The ceremony was opened by Aileen Osofsky, chairman of the Na- tional Goodwill Committee, who wel- comed the large group of attendees. Osofsky also welcomed special guests representing the successful Illinois Youth Bridge Group as well as mem- bers of the Swedish and Danish Junior teams who are visiting the U.S. Osofsky said that the Junior Corps is for those “who not only know how to handle their cards at the table, but also know how to handle themselves.” Osofsky noted that since its incep- tion in 1990, the Junior Corps has in- ducted 110 members, 47 of whom are still young enough to be classified as a Juniors (under 26). ACBL President Dick Anderson was also in attendance and was asked to induct the first member, his daugh- ter Erin Anderson. I took a walk down the street yesterday with oneof the bridge world’s favorite writers, Eddie Kantar,and he told me he was currently working on the thirdedition of Roman Keycard Blackwood. My publish-ing firm published the first edition of this book and,having proofread the thing a number of times, Ithought I had seen the last of this subject -- but thisconvention seems to be evolving. Board 20 of Fridayafternoon is a good example.

At many tables, the auction began with twopasses and a 2̈ opening by East. West has a 3¨positive (especially if his partnership uses 3¨as a double negative on the next round) and nowEast has a chance to use the Grand Slam Force,jumping to 5NT over 3̈ . If partner has two ofthe top three club honors, 7̈ is likely to be afine contract . The board was p layed inmatchpoint events, however, where there’s a pre-mium for playing in a major or notrump. So East,at matchpoints, should probably bid 3« to getmore information.

Upon hearing 3«, West has a perfect Blackwoodhand. His partner has shown a strong two-bid inspades and he has controls in every suit. Many in thissituation play the jump to 4NT as Roman KeycardBlackwood for spades, the last bid suit.

Finally, we get to East’s problem (we should allhave such problems!) East has all the keycards andthe queen of trump, yet his partner is asking forkeycards! One player told me that her partner (East)bid 5« over 4NT, showing 2 or 5 keycards plus thequeen of trumps. But she (West) had never heard ofthis nuance. So I checked with the authority. Whatwould Eddie bid over 4NT with the East cards?

Eddie: “Yes, 5« does show 2 or 5 with the trumpqueen, but I would bid 7NT. If partner is asking foraces and I have this hand, he must have all the rest.”

So common sense takes precedence over science.But then Eddie pointed out that the trouble on thisdeal occurred when North opened 3ª in front of East.In these cases the bidding usually went:West North East Southpass 3ª double 4ª?

Now if West bid 5̈ , East might try 5NT. But isthis the Grand Slam Force? And even if it is, will heconvert 7̈ to 7NT? Preempts definitely hurt. An-other thought is that West might preempt first.West North East South3¨ pass 3« pass4ª pass ?

West’s 3̈ opener preempts a preempt. Eastforces with 3« and West cuebids 4ª. West mightcuebid 4©, but some play that the singleton is bidfirst in this type of auction, since an outside king orace is rare. Now what does East bid? According tothe book, he bids 4NT, Keycard for spades, despiteowning all the keycards. Then he rebids 5NT toSHOW partnership possession of all the keycards plusthe queen of trump and this allows West to jump toseven “with a source of tricks.” This auction workssplendidly here, and East can convert 7« to 7NT,knowing partner’s source of tricks is in clubs. By theway, East should lay down the ace of clubs first incase South holds four clubs to the jack-ten.

A final thought: I once discussed the idea of play-ing “zoom” in Roman Keycard auctions. “Zoom” ap-plies when you want to show your keycards insteadof asking partner for them; you do this by bidding atthe five level over 4ª, pretending that your partnerhas bid 4NT. For example, in our last auction, overWest’s 4ª cuebid East wishes that partner would usekeycard, so that he could show five keycards and thequeen of trumps. To get his wish, he “zooms” to 5«over 4ª to say “This is what I would have bid, if youhad bid 4NT.”

I mentioned this idea to Eddie to see if he wouldlike to include it in the third edition of the book.Eddie turned to me and said, “Matthew, that’s for thetwentieth edition.”

Keycard Blackwood and Beyondby Matthew Granovetter

Appeals deposit rescindedThe ACBL Board of Directors has rescinded the

regulation requiring a $50 deposit for any appeal filedin an NABC+ event at an NABC. In the past, when-ever such an appeal was found to be lacking merit,the $50 deposit was forfeited and donated to theACBL Education Fund. Appeals Committees atNABCs are now empowered to issue a special kindof points (see below) for appeals lacking merit.

New Point System for NABC AppealsA new point system for tracking appeals without

merit is being adopted for use at NABCs beginninghere at the Summer NABC. This system is modeledafter point systems used by state Motor Vehicle Bu-reaus. It will enable league officials to deal more ef-fectively with players having a history of multipleconvictions for filing appeals lacking merit.

Under this system the string of offenses can bedealt with as a pattern of abuse of the appeal process.Until now each incident has been treated as an iso-lated infraction. Appeal Without Merit Points maybe issued to players (and their team captain, if theappeal was filed in a team event) by an Appeals Com-mittee whenever it is judged that the appeal lackssubstantial merit and it is deemed that the player(s)involved possess the experience to have known bet-ter than to file the appeal.

The accumulated points will form a record of thefrequency of such offenses so that, should the play-ers commit infractions of a similar nature in the fu-ture, a Conduct and Ethics Committee will be in aposition to take appropriate disciplinary action. Anofficial record of all Appeal Without Merit Points willbe kept by the ACBL Office of Recorder and will bereadily available and accessible at all NABCs in thefuture. Points may be assessed for appeals filed inany event held at an NABC.

Players should be aware that filing an appeal re-quires the concurrence of both members of the pair,or the team captain in a team event. Players or teamcaptains who fail to exercise their right to prevent anappeal which they believe to be non-meritorious frombeing filed are considered to have concurred with theappeal. They are subject to the same point assess-ments as the player who actively pursued the appeal.

The level of the player(s) involved in an appealwill always be considered before Appeal WithoutMerit Points are assessed. Novices or inexperiencedplayers will almost never be assessed such pointswhile those with more duplicate experience will beheld to a higher standard. Experts will be held espe-cially responsible for not abusing the appeal process.

A written description of the offense, suitable foruse in a future disciplinary hearing, must accompanyeach point assessment. The Appeals CommitteeChairman’s case report will be used for this purpose.

If a player accumulates three (3) or more AppealWithout Merit Points within a three-year period adisciplinary hearing may be scheduled by a NationalAppeals Committee Co-Chair, the Director of Ap-peals, or the ACBL Recorder. This hearing should beheld at the NABC at which the third “precipitating”point was assessed if possible, or at the next NABCwhich the player attends otherwise. Where a hearingat an NABC is impractical or would involve an unac-ceptable delay, the charges may be referred to theplayer’s home Unit or District judicial body for pos-sible disciplinary action. At the hearing the playermust show reason why they should NOT be sanc-tioned for exhibiting a pattern of abuse of the appealprocess. A charged player is entitled to all of the rightsdue any defendant in a C&E proceeding including(but not limited to): representation by counsel, re-ceipt of written notice of the charges, and the right tocall witnesses in his own defense. He should also beprovided with documentation for all of the pointsaccumulated and included in the charges.

Disciplines which may be imposed by C&E Com-mittees in Appeal Without Merit cases shall includethose specified in section 5 of the ACBL Code ofDisciplinary Regulations. These include: reprimands,probation, suspension, exclusion from events, andreduction or forfeiture of masterpoints or tournamentrank or disqualification.

Only points assessed within the most recent threeyears shall count toward “triggering” a disciplinaryhearing.

It has been nine years since Chicago hosted anNABC. In the meantime, the ACBL has conductedtournaments all over North America -- from Bostonto Seattle, San Diego to Miami Beach and Minne-apolis to Albuquerque.

In the fall, the ACBL will set up shop in Orlando.Next spring, the show will go to Vancouver BC forthe second time.

You may be wondering how a city is selected tohost an NABC. Nancy Foy, ACBL’s director of meet-ing services, explains how it works.

Question: What do you look for when you’researching for a place to host an NABC?

Answer: There’s no one answer to that question,but we take a number of factors into consideration.

On the short list, it’s most important that the ho-tel or convention center have suitable playing space.That doesn’t just mean enough square footage to holdall the card tables we’ll need. It means that the meet-ing space breaks down into rooms appropriately sizedfor the different events at an NABC, that the lightingis at least adequate, that the atmosphere is estheti-cally pleasing and that sound won’t bounce all aroundthe room.

Second, will players enjoy the city? We look forcities that offer full-service and lower-cost hotels, avariety of shops and restaurants and other attractionssuch as theme parks, golf and touring opportunities.

Next, we must consider cost. Since many of the cit-ies bridge players enjoy -- such as Chicago -- are morecostly, we will never be able to get an $89 room rate ina convention hotel that could host a tournament as largeas an NABC. Our goal is to negotiate rates that are com-paratively lower than they would be for other conven-tion groups or individual travelers. We must also offerdestinations that are less costly for players who mightnever go to an NABC if they were always held in top-tier, somewhat expensive destinations. That’s why you’llsee cities like Kansas City, Cincinnati and yes, even Bir-mingham, on the schedule.

Q: Since you mentioned Birmingham, somepeople don’t think it’s such a great idea to go there.Why did you recommend it to the ACBL Board ofDirectors?

A: Birmingham is scheduled for November 2000and falls among three great destinations -- Anaheimin the summer of 2000, Toronto in the summer of2001 and Las Vegas in the fall of 2001.

We knew whatever we scheduled in the fall of2000 and spring of 2001 would likely be a bit smallerin terms of attendance, so we looked for cities withstrong local support -- by the local bridge commu-nity and by the city’s hospitality industry. We wanteda location that would offer lower hotel rates for play-ers and lower overhead costs for ACBL.

The Birmingham Sheraton Hotel is connected tothe convention center where we’ll be playing and isas fine a convention hotel as can be found. The roomrate will be less than $85 in 2000, and another hotelacross the street from the center will be offering arate in the $50 range. The city offered the conventioncenter on a complimentary basis and is supplyingcarpeting for the exhibit hall at no cost to ACBL.Southwest Airlines serves Birmingham, so you canget there easily and inexpensively.

Birmingham is a large regional medical center.As a result of all those doctors in town, the city offersa wide range of restaurants and boutique shoppingareas that are just delightful. The local bridge play-ers made it very clear that they want to show off theirhome town and welcomed the opportunity to host anNABC. They’ve raised quite a bit of money to add tothe funds ACBL provides and plan to ensure that noone goes home disappointed.

Q: You mentioned room rates. How can you besure we have the best room rates?

A: You do your research and ask lots of questions.Many hotels will do a printout that shows what ratesother groups have during the same time of year orthey’ll refer me to another meeting planner for a ref-erence and I’ll ask what their rate was. I’ll even askother hoteliers in the city what their best rate is to see

if our host hotel’s rate is not just competitive, butbetter for us.

Q: Any guarantees?A: As a matter of fact, yes. Our standard contract

includes a clause that asks the hotel to guarantee thatwe have the lowest publicly offered rate in the hotel.

Q: Publicly offered?A: Well, many hotels have corporate or airline

crew contracts that are incredibly low and which theycould not match for a large group. Those rates, how-ever, are not available or sold to the public -- only tothose who work for that particular business or air-line.

Q: What about entertainment cards?A: Oh, yes. Hotels sell rooms in similar fashion

to the way airlines sell seats. You may pay $500 foryour ticket and the guy sitting next to you paid $750,but the guy on the other side paid $250. Hotels wantto achieve an average daily rate -- some rooms arehigher, some are lower -- but mostly they want to sellrooms. A hotel may put aside a few rooms to be soldat a great discount as with an entertainment card, butthat would generally be available only when the ho-tel has plenty of rooms to sell. They would never sellmore than a limited number of rooms at such a dis-counted rate.

Q: Didn’t some people have lower rates at theReno Hilton?

A: Yes, they did. Because of the nature of the gam-ing business, casino hotels will generally not guaran-tee the lowest rate. Let’s face it -- they’re giving awayrooms. While we had the lowest group rate, somepeople called the casino directly and got lower rates.Dealing with a casino is far different from dealingwith other convention hotels. Casinos earn most oftheir revenue from gaming, whereas convention ho-tels earn most of their revenue from selling guestrooms, so casino hotels are less concerned about theiraverage daily rates. They’re happy as long as they filltheir rooms with guests and their casinos with gam-blers.

We also have to deal with the way hotels keeptheir inventories. It’s another situation comparable tobuying airline seats, but as you get closer to arrival,hotels generally discount their rooms. Airlines in-crease the price of seats as the departure date nears,but no matter how far out you book your seat, theywill sell only a certain percentage of their seats at thelow supersaver fare.

At the Reno Hilton, we had 1200 rooms blockedfor ACBL at $79. Some folks got $59 rates. The Hiltonsold only about 50 rooms at $59. For every one theysold at $59, believe me, they sold another at $99. Theirnormal rates range from $49 during the week up to$119 on weekends, so for a group as large as ours,$79 was a great rate.

Clarice Bayer GordonLinda and Robb Gordon sadly announce the death

of Robb’s beloved mother Clarice. Clarice, 81, wasthe widow of Jack Gordon, a regional tournamentdirector from 1956-1968. Clarice was a fine playerwith several regional championships to her credit. Shecontinued to play four or five times a week until justa few months before her death. She died peacefullyon the 10th wedding anniversary of Linda and Robb.

Dr. Henry Shivitz cared for Clarice with love andcompassion throughout her illness.

When you’re a novice and you have a bridge prob-lem, wouldn’t it be wonderful if world champion EricRodwell were there to answer your questions? Well,that’s exactly what happened yesterday at the Nov-ice-Intermediate reception. Rodwell spent a full houron the podium answering all manner of questionsconcerning problems encountered by novices and in-termediates at this NABC.

As most people know, Rodwell plays some of themost involved methods to be found anywhere in theworld. But you wouldn’t know it from the way heanswered. He kept his answers simple, using the bidsand terminology familiar to his audience.

David Silber, the new CEO for the ACBL, wel-comed the crowd, but left the podiumafter a few words to leave more timefor Rodwell to answer questions.

As your reporter wandered aboutthe room, he met several interestingpeople. The first were Sandra Silverand Charles Gianasi of Chicago, both0-5 players.

Sandra has been playing bridge along time. She used to have a bunchof friends who just loved to play cardgames -- any card games. If shewanted to be a part of the group, shehad to play cards. So she did -- andshe liked it. For many years she playedsocial bridge, but then she metCharles, and they decided they wantedto try the challenge of duplicate.

Charles and his late wife playedsome duplicate when they went toFlorida for the winter, but he stoppedwhen his wife died. He didn’t returnto duplicate until he formed the partnership withSandra a year and a half ago.

“I love the challenge of a duplicate game,” saidCharles. “That’s why I keep coming back.”

Sandra’s comment: “If you find the accomplish-

ment of a finesse to be exciting, then bridge is foryou.”

Mary and John D’Amboise of Bedford TX “likeeverything about the game except the fact that wedon’t win. We like the people, the atmosphere, thecamaraderie. We love the stimulus of the game.” Theycertainly are not a new partnership -- they will cel-ebrate their 51st wedding anniversary next month.

Jim and Chris Doubleday of Hartford WI werehooked the first time they tried duplicate. Here’s howJim put it.

“On April 21 of this year we played in our firstduplicate game at the Hartford Bridge Club We camein first in the five and a half table game -- and 16 of

the 22 players were Life Masters. Butthe problem with winning your firsttime out is that there’s nowhere to gobut down. We came in last the follow-ing week.”

Why did they go to the club thatnight? “The club was in trouble,” saidChris. “It was in danger of disappear-ing. The club needed support, so wepitched in.”

“Not that it was all that easy,” saidJim. “Tuesday, the game night, is alsomy night for playing basketball. AndI don’t want to give up basketball. ButI was perfectly willing to play dupli-cate when the hoop season was over.”

Chris learned the game from herparents. Quite often she heard thewords, “Come on, Chris, we need afourth.” Later she and her husband anda couple of friends started readingbooks on the game, then playing a few

hands to practice what they had just read. “But thatended -- we moved on but they didn’t.”

“Once I discovered this was a game of skill,” saidJim, “I had to keep on playing. The mental challengeis a thing of wonder.”

Steve took this in handand cashed his two top diamonds. Then he led an-other diamond to drive out the jack. He won the heartreturn and ran the rest of his red cards. As he cashedhis last trump, he was left with a club and the «8 inhis hand and the ̈A-9 in dummy. East had to make adiscard holding the «9 (he had discarded all his highspades, hoping declarer didn’t notice that the 9 wasstill out) and the ̈ J-8. No matter which card he dis-carded, Steve had the remaining tricks -- 5© bid andmade.

Why did he wish he had had the deuce of spadesinstead of the 8? Because of the thrill he would haveexperienced taking the last trick with the good deucein a suit that had never been led.

Canada Bridge WeekAll three of Canada’s

major events were heldduring the first ever CanadaBridge Week in Laval PQ.The tournament was sosuccessful that the format

will be repeated next year in Toronto.Doug Heron, president of the Canadian Bridge

Federation, had an especially thrilling and excitingweek -- he won the Canadian Open Pairs with his sonAlex.

The team captained by M. Hargreaves won theCanadian Open Teams Championship. They defeatedthe team captained by Nick Gartaganis in the final.Playing with Hargreaves were J. Silver, A. Graves,G. McOrmond and B. Maksymetz.

The women’s team that has represented Canadain many world championships took top honors in theCanadian Women’s Team Championship -- but theyhad to come from behind in the final to accomplishthis. On the team were Dianna Gordon, Beverly Kraft,Rhoda Habert, Francine Cimon, Barbara Saltsmanand Sheri Winestock. Sheri replaced long-time starSharyn Reus, who has decided to retire from interna-tional competition.

Doug Fraser was chairman of the organizing com-mittee, assisted by Kevin Gregoire, Nicole Brisbois,Jean Guy Doust, Jean Beaulieu and Doreen Primeau,with George Retek as adviser.

Mike Nadler, 24, of Toronto is the owner of thebridge club Doubles. (“Juniors play free,” said a verysalesman-like Nadler.)

Nadler and Lee represented Canada at the WorldJunior Championships in Hamilton in 1997.

ACBL’s Education Department Manager JulieGreenberg concluded the ceremony filling in for Jun-ior program coordinator Charlotte Blaiss (whose hus-band Gary Blaiss is recovering from surgery).

Greenberg announced a second dinner will be heldnext weekend to explain the details of the upcomingJunior Camp, which will be held immediately follow-ing the Chicago NABC. Greenberg also said that inter-ested Juniors could still apply to attend the Camp, anannual event to promote Junior bridge. q

Chatagnier and Carel also are big Okbridge fans.They are known as Chat and Wert respectively.Chatagnier is an environmental engineer for the prov-ince of Quebec, while Carel is a math teacher.

Carel gives a great deal of credit for the successof the partnership to Raymond Fortin, who has rep-resented Canada internationally. Fortin helped thembuild their system and has given them the benefit ofhis experience. They play a modified form of Kaplan-Sheinwold.

Latulippe and Pelletier are a well-seasoned pair-- they’ve been playing together for 13 years. Bothgot their background for bridge by playing whist --both were experts in the game. Latulippe got inter-ested in bridge when a friend told him, “If you canplay whist well, you must try bridge.” So he did.

Latulippe, a retired math teacher, and Pelletier bothare bridge teachers. They play a standard system. q
