Milestones for 2009/10
JESR 2009 agreed on 8 milestones for 2009/10.
Achievement as at June 30, 2010:
1 milestone complete;
2 milestones partially complete; and, 5 milestones on track.
Milestone No. 1: On TrackConduct Situational Analysis of Human Resources in the Education Sector Terms of Reference developed Consultants hired Data collection beginning October
2010 Draft report expected in January

Milestone No. 2: On Track
Develop three-year, Sector-wide, costed, operational plan for ESDP Terms of Reference and draft
template developed. Stakeholders to submit feedback on
TORS and draft template for discussion by October 2010.

3A:Finalise, disseminate and act on Public Expenditure Tracking Survey (PETS) for primary and secondary education;

Finalise, disseminate and act on PETS for primary and secondary education Report finalised. Action plan approved. Dissemination underway. Printed copies of final report to be
distributed.

Implement priority activities in Teacher Development and Management Strategy In-Service Training (INSET)
Strategy approved Funds for implementation of the

Milestone No. 6: On TrackStrengthen sector-wide dialogue mechanism and implementation Most regular meetings have taken place
according to agreed schedule Joint Education Sector Review is on track,
with Joint Field Visits completed and technical meetings taking place
Printing of reports from 2009 has been done to be distributed in the JESR 2010.

Milestone No. 7: On TrackEducation Sector Data Enhanced and Functioning in all sub-sectors Statistics for Higher Education have been
gender disaggregated in reporting Joint Education Sector Review is on track,
Education Sector Management Information System (ESMIS) database is in place for all sub-sectors
Update of MOEVT website, including statistics, is in progress more inputs to be collected from this JESR participants

Finalise strategic plans for Cross-Cutting Issues Strategic plans for Gender, Environmental
Education and HIV/AIDS have been approved Funds for implementation of these Plans
have been allocated in the 2010/11 budget Some plans need to be expanded to include
Technical, Vocational and Higher Education Human Rights Education Strategic Plan will
be prepared in 2010/11

Milestones for 2010/11In addition to the milestones that will be carried forward from 2009/10, the JESR 2009 agreed on 7 new milestones for 2010/11:1. Conduct PETS for Higher Education;2. Rationalise Education Funding for LGAs;3. Implement Guidelines for re-entry of
pregnant girls;4. Implement priority activities in Teacher
Development and Management Strategy (TDMS) at all levels;

5. Strengthen quality assurance system(s) to improve provision of quality education at all levels;
6. Implement Early Childhood Development and Pre-Primary programs; and,
7. Strengthen the effectiveness of language (Kiswahili and English) at all levels.

The JESR 2009 also agreed that new activities should be planned in 2010/11 to respond to the recommendations of the PETS.
Milestones for 2010/11 (continued) Taken together, the last three
slides indicate that we already have 14 milestones identified for 2010/11.
It is important to note that funds have already been allocated for most of these milestones in the 2010/11 budget.
