PURPOSE These procedures define the actions needed to accomplish coordinated public information functions at the Joint Information Center (JIC) in an emergency involving the Nine Mile Point and James A. FitzPatrick nuclear power plants. These procedures complement the radiological emergency response plans of New York State, Oswego County and the operating Nuclear Facility Operators (NFOs): Entergy Nuclear Northeast and Constellation Energy.

JOINT INFORMATION CENTER Objectives To provide the public, through the news media, with a sole source location for official information on plant conditions and any emergency protective response actions required to protect the public. The JIC staff facilitates and coordinates the prompt release of accurate information through Public Information Officers (PIOs), representing Oswego County, New York State, federal agencies, and the NFOs. Primary Functions of the JIC

To provide timely information to the media through media advisories, media briefings or news releases.

To develop and disseminate emergency advisories to the public in the 10‐mile Emergency Planning Zone (EPZ) through the Emergency Alert System (EAS); these advisories are restricted to official notification of protective actions recommended by governmental officials for the general public within the 10‐mile EPZ. Oswego County is responsible for the preparation and dissemination of EAS messages.

To conduct Media Response, Media Monitoring, and Public Inquiry response operations to insure that the public receives accurate and timely information.

JIC Location 10 Airport Drive Fulton, New York 13069 JIC Activation The JIC will be activated following the declaration of an Alert or higher Emergency Classification Level (ECL). The JIC is considered operational once there is sufficient staff and representation from the county and NFO to perform the JIC’s primary functions. The State’s advance team will represent the State until the New York State JIC personnel arrive. The advance team will not participate in media briefings. Logistical Support The NFO is responsible for equipping the facility, maintaining appropriate security, facility maintenance and providing support staffing at the facility (see pages 31‐32 for equipment and telephone listings).

Space The State, the county and the NFOs have been assigned workspace adequate to support their public information operations. The Federal Emergency Management Agency (FEMA) and the Nuclear Regulatory Commission (NRC) have been provided space in the event the emergency requires Federal response (see floor plan – page 33). Supplies Each organization will have:

Maps of the 10‐mile Emergency Planning Zone (EPZ) showing Emergency Response Planning Areas (ERPAs), their populations and evacuation routes

Copies of Emergency Planning Calendars

Copies of the appropriate county radiological emergency preparedness plans

Necessary office supplies Information Center Access All designated PIOs and support staff from State agencies, Oswego County, federal agencies and the NFOs have access to all parts of the JIC. Media representatives’ access is restricted to the briefing room and the media work area. Media Credentialing Each media representative shall be issued an identification badge that will permit access only to the designated media portions of the JIC. Badges will be made and issued on the premises. A log of credentialed media will be maintained and made available to all JIC parties.

EXTERNAL INFORMATION FLOW PIO Coordination Line The purpose of the PIO Coordination Line is to coordinate the release of information to the public through an audio bridge connecting the Oswego County Emergency Operations Center and the State EOC with the Joint Information Center in Fulton. At the declaration of an Alert or higher:

The State PIO in Albany will direct the State Emergency Coordination Center (SECC) to initiate the PIO Coordination Line.

Oswego County and JIC participants will enter the bridge by dialing 1‐866‐563‐8443 (U.S. toll‐free); SEMO HQ (Albany) staff will enter the bridge by dialing 66566 (VOIP).

Participants will press 1 to attend the meeting

The meeting ID number is 38258. News Releases and Media Briefings There are two principal methods of releasing information to the media: news releases and media briefings.

News Releases To expedite the flow of information from the JIC to the public, news releases developed by any partner should be made available for distribution through the media briefing room as soon as they are authorized for release. If practical, the media room liaison should announce the subject and availability of the release. Each JIC partner (State, county and NFO) is responsible for the preparation, accuracy and completeness of its own news releases based on information supplied by its Emergency Operations Center/Facility. When protective actions are announced, each press release and EAS message shall be shown to and signed by a representative of the State and the county. Signature on the release signifies awareness, not approval, of the release’s contents. (See Sign‐Off Agreement – page 11). The stamp provided for this purpose will be used by each organization to document sign‐off on a release. The final news release copies will be distributed to each of the official parties within the JIC and to Public Inquiry – Media Monitoring – Media Response teams before being issued to the media either by distribution in the media briefing area or by electronic dissemination. Each press release shall be timed, dated, numbered, and provided (i.e., fax or e‐mail) to each Emergency Operations Center and the Emergency Operations Facility. Media Briefings Media briefings are the principal method for providing information to the media concerning the scope of the event, on‐site event mitigation activities, recommended public protective actions, possible health effects, and governmental off‐site response activities.

Frequency of Media Briefings Briefings will be held as circumstances dictate. If a significant event happens or critical information becomes available, a media briefing may be called by the State, county or NFO PIOs or spokespersons. The party desiring the briefing will notify the NFO JIC Director/Manager, who will notify the other PIOs and the Public Inquiry Coordinator. The time of the briefing will be announced over the public address system.

Coordination of Media Briefings Prior to any media briefing, a pre‐briefing meeting will be facilitated by the State PIO. The meeting should include various spokespersons, the PIOs and Public Inquiry supervisory personnel. Support staff supervisor and technical briefers should also attend. The purpose of the meeting is to determine the topics to be covered and the order of presentation. The Pre‐Briefing Worksheet (page 5) should be used.

Media Briefing Format Briefings will be based on “news” – what is different from last briefing – and structured to answer the following questions:

What has happened? What effect will it have on the public?

What protective actions are being required? What other actions are being taken?

Lead speakers will be determined by the reason for the brief. The NFO will lead in announcing changes in Emergency Classification Level (ECLs) and the status of radioactive releases; Oswego County will lead in announcing Emergency Alert System (EAS) messages and protective actions (evacuation/sheltering‐in‐place/administer KI).

Once these topics have been covered, all participants can update previously briefed activities such as NFO, county and State response actions, precautionary actions being implemented and staffing of emergency and emergency support facilities. These updates should focus on actions of which the public should be aware.

When “Breaking News” Will Interrupt or Delay a Briefing In some instances, “breaking news” (i.e. a change in ECL, whether or not there has been a release of radioactive materials to the environment as a result of the event, an impending EAS message, etc.) will necessitate either an interruption to a media briefing in progress or a delay start of a previously announced briefing.

When a Briefing Must Be Interrupted Upon receiving notification that the situation is changing, the NFO JIC Director/Manager or NFO Briefing Moderator will announce the following as soon as possible:

“We need to close this briefing so our spokespeople can be updated with the most current information, and then brief you. We will be back with you as soon as possible.”

The time for the next briefing will be announced as soon as possible, with the briefing to be held no longer than one‐half an hour from the time of interruption.

When a Briefing Must Be Delayed The NFO JIC Director/Manager or NFO Briefing Moderator will announce to the media:

“Our spokespeople are currently being updated on the situation, and the next briefing will be delayed for a short time so they can bring the most current information to you. The next briefing will be held at (time).”

The briefing should not be held longer than one‐half of an hour from the time it was originally scheduled.

PUBLIC INQUIRY, MEDIA MONITORING AND MEDIA RESPONSE Overview The program is staffed by county and NFO personnel, and is supervised by the Public Inquiry Coordinator. There are three elements to the program: 1. The Public Inquiry Team provides the public with clarification of information that is in

conflict with official information. 2. Media Monitoring monitors broadcast and print media for reporting accuracy. 3. The Media Response Team responds to telephone inquiries from off‐site media that cannot

respond physically to the JIC. Information Resources (provided to all three elements)

Public Inquiry Fourteen (14) Public Inquiry telephone lines have been installed at the JIC, based on anticipated calling volume. Public Inquiry will be activated with the opening of the JIC. During an emergency, the Public Inquiry numbers will be announced at the first media briefing (see Public Inquiry Announcement – page 10). This number will not be included in EAS messages. Callers may use this number to reach the Public Inquiry Team for clarification of information that may be in conflict with official announcements. The Public Inquiry number will be passed through the appropriate communications chain to the State and county Emergency Operations Centers (EOCs) and NFO switchboard operators for Public Inquiry referral.

When JIC Is Declared Operational Incoming phone calls will be answered "Information Center" by the Public Inquiry staff. Once the caller's concerns have been determined, a response should be promptly given using the reference materials provided. All calls will be recorded on the “Public Inquiry/Media Response Inquiry and Off‐Air Monitor Form" (page 9). This will serve as a record of the nature of the call and the response provided. The caller's name and location are optional depending on the caller's wishes. The caller's telephone number is only required when a "call back" is needed. In some cases, a call may be referred to another team member or other member of the JIC staff for action. The person receiving the referred call is responsible for completing the log and returning it to the Public Inquiry Coordinator. Periodically, the Public Inquiry Coordinator will review the forms and report any recurring questions or misinformation to the lead PIOs. Misinformation should be addressed during the next media briefing.

NOTE: The toll‐free numbers and the EOC/NFO numbers listed in the public informational materials are not part of the “Public Inquiry” system. They provide the public with routine, day‐to‐day access to the agencies and information.

Media Monitoring Media Monitoring staff is provided equipment to monitor and record radio and television broadcasts and bulletins for accuracy. The goal of the monitoring capability is to promptly identify and document the source of inaccurate or incorrect information; and advise, through the Public Inquiry Coordinator, the appropriate State, county or NFO official of the incorrect information so that corrective action can be taken either during a JIC media briefing and/or through direct contact with the media outlet. Staff will familiarize themselves with the "official" information that has been provided to the media through the JIC. Staff will begin to monitor and record broadcast reports as soon as they arrive. When an inaccurate news report is identified, the nature of the inaccuracy will be recorded on the “Public Inquiry ‐ Media Response Inquiry and Off Air Monitor Form" (page 9). The completed form will be given immediately to the Public Inquiry Coordinator. The Public Inquiry Coordinator will review the report to determine if similar inaccuracies are being reported by other sources. As needed, the Public Inquiry Coordinator will report the substance of inaccurate reporting to the appropriate PIO. The PIO receiving the report is responsible for follow‐up and corrective action. A record of completed corrective action will be returned to the Public Inquiry Team Coordinator. If appropriate, the nature of the inaccurate report may be included during the next media briefing to reach a wider audience and restate the correct information. Media Response Procedures The Media Response team, made up of State, county and NFO personnel will receive telephonic inquiries from media representatives unable to come to the JIC. Three telephones have been allocated to this function. The Media Response number will be distributed to the NFO, State and county offices with instructions to direct all media queries to those numbers. The number

may also be released in media advisories or news releases. Team members will be briefed by the Public Inquiry Coordinator on current information. Telephones will be answered "Information Center" and all statements will be attributed to the appropriate State, county or NFO official. It is critical that the team members do not elaborate, speculate, or render personal judgments. Care must be taken not to become the spokesperson for the State, county, or NFO. A copy of all calls will be recorded on the “Public Inquiry/Media Response Inquiry and Off‐Air Monitor Form" (page 9). The Public Inquiry Coordinator will refer any inquiries that require information beyond the scope of information provided, or exceed the team member’s authorization, to the appropriate PIO. In cases that require a call back, the Media Response form will be given to the appropriate PIO who will respond, complete the form, and return it to the Public Inquiry Coordinator.

“If a member of the public needs clarification or additional information on this emergency situation, we urge them to call the Public Inquiry Line at:

SIGN‐OFF AGREEMENT Each JIC agency (State, county and NFOs) is responsible for assuring the accuracy and completeness of its own news releases. To assure that all partners are aware of the information being released, copies of all news releases will be distributed within the JIC workrooms before they are placed in the media briefing area. The only documents that are required to have sign‐offs are those containing public protective action decisions. These are EAS messages and the follow‐on news release that must be signed‐off by the county and State staffs.

DEVIATIONS IN PLAN DURING EXERCISES AND TESTS Exercise / Drill Language During all exercises, drills and tests, the phrase “this is an exercise” or “this is a drill” will be used at the beginning and end of all phone conversations, news releases, media advisories, EAS messages and media briefings. Simulated Airings of Emergency Alert System Messages During exercises, only the initial EAS message will be called in to the LP‐1 station. The actual message will not be aired. All subsequent calls will be simulated. The following standard script shall be used for all on‐air EAS tests and demonstrations conducted in conjunction with radiological emergency preparedness plan exercises, drills and tests involving Nine Mile Point or James A. FitzPatrick nuclear power facilities:

"This is a test. This station is conducting a local test of E‐A‐S, the Oswego County Emergency Alert System. E‐A‐S is intended to help keep you informed in the event of an emergency. If there had been such an emergency, the attention signal you just heard would have been followed by specific emergency instructions. This radio station voluntarily serves as an E‐A‐S station for the Oswego County Operational Area. This concludes this test of the Emergency Alert System.”

Note: Broadcast stations are not required to provide any government EAS user with “repeat” broadcasts of individual EAS messages. Therefore, no EAS message shall include any reference to repetition.

Faxing of EAS Follow‐on News Release During drills and exercises, the Follow‐On News Release containing detailed evacuation and sheltering instructions will be faxed to the LP‐1 station immediately after the simulated broadcast of the first EAS message.

Public Inquiry Numbers The toll‐free numbers and the EOC/NFO numbers listed in the public informational materials are not part of the Public Inquiry system. They provide the public with routine, day‐to‐day access to agencies and information. The Public Inquiry number is not published in these documents because Public Inquiry phone lines are staffed only during emergencies or exercises. The Public Inquiry number will not be published in any EAS message. The Public Inquiry number will be included in the media advisory announcing the opening of the JIC, announced from the podium during briefings, included in all EAS Follow‐on News Releases, and will be included in press releases produced by the JIC partners.

EMERGENCY ALERT SYSTEM (EAS) Purpose The EAS provides government officials with rapid access to the broadcast media to issue emergency instructions on protective actions to the public directly affected or threatened by an emergency at the Nine Mile Point or James A. FitzPatrick nuclear power stations. Protective actions are limited to the following:

Chairman, Oswego County Legislature All requests for activation will follow the procedures agreed to between the authorized officials and the broadcast industry (NYS EAS Plan and Oswego County EAS Procedures). EAS Coordination During an emergency at either Nine Mile Point or James A. FitzPatrick nuclear power stations, a request to activate the EAS will be the result of a cooperative decision reached over the “Executive Hotline” between lead officials of New York State and Oswego County. In the event of extenuating circumstances, activation requests may be made unilaterally by Oswego County or New York State. Required EAS Message Content All EAS messages issued shall include, at a minimum:

Identification of requesting governmental authority

Identification of affected nuclear power plant

Identification of the area(s) affected by the situation or event

Reference to Radiological Emergency Preparedness public information brochures/calendars

A closing statement that the population stay tuned to EAS stations If protective actions are announced, the EAS message may also include:

Specific protective action(s) that should be taken by people in the affected area(s)

Emergency Action Level (EAL) declared by the NFO

Whether or not radioactive materials have been released to the environment as a result of the declared event

EAS Message Preparation Procedures (Sample EAS messages are found on pages 16‐18.) 1. Upon arrival at the JIC, Oswego County will test fax and voice phone lines with the LP‐1

station to ensure that communications are functioning. 2. When the decision is made to request EAS activation, Oswego County EAS writers

positioned at the EOC will be notified to begin preparing a message for release reflecting the command and control decision. The message will be available for release to the public in accordance with command and control instructions.

3. Specific protective actions – evacuation, take KI (Potassium Iodide), or shelter‐in‐place – to be included in the message will be given to the EAS writer by the Chairman of the Oswego County Legislature.

4. The EAS message will be drafted in the county EOC and then sent to the JIC, where it will be checked for accuracy and signed off by the Oswego County EAS Activator and the State PIO. The message will then be given to the Oswego County EAS Activator.

5. The Oswego County EAS Activator notifies the LP‐1 station of the pending broadcast and coordinates broadcast time for the EAS message. The station may also be alerted to the potential of a Follow‐On News Release. Based on the discussion between the EAS coordinator and the LP‐1 station, the communications link may remain open.

6. Following sign‐off, the EAS coordinator will provide a live reading of the EAS message to the LP‐1 station. The EAS message is broadcast by the LP‐1 station at the prescribed time.

7. The county and State PIOs will assist in the preparation of an EAS Follow‐On News Release (see pages 19‐25) that will expand the information provided in the EAS message. If protective actions are announced, the news release will include brief geographic descriptions of the ERPAs affected and instructions on evacuation and administration of KI, and sheltering in place.

8. The EAS Follow‐On News Release text is reviewed, revised (as needed), and approved by sign‐off by the county and State PIOs.

9. Immediately after sign‐off, the EAS Follow‐On News Release is faxed to the LP‐1 station. The Oswego County EAS Activator confirms receipt of the faxed news release with the station.

10. Copies of both the EAS message and the EAS Follow‐On News Release are distributed to the media in the JIC, all JIC workrooms, Emergency Operations Centers, and the Emergency Operations Facility.

11. The Media Monitoring team will monitor and record the airing of the EAS messages and the EAS Follow‐On News Release.

12. County personnel will review often the content of the EAS message most recently aired and the corresponding Follow‐On News Release against current plant conditions (ECL, release/no release of radioactive materials). If the plant status changes but a new EAS is not required, the EAS Follow‐On News Release will be updated with the new

information, clearly labeled, and re‐issued to media as an update, OR a new news release will be issued with the new information

Exceptional Situations Immediate General Emergency If conditions at a nuclear power facility require an immediate declaration of a General Emergency and subsequent protective actions, Oswego County is authorized to activate the prompt notification (siren) system and initiate a request for EAS activation on behalf of the State and the county according to prearrangements with the LP ‐1 station. JIC Is Not Fully Activated If the JIC has not been activated when the decision is made to request EAS activation, coordination of the message preparation may take place between the Oswego County PIO and the County EOC. The verification requirements for message content shall remain in effect. In such instances, telephonic sign‐offs are acceptable, but must be logged. Primary LP‐1 Station Cannot Be Contacted If one of the Primary LP‐1 Stations cannot be contacted, Oswego County EAS Procedures list other LP‐1 Stations that can be contacted for EAS dissemination.

Buses will soon be traveling designated routes in the ERPAs being evacuated to pick up people without transportation and take them to the Reception Center. Buses are expected to arrive at the beginning of bus routes at (time). Pick‐up points are shown in the “Public Emergency Response Information” calendar. If you are disabled or need special assistance evacuating, or have someone in your family who needs special assistance, please call (315) 591‐9168. People directed to evacuate should swallow the KI (potassium iodide) tablet that has been provided them by Oswego County. Adults over age 18 should take one 130‐mg tablet. Children weighing less than 150 pounds should be given one 65‐mg tablet. Children under age 1 year should be given one‐half of one 65‐mg tablet. If you have not picked up KI from Oswego County, it will be available at the Reception Center at the New York State Fairgrounds in Syracuse. KI has been offered to residents of the 10‐mile Emergency Planning Zone as an adjunct measure to protect against possible exposure from one of the radioactive elements – radioactive iodine – that may be released in a nuclear power plant emergency. KI is NOT an alternative to evacuation. County officials remind people that Emergency Response Planning Areas 23 through 29, which include Lake Ontario in a 10‐mile radius of the nuclear power plants and the Oswego River between Lake Ontario and Hickory Grove Road in the Town of Granby, were closed earlier today. The Coast Guard and Sheriff’s Department continue to patrol these areas, and people are asked to stay away until further notice. People in the following Emergency Response Planning Areas (ERPAs) should EVACUATE and SWALLOW YOUR KI: (Insert ERPA descriptions using “insert file” on the pull‐down menu. Filenames are “ERPAx.” Or cut and paste from the file “ALL ERPAs”.) Evacuees should take with you the items in a three‐day Disaster Supplies Kit. This includes:

PUBLIC EDUCATION WORK PLAN OBJECTIVE To familiarize the residents within the 10‐mile Emergency Planning Zone (EPZ) surrounding the Nine Mile Point and James A. FitzPatrick nuclear power plants with emergency preparedness plans, the prompt notification system, protective actions, Emergency Response Planning Area (ERPA) designations and other radiological emergency planning considerations. GOALS

Develop and distribute emergency planning information for residents of the 10‐mile EPZ, to include a returnable postcard for assistance to handicapped persons and an “800” toll‐free telephone number for obtaining additional information.

Develop and distribute emergency planning materials targeted for transients.

Acquaint news media at least annually, with the emergency plans, information concerning radiation, and points of contact for release of public information in an emergency.

Provide speakers on emergency planning/plant operations. ACTIVITY #1: DISTRIBUTE AN EMERGENCY PLANNING CALENDAR Accountability The calendar will be reviewed cooperatively by the State, Oswego County and the NFOs. The NFOs shall be responsible for the production and distribution of the booklets/calendars. Frequency Public education materials shall be reviewed annually and revised as needed. The calendar will be distributed at least annually. Content The calendar shall describe or depict: 1. Basis for emergency planning 2. Purpose of the siren system and what actions should be taken when the sirens sound 3. Role of the Emergency Alert System (EAS) in the emergency response and a listing of the

primary LP‐1 stations within the 10‐mile EPZ 4. Emergency Response Planning Areas (ERPAs) 5. Map(s) of ERPAs showing designated evacuation routes 6. Potential protective actions the public may be advised to take by governmental officials 7. Location of Reception Center 8. Addresses and phone numbers of responsible agencies that may be contacted for additional

Distribution The calendars will be distributed, one per household, to all households in the 10‐mile EPZ surrounding the Nine Mile Point and James A FitzPatrick sites. A mailing list, which includes all mailing addresses within the 10‐mile EPZ (a specific listing of individual residences in apartment complexes is included) will be used to distribute the calendars. Residence halls at Oswego State University will be provided sufficient copies for distribution to the students. Follow‐up Following calendar mailings, the county (in conjunction with the State and NFOs) will issue press releases, encourage announcements in local newspapers, and provide Public Service Announcements to area broadcasters announcing the booklet/calendar distribution and giving places to contact for additional information or copies of the booklet / calendar. ACTIVITY #2: DIRECT MAILINGS OF INFORMATIONAL MATERIAL Accountability Mailing materials will be developed by the State, county or NFOs and will be reviewed by all parties. The NFOs will share the responsibility for mailing the informational materials. Frequency Mailings to residents will be done as necessary. The county may also provide informational pieces to other county agencies for distribution to specialized populations. Example: the “Radiological Information for the Agricultural Community” brochure is disseminated by the County Cooperative Extension. Distribution Distribution will be accomplished using the methodology previously identified for booklet/calendar distribution.
