_I know that every member of the Executive of the Christian Council is a busy man with important work in his own church. That is exactly w h y he has been appointed as a member of this Executive Committee. I know that every member of the Executive will have to ''make room" for_ this meeting if he is to attend. Dear Sir,

In view of the difficult conditions under which the organisation of the work of the Christian Council proceeds, especially in what touches Sectional Committees, the Executive Committee of the Christian Council wishes to bring to your notice the following points:

1) The unity of the Christian action definitely depends on the willingness of the constituent bodies to consider the work of the Council as one of the priorities in their own task.

2) If united Christian planning and action is to be undertaken, some members of the Constituent Bodies will have to be occasionally released for Christian Council work, in the o r g a n i s i n g (and the inspiring of Regional Committees, and so as to foase Planning and action on accurate information and with the necessary consultation.

3) The Honorary Conveners of Sectional Committees have to devote important time to their Council duty - a time which requires from them their being somewhat relieved from their ordinary daily duties. • The Executive Committee asks the Constituent Bodies kindly to help Council work by considering the task of the Conveners elected as an integral port of their spiritual calling*.

4) The Christian Council pays the travelling and other expenses incurred by the Conveners and Honorary Officers in the development of this phase of the Council's work.

Gentlemen,The recent international developments have been causing

the Church serious concern.

It has been felt that the world situation will have a serious effect on mission work in South Africa, and this will be felt especially in the case of missions looking beyond our borders for much of their support. During the Great War (1914-1918) the International Missionary Council did much to assist distressed missions, vie are in close touch with both the London and the New York Headquarters of the International Missionary Council.

lust before the September Meeting of the Executive Committee it was felt that this Committee should take cognisance of the fact that the work of the Kingdom of Christ in South Africa is bound to suffer by the emphasis on, and the1 application of, non- Christian principles in the world today. Time, however, did not permit of due notice being given to all members of this Committee regarding this important addition to the agenda for the September Meeting of the Executive Committee.

Members who were present at the September Meeting, however, discussed this matter, and the feeling was that it is a matter for the full Executive. We realized that it was a matter not merely for discussion but for action. A sub-committee was forthwoth appointed to draft this letter, urging every member of the Executive to attend the October Meeting which has been advertised to meet in the Board Room, Darragh House, Johannesburg, on the 12th. An appeal is also made to any who may be unable to a t t e n d t o submit their thoughts in writing on the following points to assist us in our discussion of them.

Amongst the points which will come up for consideration at the October Meeting will be these:

1.. Facts regarding the difficulties of Missionary Societies during the Great War, and details of assistance given.

2.. Facts regarding the present situation, or situations which m a y arise in the near future.

3.. Possibilities of assistance by i) other missions,ii) the Christian Council,

iii) the InternationalMissionary Council,

to any mission in difficulty, this assistance being in connection with a) staff,

b) control,c) finance, &c.

4.. Intermediary work on behalf of missions concerned with regard to i) their mission work,

ii) their administration, iii) their possessions, iv) travel or transport of staff, & c .,

where such intermediary work may be necessary between these missions and a) the Government of the Union of South Africa,

b) other Governments, cj other Churches or Missions.

The Secretary would welcome correspondence on this draft, especially with a view to the agenda for the October Meeting which is being drawn up and circulated'on Saturday, 30th September.

2.. REPORT: Sectional Committee on Women's W o r k :No recent word has come

from Miss Mina Soga. If her plans carried, she should have been en route to India before war was declared and soon be turning her face homeward.Once we have the date of Miss Soga's arrival in South Africa, a series of meetings will be arranged by the various Regional Committees. Our woman delegate, who has proved so popular a speaker overseas, should come back to us with an inspiring message.

The Durban ladies have held two meetings lately in connection with plans for a hostel for Native Girls. A strong deputation,- including Dr Brookes,Dr John Dube and Dr Alan Taylor and Mr Maurice Webb, in addition to several ladies, waited on the mayor and officials of the Native Affairs Department last month. A long discussion ensued which had the effect at least of arousing the consciences of the powers that be. In view of the outbreak of - war it has seemed wise to the committee to abandon thought of a money raising campaign at present. But there is a possibility that temporary arrangements m a y be made by the Superintendent of Native Affairs for setting apart a wing of the present Municipal Hostel, with a separate entrance, for the use of the girls who are so sorely in need of a better and safer type of accomodation. This wing should be under the special supervision of a Social Worker. If this change comes to pass it would be a direct outcome of this new Sub-Committee for Hostels under Mrs Brookes' energetic lead.

In Johannesburg the movement for making known the need for and uses of Native Girls Hostels is well under weigh. Ten church Women's Associations have made arrangements for speakers from the Regional Committee to address them, several meetings having already taken place. Five other Societies have asked for speakers to address them on this subject early next year.

Eastern Province Regional chairman has sent an earnest request'that the _ Christian Council appoint a wholetime Travelling Secretary for the co­ordination and extension of all activities'. „ . , „n w _ TT_

3.. REPORT: Medical Work Committee:There are only two matters to report:

(1) I have been in consultation with Drs Aitken and Rosset, drafting evi­dence to be given before the Transvaal Hospitalisation Commission. This

is not yet ready for presentation.(2) The Native Affairs Department have issued regulations in respect of

grants to Mission hospitals which demand the establishment of a "Boardof Control" for every hospital receiving grants from the Department and the representation on each board of the Department. These demands call for care­ful consideration and I am not satisfied with the results of m y discussions with the Secretary for Native Affairs on this matter.

4.. Sectional Committee on Literature:The Convener, the Rev. G. Mabille,

owing to the fact that the majority of missions working in South Africa which exhibited books at the Christian Council Meeting at Cape Town have had those books printed overseas, has gone into the matter thoroughly, studying the reason for overseas printing, source of printing and publi­cation, amounts spent on literature in South Africa and overseas, etc., and should have an interesting report to submit at the end of his study.
