Toronto police officers will be working “compulsory overtime” for the rest of the summer, includ-ing in Rexdale where police intel-
ligence suggests retaliatory violence could occur in the wake of the recent deadly mass shooting at a Scarborough block party.
Toronto police Chief Bill Blair announced the overtime will add “as many as 329 officers on any
given day” on patrols from Aug. 6 to Sept. 9.
“Our intent is not to overpolice them, our intent is to overprotect them,” Blair said at a news confer-ence on Thursday afternoon.
The summer safety initiative will
cost about $2 million, but the money will come from the existing 2012 police budget.
Day shifts would increase from 10 hours to 12 hours and the midnight shift from eight hours to 12 hours.

For the team behind Furniture Bank, moving into their new, permanent home in south Etobicoke this week has been a “poetic” experience.
“For us, being here signifi es how far we’ve come,” Executive Director Susanna Kislenko said Wednesday at the charity and social enterprise’s bright new home at 25 Connell Crt. (just south of Horner and Evans avenues), where Furniture Bank just signed a 10-year lease.
“Now, for the fi rst time, we actu-ally have a permanent home. To me, there’s something poetic around the fact that we help people create a home out of a space, and that we now fi nally have a home of our own.”
Founded in 1998 by Sister Anne Schenck of the Sisters of St. Joseph, Furniture Bank provides free, gently used furniture and donated house-hold items to immigrant and refugee newcomers to Canada, to women coming out of abusive situations, and to the formerly homeless trying to establish homes of their own.
In 14 years, they’ve helped furnish the homes of more than 40,000 such clients.

Ask just about any south Etobicoke resident in the know to describe Const.
Michel “Mitch” LeBlanc, and the word that comes up most often is “passionate.”
“I always found Mitch to be a straight-up, no-nonsense kind of a guy. I think he has a pas-sion for the Lakeshore and the people in the Lakeshore,” said Liz Porritt, co-owner of H.G. Porritt Real Estate and herself a tireless community advocate. “He really is passionate about what goes on and how he can help to make things better.”
Porritt was just one of a chorus of south Etobians who recently told The Guardian that the Lakeshore community will definitely feel the loss of LeBlanc after he turns in his badge upon his well-deserved retirement this week.
“We will absolutely miss him – we won’t have that person we can call and know that we’ve made the connection with someone that will actually try to do some-thing to help anymore,” Porritt added, noting that LeBlanc was ‘instrumental’ in getting the Lakeshore community a store-front police station in 2006 after the former 21 Division closed and amalgamated with 22 Division five years earlier.
LeBlanc’s dedication didn’t go unnoticed at city hall, either.
“He’s a good guy, he’s a well-respected cop and he’s what com-munity policing is all about in the Lakeshore,” said Etobicoke-Lakeshore Councillor Mark Grimes, who worked alongside LeBlanc at countless community outreach and policing events and Business Improvement Area (BIA) initiatives. “He was out there in all capacities and at all public meetings and events. Mitch was a great community cop and he’s going to be sadly missed by the Lakeshore community, that’s for sure.”
That feeling, LeBlanc said this week, goes both ways.
After 30 years on the force – 16 of those in south Etobicoke – what LeBlanc said he’ll miss most upon his retirement are the people he served alongside in a community he’s grown to love.
“Mostly I’m going to miss the people I’ve built relationships with over the years with respect to fighting crime and providing a better quality of life for the community,” said LeBlanc, 52, who served on the Toronto Police Service at 55 Division for 14 years, at 21 Division for another five, and at 22 Division – most recently as its crime prevention officer – ever since. “Anybody with a pas-sion like I have a passion, I will miss greatly.”
LeBlanc first joined the Toronto police force in 1982 after seeing a billboard beckoning young men and women to “Come join us!”
Taking that invitation to heart, LeBlanc immediately walked to the nearest phone booth, looked up the address of the local employment office, and marched right in with his application.
“There were so many suits in there, and I showed up in work boots, jeans and a football jacket, with long hair,” he recalled with a laugh. “I was just 21, but I imme-diately started getting responses as far as the whole interview process went, and was hired on Feb. 8, 1982.
“I was, however, told I needed to get a haircut,” he remembered, chuckling again. “It took me three haircuts before they were happy with it.”
After cutting his hair to a length deemed appropriate by his superiors, LeBlanc was sent off to the Ontario Police College, where
he graduated in August 1982. He was then assigned to the Beach community at 55 Division.
Admitting to being ‘green’ when he started, LeBlanc spent his rookie days driving a patrol car and walking the beat along the Danforth, the Queen Street beach community, and Riverdale, where he became well-known for spreading the message of crime prevention.
But it was in a community relations posting that he really thrived: “I spent some time in the investigative branch, but I knew that I enjoyed the grassroots – building bridges, solving crimes and concerns, and assisting to help make Toronto a viable place and safe place to live and work. I’ve carried that on right through to the west end here at 21 and 22 Divisions.”
After 14 years in the city’s east end, LeBlanc transferred to 21 Division in 1996 to be closer to his Halton region home, where he still lives with his wife and four teenaged kids.
Less than a year after switch-ing to Etobicoke, LeBlanc was assigned to the community response office – riding a police bicycle into some of the area’s more troubled neighbourhoods, doing park control, and getting involved with some of the com-munity service groups in south Etobicoke, including Storefront Humber, LAMP Community Health Centre and Lakeshore Lodge.
He also worked closely along-side then-Etobicoke-Lakeshore MP Jean Augustine, who nomi-nated LeBlanc for the Queen Elizabeth II Golden Jubilee Medal in 2002 for his work with local seniors and youth.
That honour, LeBlanc said, still resonates as one of the crowning achievements of his esteemed 30-year career.
“That it was recognized that I wasn’t just here eight or 10 hours of the day; that I did make an impact on the community and served it well – it meant a lot to me,” he said.
“I’ve always been about grass-roots policing – being visible, to serve and protect. They sound like cliches, but it has been that for me; it’s been a privilege to have been a policeman for 30 years.”
LeBlanc’s post-retirement plans include some rest and relaxation with his wife at their new retirement home in Florida – but he won’t be getting too com-fortable with his down time.
At 52, LeBlanc said his retire-ment will be short-lived, as he still plans to work outside polic-ing for at least another decade.
As for his policing legacy as a community bridge builder, LeBlanc said he just feels privi-leged to have served.
“I really never thought of it like that. I just did it because I enjoyed it and had fun doing it,” he said.

Permanent funding for the Toronto Anti-Violence Intervention Strategy (TAVIS) must lead to high neighbourhood visibility.
This week, following a meeting which included Toronto Police Chief Bill Blair and Mayor Rob Ford, Ontario Premier Dalton McGuinty pledged to provide permanent funding for the program. Since its cre-ation in 2006, TAVIS has relied on funding extensions from the province to keep going.
The program, run by Toronto police, was formed in 2006 in response to a sharp spike in gun violence the previous year in the city, combatting guns and gangs through rapid response teams.
There’s also a neighbourhood initiative that focuses on specific areas of the city each summer. This year, it’s operating in the Jamestown area of Etobicoke and the Jane Street corridor in North York. Last year, it was set up in the Brimley Road and Eglinton Avenue area in Scarborough, as well as the Weston Road and Lawrence Avenue area in York.
That the TAVIS funding is to be permanent is encouraging news but it’s only a step. Toronto police must now seize the opportunity provided by this security and build on previous successes. The pro-gram has been credited with more than 19,000 arrests and the seizure of more than 1,200 firearms.
Critics lament that neighbourhood challenges re-surface once a particular program wraps up and the increased police visibility is reduced.
While we understand TAVIS isn’t designed to involve a permanent stepped-up police presence, improving results in this area must be an ongoing goal. A successful program goes beyond arrest totals, and is one where neighbourhood residents take greater ownership and pride in where they live and feel more comfortable approaching law enforcement. It’s about nurturing a partnership. At its best, TAVIS is more than a reaction; it’s an investment in a com-munity.
Last week, in the wake of a spate of fatal shootings across the city, we issued a call for increased vis-ibility from both residents and police. Blair himself at a news conference yesterday, unveiled a plan for increased deployment of officers across Toronto.
Ultimately, no matter how strong an initiative it is, TAVIS must continue to evolve and grow along with the specific communities it’s tasked with reaching. Doing so by increasing visibility at the neighbour-hood level is a great place to focus. Only that way can a true community connection be forged.

David Soknacki’s article is brilliant. It seems that most of the press are pushing for instant answers to problems in the subsidized housing areas. That can only mean a lot of money being mis-directed in order to garner some politician a headline.
It was instructive to learn that someone involved with this street party had advertised free liquor. How did this slip through police intervention?
I recently read in a Toronto daily newspaper that residents in social housing cannot evict a tenant who is convicted of a crime or is engaged in criminal activity. These people are protected by
the provincial government and the city and other residents have a huge dif-ficulty removing them. Does it make any sense to leave vulnerable residents living in fear of their criminal
neighbours? It wouldn’t even cost money to remedy this bizarre situation.
The taxpayers have a right to know what really happened on Danzig Street.

Criminal element in social housing brings down everyone else: reader

gridlock, but those in charge are obviously not interested in the extra work it may need.
Years ago I contacted my councillor about syn-chronizing traffic lights on major routes in the Greater Toronto Area. He referred the matter to one of the fellows in charge for our district.
That’s where it died.Considering the City
of Hamilton introduced this system many years ago, why are our people ignoring the possibility of moving traffic just a little faster?
In Hamilton it is possible to drive from one end of the city to the other without ever having to stop at a traf-fic light, while driving at the proper speed limit.
Just consider the amount of pollution we can avoid by not forcing all vehicles to a continuous stop and go. How much pollution does a single truck emit in this system? And how much less expensive is this suggestion, compared to building subways? There is no guarantee drivers will switch to subways and the big trucks will still have to deliver their loads.
The word synchroniz-ing has recently appeared when we talk about grid-lock, but has the possibility actually been discussed seriously?
Let’s get the people in charge of traffic lights moving by putting pres-sure on them. If Hamilton can do it, so can Toronto. An additional benefit will be to discourage speeders and save gasoline. Or is big gas actually supporting a system that increases their sales?

To the editor:Despicable. At all levels of government, the right wing in this country are mounting a concerted effort to demoral-ize working people and their unions simply to please their friends on Bay Street.
It’s not enough they sit idly by and watch what is left of the middle class erode before their eyes. They are vehement in their ideology to put unfetered control of the workplace
back in the hands of the country’s employers.
As it relates to most things political, we are a passive society, however, try stripping away a work-ers hard-earned wages, pension and benefits and all hell will break loose.
Canadian workers won’t stand idly by and let that happen.

who have already chosen to help themselves,” Kislenko said, noting that last year alone, Furniture Bank served close to 3,000 families. “Women that we see coming out of abusive situations wouldn’t be coming here unless they had already made a very conscious decision to make a positive change in their lives for themselves and their children...Our job, then, is about empowerment – to support the choice they made and to confirm that they’re in the right place.”
Over the 14 years Furniture Bank has operated in Toronto, they’ve called several different places home – all the while knowing that those ‘homes’ were only temporary.
The late Jack Layton helped the charity secure its first rent-free space on Madison Avenue (near Bloor Street and Spadina Avenue) when the charity was first trying to establish itself back in 1998.
They stayed in that 17,000 square foot building for nearly 11 years, until outgrowing the space in 2009 and moving to
Peel Avenue in Parkdale. After three years in the
30,000 square foot former toy factory, that space is now slated for demolition to make way for a 404-unit condo building, and so Furniture Bank was on the search for yet another new home.
After two years, they found it in Etobicoke and are now looking forward to expanding their services and customiz-ing their client experience.
While their old space was a “true warehouse”, Kislenko said the Furniture Bank team is hoping to maximize its new space by creating a “true shopping experience” for the 5,000 individuals they call cli-ents every year. With the help of K&Co, a local branding and marketing firm, Furniture Bank is trying to make the experience as welcoming and as empowering as possible for their clients.
“They said to us, ‘just because the people you’re serving can’t afford furniture doesn’t mean they can’t have a true shopping experience’ – and we agreed,” Kislenko said of K&Co’s advice. “It all goes back to that idea of bring-
ing people into the light; to empowering them...as people walk through our warehouse, we want to create that experi-ence where we’ll have some sections that will be staged and others that people can just flow through, just like in a furniture store.”
Working through partner-ships with 64 different com-
munity agencies across the city, Furniture Bank works on a referral basis, accept-ing clients from the shelters and social service agencies they work with. If a need is expressed, an appointment is arranged through the cli-ent’s case worker, and the clients are then invited to Furniture Bank to pick out
their new furniture, guided by one of the 500 volunteers who annually give their time to the charity.
For most of their clients, Kislenko said, what that means is picking out furnish-ings to outfit their whole new home – from couches, chairs, coffee tables and TVs for the living room, to tables, chairs, plates and microwaves to outfit their new kitchens, and beds, dressers and bedside tables for their bedrooms.
All of the furniture avail-able at Furniture Bank is donated by individuals who are most often moving or renovating, or hotels and companies that are redeco-rating, Kislenko said, noting that CIBC, Crate and Barrel, Mackenzie Financial, and Fairmont Hotels have all donated.
The emphasis on donated items, she added, is on ‘gently used.’
“The idea is that you’re giving your old furniture a second life, but it still has to have some life left in it to give,” she said. “We want to make sure that our clients are getting something that
feels great, that they can be proud of.”
To donate, Furniture Bank – through its social enterprise sideline – can arrange for at-cost pickup of furniture with one of five moving trucks they own, the profits from which help to subsidize the opera-tions of the charity.
To arrange for pickup of old furniture, donors can call 416-934-1229. Donors can also choose to drop off their furniture at 25 Connell Crt. Unit 1, during the fol-lowing times: Monday 9 a.m. to 3:30 p.m.; Tuesday 9 a.m. to 5:30 p.m.; Wednesday to Friday 9 a.m. to 7:30 p.m.; and Saturday 9:30 a.m. to 2:30 p.m. No appointment is needed.
With this week’s move, Furniture Bank is also look-ing to engage their new neighbours in Etobicoke.
“We are really excited to be here, we really are,” she said. “We were definitely ingrained in the Parkdale neighbour-hood, and so we look forward to being ingrained here in Etobicoke, too.”

A man and a woman face 17 charges after a rash of cell phone robberies in Rexdale.
Police reported a silver car occu-pied by a man and a woman would pull up beside a person with a cell
phone who was on foot. A woman would ask for directions, then ask to use the person’s cell phone.
Once a woman was handed the phone, a man would drive away. If the victim would attempt to retrieve the
phone, a woman would use violence to hold onto it, then escape.
Police reported this scenario occurred in a series of robberies in Rexdale from Thursday, June 21 through Sunday, July 8.
Officers arrested a man and a woman last Friday.
Jermaine Gardiner, 29, of Toronto and Jakeela Tynes, 20, of Toronto have each been charged with: three counts of robbery and possession of
property obtained by crime.Police believe there may be more

� Consult with a real estate agent. Real estate agents have access to up-to-the-minute listings of properties from all dif-ferent real estate agencies.
� Visit potential properties. You can save time by having an agent place you on an e-mail list that will automatically send you listings in your price range and area. This way you can narrow down proper-ties based on features and even do drive-by visits before viewing the property if it seems promising. If you like a particular house, make an appointment with your agent to visit it.
� Don't get discouraged. Buying and sell-ing homes is a process. You may fall in love with a house only to lose the house to a higher bidder. Or you may find that the houses you desire are just above your price level. With time you will get a home that has much of what you want, even if it takes months to get there.

Witnesses to crime on Toronto streets can now send tips through their mobile devices.
Toronto Crime Stoppers launched the new crime-fi ghting tool recently, a mobile app for smart phones.
The first of its kind in North America, the app includes interac-
tive features that allow residents to alert police in real time about a crime through photos, videos, emails and a button that autodials the Crime Stoppers tip line.
“It’s still allowing the sender to remain completely anonymous using each and every one of these functions,” Toronto Crime Stoppers co-ordinator Det. Darlene Ross said. “It’s been tested for about the last
three months. The integrity of the (Crime Stoppers) program is not an issue with this app.”
It also features a section containing the names and photos of the city’s most wanted suspects.
“The app also can give you a direct link to our social media feeds: Twitter, Facebook and YouTube,” Ross said. “And this is all going to be right at the fi ngertips of anybody who has a
smart phone and takes the opportu-nity to download the Toronto Crime Stoppers mobile app. It’s another tool for the community to use.”
But Ross warned the public not to “seek out” crime. “You always have to put your own safety fi rst, and we’re hoping that people who are using the app are doing so responsibly, that they’re not putting themselves in harm’s way.”
Toronto Crime Stoppers, created in 1984, receives about 200 tips per week. Cash rewards of up to $2,000 are offered to tipsters if their information leads to an arrest. The Toronto Crime Stoppers app can be downloaded from Apple iTunes, Google Play and Blackberry App World.
“Hopefully, we’re going to be very busy,” Ross said. “We are hoping that we are going to get a lot more tips.”

The unprecedented deploy-ment of offi cers and overtime follows the mass shooting at a Scarborough block party on Danzig Street on July 16 that killed Shyanne Charles, 14, and Joshua Yasay, 23, and injured 23 others.
Toronto police Supt. Ron Taverner, commanding offi cer of 23 Division which includes Rexdale, said Thursday offi -cers from his division, like every other division in the city, will be expected to work the compulsory overtime. No offi cers will be redeployed to other areas under the chief’s initiative, he said.
In fact, 23 Division had the highest number of shooting-related offences in the fi rst fi ve-and-a-half months of this year, Taverner said. “I think we still do.”
However, since the launch of Toronto Anti-Violence Intervention Strategy, oth-erwise known as TAVIS, in 23 Division in late May, there have been no shootings within its boundaries of north Etobicoke.
Both Blair and Taverner credited TAVIS, which began in 2006, for contributing to a signifi cant drop in violent crime. TAVIS deploys 18 offi -cers to high-crime areas iden-tifi ed by crime analysis. The intent is community engage-ment, building relationships with community agencies and residents, rather than strictly police enforcement.
“Since TAVIS neighbour-hood started, we’ve seen incredibly good results,” Taverner said. “It’s speaks to the community engagement work being done. That isn’t to say there isn’t a potential for violence. There always is. But I think the strategy being put in place (by the chief) will certainly decrease the oppor-tunity for that type of violent crime to take place.”
In t h e w a k e o f t h e Scarborough shooting, Toronto Mayor Rob Ford had insisted Ontario Premier Dalton McGuinty provide an extra $5 million to $10 mil-lion to hire more offi cers for Toronto police’s anti-violence intervention strategy.
McGuinty responded by committing to continue to fund TAVIS, rather than phase out the current $5 million per year for the program.
Residents can expect to see more, highly visible offi cers on the street under the chief’s plan, Taverner said.
Blair, Taverner and other senior offi cers stressed that maintaining community safety is a joint effort between police and the community.
“Without community support, we can’t really do our job, not only to solve crime, but to prevent crime,” Taverner said.
He also had two messages for the communities in north Etobicoke.
“We are out and are com-mitted to making the com-munities as safe as possible for everyone. To the criminal element that are perpetrating these violent crimes: it’s not going to be tolerated. We will be out there. We will work as hard as we can to arrest people involved in these types of crimes and bring them before the courts.”
