The area of MHCL has been gaining a new momentum at the beginning of 21st century. Modern machinery, materials handling and logistics systems today employ fast-developing advanced technologies, which require deep interdisciplinary expertise to ensure successful implementation. To addressing these issues, MHCL conferences have become an important academic event of long history, bringing together leading academic scientists, researchers and research scholars to exchange and share their experiences and research results on related topics. MHCL 2019 is organized by the Engineering Design and Logistics Engineering, Vienna University of Technology (TU Wien), Austria together with Department of Material Handling, Constructions and Logistics, Faculty of Mechanical Engineering, University of Belgrade, Serbia. It will be held in Wien (Austria) from the 18th to the 20th September 2019.

It has been a tradition of MHCL since 2009 to organize a Special Session E: Maritime and Port Logistics (MPL), which plays a vital role in the global transportation systems. This MPL session is organized twice a year, e.g. in 2017 the First Part of the MPL was held in Belgrade (the Belgrade conference) and the Second Part of the MPL was held in Bar (the Bar conference). This year the MPL special session, with the theme of Operations Modeling and Sustainable Development (OM&SD), will be organized as two parts again:

1. Bar (Montenegro) from 1st to 2nd July 2019 and2. Wien (Austria) from 18th to 20th September 2019.

MPL–OM&SD will provide an interdisciplinary forum for exchange of ideas and discussion of new results and crucial achievements in the Maritime and Port Logistics field, with respect to better understanding of MPL–OM&SD fundamental properties as well as applications. Novel materials and modeling will receive special attention. This Special issue will gather selected high-quality papers addressing all aspects, not limited to the ones listed below. All works related to developments and applications of logistics and maritime systems are welcome. Authors who cannot attend the conference session are also encouraged to submit their papers directly to the Journal. The special issue includes, but is not limited to, the following topics:

Introduction of the special issue:

Climate change mitigation and its impact play a critical role in achieving the global warming target of below 2 degree Celsius expounded in the 2015 United Nations Climate Change Conference (21st session of the Conference of Parties). The adoption of the agenda for achieving the Sustainable Development Goals by 2030 has established the prefix for the integration and implementation of sustainable climate policies.

The escalation of human activities has been associated with the growing levels of greenhouse gas (GHG) emissions, hence, exacerbating climate change impacts such as flooding, cyclones, wildfires, extreme temperatures, among others.

The Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report links the immediate causes of increasing levels of GHG emissions to economic sectors such as energy production and consumption, agricultural, forestry and land use, transportation, industrialization, etc..

While there have been reports of improving environmental sustainability, a recent study by Sarkodie and Strezov on the “Economic, social and governance adaptation readiness for mitigation of climate change vulnerability: Evidence from 192 countries” revealed that climate change vulnerability is high in developing countries like Africa and some part of Asia due to low adaptive capacity and low readiness to climate change mitigation. Hence, studies on global climate change and adaptation are essential to increasing the global debate on environmental sustainability.

Special Issue: Design, management, sustainability and evaluation of transportation systems in the Arctic

The Arctic provides numerous benefits and should have promising economic development in the long run. First, it offers a distance shortcut between North America, Europe and Asia. Second, it is an area that includes wide hydrocarbon fields. Third, it has a potential to attract cruisers and passenger vessels during the summer season. Notwithstanding these positive elements, a number of challenges remain ahead.

Analyzing the development of the Arctic and in particular the Arctic economic activities such as shipping, requires to consider numerous aspects (Lasserre, 2014): governance, legal framework, environmental protection and shipping infrastructure. The management, feasibility and profitability of the different development options of the Arctic are impacted by harsh climate conditions, a very low density of population and the remoteness of human settlement. It is

also influenced by the difficulty to reach the oil and gas fields, as well as minerals mines, and to export them to their final markets outside the Arctic zone (Faury and Cariou, 2016).

Severe climate conditions (extreme cold, ice presence, permafrost and long period of darkness) combined with remoteness and low density of human infrastructures also represent a risk for the human activities in this area, both on sea and on land.

Moreover, the extraction of hydrocarbons and minerals, the sustained growth of shipping, the construction of plants and ports entail more risks for the fragile Arctic environment. Whereas the continued investments in Search and Rescue centers, their density is still obviously too weak in regards of the extreme low resiliency of the Arctic ecosystem. Besides, there has been no ban so far either on the carriage or the use of Heavy Fuel Oil and the Arctic is not yet categorized as an Emission Control or Particularly Sensitive Sea Area.

Thus, to offer a sustainable socio-economic development, different policy options and numerous tools are designed to address these issues. From a legal point of view, the recent IMO Polar Code sets out mandatory safety and environmental requirements for Arctic navigation. From a risk management point of view, forecasting the ice conditions via the use of Big Data may avoid the risk of ice related blockages, collision, oil spills, and hull damages. Anticipating the climate conditions may also help the management of mega-projects such as the implementation of new ports or plants and the supply of local communities settled in remote areas.

By positioning itself within the editorial line of Transportation Research Part A: Policy and Practice, this special issue aims to contemplate the numerous aspects related to the Arctic activities, and shipping in particular, in a framework of utmost respect for its fragile and low resilient environment. As such themes of interest include: design of transportation systems, socio-economic development, ports and shipping infrastructures, governance and Arctic shipping law or legal frameworks, risk management.

ICCIRP: Three Announcements for Opportunities for International Collaboration on Climate Change

The International Climate Change Information and Research Programme (ICCIRP) is pleased to make three announcements:

1. Call for ideas for high calibre projects on climate change adaptationICCIRP is currently calling for ideas for high calibre, high impact projects on climate change adaptation, to behosted at its office in Hamburg, Germany. Projects can entail fieldwork anywhere in the world, and there are no restrictions on the nationality of applicants. Selected ideas will be invited for further elaboration as a full proposal to an European Research Council grant (Euro 2,5 million over five years). Applicants should be at the professorial level and need to have at least 10 years work experience. Expressions of interest consisting of a one-page summary containing the a) background, b) the issue to be investigated, c) the methods to be used and d) the expected results should be sent to ICCIRP at: [email protected] deadline for expressions of interest is 20th June 2019.Full proposals are due for submission by 10th August 2019.

2. Climate 2020- The 7th on-line climate conference (23rd-30th March 2020)Based on the success of the previous on-line events, ICCIRP ir organising in collaboration with a number of internationalorganisations, the 7th on-line climate conference. Titled "Climate 2020", the event will be held on-line on 23rd-30th March 2020. Participation is free, all papers will be peer-reviewed (officially counting aspublication outputs for promotion, tenure or PhD purposes) and accepted papers will be published in the "Handbook of Climate Change Management",a majorreference work with Springer, as part of the “Climate Change Management” https://www.springer.com/series/8740.Further details on how to participate and submit abstracts can be seen at:https://www.haw-hamburg.de/en/ftz-nk/events/climate2020.html.
