Welcome to the sixth annual Aspen Security Forum. Each summer, the Forum brings to the Aspen Institute’s idyllic Aspen Meadows campus in Aspen, Colorado the nation’s most influential present and former government officials from all the key agencies—the White House; the Departments of Homeland Security, Defense, State, Justice, and Treasury; the intelligence community; and Congress—as well as top policy experts and nationally noted print and broadcast journalists to discuss and debate the major issues of the day in the field of national security.
As we gathered in Aspen this time last summer, there were crises in nearly every corner of the globe. There was a war between Israel and Hamas in Gaza. Russia had annexed Crimea and was threatening the rest of Ukraine. North Korea was issuing bellicose threats. A negotiated solution to the nuclear standoff with Iran appeared to be no better than a 50-50 proposition. And, ISIL, with a bloodlust that made even Al Qaeda blanch, was on the march in Iraq and Syria.
Well, it is an understatement to say that things have not gotten better since. In fact, they have gotten much worse. There is no hot war between Israel and the Palestinians this summer, at least not yet. But, given last year’s war and the way that Prime Minister Netanyahu won re-election, no serious person thinks that there is still a “peace process.” Not only does Russia remain in control of Crimea and continue to wreak havoc in the rest of Ukraine, but its warplanes and warships are testing NATO’s defenses nearly every day. In response, we are staging exercises in Europe on a scale not seen since the Cold War, and we are contemplating positioning more heavy weaponry. To counter that response, Russia is threatening to deploy more missiles. As I write, the prospect of a deal with Iran is remote. Even if one is concluded, it is far from clear that Congress would vote to authorize it. And, though we continue to find and kill key terrorist leaders, ISIL continues its march across what is left of Iraq and Syria, and it appears to have found a new safe haven in Libya. Yemen is in flames as the Saudis and Iranians engage in a proxy war in that Al Qaeda hotbed. Egypt under the command of President el-Sisi is more autocratic than ever, making the talk of an Arab Spring a few short years ago a distant memory. And, China is now determined to exercise hegemony over the South China Sea and its organs and operatives are increasingly bold in their theft of our most precious national security secrets and our most valuable intellectual property.
Generally, there is the feeling that, at best, America is managing chaos—that we are not even “leading from behind” anymore. We seem to be doing just enough in trouble spot after trouble spot to prevent catastrophe, but not enough to influence events in our favor anywhere.
The campaign of 2016 is just now getting underway, and so it is understandable that national security issues are not yet front and center. All the candidates make the ritualistic pledges to “be tough” or “stand tall” in the world, but none has yet made a central theme of what must be the overriding national security imperative in the next four years—restoring America’s leadership in the world. Over the course of its short history, the Forum has helped to shape the national security agenda. If, then, I have a hope for one overriding theme for this year’s Forum, it is that one.

OVERVIEWThrough public and invitation-only forums, roundtables, conferences, speeches, books, opinion editorials, social media outlets, and media interviews and appearances, the Aspen Institute’s Homeland Security Program works to heighten public awareness as to the nation’s continued vulnerability to terrorism and to persuade decision makers to take the necessary steps to close the gap between how secure we should be and how secure we actually are.

ROUNDTABLE ON HOW THE VENTURE CAPITAL INDUSTRY CAN HELP TO SECURE THE HOMELANDIn partnership with the Office of the Director of National Intelligence, Stanford University, and a Silicon Valley venture capital firm, Levensohn Venture Partners, the program convened Silicon Valley venture capitalists and key Washington decision makers in the homeland security and intelligence communities at Stanford in October 2009 to discuss how the venture capital industry can play a greater role in founding and funding homeland security-related technologies. A follow-up discussion took place in October 2010 in Cambridge, MA for Boston-area venture capitalists.
LUNCHEON ROUNDTABLESThe Program occasionally features government officials and other newsmakers for luncheon roundtable discussions about key homeland security, national security, and counterterrorism issues. Featured guests have included then Secretary of Homeland Security Janet Napolitano, then National Counterterrorism Center Director Michael Leiter, and then Terrorist Screening Center Director Timothy Healy.

KEITH ALEXANDER General Keith Alexander is CEO of IronNet Cybersecurity, providing strategic vision through a comprehensive cybersecurity solution. Previously, he was the first commander, U.S. Cyber Command from 2010-
2014, as well as the NSA director and CSS Chief from 2005-2014. JOHN ALLEN General John R. Allen is a retired four-star general who served as the Commander of the NATO International Security Assistance Force and the Commander of U.S. Forces Afghanistan from 2011 to 2013. He is

Concluding a distinguished 38 year career in the spring of 2013, General Allen serves as Special Presidential Envoy for the Global Coalition to Counter ISIL and has af filiations with the Brookings Institution, the Johns Hopkins School of Advanced International Studies, the Atlantic Council, and Council on Foreign Relations.
GÉRARD ARAUD Gérard Araud was appointed Ambassador of France to the U.S. in September 2014. He previously held numerous positions within the Ministry of Foreign Affairs, including Director
for Strategic Affairs, Security and Disarmament (2000-2003), Ambassador of France to Israel (2003-2006), Director General for Political Affairs and Security (2006-2009) and Permanent Representative of France to the U.N. in New York (2009-2014). WOLF BLITZER Wolf Blitzer is CNN’s lead political anchor and the anchor of “The Situation Room with Wolf Blitzer,” which airs weekdays at 5 PM ET, providing viewers with comprehensive reports about the political,
international and breaking news stories of the day. In addition, he anchors “Wolf,” airing at 1 PM ET. Blitzer is also known for his Middle East expertise and his in-depth reporting on international news from around the world. He has been with the network for more than two decades. MARGARET BRENNAN As a foreign affairs correspondent, Brennan travels with Secretary of State John Kerry to cover national security issues. She was among the first to interview him about the nuclear agreement with Iran and
the chemical weapons deal with the Syrian regime. A Connecticut native, Brennan was part of the CBS News team that received a DuPont-Columbia Award for coverage of the Newtown tragedy. ROBERT CARDILLO Robert Cardillo is the sixth Director of the National Geospatial-Intelligence Agency (NGA). Mr. Cardillo leads and directs NGA under the authorities of the Secretary of Defense and Director of National
Intelligence. Mr. Cardillo is the recipient of the Director of National Intelligence Distinguished Service Medal, the Presidential Rank of Distinguished Executive, the Presidential Rank of Meritorious Executive, and the Chairman of the Joint Chiefs of Staf f Joint Meritorious Civilian Service Award. Mr. Cardillo earned a Bachelor of Arts in Government from Cornell University in 1983 and a Master of Arts in National Security Studies from Georgetown University in 1988.
JOHN CARLIN John Carlin is the Assistant Attorney General for National Security. As AAG, Mr. Carlin oversees nearly 400 employees responsible for protecting the nation against terrorism, espionage, cyber and other
national security threats. Mr. Carlin joined NSD after serving as Chief of Staff and Senior Counsel to Robert S. Mueller, III, Director of the FBI. A career federal prosecutor, Mr. Carlin served as National Coordinator of DOJ’s Computer Hacking and Intellectual Property (CHIP) program, a cadre of prosecutors specially trained to prosecute cyber-crime and intellectual property cases. Mr. Carlin earned his J.D. from Harvard Law School and his B.A. from Williams College.

As the 2nd Secretary of the U.S. Department of Homeland Security, Mr. Chertoff strengthened our nation’s borders, provided intelligence analysis and infrastructure protection, increased the Department’s focus on preparedness ahead of disasters, and implemented enhanced security at airports and borders.
JAMES CLAPPER James Clapper was sworn in as the fourth Director of National Intelligence on August 9, 2010. As DNI, he leads the U.S. Intelligence Community and serves as the President’s principal intelligence advisor. His
military career began as a Marine Corps Reserve rifleman and culminated as Director of
the Defense Intelligence Agency, an Air Force lieutenant general. Starting September 2001, he served five years as the first civilian director of the National Imagery and Mapping Agency, transforming it into the National Geospatial-Intelligence Agency. He then served three years in two Administrations as the Under Secretary of Defense for Intelligence.
TAMARA COFMAN WITTES Tamara Cofman Wittes is the Director of the Center for Middle East Policy at the Brookings Institution. She served as Deputy Assistant Secretary of State for Near Eastern Affairs from 2009 to 2012,
coordinating U.S. policy on democracy and human rights in the Middle East during the 2011 Arab Spring. Wittes also oversaw the Middle East Partnership Initiative and served as Deputy Special Coordinator for Middle East transitions. Dr. Wittes authored Freedom’s Unsteady March: America’s Role in Building Arab Democracy and edited How Israelis and Palestinians Negotiate. She holds degrees from Oberlin College and Georgetown University and serves on the board of the National Democratic Institute.
DAVID COHEN David Cohen was sworn in as Deputy Director of the Central Intelligence Agency on February 9, 2015. Previously, Mr. Cohen served as Under Secretary of the Treasury for Terrorism and
Financial Intelligence, where he directed policies aimed at identifying and disrupting financial support to countries and other entities posing a threat to U.S. national security interests. Before joining the Treasury in 2009, Mr. Cohen practiced law in Washington, D.C., for nearly twenty years. Mr. Cohen received his law degree from Yale Law School in 1989 and his undergraduate degree from Cornell University in 1985.

JAMES COMEY James Comey was sworn in as the seventh Director of the FBI on September 4, 2013. Comey graduated from the College of William & Mary and the University of Chicago Law School. Following law school,
Comey served as an assistant United States attorney for both the Southern District of New York and the Eastern District of Virginia. In 2003, he became the Deputy Attorney General at the Department of Justice (DOJ). Comey left DOJ in 2005 to serve as General Counsel and Senior Vice President at defense contractor Lockheed Martin. Five years later, he joined Bridgewater Associates, a Connecticut-based investment fund, as its General Counsel.
MICHAEL CROWLEY Michael Crowley is POLITICO’s Senior Foreign Affairs Correspondent, covering foreign policy and national security from Washington. Prior to joining POLITICO in October 2014, Michael
was Chief Foreign Affairs Correspondent for Time Magazine. He has reported from more than a dozen countries including Iraq, China, Israel, Pakistan, Afghanistan, Egypt, Mexico, Saudi Arabia, Turkey, Lebanon and Ukraine. From 2000 to 2008 Michael was a senior editor at The New Republic. GILLES DE KERCHOVE Gilles de Kerchove was appointed E.U. Counterterrorism Coordinator on 19 September 2007. In this function, he coordinates the work of the E.U. in the field of counterterrorism,
maintains an overview of all the instruments at the E.U.’s disposal, closely monitors the
implementation of the E.U. counterterrorism strategy, and fosters better communication between the E.U. and third countries to ensure that the Union plays an active role in the fight against terrorism. He is also a European law professor at the Catholic University of Louvain, at the Free University and the Université Saint Louis-Brussels.
KEN DILANIAN Ken Dilanian covers U.S. intelligence agencies in the Washington bureau of the Associated Press. He previously wrote about national security for the Los Angeles Times, USA Today, and The
Philadelphia Inquirer, where he spent three years as a Rome-based foreign correspondent making frequent trips to Iraq from 2003 to 2005 to cover the U.S. invasion and aftermath. DANIEL GLASER Daniel Glaser was confirmed by the U.S. Senate on May 27, 2011 to serve as Assistant Secretary for Terrorist Financing at the Department of the Treasury. As Assistant Secretary, Glaser is
responsible for developing policies to protect the U.S. and international financial systems from abuse related to money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction. Glaser previously served as Treasury’s Deputy Assistant Secretary for Terrorist Financing and Head of the U.S. Delegation to the Financial Action Task Force. JEH JOHNSON Jeh Johnson was sworn in on December 23, 2013 as the fourth Secretary of Homeland Security. Prior to joining DHS, Secretary Johnson served as General Counsel for the Department of Defense.

LORETTA LYNCH Loretta Lynch was sworn in as the 83rd Attorney General of the United States on April 27, 2015. Ms. Lynch joined the United States Attorney’s Office for the Eastern District of New York in 1990. In 1999,
President Clinton appointed her to lead the office as United States Attorney—a post she held until 2001. In 2010, President Obama asked Ms. Lynch to resume her leadership of the United States Attorney’s Office in Brooklyn. In 2002, she was a partner at Hogan & Hartson LLP where she performed extensive pro bono work for the International Criminal Tribunal for Rwanda, established to prosecute those responsible for human rights violations in the 1994 genocide in that country. Ms. Lynch received her J.D. from Harvard Law School in 1984.

Previously, Ms. Monaco served as the Assistant Attorney General for National Security from July 11, 2011 to March 8, 2013. Her previous assignment was as the Principal Associate Deputy Attorney General. Prior to joining the Deputy Attorney General’s office, Monaco was the chief of staff to FBI Director Robert Mueller. Monaco initially joined the FBI on detail from the U.S Attorney’s Office for the District of Columbia.
MATT OLSEN Matt Olsen has worked for over two decades on national security, intelligence and law enforcement issues. As the former Director of the National Counter-terrorism Center, Olsen led the government’s
ef forts to integrate and analyze terrorism information for the past three years. Prior to joining NCTC, Olsen was the General Counsel for the National Security Agency. Olsen also served at the Department of Justice in national security leadership positions and as a federal prosecutor. Olsen is a President and co-founder of IronNet Cybersecurity. In addition, Olsen is a lecturer at Harvard Law School and a national security analyst for ABC News.
DANIELLE PLETKA Danielle Pletka was a longtime U.S. Senate Committee on Foreign Relations senior professional staff member for the Near East and South Asia. In that role, Pletka was the point person on Middle East,
Pakistan, India, and Afghanistan issues. As the senior vice president for foreign and defense policy studies at AEI, Pletka writes on national security matters with a focus on Iran, the Middle East, Syria, Israel, and the Arab Spring. Pletka’s most recent study, America vs. Iran: The competition for the future of the Middle East, was published by AEI in January 2014.

JOHN PISTOLE After practicing law for two years, Pistole began his career with the FBI in 1983. He served in Minneapolis, New York, FBI Headquarters, Indianapolis, Boston and, after the attacks of September 11, 2001, as
head of the counter-terrorism division, and then head of national security. In 2004, Pistole was named Deputy Director for the FBI where he served for 5½ years. In 2010, he was confirmed by the Senate as Administrator of the Transportation Security Administration, where he served for 4½ years, retiring in December 2014.
NICHOLAS RASMUSSEN Nicholas Rasmussen, Director of the National Counterterrorism Center began his career as a Presidential Management Intern in 1991. He served in the State Department, National Security Council,
and the National Counterterrorism Center as an analyst, policy advisor, and senior leader. At the NSC he was Director for Regional Affairs in the Office of Combating Terrorism, and returned as Special Assistant to the President and Senior Director for Counterterrorism. He joined NCTC as a senior policy and planning officer; he returned to lead the Center as Deputy Director, Acting Director, and now Director. Mr. Rasmussen graduated from Wesleyan University and Princeton.
TIM REARDON Tim Reardon is Vice President & General Manager of Lockheed Martin’s Defense & Intelligence Solutions. Previously, Mr. Reardon served as President, Lockheed Martin Intelligence;
President, Lockheed Martin Global; and President, Lockheed Martin Enterprise Integration. Prior to joining Lockheed Martin, Mr. Reardon served as an officer with the CIA
for ten years. Mr. Reardon received a B.A. in Economics from the University of Virginia. He also holds a Master’s degree in Systems Engineering from George Washington University. Mr. Reardon currently serves on the Intelligence and National Security Alliance (INSA) Board of Directors.
MIKE ROGERS Admiral Rogers’ joint service both afloat and ashore has been extensive since his commissioning in 1981. He served as Director for Intelligence for both the Joint Chiefs of Staf f and U.S. Pacific Command and
Commander, U.S. TENTH Fleet. Adm. Rogers became Commander, USCC and Director, NSA/Chief, CSS in April 2014. Admiral Rogers is a distinguished graduate of both the National and Naval War Colleges, a MIT fellow, Harvard National Security alum, and holds a MS in National Security Strategy and a bachelor’s from Auburn University.
BRIAN ROSS Brian Ross is one of the country’s most honored and respected journalists. As ABC News Chief Investigative Correspondent, he reports for “World News with David Muir,” “Nightline,” “Good Morning America,”
“20/20,” as well as for ABC News Radio and ABCNEWS.com. His reports have exposed corruption at all levels of government, leading to changes domestically and abroad. Ross’ work has been honored with the most prestigious awards in journalism, including seven duPont Awards, six Peabody Awards, six Polk Awards, f ive awards from the Overseas Press Club, 16 Emmys, and four Edward R. Murrow Awards. Ross joined ABC News in July 1994.

DAVID SANGER David E. Sanger is national security correspondent and senior writer at The New York Times and one of the country’s leading authorities on American foreign policy. He has been a member of two New York
Times teams that have won the Pultizer prize and is author of two bestsellers, The Inheritance, and Confront and Conceal: Obama’s Secret Wars and Surprising Use of American Power. He teaches national security policy at Harvard’s Kennedy School of Government. He is a 1982 graduate of Harvard.
ERIC SCHMITT Eric Schmitt, 55, is a senior correspondent for The New York Times who covers terrorism and national security issues. He is co-author of Counterstrike: the Untold Story of America’s Secret
Campaign Against Al Qaeda. For more than two decades, he has covered military and national security af fairs for The Times, and has made two dozen reporting trips to Iraq, Afghanistan, Pakistan and West Africa. He has a bachelor’s degree from Williams College and earned a Knight Journalism Fellowship at Stanford University. Mr. Schmitt has shared two Pulitzer Prizes. He was reared in the San Francisco Bay area and is a member of the Council on Foreign Relations.
NOAH SHACHTMAN Noah Shachtman is the Executive Editor of The Daily Beast. He previously served as Executive Editor for news at Foreign Policy. A former non-resident fellow at The Brookings Institution, Shachtman has reported
from Afghanistan, Israel, Iraq, Qatar, Russia, Kuwait, and elsewhere. But he is perhaps best known as the founder and editor of Wired magazine’s national security site, Danger Room,
which won a National Magazine Award for reporting in digital media and an Online Journalism Award for best beat reporting.
ELISSA SLOTKIN Elissa Slotkin is currently the Acting Assistant Secretary of Defense for International Security Affairs. She is the principal advisor to the Under Secretary of Defense and Secretary of Defense on security strategy and
policy issues related to the nations and international organizations of Europe (including the North Atlantic Treaty Organization), Russia, the Middle East, Africa, and the Western Hemisphere. She also has oversight for security cooperation programs, including foreign military sales in these regions. Raised in Michigan, Ms. Slotkin was educated at Cornell and Columbia University’s School of International and Public Affairs.
SUZANNE SPAULDING Suzanne Spaulding serves as Under Secretary for the National Protection and Programs Directorate at the Department of Homeland Security. Ms. Spaulding has spent nearly 25 years working
on national security issues for both Republican and Democratic Administrations and on both sides of the aisle in Congress. She held leadership positions in the House and Senate intelligence committees and spent six years at the Central Intelligence Agency. As an attorney in private practice, she also served as Security Counsel for the Business Roundtable and worked with trade associations and other critical infrastructure companies on security related issues. Ms. Spaulding earned both her law degree and undergraduate degree at the University of Virginia.

MATTHEW SPENCE Dr. Matthew Spence is a Senior Fellow at Yale University’s Jackson Institute for International Affairs. From 2012 -2015, he served as Deputy Assistant Secretary of Defense for Middle East
Policy. Prior to that, he served on the National Security Council staff as Special Assistant to the President and Senior Director for International Economic Affairs and as Senior Advisor to two National Security Advisors. He also served on the Obama-Biden Presidential Transition Team. Dr. Spence is the co-founder of the Truman National Security Project. He received his doctorate from Oxford University; J.D. from Yale Law School; and B.A. and M.A. from Stanford University.
LESLEY STAHL Lesley Stahl has been a “60 Minutes” correspondent since March 1991. Stahl’s 2013 series on Guantanamo Bay was honored with an Edward R. Murrow award, and her feature "Gospel for Teens" was recognized
with two Emmy Awards in 2012. Stahl’s two reports in 2010, “Unfinished Business” and “City of David” received Overseas Press Club Awards for Best Interpretation on International Affairs. In 1996 Stahl was awarded the Fred Friendly First Amendment Award in recognition of her journalistic achievements. She received an Edward R. Murrow Award for Overall Excellence in Television for a “60 Minutes” report.
FRAN TOWNSEND Frances Townsend is an Executive Vice President for Worldwide Government, Legal and Business Affairs at MacAndrews and Forbes Incorporated. From 2004 to 2008, Ms. Townsend served as
Assistant to President George W. Bush for
Homeland Security and Counterterrorism and chaired the Homeland Security Council. She also served as Deputy National Security Advisor for Combatting Terrorism from May 2003 to May 2004. Ms. Townsend spent 13 years at the U.S. Department of Justice under the administrations of President George H. W. Bush, President Bill Clinton, and President George W. Bush
MIKE VICKERS Mike Vickers was until May 2015 the Under Secretary of Defense for Intelligence, the CEO of the $80B, 180,000 person defense intelligence enterprise. Previously he served as the Assistant Secretary of
Defense for Special Operations, Low-Intensity Conflict and Interdependent Capabilities, as a CIA Operations Officer and as a Special Forces Officer and Non-Commissioned Officer. He consults to a number of private sector organizations and serves on a number of boards.
JOSEPH VOTEL General Joseph Votel is the tenth commander of the United States Special Operations Command. He is responsible for U.S. Special Operations Forces worldwide. General Votel’s previous assignments
include Commanding General of Joint Special Operations Command, Deputy Commanding General for CJTF-82 in Operation Enduring Freedom, Deputy Director of the Joint IED Defeat Organization established under the Deputy of the Secretary of Defense, Commander of 75th Ranger Regiment, and Commander of a Light Infantry Battalion. General Votel is a graduate of the Infantry Officer Basic and Advanced Courses, United States Army Command and General Staf f College, and the United States Army War College.

SHAUN WATERMAN Shaun Waterman is the editor of POLITICO Pro Cybersecurity. He is an award-winning journalist who has worked for the BBC and United Press International, and an expert on cybersecurity
who has presented at leading conferences such as Hacker Halted. As UPI’s Homeland and National Security Editor from shortly after Sept. 11, 2001, he covered the Department of Homeland Security from its standup in 2003 and twice won the “Dateline Washington” award from the Society of Professional Journalists. In 2009-10 Waterman produced a major report on cybersecurity for critical infrastructure at the Center for Strategic and International Studies.
PETER WITTIG Peter Wittig has served as German Ambassador to the United States since April 2014. He was previously Ambassador to the United Nations in New York and represented Germany during its tenure in the UN Security Council.
Wittig has previously served in Madrid, as the private secretary to the Foreign Minister, and as Ambassador both in Lebanon and in Cyprus. He studied history, political science, and law at Bonn, Freiburg, Canterbury, and Oxford universities and taught as an assistant professor at the University of Freiburg. His wife Huberta von Voss-Wittig has worked as both a journalist and a writer. They have four children.
CHRIS YOUNG Christopher Young is General Manager of the Intel Security Group at Intel Corporation. Young leads Intel’s security business across hardware and software platforms, including McAfee and Intel’s other security
assets, generating revenue exceeding $3 billion. Young previously served as Senior Vice President at Cisco’s Security Business Group, where he was responsible for strategy, engineering and product development for the company’s global security business. Before that, Young served as Senior Vice President and General Manager at VMware. Young holds a bachelor’s degree, cum laude, from Princeton University and an MBA with distinction from the Harvard Business School.
