of public highways. Said election is authorized by Montana Code Annotated §§ 7-14-110 and 15-10-425.

The Board of County Commissioners has reviewed and considered the necessity of the additional mill levies for construction, maintenance and improvement of public highways. The Board has determined that there are insufficient funds to crush gravel and gravel county roads and the reasons are set forth in the Resolution. The levy, if approved, will be effective for fiscal years 2016-2017 through 2025-2026. The financial impact will be approximately $21.60 on a home valued at $100,000 and approximately $43.20 on a home valued at $200,000.

The City of Glasgow no longer has storage facilities on site. All bids will have to have fuel availability on a 24-hour basis with a cardtrol system or similar.

Envelopes containing bids shall be marked “BIDS FOR GASOLINE AND DIESEL FUEL,” and shall be addressed to the City Council of the City of Glasgow, 319 Third Street South, Glasgow, Montana 59230.

Any bid submitted that reserves the right to pass onto the City future price increases in fuel over the term of the contract must also provide future price decreases for declining fuel prices. Such future price decreases shall be passed on to the City during the term of the contract.

Contract award for gasoline and diesel fuel will be made on the basis of the aggregate fuel costs in accordance with the total quantities specified for all of the above products. Separate contracts will not be awarded for the various fuel classifications.

INSTRUCTIONS ON HOW TO VOTE ON AN AUTOMARK VOTING SYSTEM

The AutoMARK is a ballot-marking system that is available for use at the polls during the upcoming election. Its main purpose is to allow voters with disabilities and other special needs to mark a ballot privately and independently.

1. Inform the election judge at your polling place that you wish to vote using the Auto-MARK.

2. You will be issued a regular ballot.3. Insert the ballot (with stub removed) into the ballot feed tray on the front of the ma-

chine.4. The screen will display instructions and the ballot choices.5. The following helpful options are available:

a. Change contrast and font size for readabilityb. Audio headphonesc. Braille keypadd. Connection for Sip n Puff personal device.

6. Make your selections by using the touch-screen capability, or by using the keypad.7. After you have completed your selections, the AutoMARK will confirm your selections on

the screen, and by audio if you select the audio option.8. After verifying your selections, the AutoMARK will mark and print your ballot.9. Return the marked ballot to the election judge.10. If you need assistance anytime during the process, simply request it.

The DS200 is a precinct level tabulator that will be available to tabulate your ballots at your polling location. The DS200 will notify you if you have overvoted or undervoted on any races on the ballot.

1. To vote, you must blacken the oval completely.2. Vote both sides and all sheets.3. Use only black or blue ink to mark your ballot. An optical or digital tabulator will count

your ballot. If you use any other type of marking instrument, it may not be detected by the tabulator.

4. When marking your ballot you should NOT make an X or check mark. You should NOT cross out, erase, or use correction fluid on the ballot and if you make an error, you should request a new ballot.

5. READ INSTRUCTIONS CAREFULLY! If you mark more candidates than you are allowed to mark for that position, it is considered an overvote. You may request a new ballot if you overvote in any race. If you do not correct your ballot, that race will not count because of the overvote; however the remainder of your ballot will be counted.

6. After you mark the ballot, you will be directed to insert the ballot in the DS-200 precinct tabulator, which will alert you to overvotes or undervotes, if any, and after you verify your selec-tions, tabulate your choices and deposit the ballot in the ballot box.

In Valley County, the DS200 is used at the Glasgow Civic Center for Precincts 4 and 5.

There were many citation/warnings issue and several loose cows reported this week.

Saturday, May 14, 20160131 A caller reports that his

sister backed into his vehicle and then left the area. She is driv-ing a dark blue Ford Explorer with Iowa plates. The accident happened near the fire hall in Hinsdale.

0844 A caller called in about a barking dog on Heather Ln. in Glasgow. He stated this was the second time he has called about this big brown great dane. He stated he has tried talking to the owner, but has received no resolution.

1052 MHP requested a deputy on US Hwy. 2 by MM 526. He was out with three people, two had warrants. He ceased the plates off their blue Ford van be-cause they did not belong to that vehicle, and the keys were left it it because they wouldn’t come out of the ignition. The passenger was told she could come get the vehicle and have a licensed driver drive it to Glasgow.

1633 A female advised they found four goats on the Lustre/Grain Rd. by the bridge that goes over Porcupine Creek. The small-est is a female and she thinks the others are all male. When she and her husband stopped to make sure if they were male or female, the goats followed them home.

Sunday, May 15, 20160016 A female called in to

report barking dogs. They were outside in kennels and have been barking all day. The owner was notified and was told to do something different, otherwise a public nuisance charge would be issued.

1029 A female reported a Ger-man shepherd at a church in Glas-gow. He was wearing a collar but had no tags. The dog was taken to the pound. At 1316 the dog’s owner picked up his dog.

1301 A female called from Al-bertsons Supermarket requesting an officer for a dog outside the store. The dog had a collar and tags, but she couldn’t provide color or number at that time. An officer did speak to the assistant manager, and the dog is gone

now.1333 Another caller from

Albertsons called stating the dog was back from the 1301 call above. The collar was black and white with paw prints on it. They have tried to call the owner, but there was no answer. The pound was notified and the dog was taken there.

1511 A female in St. Marie stated there was a yellow ATV with a blonde-haired woman and child with no helmet on riding around on Cedar St. The caller was concerned for the child’s safety.

1559 A male caller stated there was a kid on a motorcycle that had been speeding around by the post office and the caller couldn’t provide a make or model or color, but was willing to sign a complaint if needed. A deputy responded to the scene.

1722 Dispatch received an alarm for a business on 2nd Ave. S in Glasgow. The key holder was called, however no contact was made. An officer checked it out and all doors were secure except one, and he said it appeared to

be a closet or storage room door, which he locked.

1742 A male caller stated a female seemed to be in a bad place and he was afraid she might come to the house and try to start something. He didn’t want an officer at his house, just wanted to talk to one and give the PD a heads up there might be trouble. He was advised to call back if anything happened.

Monday, May 16, 20160118 A coroner’s call from

Prairie Ridge Village.1148 An officer advised an-

other officer on the radio of a suspicious male walking the coulee near the East Side School possibly being reported as look-ing at students. At 1152, the of-ficer advised the subject male was just working out.

1243 It was reported a large gray dog with a black collar was loose at Bundy Park. It left the area headed toward 10th Ave.

1800 A female caller reported having ongoing problems with kids in the park throwing fris-bees and hitting her motor home at Shady Rest in Glasgow. She

said her motor home had been hit about 150 times in a month and it was getting damaged.

2343 A female called want-ing to speak with an officer. She stated she needed to turn someone in who was drink-ing at another man’s house on 2nd Ave. S.

Tuesday, May 17, 20160001 Oswego dispatch called

to let GPD know they had a phone call about a speeding green car on Hwy. 2, westbound, with a yellow dealer license plate from Rimrock dealership. She then stated it was a grandmother chasing her grandson and she had called requesting assistance. At the time of the call she was going 95 mph. A deputy did not recall passing a vehicle that matched that description. Dispatch then called RCSO to let them know GPD was unable to locate them.

0385 At 4041, the subject driver from the call above at 0001, walked in wanting to know why the cops were looking for him. He blew a .00.

0206 Dispatch could not un-derstand the caller, and when

they tried to ask where he was, he hung up. Dispatch tried to call back multiple times, but no one answered.

0856 A male caller reported 10 black garbage bins missing from their lot at T&R Trucking. He believes it happened over the weekend.

1239 A female advised she managed the building that housed The Worx and Natural Image. She said there was a woman with a couple of kids in a white van in the parking lot with a sign indi-cating that they may be peddling for money. She doesn’t think this was the best place for them to be doing that when the businesses were open. An officer was noti-fied, who spoke with the subjects. They will be moving on.

1528 A male caller advised he found the owner of some loose dogs. Two pittbulls were running down the middle of US 2, headed westbound by Robert Winderl’s. She was afraid someone would hit them. An officer responded that he found their owner who

As required by the Safe Drinking Water Act, the North Valley County Water and Sewer District, Inc. of P.O. Box 119, Saint Marie, Montana 59231 filed the annual consumer confidence report (CCR) by submitting to: Montana Department of Environmental Quality/Public Water Supply/CCR Rule Manager of P.O. Box 200901, Helena, MT 59620-0901. The report covered calendar year 2015 (January 1, 2015 through December 31, 2015).

The 2015 CCR water quality report in its entirety is open to public inspection at the North Valley County Water and Sewer District, Inc. office located at 521 Sixth St., Suite #6, Saint Marie, Montana 59231. The Valley County Refuse Disposal District No. 1 of Valley County, Montana, will accept sealed bids for the operation of a Countywide solid waste roll-off container system to transport the wastes deposited in the various containers to the landfill located near Glasgow, Montana. Bids will be accepted at the Valley County Commissioner’s office at the Valley County Courthouse, 501 Court Square #1, Glasgow, Montana 59230 until 11:30 a.m. o’clock local time, Tuesday, June 14, 2016. Bids will be opened and read aloud at 2:00 p.m. o’clock Tuesday, June 14, 2016, in the Valley County Commissioner’s office of the Valley County Courthouse. The contract period will be for five (5) years, from July 1, 2016, to June 30, 2021.

The Contract Documents may be ex-amined at the Valley County Refuse District Office at the 120 Landfill Road, Glasgow, MT, from 8:00 a.m. until 12:00 noon, Monday through Friday.

Bids shall be accompanied by a bid security meeting the requirements as specified in the BID GUARANTY of the INSTRUCTIONS TO BIDDERS in the amount of ten percent (10%) of the total

bid. The successful Bidder shall furnish an approved Performance Bond as specified in the GENERAL CONDITIONS.

The Contractor shall comply with all fair la-bor practices and must meet the requirements of all State and Federal statutes and regulations that govern hauling of solid waste.

The Contractor must have a Class D (PSC) Permit at the time of submitting a bid.

No Bidder may withdraw his bid for at least eighty-five (85) days after the scheduled time for receipt of bids, except as noted in the instruction to Bidders.

The Owner reserves the right to accept or reject any or all bids.
