Key JCIDS Development Documents

• Capability Development Document (MS B)– Defines Performance Requirements to Achieve the

Capability• Identifies KPPs, KSAs, and additional attributes• Attributes should be Authoritative, Measurable and Testable

– Describes DOTMLPF and Policy Constraints associated with the solution

– May describe multiple increments– Provides operational capabilities for the acquisition

strategy and the Acquisition Program Baseline (APB)– Insert all CDD KPPs and Sustainment KSAs verbatim into

the APB
