JOINT PUBLIC CALL FINEP-RCN

• Objective

Supporting projects elaborated through cooperation between Brazilian and Norwegian companies using the current financial instruments, according to the following thematic lines:

• Subsea technologies • Enhanced Oil Recovery • Environmental Technologies

• Financial resources for the projects Norway will finance Norwegian companies through RCN, while FINEP will finance Brazilian companies. I. RCN: NOK 10 million, grants. II. Finep: R$ 5 milhões, grants (“economic subvention”) .

Priorities: Small and Medium Enterprises (SMEs - Brazilian and Norwegian);

The innovation projects must be developed through partnerships between Brazilian and Norwegian companies. Universities and scientific institutions from both countries may also participate as service suppliers;

The duration of the project can be no longer than 3 years.

The projects must be balanced between the participants and significant to both countries;

- Innovation level; - Research activities level; - Quality of the R&D project; - International cooperation; - Proposal relevance for the public call; - Potential for value creation

The proposals should also match the following criteria:

The industrial R, D&I cooperative project must have as a goal the development of products, processes and services aiming the commercialization on the global market;

Brazilian and Norwegian companies which submit proposals developed through partnerships cannot belong to the same economical group.


The partners of the project must agree in advance about the intellectual property rights and about the commercialization strategy to obtain project results;

The tasks described on the work plan should be clearly attributed to each of the partners, as the resources allocated and demanded for the project;

Both Brazilian and Norwegian companies should submit their proposals to their respective country agency – Finep e RCN. The proposal presented to only one of the agencies will not be accepted.

• Characteristics of the proposals:

Each company can submit only one proposal for each of the thematic lines;

The total ammount of the project must add up to a minimum of R$ 500 mil;

FINEP will only accept the expenses paid using economic subvention resources from the date of the signature of the contract on;



Regarding counterpart resources, FINEP will accept expenses paid after the publication of the final result of the Public Call.

The Brazilian company elegible to receive financial resources from economic subvention must develop the part of the project under its responsability on national territory.

Tropicalization projects or absorption of tecnologies already developed by the foreign headquarters or controllers of the leader companies are not elegible for support with financial resources obtained through this public call.

JOINT PUBLIC CALL FINEP-RCN • FINANCIAL COUNTERPART:

• CAPEX expenses cannot overcome 20% of subvention resources transferred by Finep.

• Financial counterpart value can be composed by OPEX and APEX, as long as they can be associated to the development of the activities of the projects.

JOINT PUBLIC CALL FINEP-RCN STEPS:

Step 1 (QUALIFICATION):

• Pre-project presentation in English and Portuguese using the template form furnished on the Public Call internet site;

• The candidate companies in Brasil and Norway should present identical projects to Finep and to RCN;

• The pre-projects will be evaluated together by a Comittee composed by representatives from Finep and from RCN.


Candidates from respective countries will receive the recommendations from the Comittee with sufficient time, before the final deadline for submission to step 2;

Step 1 is only for qualification, there will be no elimination of the projects, but sending the pre-project is mandatory;

The pre-projects to be presented by Brazilian companies must be sent through the e-mail [email protected] and by regular post to FINEP’s headquarters.

JOINT PUBLIC CALL FINEP-RCN • Step 2 (subject to elimination):

• In this step, project proposals can be redefined,

following the recommendations received on step 1;

• Agreement term formalization (rights over intellectual property, commercialization strategy of the project results, partner companies obligations regarding the country where the project will be developed, the participation of each company on the costs of the project, the participation of companies of different countries on the project and their respective responsabilities, penalties to be applied in case of default and the forumselection for eventual resolution disputes);


• The project proposal must be sent to FINEP through its

internet site, up to the deadline established on item 10, through Submission Form – FAP (acronym in Portuguese) specific to this Public Call, available at FINEP’s portal at www.finep.gov.br.

• Other criteria that will be evaluated on this step:

• All criteria will receive the score within the range 1 to 5. • The criterion “Project adherence to the objectives of the Public Call” can cause

the elimination of the proposal. • Proposals whose average grade scores below 3 or any single grade below 1 in

any of the criteria exposed above will be eliminated. • Non-eliminated proposals will be classified according to its grade in each topic,

exposed in decreasing order.
