The American Concrete Pipe Association had a good showing at the AASHTO Spring Meeting in Des Moines Iowa May 24-26 Leaders that attended on behalf of the ACPA included Chair Bo Gossett Vice Chair Brian Rhees Rick Traylor Bill Adams Oliver Delery Barry Bauer Jason Mayer Brent Klaiber Jeff Hite Scott Hofer and President Matt Childs Brent Klaiber (Forterra Pipe amp Precast) organized two special evening events a night at the Iowa Cubs game where DOT representatives were invited and following the Opening Reception a dinner for ACPA leaders and DOT representatives at a Mexican-cuisine restaurant On the last evening of the meeting ACPA hosted a reception that was well attended President Matt Childs thanks all that who attended One interesting story to note was at the new Resilient Committee Meeting when an engineer from Maine said that his DOT would use only concrete pipe because it lasts so much longer than any other pipe material

Lewisville CMP Failure

A failed corrugated metal pipe (CMP) pipeline installed in 1995 was originally discovered by Public Works inspectors in the Water Oak Estates (Ph IIA amp IIB) subdivision in Lewisville TX A portion of the 48-inch diameter storm sewer had collapsed leaving a pavement failure near a residence yard on Colt Dr Concrete pavement of the road collapsed while the contractor was sawing to access the failed pipeline in January 2016 Concrete was supporting itself because there was no longer a foundation below the pavement It collapsed at the expansion joint and new cut City officials accentuated that the previous installation of the metal pipe was allowed as a ldquoone timerdquo conditional use in exchange for the development of nearby park property It was further expressed that this was a one-time ldquoflukerdquo occurrence and that the City now specifies reinforced concrete pipe (RCP) exclusively for their storm drain applications A representative for the CMP manufacturer Armco evaluated the failed pipeline and reported that acidic soils surrounding the pipeline caused the CMP to fail Forterra Pipe amp Precast supplied 4621 feet of Class III RCP ranging in size from 18-inch to 72-inch diameter Replacement of the storm sewer is expected to be completed by the end of August SYB Construction Co Inc (Irving Texas) Excavation and Installation Contractor Corwin Engineering Inc (Allen Texas) Design and Specifications City of Lewisville Owner and Inspector

Wisconsin Concrete Pipe Association Executive Director Clark Wantoch PE PWLF Named APWA 2016 Top Ten Public Works Leader

Mr Wantoch manages the Wisconsin Concrete Pipe Association with a ten-member Board of Directors who have reinforced concrete pipe manufacturing plants within Wisconsin and Illinois The primary function of the association is to provide certification of the plants to produce and sell concrete pipe used on federal- and state-funded projects Prior to this role Wantoch served with Milwaukeersquos Department of Public Works for over 34 years most recently serving as the Administration amp Transportation Design Manager

Wisconsin Concrete Pipe Association Executive Director Clark Wantoch PE PWLF of Milwaukee WI was recently named to the American Public Works Association (APWA) national 2016 Top Ten Public Works Leaders of the Year Each national Top Ten Public Works Leader will be honored during the Awards Ceremony of the APWA 2016 PWX annual conference taking place in Minneapolis MN during August 28-31 2016 at the Minneapolis Convention Center Wantoch was also presented the award locally by APWA Board Region V Director Richard Berning PWLF at a local celebration at the Holiday Inn Hotel and Convention Center on Thursday May 5 2016 in Stevens Point WI The APWA Top Ten Public Works Leaders of the Year program honors excellence and dedication in public service by recognizing career service achievements of individual public works professionals and officials from both the public and private sectors As one of the most prestigious awards presented by the association the Top Ten Public Works Leader award is given to honor the public works professionalrsquos career in which he or she demonstrated excellence in public works services and infrastructure in his or her community through advancement of public works services and technology Over the years with the City of Milwaukee Wantoch developed a comprehensive computerized system to monitor and control capital improvement projects from concept through construction The main system called the ODB shares data entered by various staff within many different departments as a project is developed The system links over 200 employees within the areas of planning surveying design drafting sewer water street lighting traffic control contracting and inspection Salaries and hours by project are downloaded from the cityrsquos Financial Management Information System into the ODB This is used for project estimating and tracking the costs

for a project Wantoch was instrumental in getting projects designed and built in Milwaukee as a part of the American Resource Recovery Act (ARRA) grant program that provided federal funding for street paving projects The cityrsquos paving program was tripled as a result of the work done under the grant Wantoch noted that Milwaukee County would be left with an unimproved two-block stretch of County Trunk Highway (CTH) that was in poor condition between a recent county bridge project and a city-designed ARRA street project to the east Although the ARRA provided 100 of the construction funding the county did not have design funds Wantoch convinced the county to have the city staff fast-track the design of the roadway with the county He has also been active in the APWA mentoring program and is extensively involved in his community

The Central Atlantic Precast Concrete Association (CAPCA) held its Annual Meeting and Training Day on June 28 The annual meeting of CAPCA (a multi-state association) provided a strategic opportunity for producer and associate members to combine training assets while producing a valuable partnering experience to personnel from FHWA MD-SHA (State Highway Administration) Public Works Departments AE Firms and contractors A powerful storm settled on Howard County the night before CAPCAs Annual Conference The storms effects knocked down trees and power lines which forced Turf Valley Resort and Golf Course near Ellicott City MD to close for the planned first day of CAPCAs conference CAPCAs leadership quickly modified their training plan properly communicated to all training attendees and ensured a beneficial training event that concluded without a hitch Hard work and effective communications were combined to produce a well-attended training event SHAs Administrator Greg Johnson recognized the education partnering opportunity in CAPCAs training day David Coyne (SHA Chief Engineer) and Naja S (SHA Materials Engineer) provided focused feedback to CAPCAs Education Committee which helped produce an agenda beneficial to SHA and Public Works Department personnel Ron Turpin (Contractors Precast) Aimee Connerton (Rinker Materials Concrete Pipe Division CEMEX) Hank Gottschalk (CPampP) and Walt Catlett (ACPA) facilitated the training day which contained classes on pipe installation post installation inspection self-consolidating concrete detentionretention with precast concrete products and failing culvert replacement options They embedded two 30-minute poster sessions along with a class on partnering The poster sessions which consisted of multiple 5-minute presentations executed simultaneously and sequentially during 30-minute breakouts provided the perfect condition for candid conversations between speakers and attendees The Engineers and Legislation poster session which highlighted state and federal legislative tactics employed against the engineering profession produced healthy discussion Additional poster sessions Precast Water Quality Options Failing Culvert Solutions Precast RetentionDetention Strategies and Flexible Connections Options for Drainage Pipe set the stage for one-on-one discussions that produced several beneficial takeaways The makeup of conference attendees provided opportunity to highlight

MD-SHAs Partnering Process which is celebrating its 25th year of success Partnering is a process based on trust and open honest attitudes that are developed over time affording the owner contractor consultant and all other stakeholders an environment for effective communication expedient issue resolution and mutual project success Neil Hines one of MD SHAs Regional Construction Engineers introduced this training to the audience CAPCAs footprint includes Maryland Delaware and Washington DC Its training day enabled transportation professionals to network and share experiences and valuable lessons learned It also provided CAPCA members the opportunity to promote their training capabilities which produced fruit immediately The quality training motivated key decision makers in attendance to seek future training opportunities for their agencies

Hand Safety and Protection is an overlooked and undervalued part of our personal protective equipment Not by use because we all wear the standard leather palm gloves that are supplied to us for all tasks that we complete But are leather palm gloves the best option for the many jobs that we complete in our industry

The following is reported according to the US Bureau of Labor Statistics bull There are 110000 lost-time hand injuries annually bull Hand injuries send more than 1 million workers to the emergency

room each year bull 70 of workers who experienced hand injuries were not wearing

gloves bull The remaining 30 of injured workers did wear gloves but

experienced injuries because the gloves were inadequate damaged or the wrong type for the type of hazard present

Below are several forms of hand protection that are available as well as a description for what they can be used for It is imperative to conduct a thorough walk around your facility to determine if the correct hand protection is being utilized for each of the many tasks that are performed

Gerald R Ford International Airport Stormwater Detention and Treatment Article in June Issue of Stormwater Magazine

Some champions of competitive materials are asking why their products are not used more often in pipelines and culverts The organizations they represent joined forces to change language in legislation to increase the use of flexible pipe products especially high-density polyethylene (HDPE) Tampering with legislation language through the actions of lobbyists and legislators runs the risk of increasing the liability of design engineers and specifiers Such myopia can result in funding the construction of sewers and culverts that are not resilient and far from being considered as sustainable development (social economic and environmental) Taking the engineer out of the material selection process is dangerous and should not be supported

In Memoriam ndash Robert H Field ACPA Chairman 1973 R Hartley Field 74 of Brooklyn ended a brief fight with cancer at Day Kimball Hospital on June 25 2016 Hartley was born in Worcester MA on June 1 1942 Hartley was a lifelong resident of Brooklyn CT He graduated from Wilbraham Academy then attended Mitchell College graduating with an Associates degree Hartley shared three passions in life with his family Business(s) beginning with Field Concrete Pipe sold in 1990 followed by Field Service Inc which he started with his two sons His second passion was his community centered in Brooklyn He served on numerous boards and committees from the school board and finance committee to the 1976 Bicentennial Celebration and annual Memorial Day Parade Central to his service to Community was the Mortlake Fire Company He started responding to calls with his father at age twelve and ultimately served as a Chief Officer for more than twenty years through the seventies and eighties His third passion was the care and upkeep of the home and property he and his wife BJ purchased in 1969 He served in the National Guard for ten years

Merger-Bound Parent Companies Prepare ESSroc Lehigh Asset Sale One Mill Nine Terminals The Federal Trade Commission has outlined terms of the final regulatory clearance hovering the proposed merger of Lehigh Hanson Inc and Essroc Cement Corp parents HeidelbergCement AG and Italcementi SpA A June 17 consent agreement calls for the sale of a) Essrocrsquos 2-million tonyear Martinsburg WV mill plus seven Maryland Pennsylvania and Virginia terminals and b) Lehighrsquos Solvay NY terminal A suitor will also have a purchase option for two Essroc terminals in Ohio hellip The FTC action follows clearances HeidelbergCement and Italcementi obtained in May from regulators responsible for Canadian and European Union markets where the companies have overlapping or tandem cement aggregate or concrete production and distribution No asset transactions were indicated in Canada where Essroc Cement and Lehigh Hanson have respective strengths in Eastern and Western Provinces The European Commission approved the merger plan based on a HeidelbergCement-proposed sale of Italcementi assets centered in Belgium

The American Concrete Pipe Association had a good showing at the AASHTO Spring Meeting in Des Moines Iowa May 24-26 Leaders that attended on behalf of the ACPA included Chair Bo Gossett Vice Chair Brian Rhees Rick Traylor Bill Adams Oliver Delery Barry Bauer Jason Mayer Brent Klaiber Jeff Hite Scott Hofer and President Matt Childs Brent Klaiber (Forterra Pipe amp Precast) organized two special evening events a night at the Iowa Cubs game where DOT representatives were invited and following the Opening Reception a dinner for ACPA leaders and DOT representatives at a Mexican-cuisine restaurant On the last evening of the meeting ACPA hosted a reception that was well attended President Matt Childs thanks all that who attended One interesting story to note was at the new Resilient Committee Meeting when an engineer from Maine said that his DOT would use only concrete pipe because it lasts so much longer than any other pipe material

Lewisville CMP Failure

A failed corrugated metal pipe (CMP) pipeline installed in 1995 was originally discovered by Public Works inspectors in the Water Oak Estates (Ph IIA amp IIB) subdivision in Lewisville TX A portion of the 48-inch diameter storm sewer had collapsed leaving a pavement failure near a residence yard on Colt Dr Concrete pavement of the road collapsed while the contractor was sawing to access the failed pipeline in January 2016 Concrete was supporting itself because there was no longer a foundation below the pavement It collapsed at the expansion joint and new cut City officials accentuated that the previous installation of the metal pipe was allowed as a ldquoone timerdquo conditional use in exchange for the development of nearby park property It was further expressed that this was a one-time ldquoflukerdquo occurrence and that the City now specifies reinforced concrete pipe (RCP) exclusively for their storm drain applications A representative for the CMP manufacturer Armco evaluated the failed pipeline and reported that acidic soils surrounding the pipeline caused the CMP to fail Forterra Pipe amp Precast supplied 4621 feet of Class III RCP ranging in size from 18-inch to 72-inch diameter Replacement of the storm sewer is expected to be completed by the end of August SYB Construction Co Inc (Irving Texas) Excavation and Installation Contractor Corwin Engineering Inc (Allen Texas) Design and Specifications City of Lewisville Owner and Inspector

Wisconsin Concrete Pipe Association Executive Director Clark Wantoch PE PWLF Named APWA 2016 Top Ten Public Works Leader

Mr Wantoch manages the Wisconsin Concrete Pipe Association with a ten-member Board of Directors who have reinforced concrete pipe manufacturing plants within Wisconsin and Illinois The primary function of the association is to provide certification of the plants to produce and sell concrete pipe used on federal- and state-funded projects Prior to this role Wantoch served with Milwaukeersquos Department of Public Works for over 34 years most recently serving as the Administration amp Transportation Design Manager

Wisconsin Concrete Pipe Association Executive Director Clark Wantoch PE PWLF of Milwaukee WI was recently named to the American Public Works Association (APWA) national 2016 Top Ten Public Works Leaders of the Year Each national Top Ten Public Works Leader will be honored during the Awards Ceremony of the APWA 2016 PWX annual conference taking place in Minneapolis MN during August 28-31 2016 at the Minneapolis Convention Center Wantoch was also presented the award locally by APWA Board Region V Director Richard Berning PWLF at a local celebration at the Holiday Inn Hotel and Convention Center on Thursday May 5 2016 in Stevens Point WI The APWA Top Ten Public Works Leaders of the Year program honors excellence and dedication in public service by recognizing career service achievements of individual public works professionals and officials from both the public and private sectors As one of the most prestigious awards presented by the association the Top Ten Public Works Leader award is given to honor the public works professionalrsquos career in which he or she demonstrated excellence in public works services and infrastructure in his or her community through advancement of public works services and technology Over the years with the City of Milwaukee Wantoch developed a comprehensive computerized system to monitor and control capital improvement projects from concept through construction The main system called the ODB shares data entered by various staff within many different departments as a project is developed The system links over 200 employees within the areas of planning surveying design drafting sewer water street lighting traffic control contracting and inspection Salaries and hours by project are downloaded from the cityrsquos Financial Management Information System into the ODB This is used for project estimating and tracking the costs

for a project Wantoch was instrumental in getting projects designed and built in Milwaukee as a part of the American Resource Recovery Act (ARRA) grant program that provided federal funding for street paving projects The cityrsquos paving program was tripled as a result of the work done under the grant Wantoch noted that Milwaukee County would be left with an unimproved two-block stretch of County Trunk Highway (CTH) that was in poor condition between a recent county bridge project and a city-designed ARRA street project to the east Although the ARRA provided 100 of the construction funding the county did not have design funds Wantoch convinced the county to have the city staff fast-track the design of the roadway with the county He has also been active in the APWA mentoring program and is extensively involved in his community

The Central Atlantic Precast Concrete Association (CAPCA) held its Annual Meeting and Training Day on June 28 The annual meeting of CAPCA (a multi-state association) provided a strategic opportunity for producer and associate members to combine training assets while producing a valuable partnering experience to personnel from FHWA MD-SHA (State Highway Administration) Public Works Departments AE Firms and contractors A powerful storm settled on Howard County the night before CAPCAs Annual Conference The storms effects knocked down trees and power lines which forced Turf Valley Resort and Golf Course near Ellicott City MD to close for the planned first day of CAPCAs conference CAPCAs leadership quickly modified their training plan properly communicated to all training attendees and ensured a beneficial training event that concluded without a hitch Hard work and effective communications were combined to produce a well-attended training event SHAs Administrator Greg Johnson recognized the education partnering opportunity in CAPCAs training day David Coyne (SHA Chief Engineer) and Naja S (SHA Materials Engineer) provided focused feedback to CAPCAs Education Committee which helped produce an agenda beneficial to SHA and Public Works Department personnel Ron Turpin (Contractors Precast) Aimee Connerton (Rinker Materials Concrete Pipe Division CEMEX) Hank Gottschalk (CPampP) and Walt Catlett (ACPA) facilitated the training day which contained classes on pipe installation post installation inspection self-consolidating concrete detentionretention with precast concrete products and failing culvert replacement options They embedded two 30-minute poster sessions along with a class on partnering The poster sessions which consisted of multiple 5-minute presentations executed simultaneously and sequentially during 30-minute breakouts provided the perfect condition for candid conversations between speakers and attendees The Engineers and Legislation poster session which highlighted state and federal legislative tactics employed against the engineering profession produced healthy discussion Additional poster sessions Precast Water Quality Options Failing Culvert Solutions Precast RetentionDetention Strategies and Flexible Connections Options for Drainage Pipe set the stage for one-on-one discussions that produced several beneficial takeaways The makeup of conference attendees provided opportunity to highlight

room each year bull 70 of workers who experienced hand injuries were not wearing

gloves bull The remaining 30 of injured workers did wear gloves but

experienced injuries because the gloves were inadequate damaged or the wrong type for the type of hazard present

Gerald R Ford International Airport Stormwater Detention and Treatment Article in June Issue of Stormwater Magazine

Some champions of competitive materials are asking why their products are not used more often in pipelines and culverts The organizations they represent joined forces to change language in legislation to increase the use of flexible pipe products especially high-density polyethylene (HDPE) Tampering with legislation language through the actions of lobbyists and legislators runs the risk of increasing the liability of design engineers and specifiers Such myopia can result in funding the construction of sewers and culverts that are not resilient and far from being considered as sustainable development (social economic and environmental) Taking the engineer out of the material selection process is dangerous and should not be supported

In Memoriam ndash Robert H Field ACPA Chairman 1973 R Hartley Field 74 of Brooklyn ended a brief fight with cancer at Day Kimball Hospital on June 25 2016 Hartley was born in Worcester MA on June 1 1942 Hartley was a lifelong resident of Brooklyn CT He graduated from Wilbraham Academy then attended Mitchell College graduating with an Associates degree Hartley shared three passions in life with his family Business(s) beginning with Field Concrete Pipe sold in 1990 followed by Field Service Inc which he started with his two sons His second passion was his community centered in Brooklyn He served on numerous boards and committees from the school board and finance committee to the 1976 Bicentennial Celebration and annual Memorial Day Parade Central to his service to Community was the Mortlake Fire Company He started responding to calls with his father at age twelve and ultimately served as a Chief Officer for more than twenty years through the seventies and eighties His third passion was the care and upkeep of the home and property he and his wife BJ purchased in 1969 He served in the National Guard for ten years

Wisconsin Concrete Pipe Association Executive Director Clark Wantoch PE PWLF Named APWA 2016 Top Ten Public Works Leader

Mr Wantoch manages the Wisconsin Concrete Pipe Association with a ten-member Board of Directors who have reinforced concrete pipe manufacturing plants within Wisconsin and Illinois The primary function of the association is to provide certification of the plants to produce and sell concrete pipe used on federal- and state-funded projects Prior to this role Wantoch served with Milwaukeersquos Department of Public Works for over 34 years most recently serving as the Administration amp Transportation Design Manager

Wisconsin Concrete Pipe Association Executive Director Clark Wantoch PE PWLF of Milwaukee WI was recently named to the American Public Works Association (APWA) national 2016 Top Ten Public Works Leaders of the Year Each national Top Ten Public Works Leader will be honored during the Awards Ceremony of the APWA 2016 PWX annual conference taking place in Minneapolis MN during August 28-31 2016 at the Minneapolis Convention Center Wantoch was also presented the award locally by APWA Board Region V Director Richard Berning PWLF at a local celebration at the Holiday Inn Hotel and Convention Center on Thursday May 5 2016 in Stevens Point WI The APWA Top Ten Public Works Leaders of the Year program honors excellence and dedication in public service by recognizing career service achievements of individual public works professionals and officials from both the public and private sectors As one of the most prestigious awards presented by the association the Top Ten Public Works Leader award is given to honor the public works professionalrsquos career in which he or she demonstrated excellence in public works services and infrastructure in his or her community through advancement of public works services and technology Over the years with the City of Milwaukee Wantoch developed a comprehensive computerized system to monitor and control capital improvement projects from concept through construction The main system called the ODB shares data entered by various staff within many different departments as a project is developed The system links over 200 employees within the areas of planning surveying design drafting sewer water street lighting traffic control contracting and inspection Salaries and hours by project are downloaded from the cityrsquos Financial Management Information System into the ODB This is used for project estimating and tracking the costs

for a project Wantoch was instrumental in getting projects designed and built in Milwaukee as a part of the American Resource Recovery Act (ARRA) grant program that provided federal funding for street paving projects The cityrsquos paving program was tripled as a result of the work done under the grant Wantoch noted that Milwaukee County would be left with an unimproved two-block stretch of County Trunk Highway (CTH) that was in poor condition between a recent county bridge project and a city-designed ARRA street project to the east Although the ARRA provided 100 of the construction funding the county did not have design funds Wantoch convinced the county to have the city staff fast-track the design of the roadway with the county He has also been active in the APWA mentoring program and is extensively involved in his community

The Central Atlantic Precast Concrete Association (CAPCA) held its Annual Meeting and Training Day on June 28 The annual meeting of CAPCA (a multi-state association) provided a strategic opportunity for producer and associate members to combine training assets while producing a valuable partnering experience to personnel from FHWA MD-SHA (State Highway Administration) Public Works Departments AE Firms and contractors A powerful storm settled on Howard County the night before CAPCAs Annual Conference The storms effects knocked down trees and power lines which forced Turf Valley Resort and Golf Course near Ellicott City MD to close for the planned first day of CAPCAs conference CAPCAs leadership quickly modified their training plan properly communicated to all training attendees and ensured a beneficial training event that concluded without a hitch Hard work and effective communications were combined to produce a well-attended training event SHAs Administrator Greg Johnson recognized the education partnering opportunity in CAPCAs training day David Coyne (SHA Chief Engineer) and Naja S (SHA Materials Engineer) provided focused feedback to CAPCAs Education Committee which helped produce an agenda beneficial to SHA and Public Works Department personnel Ron Turpin (Contractors Precast) Aimee Connerton (Rinker Materials Concrete Pipe Division CEMEX) Hank Gottschalk (CPampP) and Walt Catlett (ACPA) facilitated the training day which contained classes on pipe installation post installation inspection self-consolidating concrete detentionretention with precast concrete products and failing culvert replacement options They embedded two 30-minute poster sessions along with a class on partnering The poster sessions which consisted of multiple 5-minute presentations executed simultaneously and sequentially during 30-minute breakouts provided the perfect condition for candid conversations between speakers and attendees The Engineers and Legislation poster session which highlighted state and federal legislative tactics employed against the engineering profession produced healthy discussion Additional poster sessions Precast Water Quality Options Failing Culvert Solutions Precast RetentionDetention Strategies and Flexible Connections Options for Drainage Pipe set the stage for one-on-one discussions that produced several beneficial takeaways The makeup of conference attendees provided opportunity to highlight

Gerald R Ford International Airport Stormwater Detention and Treatment Article in June Issue of Stormwater Magazine

In Memoriam ndash Robert H Field ACPA Chairman 1973 R Hartley Field 74 of Brooklyn ended a brief fight with cancer at Day Kimball Hospital on June 25 2016 Hartley was born in Worcester MA on June 1 1942 Hartley was a lifelong resident of Brooklyn CT He graduated from Wilbraham Academy then attended Mitchell College graduating with an Associates degree Hartley shared three passions in life with his family Business(s) beginning with Field Concrete Pipe sold in 1990 followed by Field Service Inc which he started with his two sons His second passion was his community centered in Brooklyn He served on numerous boards and committees from the school board and finance committee to the 1976 Bicentennial Celebration and annual Memorial Day Parade Central to his service to Community was the Mortlake Fire Company He started responding to calls with his father at age twelve and ultimately served as a Chief Officer for more than twenty years through the seventies and eighties His third passion was the care and upkeep of the home and property he and his wife BJ purchased in 1969 He served in the National Guard for ten years

Some champions of competitive materials are asking why their products are not used more often in pipelines and culverts The organizations they represent joined forces to change language in legislation to increase the use of flexible pipe products especially high-density polyethylene (HDPE) Tampering with legislation language through the actions of lobbyists and legislators runs the risk of increasing the liability of design engineers and specifiers Such myopia can result in funding the construction of sewers and culverts that are not resilient and far from being considered as sustainable development (social economic and environmental) Taking the engineer out of the material selection process is dangerous and should not be supported

In Memoriam ndash Robert H Field ACPA Chairman 1973 R Hartley Field 74 of Brooklyn ended a brief fight with cancer at Day Kimball Hospital on June 25 2016 Hartley was born in Worcester MA on June 1 1942 Hartley was a lifelong resident of Brooklyn CT He graduated from Wilbraham Academy then attended Mitchell College graduating with an Associates degree Hartley shared three passions in life with his family Business(s) beginning with Field Concrete Pipe sold in 1990 followed by Field Service Inc which he started with his two sons His second passion was his community centered in Brooklyn He served on numerous boards and committees from the school board and finance committee to the 1976 Bicentennial Celebration and annual Memorial Day Parade Central to his service to Community was the Mortlake Fire Company He started responding to calls with his father at age twelve and ultimately served as a Chief Officer for more than twenty years through the seventies and eighties His third passion was the care and upkeep of the home and property he and his wife BJ purchased in 1969 He served in the National Guard for ten years

Merger-Bound Parent Companies Prepare ESSroc Lehigh Asset Sale One Mill Nine Terminals The Federal Trade Commission has outlined terms of the final regulatory clearance hovering the proposed merger of Lehigh Hanson Inc and Essroc Cement Corp parents HeidelbergCement AG and Italcementi SpA A June 17 consent agreement calls for the sale of a) Essrocrsquos 2-million tonyear Martinsburg WV mill plus seven Maryland Pennsylvania and Virginia terminals and b) Lehighrsquos Solvay NY terminal A suitor will also have a purchase option for two Essroc terminals in Ohio hellip The FTC action follows clearances HeidelbergCement and Italcementi obtained in May from regulators responsible for Canadian and European Union markets where the companies have overlapping or tandem cement aggregate or concrete production and distribution No asset transactions were indicated in Canada where Essroc Cement and Lehigh Hanson have respective strengths in Eastern and Western Provinces The European Commission approved the merger plan based on a HeidelbergCement-proposed sale of Italcementi assets centered in Belgium

for a project Wantoch was instrumental in getting projects designed and built in Milwaukee as a part of the American Resource Recovery Act (ARRA) grant program that provided federal funding for street paving projects The cityrsquos paving program was tripled as a result of the work done under the grant Wantoch noted that Milwaukee County would be left with an unimproved two-block stretch of County Trunk Highway (CTH) that was in poor condition between a recent county bridge project and a city-designed ARRA street project to the east Although the ARRA provided 100 of the construction funding the county did not have design funds Wantoch convinced the county to have the city staff fast-track the design of the roadway with the county He has also been active in the APWA mentoring program and is extensively involved in his community

The Central Atlantic Precast Concrete Association (CAPCA) held its Annual Meeting and Training Day on June 28 The annual meeting of CAPCA (a multi-state association) provided a strategic opportunity for producer and associate members to combine training assets while producing a valuable partnering experience to personnel from FHWA MD-SHA (State Highway Administration) Public Works Departments AE Firms and contractors A powerful storm settled on Howard County the night before CAPCAs Annual Conference The storms effects knocked down trees and power lines which forced Turf Valley Resort and Golf Course near Ellicott City MD to close for the planned first day of CAPCAs conference CAPCAs leadership quickly modified their training plan properly communicated to all training attendees and ensured a beneficial training event that concluded without a hitch Hard work and effective communications were combined to produce a well-attended training event SHAs Administrator Greg Johnson recognized the education partnering opportunity in CAPCAs training day David Coyne (SHA Chief Engineer) and Naja S (SHA Materials Engineer) provided focused feedback to CAPCAs Education Committee which helped produce an agenda beneficial to SHA and Public Works Department personnel Ron Turpin (Contractors Precast) Aimee Connerton (Rinker Materials Concrete Pipe Division CEMEX) Hank Gottschalk (CPampP) and Walt Catlett (ACPA) facilitated the training day which contained classes on pipe installation post installation inspection self-consolidating concrete detentionretention with precast concrete products and failing culvert replacement options They embedded two 30-minute poster sessions along with a class on partnering The poster sessions which consisted of multiple 5-minute presentations executed simultaneously and sequentially during 30-minute breakouts provided the perfect condition for candid conversations between speakers and attendees The Engineers and Legislation poster session which highlighted state and federal legislative tactics employed against the engineering profession produced healthy discussion Additional poster sessions Precast Water Quality Options Failing Culvert Solutions Precast RetentionDetention Strategies and Flexible Connections Options for Drainage Pipe set the stage for one-on-one discussions that produced several beneficial takeaways The makeup of conference attendees provided opportunity to highlight

Hand Safety and Protection is an overlooked and undervalued part of our personal protective equipment Not by use because we all wear the standard leather palm gloves that are supplied to us for all tasks that we complete But are leather palm gloves the best option for the many jobs that we complete in our industry

The following is reported according to the US Bureau of Labor Statistics bull There are 110000 lost-time hand injuries annually bull Hand injuries send more than 1 million workers to the emergency

room each year bull 70 of workers who experienced hand injuries were not wearing

gloves bull The remaining 30 of injured workers did wear gloves but

experienced injuries because the gloves were inadequate damaged or the wrong type for the type of hazard present

Below are several forms of hand protection that are available as well as a description for what they can be used for It is imperative to conduct a thorough walk around your facility to determine if the correct hand protection is being utilized for each of the many tasks that are performed

Some champions of competitive materials are asking why their products are not used more often in pipelines and culverts The organizations they represent joined forces to change language in legislation to increase the use of flexible pipe products especially high-density polyethylene (HDPE) Tampering with legislation language through the actions of lobbyists and legislators runs the risk of increasing the liability of design engineers and specifiers Such myopia can result in funding the construction of sewers and culverts that are not resilient and far from being considered as sustainable development (social economic and environmental) Taking the engineer out of the material selection process is dangerous and should not be supported

In Memoriam ndash Robert H Field ACPA Chairman 1973 R Hartley Field 74 of Brooklyn ended a brief fight with cancer at Day Kimball Hospital on June 25 2016 Hartley was born in Worcester MA on June 1 1942 Hartley was a lifelong resident of Brooklyn CT He graduated from Wilbraham Academy then attended Mitchell College graduating with an Associates degree Hartley shared three passions in life with his family Business(s) beginning with Field Concrete Pipe sold in 1990 followed by Field Service Inc which he started with his two sons His second passion was his community centered in Brooklyn He served on numerous boards and committees from the school board and finance committee to the 1976 Bicentennial Celebration and annual Memorial Day Parade Central to his service to Community was the Mortlake Fire Company He started responding to calls with his father at age twelve and ultimately served as a Chief Officer for more than twenty years through the seventies and eighties His third passion was the care and upkeep of the home and property he and his wife BJ purchased in 1969 He served in the National Guard for ten years

Merger-Bound Parent Companies Prepare ESSroc Lehigh Asset Sale One Mill Nine Terminals The Federal Trade Commission has outlined terms of the final regulatory clearance hovering the proposed merger of Lehigh Hanson Inc and Essroc Cement Corp parents HeidelbergCement AG and Italcementi SpA A June 17 consent agreement calls for the sale of a) Essrocrsquos 2-million tonyear Martinsburg WV mill plus seven Maryland Pennsylvania and Virginia terminals and b) Lehighrsquos Solvay NY terminal A suitor will also have a purchase option for two Essroc terminals in Ohio hellip The FTC action follows clearances HeidelbergCement and Italcementi obtained in May from regulators responsible for Canadian and European Union markets where the companies have overlapping or tandem cement aggregate or concrete production and distribution No asset transactions were indicated in Canada where Essroc Cement and Lehigh Hanson have respective strengths in Eastern and Western Provinces The European Commission approved the merger plan based on a HeidelbergCement-proposed sale of Italcementi assets centered in Belgium

Gerald R Ford International Airport Stormwater Detention and Treatment Article in June Issue of Stormwater Magazine
