Design and Delivery of Professional Development Training Programs for Teachers of Secondary/ Higher Secondary Schools, Meghalaya, India, (2017-2019), ADB

As part of the larger programme by ADB “Supporting Human Capital in Meghalaya”, the Government of Meghalaya has made important provisions for training secondary and higher secondary (SHS) teachers in government aided schools. Using a Systems Approach, IPE Global is engaged in the design and delivery of professional development (PD) for teachers. Key services offered are:• Developing content for capacity building modules for teachers/ head teachers and M&E framework• Development of embedded ICT solutions: System for Communities of Learning, training management system and teacher portfolio through web-based and mobile based interfaces• Supporting the development and roll-out of Meghalaya School Improvement Programme

Enhancing state capacity for continuous professional development of 3500 teachers and head teachers Approximately 1,00,000 students will indirectly benefit from the project that hopes to provide an effective school environment.

The Global Literacy rate is 86.2% but 63.67 million children remain out of school.

A bold universal set of 17 Goals and 169 targets, Sustainable Development Goals (SDGs) help organise and streamline development actions for greater achievement of human wellbeing, while leaving no one behind – by 2030. They are a part of Transforming our world: The 2030 Agenda for Sustainable Development and their spectrum ranges from poverty eradication, human health and sanitation to urban settlements to safeguarding the global ecosystems on which humanity depends for its survival.

IPE Global, through its various key projects, is partnering with entities (private and government) to meet these Global Goals. With an integrated and multi-sectoral approach towards focus areas like urban development, infrastructure, climate change, conservation etc. the team is delivering innovative solutions at all the stages of the project cycle. IPE Global has been instrumental in recognising the challenges and identifying focus areas with in-depth analysis and understanding to accomplish assignments with high quality deliverables.

High-Level Political Forum (HLPF) 2019 for improving SDG Implementation

Hosted by United Nations, HLPF reviews a few of the identified SDGs under the 2030 Agenda and provides an opportunity for member states to present their Voluntary National Review (VNR) to indicate progress. In 2019, 47 countries have volunteered to present their VNR to the HLPF.Convened by the Economic and Social Council (ECOSOC), the HLPF continues to be a place for high level discussions that contributes to actions towards the collective implementation of the SDGs.

M&E Partner for the Fund for Rural Prosperity (FRP), Sub-Saharan Africa, (2008-2021), MasterCard FoundationThe MasterCard Foundation Fund for Rural Prosperity (FRP) is a USD 50 million Challenge Fund which aims to help 1,000,000 rural people in sub-Saharan Africa to move out of poverty through improving their access to financial products & services. IPE Global supports FRP’s Fund Manager in the monitoring and results measurement of the fund. The team was responsible for the development of the overall theory of change and results framework and have worked with FRP’s partners to develop results measurement tools (e.g. results chains, beneficiary models, and KPIs) to measure the ongoing impact of their interventions. Annual field visits were conducted for grantees to track their business performance and impact on financial inclusion for the target beneficiaries.

As of December 2017, FRP projects haven reached over $2m beneficiaries and led to a change in aggregate net household income of nearly $4.5m.

Global Challenge Funds Evaluation, (2018), Sida

Sida has been funding challenge funds since 2007, to an estimated value of SEK 2,000 million, Challenge funds offer Sida the opportunity and flexibility of enabling civil society and the private sector to engage in innovative solutions on development issues. Close to 60% of Sida funding is distributed through global challenge funds. IPE Global conducted an evaluation to review 10 global challenge funds in Sida portfolio, using a utilisation-focused approach. The underlying principle was to learn from the experience of implementing a portfolio of global challenge funds and to test Sida’s rationale and fundamental assumptions for the use of challenge funds in development cooperation. During the evaluation, individual funds were assessed against many design and performance criteria; taking a meta, portfolio-wide view of the challenge funds as a whole, drawing on examples and learnings from different funds. The evaluation broadened the evidence base informing decisions on when, and in which contexts challenge funds are appropriate and how they should be managed.

The total value of SIDA contributions to the 10 Challenge funds we evaluated is approximately $112m. The funds support a total of more than 1,200 projects implemented by civil society or-ganisations and businesses.

Preparation of Concept Development Plans and Detailed Master Plans for Holistic Development of Package I and Package III islands, Andaman & Nicobar and Lakshadweep, India (2017-2018), NITI Aayog, Government of India

With the overarching goal of mainstreaming and economic upliftment of the natives of these islands, while preserv-ing their culture, traditions etc., IPE Global is currently developing the Concept Development Plans and detailed Master Plan for Smith, Ross, Long and Avis Island in Union Territory of Andaman and Nicobar Islands and Minicoy, Bangaram, Thinnakara, Cheriyam and Suheli islands in Lakshadweep group of islands. The project scope includes conducting eco-sensitivity and geomorphology analysis; identification of priority projects and areas for potential development for specific economic drivers and support infrastructure; strategies for attracting investment in in-frastructure through Public Private Partnership model; facilitating the long-term growth and development of the tourism industry in a sustainable manner and creating a vehicle to ensure adherence to sustainable tourism planning principles.

The project is expected to positively impact and provide livelihood benefits to more than 35000 natives of the project islands due to creation of direct and indirect employment by virtue of tour-ism development in the region

Ministry of Economy and Finance (MEF) Programme Budget Capacity Assessment, Cambodia, (2018), UNICEF Driven by the goal to upgrade Cambodia’s public financial management system to international standards, the Royal Government of Cambodia launched Public Financial Management Reform Programme (PFMRP) to improve (i) budget credibility; (ii) financial accountability; (iii) budget policy linkages; and (iv) performance accountability. To ensure gradual changes from input-based and centralised public financial management system towards perfor-mance-based budgeting system from 2020, UNICEF emphasised an assessment of capacities of line ministries in result-based planning and programme budgeting. We conducted thorough capacity assessment of key line min-istries for formulation & execution of programme budget and developed a comprehensive capacity building plan for supporting the implementation of programme budget at the Ministry of Economy and Finance (MEF), Royal Government of Cambodia. This included a detailed review of existing regulations, reports & training materials and proposing appropriate amendments for execution of capacity development plan.

Overall, this project will guide the implementation of multi-donor national level PFM Reforms Programme (Phase III & IV) in Cambodia.

Endline Evaluation of the Kenya Election Violence Prevention and Response Programme (KEVP), Kenya (Nairobi, Nakuru, Uasin Gishu, Nandi and Kisumu), (2018), US Department of State, Mercy CorpsWith an aim to create an enabling environment to address the issue of “anti-violence success” in 5 target counties (Nairobi, Nakuru, Uasin Gishu, Nandi and Kisumu) of Kenya, we carried out endline evaluation of KEVP pro-gramme. This included a detailed review of existing regulations, reports, relevant publications & research docu-ments, including KEVP baseline survey, programme records, logframe, M&E plan, etc. As part of the evaluation exercise, we formulated a robust research design to conduct an endline survey, including developing data collection tools, guides and questionnaires. Identified and mapped relationships between key influential actors in identified at-risk areas; developed structures to facilitate coordination and information sharing related to electoral security, planning and response between identified local influencers; and ensured electoral security structures develop plans and processes that enhance prevention and mitigate early indicators of violence

KEVP provided support to violence mitigation efforts in the 2017 general elections for select counties in Kenya. Over 5.7 million Kenyans benefited from the project.

Odisha Girls Incentive Programme (OGIP) implemented by IPE Global has been conferred the SKOCH Order-of-Merit at the 58th SKOCH Summit on 29th June 2019 with the underlying theme of ‘ModiNomics 2.0 - Macroeconomic Agenda’, in New Delhi.

Ujjain Smart City won the DigiTech Awards 2019 organised by ETGovernment.com at Hyatt Regency, New Delhi on June 14th under the ‘Best mobile app for citizen centric services’ category.

Growing up in a second-tier city, I always had access to big playgrounds nearby and my father being a bigtime sports lover introduced me to multiple games. And being born and bought up in Kerala, we always had more affinity towards football over cricket. The school nurtured my love for sports and helped me represent district level tournaments for both badminton and football, however it was during the graduation days the involvement with sports went to a higher level. I did my graduation at University of Calicut, which has rich sport culture and history, with likes of P T Usha, Shiny Wilson being few alumnus. Over the four years I was able to represent the Calicut University team in both football and badminton and the Football team won the All India National inter university tournament. Following time in post-graduation gave more opportunity with badminton and was able to lead the TISS team at the national level. Now a days with working schedule taking up the five days, I find some time over the weekends to play football with the kids nearby my housing colony and occasionally manage to play badminton with few IPE colleagues at some indoor sports complex.

Jishnu works as Senior Analyst in Economic and Public Financial Management department at the New Delhi office. He hails from the city of Thrissur in Kerala. He has done M.Sc. in Urban Policy and Governance from Tata Institute of Social Sciences, Mumbai and B.Tech in Electrical and Electronics Engineering from University of Calicut.
