On January 15, 2014, nearly one month after Melissa Balin, lodged her 1983 Federal Complaint against the City of Los Angeles, et. al.; and four days after Balin's REquest for Process Service; Magistrate Judge Sheri Pym has issued an Initial Civil Rights Case Order in Case #CV-13-9395-PSG (SP) continuing mandamus on Balin's ability to serve defendants until the case is ascertained "not frivolous".
