a. August epsb meeting is now Aug. 15 at 9am (which will make it a special called meeting. They are thinking of moving the June and August meetings to the third week instead of the usual first week)

b. Retiring the Kentucky Teacher Standards…. Jimmy thinks that this is the time to make the change, and he mentioned the possibility of working with KACTE. Jimmy also reminded us that the KTS are not in statute, but rather regulation… so the Board can move more quickly and easily because of this) Jimmy also thinks that the standards should be like any other standards sets, with rubrics included.

c. CAEPi. Jimmy mentioned that there are some states that have been having problems

with their state partnerships (Massachusetts, North Carolina). So, Kentucky is taking time to do some more exploration before assuming that everything will go just fine.

ii. Comments on basic skills testing….. Jimmy feels that the ACT and SAT really are not predictors of success in the first year teacher, but rather the first year of college.

iii. Jimmy also mentioned that he has some problems with the idea of making our pool of potential teachers smaller and more selective. He feels that in some areas, we need a broad pool from which to choose, not a smaller pool. He says that he has been talking with both CAEP and CCSSO on the whole issue of selectivity.

i. The state will be generating more reports for accountability…. And the EPSB will be combininh g multiple years of data so that small institutions will be able to have reports to use.

ii. KCEWS accountability and teacher preparation feedback.1. EPSB is working with KCEWS to develop reports2. The early EPSB reports will be more or less static…. But Richard

will be using KEPAS Program Review system to provide for more interactive report generating

iii. Revision in the EPSB Website1. It will have three components: 1) certification, 2) Public site, 3)

Learning management.2. He is hoping that the new Public Site will be up by December

3. KTIP Update… Sherri Henley, EPSBa. The Pilot, which included the Framework for Teaching has been completed

successfully.b. They did both an online survey for all team members (over 1000 responses), and

also focus groups.c. In looking at the KTIP instrument… they have moved the content standard in to the

lesson planning section… this should focus on the nature of the classroom from a content point of view

d. This coming year, interns will be expected to do the student voice survey at least two times. (probably need to get more information from Sharon about this)

e. Student growth has been integrated into several of the sources of evidence, rather than having growth in its own section.

f. NOTE: go to the KTIP website for a more comprehensive idea of changes that are happening in KTIP.

4. The PARC Program Submission Templates… Rich Miller, Allison Bell, EPSBa. Program Review Process (the templates)

i. The PowerPoint that Rich Miller used is in the EPSB website folder http://www.kyepsb.net/documents/parc/

ii. THE SPREADSHEET…. Richard said that it would be possible to EITHER do on spread sheet for all of the programs, or a separate spreadsheet for each program.

iii. The question of submitting instruments to CAEP for review…. In general you need to be more than a year out, which means that most institutions will have missed the opportunity for a CAEP review.

iv. Paul Erickson…. He is being trained to be a person who will be receiving assessment documents for CAEP

v. Richard also suggested that KACTE should provide mechanisms to consider on a statewide basis the nature of Quality Assurance Systems for CAEP.

vi. GANTT Chart of the timeline for a visit…. See this in the pptxvii. The NEW Quality Assurance System…. Allison says that you should NOT

try to update your current Continuous Assessment Plan into the Quality Assurance System.

viii. Until the actual EPSB live system is built, the Template and Spreadsheet system will have to suffice.

x. 1) Staff Review; Completion, Compliance, Coherence 2) Quality Assurance Review Committee: Review of the EPP Quality Assurance System, and also Review of the Program Quality Assurance System, 3) Content Review: by content experts from the field 4) Program Review Committee: Validates the work of the other three review groups.

1. NOTE…. Every EPP is going to be expected to have at least one member on each of reading committees.

xi. Before accreditation visits: the EPSB is hoping to have all programs submitted TWO years ahead of the visit, rather than one year.

xii. All institutions not currently NCATE accredited must apply to CAEP for Accreditation Status now.

xiii. The goal is to have all programs approved BEFORE starting to write the Institutional Report (self study)

5. Admission/ Exit… Lauren Gravesa. KFETS…. Candidates haven’t had to do KFETS up till now…. However, the

2:15 Break2:30-3:15 ESSA (Every Student Succeeds Act) and EPSB Teacher Leader Masters Committee

Updates…. Ann Larson, Sam Evans1. (put in the website for ESSA)2. ESSA has opportunities for EPPs to engage in partnership projects with LEAs3. Ann Larson, MJ O’Hair, and Sam Evans have been asked to be on the Task Force to

Implement ESSA in Kentucky (by Commissioner Pruitt)…. In addition, Bob King and Jimmy Adams are on the taskforce.

4. ESSA replaces NCLB5. ESSA provides an opportunity to create a new Accountability System in Kentucky that

takes advantage of the provisions of ESSA6. Pruitt is worried about a number of the planning provisions of the law and the timelines….

Pruitt has written to the Secretary of Education for a more common sense approach.7. Direct Student Services Opportunities for Higher Education8. The most significant aspect of ESSA is that it returns considerable responsibility and

authority to the states.a. It is expected that the planning for ESSA will include almost all public agency

groups, including higher education9. Opportunities for IHEs

a. Leadership Development is going to be important…. There are significant dollars to support PD activities that will develop leadership capabilities

12. SamEvans and the Teacher Leader Review Committee for Masters Programsa. Purpose of Committee…. i. review implementation of the teacher leader masters

programs…. b. They were expected to stay within the current regulation that governs the Tl

programsc. Objectives

i. Review regulatory requirements… people still feel positive about the requirements developed at the time, but there has been quite a bit of drift from the original requirements. The Teacher Leader Model Standards have been examined. Program documents have been reviewed. Kentucky certification regulation has been reviewed. Unfortunately, school districts really don’t know what to do with people who have earned the teacher leader endorsement.

ii. Develop a survey of completers…. The instrument was developed by a WKU doctoral student who did her work on teacher leadership… she did a survey instrument, and the committee chose to use the instrument, with some editing. It was aligned with the 10 KTS.

iii. Review survey data…. Rich Miller took the responsibility to scrub the data. Tony Kirchner prepared an analysis of the data. There was a 9% return on the survey. The largest number of responses was for elementary ed…. Mostly female. Each one of the standards was reviewed in terms of preparation at the start of the program and at the end of the program. The survey results data has been very useful in thinking about the realities of the TL programs, and whether there need to be adjustments recommended by the committee.

1. A presentation will be made to the Board at the August meetingiv. Enrollment Trends…. Institutions with Tl programs have seen a general

decline in enrollment. 1366 candidates completed the program. Many districts had less than 10 completers. With such small numbers, it is difficult to determine what the impact of the programs has been on student achievement. There are about 45,000 teachers in Kentucky… so the number of TL graduates is quite small.

v. Work with EpSB staff on determing impact of TL programs on improved achievement for P12

vi. Sam thinks that there will be something said about the proposal put forward by the CPE, but we don’t know exactly what will be the outcome, because the Secretary and the Governor haven’t really filled out their expectations.

1. Live demo of the praxis ETS Data Manager2. Thanked Jimmy for support with the Praxis CORE data project. Kentucky is unusual in

that it is the only state that doesn’t allow exceptions to the Praxis CORE / GRE, so the Kentucky data is unique and important. Only Public institutions can participate. This is a national study, and will be shared nationally.

3. To use the Data Manager you need an account. If you want an account, you need a recommendation from the Dean or Associate Dean.

4. The Data Manager is free. You can download reports and look up student scores. And you can create custom reports.

5. In 2016 they added the ability to remove students who have scores, but who didn’t attend your school…. This is the Roster of Attending Students feature.

6. What can I use it for?a. Downloading official score reportsb. Curriculum planning and improvementsc. Anticipating and planning for score changes at the state leveld. Data for accreditation or state reportinge. Comparing your school’s performance with the state and the and the nation

7. Remember that there is a difference between attending and designated institutionsa. Because a designated institutional data shows up in our data, we need to be clear

about the difference in our attending students and our designating students.8.

a. Refers to the appropriateness of the content of the instrumentb. Do the measures (questions, observations) accurately assess what youwant to

know?c. Expert judgement is the primary method used to determine content validityd. Validity is not required for surveys that ask for perceptionse. NOTE: state developed instruments, or proprietary assessments do not need for us

to demonstrate content validity2. Key Ideas

a. Level of subjectivity exists in determining content validityb. Qualitative in naturec. Requires a degree of agreement among “experts”d. Requires the use of recognized subject matter expertse. Relies on individuals who are familiar with the construct

3. Approaches to Establishing Validitya. Research based methodology, such as Lawshe, can establish content validityb. Identify content experts, who review and rate each element of the observation

5. CRITERION VALIDITYa. Correlation with Standards

i. Tag each of the elements in an assessment to the appropriate standards (TASC, KTS, and CAEP standards)

6. Reliability….. CAEP expects EPPs to report the % of agreement among raters. CAEP expects inter-rater reliability at 80% or above agreement.

a. You have to have multiple raters observing the same lesson either in person or via recorded lesson.

b. Each rater independently completes the observation formc. Statistics are run to determine the amount of agreement between the two raters

(SPSS or Excel)d. In this exercise, they used a YouTube video of an elementary math teachere. Ideas for Training Raters

i. Develop a common process for implementing an assessmentii. Observe and rate the same video

iii. Conduct joint observations and compare ratings immediately after the observation

iv. Discuss the observation differences and explain rationales for ratingsf. Developing Unit-wide procedures for approaching the issue of reliability for unit-

wide assessmentsi. Develop a template for modularized procedures in establishing reliability

for an instrument…. This would be sequential as a check list, so that everyone would know what needs to be done to engage in this work.

ii. Once you have the modularized template, you could also develop parallel training procedures.

iii. Inevitably, engaging in this work is going to require face to face meetings across program faculties and involve P12 partners.

Gary Schroeder presented the 2016-17 Chronicle of Educator Preparation in Kentucky. He indicated that the Chronicle will be placed on the KACTE website along with the Chronicles from earlier years. Members are encouraged to read this year’s chronicle and if they have any items to add, or edits to make, to let him know via email or other mechanism.

o Report of the Presidents Manish Sharma presented some remarks on this last year of his term as

KACTE President Carol Ryan, incoming President, presented remarks

She looked forward to the kinds of activities that KACTE will continue to present for the membership. Possibly asking CAEP to come back to Kentucky to do a workshop. Manish and Carol also met with the EPSB leadership staff in June to continue the collaborative relationship that is so important. Carol also strongly approved of the fact that the EPSB leadership team spent the full two days here at the conference,,,, which signifies that they are very interested in working with KACTE.

o CAEP Conference/ AACTE Washington Week 2016 Update Reports from the Manish Sharma and Carol Ryan

Manish recommended that everyone review the recent email from CAEP and the new information it contains about the Advanced Programs review rubric.

Manish indicated that this summer Ann, Carol and Manish actually visited all six of the representatives in Washington and both Senators.

o Awards

Ann Larson was presented with a gift from the organization in recognition of her long service and leader

Manish and Carol presented awards to the outgoing members of the Board; Jacqueline Hansen, representing public institutions, and Yoli Carter, representing private institutions.

Manish Sharma received the 2016 Distinguished Service Award.

1:15-2:15 KITEP Presentation…. o KACTE Employer Survey Project and Common Clinical Measures… Harold Peach and

Margaret Moore Employer Survey

It was hoped to develop a valid and reliable instrument that could be used by all EPPs in Kentucky

It was also hoped to be able to develop statewide data that would allow institutions to compare their work with others.

Presented the timeline for the development with the surveyo Note that KCEWS has been contacted and involved in taking

the data and consolidating it into report(s).

KCEWS will collect data from the common items on the surveyo KCEWS will present formal reports on the survey resultso KCEWS will analyze the data from a reliability point of

view. There will need to be a formal agreement, whereby in order for an

institution to use the instrument, they have to agree to provide KCEWS with the data resulting from the administration of the survey to their own graduates.

o It is expected that the process of refining the instrument and items, administering the survey, and analyzing for reliability will be done annually by each cooperating EPP.

o Planning for KITEP Activities, 2016-17

CAEP Communities…. Margaret talked about her experience with a CAEP PLC…. She thinks that the experience has been significantly positive that Kentucky should establish a Kentucky CAEP PLC….. it could make it possible for Kentucky to pose questions and get answers.

Margaret used her search for Field Observation Instruments as an example of how PLCs might facilitate a variety of searches…. If we had the PLC, we could decide on issues that are of interest to a variety of member institutions and then ask CAEP staff for support and actual opinions.

Tentative Timeline… First, need a leader for this effort This year’s state grant proposal deals with continuing development of

assessments from a CAEP point of view NOTE: Need to get a copy of Margaret’s powerpoint slides so that I can

have the timelines

2. President’s Reporta. Recognized the members of the Executive Board… b. Expressed appreciation for the service of Jason Reeves (Union College), and Sharon

Brennan (University of Kentucky), At Large Members of the Executive Board whose terms are ending

c. President Sharma indicated that he has participated in the AACTE Summer State Leadership Institute and AACTE Day on the Hill during the past year in Washington, DC, and will participate again this year. He indicated that part of the job of the President is advocating for the organization, and part is taking advantage of the opportunity to learn from other officers of state chapters of AACTE. This year the date for the State Leadership Institute is June 8 -11, 2015.

d. The KACTE Website… This is a major part of our organizational communication, and members are encouraged to visit frequently. A wide variety of documents, notes, and notifications of upcoming meetings are posted on www.kacte.org.

e. The next KACTE-sponsored meeting will be on August 5, which will be a day-long workshop on CAEP assessment concepts and expectations. Stevie Chepko, Senior Vice President, Accreditation will be coming from CAEP to lead the workshop. The meeting will be held at the University of Louisville Golf Club in Simpsonville.

3. Treasurer’s Report and Audit, a. Alesa Walker, KACTE Treasurer presented the annual treasurer’s report. b. Margaret Moore reported that an audit of the KACTE financial records indicated

that the financial record keeping is adequate and that the organization is solvent.4. Secretary’s Report

The EPSB has placed a high priority on good communication between the EPSB staff and the Educator Preparation Programs community in Kentucky. As a result, the Deans/Chairs/Leadership meetings are well attended.

KACTE / K-ITEP ACTIVITIES AND INITIATIVES

K-ITEP (Policy, Action and Review Committee On Information Technology And Data Systems In Educator Preparation) is a committee that fosters a collaborative relationship between state agencies and higher education institutions in Kentucky, and provides KACTE member institutions with a wide range of services and information related to data systems in educator preparation. KACTE K-ITEP includes representatives, normally assessment system coordinators, from public and independent colleges and universities.

Under the leadership of K-ITEP Co-Chair Margaret Moore at Eastern Kentucky University, an AACTE State Chapter Grant was secured to support a series of workshops.

Within the Grant, three major goal/activities were proposed to occur:

1. Developing EPP Clinical Measures with State Agencies: the Kentucky Education Professional Standards Board, the Kentucky Center for Education and Workforce Statistics, and KACTE.

2. Developing EPP Employer Surveys (including retention and employment milestones) with State Agencies: the Kentucky Education Professional Standards Board, the Kentucky Center for Education and Workforce Statistics, and KACTE.

3. Continue Developing EPP Annual Reporting Measures Initiatives in Collaboration with State Agencies: the Kentucky Education Professional Standards Board, the Kentucky Center for Education and Workforce Statistics, and KACTE. To accomplish these goals three major grant-supported workshops were conducted during 2015-2016.

First KACTE K-ITEP Sponsored Workshop

TOPIC: Developing Employer Surveys

DETAILS:  OCTOBER 23, 2015 from 9:00 to 3:00. EPSB first floor conference room, 100 Airport Drive. Lunch was provided and there was reimbursement for mileage from the State Chapter Grant.

TEXT:  Educator Preparation Providers actively seek to collaborate with state agencies with the objective of creating common EPP employer satisfaction questions/surveys with an emphasis placed on the accuracy, reliability and validity of the results. Survey development foci included: How the surveys are used? How the surveys are constructed? How results are scored and reported? and Processes for informing survey respondents. This process created the ability for EPPs to make comparisons using de-identified aggregate data and develop benchmark performances.

Second KACTE K-ITEP Sponsored Workshop

TOPIC:Developing EPP Clinical Measures with State Agencies: the Kentucky Education Professional Standards Board, the Kentucky Center for Education and Workforce Statistics, and KACTE.DETAILS: November 13, 2015 from 9:00 to 3:00. TEXT: Educator Preparation Providers actively seek to collaborate with state agencies with the objective of creating commonly used clinical measures used by most EPPs. A processes for testing the validity, reliability, and fairness of measures and instruments would be developed and maintained. Further, training modules for use and scoring of instruments would be developed for clinical educators. This process creates the ability for EPPs to make comparisons using aggregate data and develop benchmark performances.

TOPIC: Accountability Reporting Measures 

DETAILS: January 29, 2016, 9:00am-3:00pm. Offices of the Kentucky Center for Education and Workforce Statistics, 1050 US Highway 127 , Frankfort, KY 40601. Lunch was provided and there was reimbursement for mileage from the State Chapter Grant.

TEXT: Dr. Kate Akers, Acting Executive Director of the Kentucky Center for Education and Workforce Statistics (KCEWS), Terry Hibpshman, EPSB Consultant, and Lauren Graves, EPSB staff shared accountability reporting measures that they are collectively preparing. Participants had an opportunity to work in small groups and review a variety of reports, including some drafts.

AACTE, Washington Week, including the State Leaders Institute (SLI), and the Day on the Hill, Washington, DC. (Attended by Manish Sharma, Ann Larson, Carol Ryan.), June 8-11, 2015

The AACTE Day on the Hill is a signature component of Washington Week. Day on the Hill provides AACTE members an opportunity to meet with their representatives as well as the latest information on education policy from Capitol Hill. The event includes training and resources for members to conduct meetings with congressional offices, where they can showcase their successful programs and advocate for relevant legislation or funding.

The State Leaders Institute is offered to current leaders of AACTE’s state chapters. The program is a forum to discuss important trends in state policies related to educator preparation. Attendees interact with other leaders from across the United States, learning strategies and collaborating to increase their state chapters’ capacity and advocacy for the profession.

Manish Sharma, Ann Larson, and Carol Ryan were able to meet with representatives of all six Kentucky Congressmen and both of the Kentucky Senators during the 2016 Day on the Hill.

Issues Affecting the Work of KACTE in 2015-2016

1) Personnel Changes at the Education Professional Standards Board and other Agencies

The Education Professional Standards Board (EPSB) is the primary collaborating partner for KACTE. In Spring and Summer of 2015 there were major personnel changes at the EPSB which will undoubtedly make a difference in the goals, initiatives, working relationships that guide the KACTE / EPSB collaboration. In addition, there were major personnel changes elsewhere in Kentucky State Government that are likely to affect KACTE. Some of these changes are as follows:

2) Program and Accreditation Review Committee (PARC) of the EPSB

The PARC Committee, chartered by the EPSB in 2011, shifts into high gear, guided by the work of Richard Miller, contracted by the EPSB to develop a new system for the submission, approval and accountability documentation of educator preparation programs in Kentucky.

The PARC Committee includes representatives from public and independent colleges and universities, the Kentucky Department of Education, and the Council on Postsecondary Education.

KACTE is represented on the PARC Committee by three members of the KACTE Board, Manish Sharma, Carol Ryan, and Margaret Moore.

Updates from the PARC Committee are featured in almost every meeting sponsored by KACTE. The PARC Program Submission Templates attempt to coordinate the accreditation and program approval processes of the EPSB and also of CAEP.

3) Council for the Accreditation of Educator Preparation (CAEP)

Although CAEP has been active for several years, 2015-2016 saw the transition from NCATE Standards to CAEP Standards and Accreditation Procedures.

KACTE Member Institutions have sent representatives to CAEP meetings (CAEPCon) around the country to learn about the way in which CAEP Standards will be implemented and how CAEP Accreditation will differ from NCATE.

Information from CAEP meetings has been widely discussed at almost all KACTE sponsored programs.

Program Assessment has been a major focus of CAEP, and has in turn driven KACTE activities and discussions. The work of K-ITEP has been intended, in part, to develop data and information required of KACTE member institutions through the accreditation and accountability processes.

4) Day on the Hill Initiatives

KACTE has sent several representatives to the AACTE Washington Week activities each summer for many years. These representatives have returned to Kentucky talking about the importance of outreach and advocacy for KACTE as an organization.

In March, 2016, KACTE finally organized and conducted the first Kentucky Day on the Hill in Frankfort activity. This activity required significant organizational effort and resources to carry out.

Most KACTE member institutions participated, many of them involving their candidates in the activity.

The KACTE Day on the Hill activity was sufficiently engaging for the institutional representatives who participated so that a second Kentucky Day on the Hill is planned for 2017.

The work of K-ITEP, primarily in the three major workshops developed with support from an AACTE State Chapter grant were highly visible and involved participation from most KACTE member institutions.

The K-ITEP workshops were tightly bound to the emerging accreditation and accountability themes of CAEP and PARC.

In 2015-2016, there was a much stronger relationship with the Kentucky Center for Education and Workforce Statistics (KCEWS). KACTE and KACTE/K-ITEP engaged in significant and ongoing conversations on ways that data from educator preparation programs and data from P12 schools could be aggregated and reported by KCEWS for use by KACTE member institutions in their accreditation and accountability activities.

KACTE/K-ITEP has also worked hard to develop and maintain an active collaboration with members of the Educator Preparation Division staff at the EPSB; particularly those that deal with developments in technology and data.

KACTE/K-ITEP, KCEWS, and the Educator Preparation Division of the EPSB have collaborated on the AACTE State Partnership Grants, and have also worked together developing presentations of Kentucky work at the Annual Meetings of AACTE.

6) Active Collaboration with the EPSB

During 2015-2016 the leadership of KACTE has maintained an active working relationship with the leadership at the EPSB.

The EPSB staff has worked diligently to support the activities of KACTE, including providing the resources to secure meeting room space for KACTE and K-ITEP programs in the first floor conference room at 100 Airport Road.
