Donation of $1,051 from Donors Choose for Bridgit Wilson’s music students for her classroom project “Ukuleles for Kids”. The resources for this project included 17 Makala soprano ukuleles.

5. Finance (W. Hackler) William Hackler said the budget meetings with the district towns are ongoing, and at this time, a 3.78% increase is proposed.

7. Policy (R. Rusch) o The Policy Subcommittee recommends the School Committee adopt policy EDE Recyclable Materials for

second reading.

9. School Start Time (S. Robbins) Susan Robbins provided an update and said the Committee is preparing to send out a survey to the District to

better understand the impact to families if start times changed, and what the District can do to help with

possible impacts to families. Ms. Robbins said the Committee is hopeful to have the responses back before

February break. The Committee will review the survey before providing its recommendation to the School

Committee.

Chair, Craig Hansen said all feedback from the NM community was positive. Superintendent Morgan

recommended the calendar be updated to reflect December 23, 2020, as an early release day for all.

1. Disposal of Surplus Property: Nissitissit Middle School Copy of Disposal of Surplus Property request form attached for reference. Following discussion, Randee Rusch motioned, and William Hackler seconded to approve the Disposal of

Surplus Property by Nissitissit Middle School as requested.

2. North Middlesex Regional High School BAN William Hackler motioned, and Randee Rusch seconded that the North Middlesex Regional School Committee vote to approve the sale of $23,642,855 2.00 percent General Obligation Bond Anticipation Notes (the “Notes”) of the District dated February 5, 2020, and payable February 5, 2021, to Bank of America Merrill Lynch at par and accrued interest, if any, plus a premium of $255,579.26. Further Voted: that in connection with the marketing and sale of the Notes, the preparation and distribution

of a Notice of Sale and Preliminary Official Statement dated January 16, 2020, and a final Official Statement

dated January 22, 2020, each in such form as may be approved by the District Treasurer, be and hereby are

ratified, confirmed, approved and adopted

Further Voted: that the District Treasurer and the Chair of the Committee be, and hereby are, authorized to

execute and deliver a significant events disclosure undertaking in compliance with SEC Rule 15c2-12 in such

form as may be approved by bond counsel to the District, which undertaking shall be incorporated by

reference in the Notes for the benefit of the holders of the Notes from time to time.

Further Voted: that we authorize and direct the District Treasurer to establish post-issuance federal tax

compliance procedures and continuing disclosure procedures in such forms as the District Treasurer and bond

counsel deem sufficient, or if such procedures are currently in place, to review and update said procedures, in

order to monitor and maintain the tax-exempt status of the Notes and to comply with relevant securities

laws.

Further Voted: that each member of the Committee, the District Secretary and the District Treasurer be and

hereby are, authorized to take any and all such actions, and execute and deliver such certificates, receipts or

other documents as may be determined by them, or any of them, to be necessary or convenient to carry into

effect the provisions of the foregoing votes.
