Tarrant County Health Order

1. School Systems shall not re-open for on-campus, face-to-face instruction or activities until September 28, 2020, except:

a. Administrators, teachers, and staff may conduct or facilitate virtual or remote learning processes while on-campus provided they strictly follow the existing guidance for social distancing and facial coverings;

b. All school-sponsored events and activities, including but not limited to clubs, sports, band, choir, fairs, exhibitions, academic and/or athletic competitions, and similar student activities may only take place remotely or outdoors, with social distancing requirements of a minimum of six feet, facial coverings, and other established safety protocols determined by the School System;

c. Special education instruction may occur when necessary and in accordance with TEA guidelines so long as and when feasible, facial coverings are worn over one's nose and mouth, and social distancing measures of at least six feet are followed;

d. Students whose individual education plans cannot be implemented with remote learning or who have limited household connectivity to the internet may be provided in-person instruction with social distancing and facial coverings, as feasible.

2. Prior to September 28, 2020, all School Systems shall re-open schools through virtual, remote, or distance learning only as per each School System's own plan and provide curbside meals from the school campuses while following Federal, State and Local guidelines to prevent transmission of COVID-19 in the workplace.

3. School personnel are permitted to return to school campuses and facilities to provide virtual, remote or distance learning instruction and related instructional activities, to provide food distribution including free and reduced lunch services, and to perform administrative duties. Such duties and activities are to be conducted consistent with the health guidance protocols issued by the TEA.

4. At least two weeks prior to re-opening for on-campus instruction and on-campus activities, each School System shall submit a written plan for resuming on-campus instruction and extra-curricular activities to the Local Health Authority with jurisdiction over the school. The School System may make the plan available for parents, teachers, staff, and the general public.

Student Services: Dyslexia/Dysgraphia Services - Accommodations

Intervention - District literacy interventionists will provide live intervention with additional independent work

● Elementary - during a scheduled independent time on the master schedule to be determined by campuses based on student grouping

● Secondary - during assigned dyslexia class period

Materials - Individual student materials have been ordered and will be distributed to students

Pre Assessment - determine any areas needing to be shored up from spring learning

Usage is reviewed each month and contact made to any student whose hotspot shows zero usage.

Classroom Technology

● Interactive Display project has been completed district wide ○ Utilizing the displays cameras will be added to specified classrooms to allow for live streaming as well as

recording of lessons . ○ Currently GCISD has on hand 500 cameras able to be mounted in classrooms.

● Mobile camera units (50) are on hand for CTE or other classes needing more camera flexibility. ● Additional portable Interactive panels as well as repurposed projectors are on hand to transform any

space for instructional purposes.● Evaluation of classroom reinforced sound is underway for possible teacher microphones. Focus

starting in elementary grade level and foreign language classes

Software upgrades have occurred across many platforms this summer for added remote usage and abilities for online learning .

Technology Support

● GCISD contactless locker support system is being expanded to locations throughout the districts to allow for 24/7 device exchange.

● Curbside support will still be available however less frequent with the locker system in place.

● Expanded Help Desk call center has been established and support hours will be extended.

● Incoordination with Instructional Technology, more technical parent tech academy sessions will be conducted to help increase parents/guardians comfortability navigating student devices and software.

Nutrition Services Plan

● The last day of the Seamless Summer curbside meal program is Wednesday, August 12. Some staff will be preparing meals and distributing meals August 10-12.

● Cafeteria managers return to work on Thursday, August 6. All other nutrition services workers return on Monday, August 10. Some staff have indicated they can’t return and 10 are subs (no pay unless called in).

● The goal and recommendation is to keep all available staff, not fill 10 vacant positions, adjust worker hours, and attempt to reassign 20 or more workers to other departments until in-person school begins to assist with cleaning, painting, inventory, deliveries, etc. to reduce the labor cost on the nutrition services program.

● When students, return in-person staff must be prepared to serve under all of the new rules. Required training, cleaning/disinfecting, placing and receiving orders, and other preparations take almost two weeks.

● It is important that the department provide as many meals to Free & Reduced families as possible (either curbside or through delivery to them), encourage families to apply that are eligible, and encourage all families and adults to buy meals. This revenue offsets expenses to minimize the negative change to the nutrition services fund balance. The department has the fund balance to handle the changing situation this school year.

Meal Operations

Beginning with the first day of school, Monday, August 17, the department will begin curbside meal operations under the rules of NSLP. On Monday, August 17, curbside service preparation will be on August 17 & 18. Starting Wednesday, August 19, parents will pick-up meals bundles for the week (Wednesday-Tuesday). Requires application on file and verification process for families at the curb.

Nutrition Services team will call and email all eligible families to encourage curbside pick-up of meals. They will post signs and distribute flyers. Nutrition Services is committed to making meals accessible for all families and removing transportation barriers. The goal is to serve all eligible students nutritious meals.

Families that qualify for free or reduced meals and do not pick-up on Wednesday, will be given the opportunity to have their meals delivered to them. Once we determine which students did not pick up meals on Wednesday, the department will call, email and deliver their meals on Thursday.

Using three sites: Timberline ES, Grapevine ES and Grapevine MS target/serve 1,500 free and reduced students a total of 15,000 meals per week on Wednesdays. On Thursdays deliver 5,000-10,000 meals to 500-1,000 students.

Use communication channels to make all families aware and encourage them to purchase meals for pick up on Wednesdays.

Transportation Services Plan

Drivers and monitors return on August 10. There are 9 route vacancies and 7 sub/field-trip vacancies.

Upon having results from parent surveys and receiving information from the Special Services Department, identify drivers and monitors needed to provide bus service for special services students and for any other students that will attend in-person based on other criteria.

The goal/recommendation is to keep all available staff due to licensure. Professional development now also includes new safety protocols and procedures for staff, students and disinfecting buses. All training takes two weeks to prepare all employees on all topics. Some training is coordinated with other departments.

Conduct training with initial set of personnel on new and existing topics and procedures in preparation for August 17. Employ gathering limitations, social distancing, masks, and other safety protocols. Training takes two weeks to cover all topics.

Defer training of other personnel until later (September) and assign as many as possible to assist with projects in the department (preparing buses)and in other departments(fleet mechanics, warehouse, light maintenance, custodial, grounds, technology, etc.).
