Pena Nieto, 45, won theelection with 38 percent of thevote, followed by leftist An-dres Manuel Lopez Obradorwith 31 percent and the PAN'sJosefina Vazquez Mota with25 percent, according to thefinal official vote result.

Lopez Obrador said Mon-day he was gathering evidenceto ask vote officials to declarethe presidential election in-valid, claiming the PRI boughtfive million ballots. PenaNieto obtained 3.3 millionmore votes than LopezObrador.

In spring 2008 the Fed saidit "made further inquiry of Bar-clays as to how Libor submis-sions were being conducted. We subsequently shared analy-sis and suggestions for reformof Libor with the relevant au-thorities in the UK."

According to David Kotok, chairman of Cumberland Ad-visors, the scandal raises ques-tions about whether Fedsurveillance was good enoughand what it will do now.

Kotok suggested guiltybanks could lose their prime-dealer status, a much-covetedand lucrative status bestowedby the New York Fed, whichallows banks to buy US bondsdirectly from the government.

"We wonder what messagewould be sent if the NY Fednow took Barclays out of theprimary dealer lineup for apenalty period. And we wonderwhat the market will think if theNY Fed does nothing," he said.

"It is important that we under-stand how any manipulationmay impact American con-sumers and the US financialsystem," Senate committeechairman Tim Johnson said ina statement.

"The Banking Committeewill hold hearings in July withTreasury Secretary Geithnerand Federal Reserve ChairmanBernanke, and I am askingthem to be prepared to answersenators' questions on this mat-ter."

The Fed chairman is likelyto face a particularly roughtime from lawmakers.

As well as being a centralbank, the Fed is a watchdog formany of the banks that set theLibor, including Barclays.

Questions have been raisedabout when the Fed detectedfoul play, whether it didenough to stop it and whetherthe issue was put on the back-burner because Wall Street wasat the time in the throes of the2007-2008 financial crisis.

Robles was later disquali-fied, handing the title to Amer-ica's Jason Richardson, whileLiu was awarded silver. Al-though there was outrage inChina, Liu took the incidentcalmly.

Revenge could be on themenu this year. In the currentseason, Liu has beaten Roblesover 60 metres in Birminghamand he came second to AriesMerritt in the world indoorchampionships in March.

In London, he can cap a mo-mentous comeback by claim-ing a second Olympic goldmedal, along with retributionover Robles -- and, if the starsalign, erase the Cuban's 12.87from the record books.

Liu's withdrawal in severepain, without even clearing ahurdle in his first heat, causedsuch profound shock that fansflooded out of the Bird's Neststadium and a Chinese TV pre-senter wept as he announcedthe news.

It was the start of the longspell in the doldrums for Liu,who had claimed China's firstever sprint gold in a worldrecord-equalling 12.91sec inAthens, and lowered the markto 12.88 two years later inLausanne.

American surgeons re-moved calcium deposits fromhis right Achilles tendon inDecember 2008, but it wasmore than a year after Beijingbefore he returned to the trackin his home city of Shanghai.

But Liu remained troubledby the injury and he took an-other six months off in 2010before returning to form withAsian Games gold that No-vember, clocking 13.09 infront of a huge crowd inChina's Guangzhou.
