Conducts a survey with the aim of acquiring interests in mineralresources

JOGMEC conducts a joint survey for resource development in cooperation with exploration bodies such as state-owned mining companies of resource-producing nations, and foreign companies. Before initiating a survey, JOGMEC signs with counterparties of the joint survey a Joint Venture Agreement (JVA) that contains a provision on transfer of projects to Japanese companies. JOGMEC then transfers survey results to Japanese companies, and assists them in continuing their exploration and development of the projects.

In this scheme, JOGMEC executes an agreement on joint exploration activity (a joint venture agreement, or JVA) with a Japanese company/-ies and they jointly conduct a geological survey overseas.If the result of a survey is promising, JOGMEC transfers its position in the project to a Japanese company/-ies through a tender process. In such a case, the joint venture partner of JOGMEC may exercise a first right of refusal to purchase JOGMEC’s position.A call for survey projects is issued on the JOGMEC website every year.

JOGMEC provides Japanese metal mining companies with subsidy for overseas geological surveysconducted with foreign companies for metal exploration. This program applies to cases whereJapanese companies do not become organizers of the projects.A call for survey projects is issued on the JOGMEC website every year. Projects are selected throughexamination of the geological environment, investment environment and details of proposedprojects.If a project moves forward to exploration, development and production by companies as a result ofsurvey, a part of the profits from production needs to be paid to JOGMEC.

Regarding to uranium, 17 projects have been funded to date.

To ensure a stable supply of mineral resources, it is important that Japanese companies participate in mining projects. However, investment in the upstream sector of mineral resources is not only associated with the great risk of failure, but in many cases a large amount of funds are required.JOGMEC assists Japanese companies to carry on businesses in the upstream sector of mineral resources through financial support. One of our financial support schemes is providing funds required for mineral resources exploration projects in the form of equity capital or loan, and also providing equity capital for mining asset acquisition.

However, because a large amount of fund is required for mine development, they often have difficulty in obtaining funding.JOGMEC provides liability guarantees for development funds loaned by private financial institutions so that the projects can borrow required funds more easily.

Promotion of exploration technology development for current needs

JOGMEC is conducting technological development of mineral exploration using remote sensing and high resolution geophysics.These are R&D to detect accurate information from the earth observation data effectively and efficiently and to utilize geophysical data etc., for integrated analysis technology.

Exploration Technology Development for Mineral Resources

Project overview

It has successfully detected distributions of hydrothermal alteration minerals related to mineralization by optical sensor data for ground reflection of the sun light through the technology development on detection of hydrothermal alteration zones. Moreover, geological classification and detection of host rock of ore deposits have been available by analyses on TIR data DEM data and SAR data. These techniques are being utilized for mineral exploration to delineate promising areas from a wide region.

Electro and Electromagnetic methods including TEM (Transient Electromagnetic) method have been applied because the alteration zone around metallic mineral deposit has conductive characteristics (low resistivity) in comparison with normal rocks. Exploration depth and accuracy of TEM method have been improved by using SQUID (High Temperature Superconducting Quantum Interference Device) which is a very sensitive magnetic sensor, in comparison with conventional TEM equipment the capacity of which is insufficient for deep seated ore deposits. JOGMEC has successfully developed a TEM method equipment (SQUITEM) using SQUID. Then, improved SQUITEM No.3 is being utilized for mineral resources exploration of JOGMEC’s projects.

Project overview

It has successfully detected distributions of hydrothermal alteration minerals related to mineralization by optical sensor data for ground reflection of the sun light through the technology development on detection of hydrothermal alteration zones. Moreover, geological classification and detection of host rock of ore deposits have been available by analyses on TIR data DEM data and SAR data. These techniques are being utilized for mineral exploration to delineate promising areas from a wide region.

Electro and Electromagnetic methods including TEM (Transient Electromagnetic) method have been applied because the alteration zone around metallic mineral deposit has conductive characteristics (low resistivity) in comparison with normal rocks. Exploration depth and accuracy of TEM method have been improved by using SQUID (High Temperature Superconducting Quantum Interference Device) which is a very sensitive magnetic sensor, in comparison with conventional TEM equipment the capacity of which is insufficient for deep seated ore deposits. JOGMEC has successfully developed a TEM method equipment (SQUITEM) using SQUID. Then, improved SQUITEM No.3 is being utilized for mineral resources exploration of JOGMEC’s projects.

Promotes development of production technologies looking ahead to the future

JOGMEC has promoted technological development needed to extract metals from mineral ores, and enrich and use them as resources.With the recent decline in ore grade and the increase in impurity content, technologies for efficient metal extraction from mineral ores have become increasingly important. Due to this trend, JOGMEC is developing technology for hydrometallurgical extraction of copper out of low grade ores, and mineral processing for complex sulfide ores at the Metals Technology Center located in Kosaka town, Akita prefecture.In addition, at the Metals Technology Center, in order to be a research base for production technology in Japan, JOGMEC will expand analyzers and facilities such as MLA, advance Open-Laboratory, promote joint research with research institutions and companies, analysis support, etc.

With the progress of resource development, the target of resources development by Japanese corporations is forced to shift toward mining which brings about higher technical risks. Currently, the technical ability for mineral processing, metal, refining, and so on, is critical to the competitive strength of corporations. In the midst of this situation, JOGMEC supports technology improvement projects at the operation sites where Japanese corporations are involved, and also evaluation of mines and F/S of mine development projects. This support takes the form of a joint study program between Japanese corporations and JOGMEC. It aims to upgrade competitive strength of Japanese corporations to acquire mining interests, and also contribute to the stable supply of resources to Japan in the future.

There is a growing awareness of the importance of recycling as a secondary supply source of nonferrous metals resources. On the other hand, in line with the progress of information technology, various metals are used in minute amounts to produce electronic appliances. But, it is difficult to economically recycle most of the metals from used appliances with existing technology.JOGMEC has promoted technological development for recycling metals by utilizing metal smelting technologies.From 2007 to 2016, it has worked on technologies for recovering Tantalum and Cobalt from discarded small electric and electronic appliances and carbide tools scraps. As a result of research, we have established a technology that improves recovery rate of Tantalum and Cobalt from 40%~50% in the conventional method to about 70% respectively.Since 2017, in order to increase the ratio of recycled raw materials (waste printed circuit boards) in copper smelting, impurity element included in waste electronic boards that is not included in ores (undesirable elements for copper smelting) are removed before smelting.

Impurities contained in copper ore are distributed to slag and flue dust in the process of smelting, but due to the recent increase of impurities in copper ore and raw materials, there is concern about the rise in treatment cost and difficulty of separation / disposal method in the future.JOGMEC is developing new ore treatment processes to respond to this.JOGMEC has been carrying out basic research on the removal of impurities in various preprocessing stages such as development of separation and storage technology of arsenic arising from copper smelting, and removal of impurities on various pretreatment steps before smelting such as beneficiation.Starting in FY2017, JOGMEC began developing ore treatment processes that will make it possible to remove, separate and dispose of further impurities from copper ore.

Contributes to securing mineral resources through the deep-seamineral exploration and the deliberation of the development technologies

On the deep seabed, there are manganese nodules containing nickel, copper and cobalt, cobalt-rich ferro-manganese crusts, and sea-floor massive sulfides abundant in copper, zinc, gold and silver. They are potentially the largest mineral resources left on earth. JOGMEC is involved in exploration activities of these deep sea mineral resources from a perspective of stable supply of mineral resources which are necessary for Japanese industrial development.In particular, a vast amount of sea-floor massive sulfides are estimated in Japan's exclusive economic zone. They are attracting attention as our stable supply source.Since February 2012, JOGMEC has been implementing survey cruises through construction of ‘HAKUREI’ the research vessel for deep sea mineral resources in order to accelerate the exploration and development of the deep sea mineral resources above which exist on the deep seabed in the close area of Japan as mentioned.

Exploration and technical research of deep-sea mineral resources

JOGMEC surveyed the distribution and potential quantity of resources from 1975 to 1996. Based on these surveys, Japan acquired exploration licence for 75,000 km2 of manganese nodule area off the coast of southeastern Hawaii, in December 1987 under the UN Convention on the Law of the Sea. Since 2011, JOGMEC resumed the surveys in the mentioned area.

Manganese nodule survey

JOGMEC surveyed in East Pacific Rise (EPR), the Okinawa trough, and the Izu-Bonin Islands from 1985 to 2003. The Hakurei-site was discovered in the Okinawa trough, and the Hakurei deposits in the Izu-Bonin Islands. Since 2008, JOGMEC resumed the surveys based on the Ocean Energy and Mineral Resource Development Plan.

Seafloor massive sulfides

As one of the technical cooperation programs targeted at developing countries, JOGMEC conducted ocean resource surveys in the South Pacific for 21 years from 1985 to 2005. It selected promising ocean areas, conducted detailed surveys and calculated the approximate quantity of resources.

On the deep seabed, there are manganese nodules containing nickel, copper and cobalt, cobalt-rich ferro-manganese crusts, and sea-floor massive sulfides abundant in copper, zinc, gold and silver. They are potentially the largest mineral resources left on earth. JOGMEC is involved in exploration activities of these deep sea mineral resources from a perspective of stable supply of mineral resources which are necessary for Japanese industrial development.In particular, a vast amount of sea-floor massive sulfides are estimated in Japan's exclusive economic zone. They are attracting attention as our stable supply source.Since February 2012, JOGMEC has been implementing survey cruises through construction of ‘HAKUREI’ the research vessel for deep sea mineral resources in order to accelerate the exploration and development of the deep sea mineral resources above which exist on the deep seabed in the close area of Japan as mentioned.

Exploration and technical research of deep-sea mineral resources

JOGMEC surveyed the distribution and potential quantity of resources from 1975 to 1996. Based on these surveys, Japan acquired exploration licence for 75,000 km2 of manganese nodule area off the coast of southeastern Hawaii, in December 1987 under the UN Convention on the Law of the Sea. Since 2011, JOGMEC resumed the surveys in the mentioned area.

Manganese nodule survey

JOGMEC surveyed in East Pacific Rise (EPR), the Okinawa trough, and the Izu-Bonin Islands from 1985 to 2003. The Hakurei-site was discovered in the Okinawa trough, and the Hakurei deposits in the Izu-Bonin Islands. Since 2008, JOGMEC resumed the surveys based on the Ocean Energy and Mineral Resource Development Plan.

Seafloor massive sulfides

As one of the technical cooperation programs targeted at developing countries, JOGMEC conducted ocean resource surveys in the South Pacific for 21 years from 1985 to 2005. It selected promising ocean areas, conducted detailed surveys and calculated the approximate quantity of resources.

Since 1987, JOGMEC has been involved in the survey for investigating the size of deposits and assessing the potential quantity of this resources.

Technical support for mine pollution control projects carried out by local governments, etc.On the request of local government, JOGMEC surveys the current situation of mine pollution of the individual abandoned mines, determines the necessity of mine pollution control measures, reviews and proposes detailed measures, does survey analysis (survey design) needed for design of construction work of mine pollution control measures in abandoned mines, and provides technical advice (construction support) during construction under contract from mine pollution control implementers.

1) Meetings for exchanging information on mine pollution and environmentJOGMEC provides mine pollution control implementers with opportunities to exchange their knowledge and information by holding lectures on mine pollution control technologies, presenting R&Ds and case studies of mine pollution control measures, and conducting tours of mine pollution control facilities.

2) Capacity building of human resourcesJOGMEC prepares introductory textbooks and educational videos about mine pollution control measures, and provides them to relevant persons of local governments and companies to improve the technical capabilities of mine pollution control implementers.

4) Development of mine pollution control technologiesJOGMEC carries out R&D regarding applicability of passive treatment technology that focuses on natural purification capability to contribute to the cost reduction of drainage treatment; and develops other technologies in order to enhance efficiency and reduce cost of mine pollution control. JOGMEC also conducts joint research with universities, research institutes and companies to apply their technology seeds to measures for mining pollutions.

5) Technical support introduction of passive treatment technologyJOGMEC provides technical support (through joint research) with companies (owners of mines) who are interested in introduction of “JOGMEC process” to mine drainage treatment as the passive treatment technology.

With the purpose of preparing for any disruption in supply, JOGMEC handles national stockpiling of minor metals that exist in particular regions in the world.
